TANDYLEE MARINUS

Derick Bezuidenhout van Kuilsrivier het

met sy liefde vir tuinmaak al wonders vir

sy gesin verrig.

Hywas n geesdriftige rugbyspeler enwas

as kind nie lief vir groente nie, maar sy pa

het hom aangespoor om gesonder te eet en

groente deel te maak van sy dieet.

Op n jong ouderdom is sy dogter, Anja,

gediagnoseer met lupus. Ek het die doktor

gevra wat ek vir haar kan doen en hy het

ges die beste ding wat jy vir jou kind kan

doen, is om vir haar vars vrugte en groente

te gee, het Derick ges.

Derick het skielik groen vingers ontwik-

kel. Alles wat hy geplant het, soos tamaties,

aartappels en patats, het in oormaat begin

groei. Anja se lupus het dramaties verbeter.

Ek is verskriklik lief om in die tuin te

werk, het Derick ges.

Hy deel hierdie stokperdjie met sy aan-

staande vrou, Frieda Pienaar, en staan ge-

Gesond eet is nou n leefwyse

Tydens aandetes span sy dan ook die ver-

skeidenheid groente wat in hulle tuin groei,

soos beet, tamaties, boontjies, groen soetris-

sie en suikermielies, in om n gesonde ete

voor te sit.

Frieda.

Derick verkies ook om sy eie groente te

kweek, omdat die gehalte soveel beter is as

di in die kruidenierswinkel.

Dit is vir my eintlik snaaks, maar die

vrugte en groente by die kruidenierswinkel

het geen reuk of smaak nie, s Derick.

Vyf en twintig jaar gelede het sy oorlede

vrou vir hom ges om die skil van n pynap-

pel in die grond te plant. Sy het ges ek is

so goed met my hande, waarom kyk ek nie

wat ek met die skil kan uitrig nie, s De-

rick.

Dit is eers twee jaar gelede toe die pynap-

pel, wat hy in n bak geplant het, begin groei

en kleur begin kry het.

Mense wat hom gereeld kom besoek, is

verbaas en soms opgewonde oor di klein

pynappel wat in hierdie omstandighede ge-

groei het.

Die gesonde leefstyl wat Derick en Frieda

handhaaf, probeer hulle ook toepas in al die

ander aspekte van hul lewens.

Ons is lief vir die natuur, lief vir stap en

doen alles self. Ons is baie betrokke om die

huis, het Derick ges.

Hulle doen ook hul deel vir die gemeen-

skap en gee die oorskietkos vir bosslapers

wat in die Kuilsrivier-omgewing bly.

Armmense is so dankbaar en kry swaar,

maar hulle gee die meeste.

Hulle is baie mededeelsaam, s Derick.

Derick moedig ouers aan om hul kinders

te leer om groente aan te plant en dit deel

van hul leefstyl te maak.

Kinders kan ook s lekker sakgeld ver-

dien,s Derick.

VERVOLG VAN BLADSY 1

n Paar minute voor sy dood, het die vee-

arts hom ingespuit en toe in n swartsak ge-

sit en aan Charlene oorhandig, terwyl daar

bloed en ontlasting uitgeloop het.

Meer as n week later is Charlene nog

steeds stukkend oor die dood van haar ge-

liefde hond en sien sy die veearts se optrede

as wreedheid. Buite op sy spreekkamer

staan sy motto geskryf: Deernis in n pyn-

vrye omgewing, maar vir Brakkies was dit

net pyn tot die einde toe.

Volgens dr. Taite is Brakkies nie nood-

wendig deur n slang gepik nie en het hy ook

nie tekens van pyn getoon nie. Hy is opge-

neem, maar daar was geen tekens van pyn

of skok te bespeur by die hond nie. Ek kon

ook nie n slangbyt by die hond bevestig nie.

Ek het al die opsies aan die klint gestel en

aangebied om die hond aan n drup te kop-

pel. Sy het egter volgehou dat ek hom moet

uitsit, en dit terwyl hy reeds in die hok besig

was om beter te word, het Taite telefonies

aan TygerBurger ges.

Volgens homwas Charlene self in hewige

skok, wat dit baie moeilik gemaak het om

suksesvol met haar te kommunikeer. Sy

het onsamehangend gepraat en het geen sin

gemaaknie.Hywounie in die stadiumeni-

Smile on childs face better thanwinning $1m

Some 14 teams raced against the clock last

weekend in a fundraising initiative that was

based on the popular television game show,

The Amazing Race.

The Amazing Grace, as the initiative was

aptlynamed, is thebrainchild of two friends,

Gavin Bruyns of Kuils River and Hewitt de

Jager of Kraaifontein.

In the television series, a million dollars

is up for grabs, but in this version teams

gave back to non-profitable organisations.

The race kicked off at Bloemendal on Sat-

urdaymorning 2 February at 07:00. The race

took the teams to Metro Evangeliese Sorg

(MES) and The Haven Night Shelter in Bel-

lville, Heatherdale Childrens Home in Ath-

lone and the Haven Night Shelter in Kensing-

ton.

At each pit stop, teams received a clue card

explaining their obstacle and upon comple-

tion, received another clue card directing

them to their next destination.

Wedid cleaning like litter picking and rak-

ing at the homes and we painted walls at the

shelters, said Hewitt.

At the Heatherdale home, different games

were donated and each teammember took out

time to play with the children.

This was the highlight of the day, because

we were allowed to hug and pick up the chil-

dren, said Hewitt.

These children go straight to this home af-

ter being taken away from their parents by

the court, his wife, Linzell said.

By caring about them, we are making

a positive contribution in their lives, she

said.

During one leg of the race, teams had to

follow clues, which took them to St

GeorgesMall, where they had to search for

monuments and dates.

After long hours, covering more than

160 km by foot and car, the teams ended at

Kauai Willowbridge on Saturday afternoon,

where Gavin is the operational manager.

Hewitt.

The Western Cape Government, Department of Environmental Affairs and Development Planning in

collaboration with the municipalities, were, over the past couple of years, involved with the drafting of

integrated Planning legislation for the Western Cape. The publication of the Draft Western Cape Land Use

Planning Bill was approved by Cabinet on 28 November 2012.

The draft bill was advertised in the Provincial Gazette Extraordinary No 7080/2013 for comment on 18

January 2013. It is available on the departmental web page: www.westerncape.gov.za/eadp.

berg Association for Street Peo-

ple (TASP) in Bellville was sus-

pended last week pending an in-

vestigation.

Linda de Vries, TASP chair-

man, said no charges have been

made against Pastor Jerry

Louw, adding the board felt it

best to ask him to leave whilst

an investigation into possible

misconduct is held.

Louw hasworked at TASP for

the past nine years.

De Vries said it would be un-

fair to speculate on concerns

which may yet prove to be un-

founded.

It was the intention of the

board to investigate and hope-

fully return to normal work in

a very short space of time, she

said.

De Vries said Louws wife,

Hazel, who is also a pastor, is in

no way involved in the suspen-

sion. This can be seen by her

continued presence, De Vries

said.

De Vries said the matter

could not be investigated at the

moment, as Louw locked all ad-

ministrative documentation in-

cluding accounts, registers and

petty cash in his office. He re-

fused to hand over the keys.

De Vries did not want to di-

vulge information relating to

the matter, as no charges have

as yet been made.

She said no hearing was held

and that this would only be

done should anything unto-

ward be found during the inves-

tigation.

De Vries said while the mat-

ter was still under investiga-

tion, she could not divulge

when it was brought to her at-

tention.

Maties doing checkups

On 11 February, the Kalkfontein Primary

School will be visited by the Maties

Community Service medical students,

where they will do free check-ups and

refer patients to doctors for the necessary

treatments.

The check-ups will be done from 17:00

onward.

SBA, daycare classes will start on 4

February and be held at the Kuils River

and Sarepta clinic from February to

October.

The City of Cape Town has produced the

General Valuation Roll 2012 (GV 2012) in

terms of theMunicipal PropertyRatesAct,

that governs the valuation of properties.

TheGV2012was signed off by themunic-

ipal valuer on 31 January 2013 and handed

to the city manager.

According to a city spokesperson, there

are 815 676 properties on the GV 2012 roll

with a total value of R913 billion.

This is an approximate increase of about

13 % over the total value of the General

Valuation in 2009. The number of proper-

ties has increased by 39 925 since 2009.

It has a valuation date of 1 July 2012,

meaning that the properties are valued at

the market rate on that date.

Property rates based on the GV 2012 val-

uations will be billed from 1 July 2013.

Publishing the GV 2012 valuation roll in-

cludes, publication of notices in the pro-

vincial gazette, notices in local newspa-

pers and posting notices to property own-

ers.

The valuation roll will also be posted on

the cityswebsite: theGV2012will be avail-

able from 21 February 2013 at www.cape-

town.gov.za/propertyvaluationsad.

The GV 2012 will be made available for

inspection at 17 public inspection venues

across the city. City officials will be availa-

ble at these venues to assistmembers of the

public who wish to inspect the valuation

roll or submit an objection. Legislation al-

lows any person to lodge an objection

against the valuation of any property on

the valuation roll if they believe that the

valuation is incorrect.

An objection must be submitted on the

prescribed objection form. The website

(www.capetown.gov.za/propertyvalua-

tions) contains instructions for download-

ing the prescribed objection form.

An objection must be well motivated.

Valuations on the GV 2012 were derived

from sales that occurred around the valua-

tion date (1 July 2012) and it is, therefore,

best for an objector to motivate his or her

objection by using information about sales

which occurred around that date. Informa-

tion about property sales have been made

available on the citys website and at the

public inspection venues.

Objectors can use this information.

The objection starts on 21 February 2013

and ends on 30 April 2013. Late objections

will not be accepted.

TheMunicipal Property Rates Act states

that properties must be valued at market

value which it defines as the amount the

property would have realised if sold on the

date of valuation in the open market by a

willing seller to a willing buyer.

Palm trees and the south-easter

do not go together.

The trees may look attractive

during the winter months, but

the strong winds of summer

tear the leaves to shreds and

the torn parts turn brown. The

general appearance is very

shabby.

The poor trees look like

people with torn, old clothes!

They look untidy year-round.

They do not improve the

appearance of the areas where

they are planted.

Date palms must have

their sagging branches sawn

off every year. While the

branches hang at the height of

humans they are very danger-

ous, as the thorns at the end

of each leaf are impossible to

remove from the skin and only

come out once there is sepsis.

They must be an absolute

nightmare in an eye! Tips of

cut branches lying on the

ground can also pierce the legs

of the unwary.

What manager or group of

managers in the Cape Town

council have decided to plant

palms in their hundreds

instead of real trees? When the

lovely indigenous trees were

removed along the R27 for the

construction of the bus lanes

we were told that they would

be replaced. The low plantings

are pretty but are not trees,

and the palms being planted in

numbers are ghastly.

I have been told that flying

cockroaches breed in them.

Some types of palm make a

terrible noise when the wind

blows, making the wind seem

much worse.

Transplanted palms have

weak root systems and must

fall eventually.

The question of where the

large palms come from also

arises. Are they being removed

from areas where they are

useful? They grow densely on

the dunes along the east coast

of the country, forming a

windbreak and preventing the

beach sand from blowing

CapeTown is not a

tropical island

On 22 January, I was home

recovering from a back opera-

tion when I heard the sound of

chainsaws outside in the

garden.

Four men with four chain-

saws cutting down a tree that

took a very long time to grow.

I went outside to request the

workers to stop and show me

the paperwork and who in-

structed them to cut down the

tree. No paperwork, no identifi-

cation and refusal to speak

English.

I immediately called the

police who did respond but did

nothing to stop this carnage.

The police went to the munici-

pal council and came back with

the name of the official who

had appointed these tree

trimming contractors.

A request to the municipal

council for trimming of this

specific tree the correct way

was placed in August 2012. The

municipality responded that

they had a backlog in trimming

trees and appointed unscrupu-

lous contractors who are doing

their own thing with no regard

to people or trees.

All the useable branches were

neatly sawed and packed on the

contractors vehicle (probably

for reselling) and the branches

that had leaves on were left on

the pavement.

Humans have abused earth

for so long that the few of us

who do care about nature just

get ignored.

facing a huge problem.

Why not buy turbines, to

create more electricity with

this money or even better yet,

Instead they find it necessary

to sponsor the people for a

breakfast. What can we show

for it, nothing but an overflo-

wing sewage farm, breakfast

long forgotten.

The public are all getting

fed-up of this obvious abuse.

We are tired of paying.

Nothing gets done. Rather

strike for something like this,

than trying to overthrow the

Western Cape government? The

working in every aspect...

Help and hope is offered to single parents

at support group meetings, which are

presented by the Family Centre, Durban-

ville, on Tuesday evenings from 12

February from 19:00 to 21:00 for 13 weeks.

At a single parenting support group,

people will participate in video seminars

and share tips and wisdom that will help

them find hope and encouragement.

Kitley has a deep knowledge of herbs

andvegetables andhas an extensive vari-

ety inhernursery inStellenbosch,where

she presents workshops on this fascinat-

ing subject.

She will also discuss themedicinal, cu-

linary and insect control uses of herbs

and will bring plants for sale to the meet-

ing.

vir Februarie-hitte

Vandag se resep is n welkome koel

lafenis en teenvoeter vir ons ergste

warm somersdae wat nog voorl in

Februarie.

Dis n pragtige pienk yskastert wat

smelt in die mond en nie te veel duur

bestanddele bevat nie.

Die tert se mooi kleur ontleen homself

daaraan om pragtig voorgesit te word

met n bietjie ekstra versiering hier en

daar.

Probeer gerus die tert in n losboom-

pan maak sodat jy die tert op n mooi

koekstaander of bord kan plaas en kan

versier. Groen blaartjies soos mentblaar-

tjies lyk pragtig en ruik heerlik.

Sjokoladeblare vertoon ook baie mooi.

Kooksjokolade werk die beste vir hierdie

doel.

Kies stewige blaartjies in die tuin

roosblare werk goed. Was hulle en druk

droog. Smelt die sjokolade en verf n

dun lagie op die agterkant van elke

blaartjie.

Plaas in yskas en verkil. Verf dan nog

een of twee lagies sjokolade oor, laat

hard word tussen elke laag en trek dan

die blaartjies versigtig af.

Pienk, wit en ligpers skuimpies lyk

ook baie mooi op die tert. Plaas dit op

en rondom die tert net voor opdiening.

Hierdie heerlike tert word somtyds

met kaaskoek verwar, veral as ek n

bolaag van ingelegte kersies opsit. Jy

verdik net n blikkie kersies met n

bietjie mielieblom (Maizena), wat met

water gemeng is.

Laat dan eers die tert stol, skep dan

die afgekoelde kersiemengsel oor en laat

weer stol. Room kan ook hierby bedien

word.

Dit lyk pragtig op die tafel by n

doopgeleentheid van n babadogtertjie.

Jy het nodig:

V koppie kookwater

V 250 g Cremora-koffieverromer

V 1 blik kondensmelk

V koppie vars uitgedrukte suurle-

moensap

V 500 g jogurt (Swartwoud-kersiegeur)

V 1 pakkie rooi jellie, bv. framboos-

geur

V 1 pakkie beskuitjies, fyngemaak, bv.

Marie-, tennis- of semelbeskuitjies

V 5 eetlepels gesmelte botter of marga-

rien

V Flake-sjokoladestafie vir versiering

So maak mens:

Meng die fyngemaakte beskuitjies met

die gesmelte botter of margarien en

druk vas op die boom van n geskikte

bak.

Meng die Cremora-poeier goed met die

halwe koppie kookwater en plaas in

yskas en verkil. Klits dan tot styf en

romerig. Meng dan die kondensmelk en

suurlemoensap by en klits goed.

Maak intussen die jellie aan volgens

die instruksies op die pakkie en laat

afkoel, maar moenie dat dit stol nie.

Meng die jogurt en jellie by die

kondensmelkmengsel en gooi oor die

beskuitjiekors in die bak.

Versier met die Flake-sjokolade. Plaas

in die yskas om verder te stol.

LAND USE PLANNING ORDINANCE, 1985 (ORDINANCE 15 0F

1985) AMENDMENT OF ZONING SCHEME REGULATIONS IN

TERMS OF SECTION 7(2), SECTION 8 AND SECTION 9(2)

The Minister of Local Government, Environmental Affairs and Development Planning intends to amend in

terms of section 9(2) of the Land Use Planning Ordinance, 1985, (Ordinance 15 of 1985) (LUPO), the zoning

scheme regulations approved in terms of Provincial Notices 1047 and 1048 of 5 December 1988 as amended

by Provincial Notice 177 of 2009, regarding the powers of municipalities in terms of the Ordinance to grant

or refuse applications for departures and subdivisions, including instances where restrictive title conditions

are involved, as follows:

1 DEPARTURES

1.1 Regulation 2.1 of the Scheme Regulations made in terms of section 7(2) of the Ordinance and

published in Provincial Notice 1047 of 5 December 1988 to supplement the Scheme Regulations

relating to the zoning schemes set out in the Schedule thereto as amended by P.N. 177/2009 of

29 May 2009, shall be amended to read as follows:

A Municipal Council may in terms of subsections (1)(b) and (5) of section 15 of the Ordinance

respectively grant or refuse an application for a departure, or determine an extended period after

which such departure shall lapse: provided that, where the Council authorises the utilization of

land on a temporary basis as contemplated by section 15(1)(a)(ii), such concession shall be granted

for a maximum period of five years, with the exception of a departure for a mining activity, in which

case the concession may be granted for such number of years as is related to the expected lifetime

of the mine concerned.

1.2 Regulation 5.1.1 of the Scheme Regulations made in terms of section 8 of the Ordinance, published

in Provincial Notice 1048 of 5 December 1988 as amended by P.N. 177/2009, shall be amended to read

as follows:

A Municipal Council may in terms of section 15(1)(b) section 15 of the Ordinance respectively grant

or refuse an application for a departure, or in terms of section 15(5) determine an extended period

after which such departure shall lapse: provided that, where the Council authorises the utilization of

land on a temporary basis as contemplated by section 15(1)(a)(ii), such concession shall be granted

for a maximum period of five years, with the exception of a departure for a mining activity, in which

case the concession may be granted for such number of years as is related to the expected lifetime

of the mine concerned.

2 SUBDIVISIONS

2.1 Regulation 3.1 of the Scheme Regulations made in terms of section 7(2) of the Ordinance and

published in Provincial Notice 1047 of 5 December 1988 to supplement the Scheme Regulations

relating to the zoning schemes set out in the Schedule thereto as amended by P.N. 177/2009, shall be

amended to read as follows:

A Municipal Council may grant or refuse an application for the subdivision of land in terms of section

25(1) of the Ordinance within, and subject to the conditions applicable to a sub divisional area, as well

as an application for the subdivision of land involving no change in zoning.

2.2 Regulation 5.2.1 of the Scheme Regulations made in terms of section 8 of the Ordinance, published

in Provincial Notice 1048 of 5 December 1988 as amended by P.N. 177/2009, shall be amended to read

as follows:
