Criminals and gang activity have forcedstakeholders in the mass animal sterili-sation project in Wesbank to abandon

the campaign.Project leader and CEO of the Cape of Good

Hope SPCA, Allan Perrins, said the projecthad to be abandoned due to serious safety con-cerns following an armed attack on the Afri-can Tails team.African Tails, an animal welfare organisa-

tion in Koeberg, was one of the organisationsparticipating in the project. Their duties wereto collect the animals from the pet owners andtransport them to the sterilisation facility inMain Road.Two field workers have been collecting the

cats anddogs since the start of the project. Theanimals would be returned home either thesame day or following day.

ThreatenedAccording to Perrins, the African Tails

teamwere held up at gunpoint and robbed. Hesaid the perpetrators made it very clear thatthey would be attacked again should they re-turn.“This is not a threat I can assume is idle as

crime has become a way of life and a meansto an end in many parts of Cape Town.“We had planned to sterilise and vaccinate

over 1 500 animals during this campaign andare a mere 76 animals away from this goal,whichwould have resulted in 70%of this com-munity’s animals being sterilised and vacci-nated at no cost to the owners thanks to gener-ous co-funding from the City of Cape Townand theNussbaumFoundation,” Perrins said.He apologised on behalf of all stakeholders

to the owners who have been patiently wait-ing in line to admit their animals, and com-mend those who took early advantage of thebenefits of the project.“We trust they will understand it is simply

too dangerous for us to continue.“If they still want their animals to be steri-

lised under the aegis of this project then theywill have to bring and fetch their pets fromus (SPCA, Animal Rescue Organisation or Af-rican Tails).”Perrins added: “Animal welfare work is not

for ‘sissies’. Our teams are the best in the busi-ness. They are dedicated, determined and un-til now have delivered extraordinary resultsdespite the odds. They are fearless and wantto continue despite the risks, but in the finalanalysis, they are nomatch for an evilminori-ty for whom life has absolutely no value what-soever.”

UnsafeDaan Koopman, chairman of the Wesbank

community health committee, agreed and

said the safety of the team was paramount.“Things are getting worse. It is unsafe. Of-

ten you feel unsafe just walking through thearea,” he said.Koopman said a meeting should be held

where this issue should be addressed. “We arelosing too many young lives in the area. Weneed a plan of action. Church leaders willhave to be approached,” he said.So far, mass animal sterilisations have suc-

cessfully been completed in Dunoon, Brown’sFarm, Khayelitsha and Kayamandi.

More than 500 crime suspects have been arre-stedover thepastweek in theKuilsRiverpoli-ce cluster.

Police spokesperson Annacletta Mothoalo-said 563 suspects were locked up for variousoffences.

She said 114 of the arrests were for less seri-ous offences such as being drunk in publicand riotous behaviour. The remainder werearrested for cases ranging from murder, at-tempted murder, kidnapping, dealing indrugs and assault.

Several arrests were performed during dis-ruptive operations at some houses.

Mothoalo said a number of homes were se-arched for drugs and sale of alcohol.

“Drugs including tik, dagga and mandraxtablets were confiscated from the drug outletand others directly from suspects arrested onthe streets,” Mothoalo said.

The Kuils River cluster includes the KuilsRiver, Mfuleni, Kleinvlei, Elsies River, Ra-vensmead, Belhar and Delft police stations.

Hein, a blind athlete and motivationalspeaker, will put his weight behind this ye-ar’s Tekkie Tax Day – a day to raise fundsfor various welfare organisations – on Fri-day 29 May.

Campaign supporters can kick off theirhigh heels, school shoes or boots and weara comfy pair of tekkies for a good cause onTekkie Tax Day.

“Sixteen national charities, including theInstitute for the Blind, have collaborated tocreate an enormous national fund-raisinginitiative, Tekkie Tax.

“Together, more than 1500 charities fromall over South Africa will benefit, including

those working in animal care, basic familycare, children, disability and education,.”Hein said.

As ambassador for the National Instituteof the Blind, Hein urges everyone to partici-pate.

“We would like for this project to be a hu-ge success and invite the public, corporatestaff members and schools to purchase aTekkie Tax sticker through a R10 donationfor the Institute for the Blind.”

Another option is to purchase a pair offunky shoelaces called “Tekkie tags”. Thestickers and tags can also be purchased atthe institute.

mings in die gebied, wat ook verband houmet die ontvang en verkoop van gesteeldegoedere en derdens die ongedokumenteerdeimmigrante in die gebied, wat soms onwet-tig ondernemings bedryf,” sê Galant.Die kwessie oor ongelisensieerde vuur-

wapens en dwelms in die gebiede was ookhoog op hul prioriteitslys.“Ons het ook gefokus op mensehandel en

die seksuele uitbuiting van veral jong kin-ders,” sê hy.Heelparty onwettige sjebiens en drank-

winkels is ook besoek.“Ditwas ’n redelike groot operasiemet so-

wat 60 personeellede en omtrent 20 polisie-voertuie,” voeg Galant by.Buiten Kalkfontein en Sarepta, is daar

slaan is, is daar nie op veel onwettige items

group of parents with children sufferingfromcancer and other life-threatening blooddisorders decided to start a support group.In the 36 years since, CHOC has grown in-

to a country-wide charity that looks after theemotional andpractical needs of entire fami-lies where children are diagnosed with can-cer, without any government support.CHOC is involved with the whole family

from the diagnosis of cancer until the out-come, which, if detected early, is completelycured in 85% of cases.“We take as much stress off the family as

possible,” says Vermaak.“Treatment is a very long process and in

the majority of the families one of the par-ents will lose their job in order to be withthe sick child,” she says.“In Cape Town we work mostly with the

academically linked hospitals: Tygerberg,Red Cross and Groote Schuur, because theyhave paediatric oncology units, so we do notneed funding for medication. But often afamily will be sent here from as far as theEastern Cape for tests and the doctor will di-agnose the child and say: ‘you have cancerand you have to start treatment today’. Thatfamily is completely unprepared. They comeherewith nothing and then they have to stayfor at least three to six months.”CHOC owns ten houses and three lodges

throughout South Africa where children

and a parent can stay forthe duration of treatment.Everything that comeswith the lodging is free,from food and toiletries tohospital transport andprogrammes with thechildren and parents.CHOC in Cape Town

alone has a R3.8 millionannual budget, but likeany charity they still haveto go out and raise money,Vanessa says.“We get funding from

ordinary people, localbusinesses and schoolsthat support us and thishas been going on for 36years, this is what kept usgoing, but we constantlyhave to cut back on pro-jects to make ends meet.”CHOC gets some Lotto

funding to cover salaries, rent and petrol.“So every cent the public gives us goes di-

rectly to the families and the treatment cen-tres and educational and awareness pro-grammes,” Vanessa says.She says many projects had to be cut back

seriously in the new financial year due tobudget constraints.Early detection is essential, which is why

CHOC emphasises awareness programmes.“In the last two weeks we lost five chil-

dren. This weekwe had to send a child homebecause it was too late to do anything.“The majority of deaths are unnecessary.

If it was caught early enough it could havebeen cured and that is what frustrates us.”In SouthAfrica one in 600 children is diag-

nosed before the age of 16, but according toVanessa, that is only half the children thatshould be diagnosed.Because the symptoms are so similar to

other diseases it is often missed. For manyyears, the basic symptoms of childhood can-cer were not included in the nursing diplo-ma or basic medical degree.“So we have thousands of doctors in this

country that do not know what to look for.”In the last three years CHOC has trained

11 000 medical professionals and 3 000 tradi-tional healers on basic warning signs andwhat to dowhenyou spot them.Themessageto parents is to trust your intuition when achild is not well.She says the image of a little white child

with no hair and a bandana is just not thereality of childhood cancer. Instead, the ill-ness is completely representative of theSouth African population.This disease levels you. You are the same

About 100 Kalkfontein residentsmarched through Kuils River recent-ly to express their unhappiness over

poor service delivery.The march last Wednesday 13 May start-

ed at 10:00 and proceeded along ReuterStreet into Sarepta Street, through Digtebjiinto Van Riebeeck Road towards the OmniForum Administrative Offices where amemorandum was handed over to wardcouncillor Jacob Jacobs.

“There is a few thing theyaredemanding.Some of these include a new sport field, taxirank, high school, land on which to buildchurches, speed bumps, a library, a playpark and street lights,” Jacobs said.

March organiser and community repre-sentative Luvuyo Ntakana said the issuesthey want addressed have been unresolvedfor many years.

Ntakana said despite a lack of service de-livery, one issue they want council to ur-gently address is the distribution of land forthe purpose of building churches.

“They give coloured people land forchurches but not us blacks.

“Some of the land available has been un-occupied for more than 15 years. We haveasked them (council) about the land, but

they do not want to give it to the churches,”he said.

Some of the vacant land is located in Eliz-abeth and Elmarie Street.

Another issue they want addressed be-fore the winter is the construction of a de-cent and formal taxi rank.

“We have had a temporary taxi rank forthe past 13 years. They promised the taxiowners they would build a new rank, butto date it has not been done,” said Ntakana.

“During winter our fathers and mothersstand in the rain.”

Ahigh school and sports complex are alsopriorities on their list.

“They promised us feedback in sevendays. We want them to deliver these thingsas soon as possible. It has been more than20 years now,” Ntakana, an EFF member,said.

Further demands are a new clinic and theconstruction of a formal business site.

Jacobs said the speaker of the local coun-cil will provide feedback aftermeetingwiththe relevant departments.

Members of the Kuils River police, publicorder police unit, Metro Police service aswell as lawenforcement officialsmonitoredthe march last week.

Station commander Colonel Pieter Ga-lant said the march was peaceful and no in-cidents of violence were reported.

Residents march forimproved services

An imbizo entitled “Warm Hearts” will beheld in Sarepta, Kuils River later thismonth.

The event is organised by the Kuils Riverpolice Sector 2 subforum.

CPF spokesperson Winston Davids saidthe event will be on Saturday 23 May.

The meeting point will be in front of theU-Save Store in Mimosa Street, Sarepta.

He said the CPF also appeals to the com-munity to donate blankets which can bedropped off at the police station. “We wantto hand out these blankets to the residentsof Kalkfontein on the day as part of ourblanket drive,” Davids said.

AWesbank pet owner is demanding an-swers following the death of his belov-ed Alsatian after a sterilisation treat-

ment.The dog, Queen, died three days after be-

ing sterilised by a vet in Wesbank. Thetreatment forms part of amass sterilisationproject funded by theCity of CapeTownandrun by the Cape of Good Hope SPCA andAf-rican Tails.The project has since been suspended fol-

lowing an unrelated incident.Dog owner DumisaniMhlonyane said his

entire family is reeling following the deathof their guard dog.Mhlonyane’s dog was collected at home

on Monday 1 April to be sterilised. The dogwas brought back the same day. The dogdescribed by Mhlonyane as healthy andalive, died three days after the operation.

More deathsThe Alsatian was not the only dog to die

following the operation.TygerBurger was informed that 15 out of

1 200 animals treated had died.“I personally know of four other cases,”

Mhlonyane said.The Mhlonyane family said they were

told their dog had been sick prior to the op-eration and this might have been the causeof death. Several dogs in the area sufferfrom rabies and tick fever.Edith van Wyk, spokesperson for the

community health committee, said this ismainly due to animals not being looked aft-er properly.“Some of the residents blame the sterili-

sation for their dogs dying. The reality ismany of the dogs in the area are not welltaken care off. The vet explained that the

dogs often live in bad conditions,” she said.Van Wyk said pet owners were handed a

discharge sheet after the operation, con-taining step-by-step description of what tolook out for and what to do in case the ani-mals fall ill. The contact details of the vetare also enclosed.“Some of the people take this but do not

read it or do as instructed,” van Wyk said.Project supervisor Veronica Nel con-

firmed that a large amount of the animalswere unhealthy.

Poor conditionAt a meeting among stakeholders, com-

munity leaders were informed that a hugechallenge faced by animalwelfare organisa-tions and veterinarians was the poor condi-tions of the majority of the animals.Nel said many of the animals were mal-

nourished, emaciated and the presence ofexternal and internal parasites such asticks, fleas andwormswas severe, resultingin many animals being severely anaemic.She said before undergoing the operation

pet owners were interviewed to determinethe animal’s health. “It was apparent veryfew of these animals had ever been treatedfor worms or vaccinated against diseases.“Every animal was thoroughly assessed

to determine whether they are clinically fitto undergo anaesthetic and surgery. Evenwith the healthiest of animals there is a riskwhen undergoing anaesthetic and surgery,and this risk is exacerbated when the ani-mal is in poor health.”There were several animals not sterilised

due to being clinically unfit, Nel said.“There were a few isolated cases where

animals died during surgery or a few daysafter being returned home.“It has been determined that the deaths

or illness post surgery were not due to thesurgery, but rather underlying illness.”

Nurses of Tygerberg Hospital receiveda refurbished tea room on Internatio-nal Nurses’ Day, 12 May, from Metro-

politan to thank them for their hard work.The roomwas unveiled by theWestern Capeprovincial minister of health, NomafrenchMbombo, who is a qualified nurse and mid-wife herself.“I feel like I amat home,”Mbombo told the

Tygerberg lecture hall full of nurses beforethe unveiling.“This is anoldprofession, it is anhonoura-

ble profession, even if you don’t always feelhonourable yourself,” she said in an inspi-ring off-the-cuff speech.“When nursing was brought here by the

missionaries, the profession had a high sta-tus and people had a high regard for it. Peo-ple still do. If you allow the profession to godown, youwill lose the confidence of the peo-ple,” she said.

Patient experience“People do not care for your knowledge,

but they care about howyoumake them feel.We can change the patient experience.”This year the theme of the day was “Nur-

ses: A force for change – cost effective andcare effective”.The nurses were treated to tea and cake

in their new tea room and a special pamperstation was put up in the lecture hall foyerto treat the hands of the many workers wholookafter thosewhocannot do it themselves.“Health services across the world face a

challenge of nursing shortages, while SouthAfrica with its high training standards pro-duces sought-after nurses. Nurses form thebackbone of our health sector. The WesternCape government has almost 13 000 employ-ed nurses, with close to 2 000 at TygerbergHospital,” said Tendani Mabuda, senior ma-

nager of nursing services at this hospital.“We expect a lot of traffic in the revamped

tea room, judging by our nurses’ faces whenit was revealed!” Mabuda said.“In recognition of the critical role nurses

play in our national health system and theoften challenging conditions they face, wewanted to acknowledge these individuals bycreating a comfortable space for them,” saysNtombiMponda, brand experiencemanagerforMetropolitan.He adds the refurbishmentis aimed to improve employee efficacy byproviding nurses with a quiet haven inwhich to relax and regroup, and thus assis-ting in boosting staff morale.“We hope these areas evolve into an infor-

the first point of contact, and in many ruralareas they are the only point of contact forpatients,” she said.According to theWorldHealthOrganisati-

on, nurses bring people-centred care closer

to communitieswhere it is neededmost, the-reby helping improve health outcomes andthe overall cost effectiveness of services.An effective and popular measure of cost

saving inhealth care is task shifting, vanderMerwe says. Through this measure, tasksand responsibilities traditionally performedby doctors, such as prescribing medicine,are being shifted to nurses, especially in theprimary care context.

Task shifting“Nurses have been able to prescribe ART

(antiretroviral treatment) for some time andcurrently there are processes underway toextend it to othermedicines in awell-regula-ted fashion,” she says.But she warns that task shifting has to be

carefully planned and managed in order toprevent the overburdening of nurses, parti-cularly in South Africa, which is plagued byhealth care staff shortages.“A shortage of resources, in particular hu-

man resources, means that in addition tothere not being enoughhealth care staff, the-re is also a shortage of administrative staff.Thismeans that tasks such as supply and pa-tient services management are also left tonurses, putting a further burden on nursingstaff, limiting time and lessening energy fornurses to provide quality care.“Burn-out among nurses and midwives is

of great concern,” van der Merwe says. “Ha-ving too much to do causes stress and de-pression. They become despondent and stopcaring about their work and develop an atti-tude of ‘I’ll just do the minimum’, and thisin turn impacts on patient care.”This touches on the secondgoal of theNur-

ses’ Day theme, namely “Being care effecti-ve”, which relates to the extent to whichhealth problems are solved. The basis for ef-fectivenursing is the competence andeduca-tion of nurses, an area undergoing transfor-mation.

I have a serious concern withregards to what is aimed to beachieved with the new roadtraffic draft regulations andquestion whether in fact thesewere based on an objective atall. The facts are that ourroads are becoming increasing-ly dangerous because ofundisciplined drivers. Regula-tions decreasing speed limitswill not change discipline.

I am 66-years-old and remem-ber a time when there was noway that anyone would set footon a freeway. The reason beingthat there was at least a 75%chance that you would be‘caught’ resulting in seriousrepercussions. Livestockwandering on a nationalhighway would be impoundedif not eliminated in the inter-est of not endangering humanlife. I remember delaying a tripplanned on a Saturday to aMonday as I could not get atail light on my car to work. IfI had not done so there wasagain a 75% chance that Iwould have been caught andwould have suffered seriousconsequences.

We are a country with ahigh unemployment rate.Please consider creatingemployment opportunities byputting sufficient numbers of(uncorrupted) law enforcementofficers on the road with theright authority/power to dealwith undisciplined users. Whatis the point of displaying a100km/hr sticker on the backof your overloaded publicvehicle and travelling at140km/hr on a freeway in thefast lane and then suddenlybraking to veer off to the leftto stop and allow passengers todisembark on the same free-way? If the people ‘designing’these draft regulations havenot experienced this or similarissues perhaps they are not theright people in charge of thedepartment.

I have dealings with so calledforeigners, or ‘aliens’ as theyare called here. I have foundthem to be very intelligent andcultured. My husband and havebeen assisting one such personfor almost a year. This guy hadto flee from his country becausehe reported misconduct of ahigh official in his country andreceived death threats. He hasbeen here for the past threeyears and spent over R10 000trying to get his documentation,which he still has not received.

Because of this situation hehas to duck and dive fromimmigration and undoubtedlywill be sent back to his coun-try. He was told “we also don’twant you here We will killyou”.

These people are beinghunted down, harassed andinsulted to no end.

While residents are still gasping atthe high property rates hikes ex-pected in July, the City is adamant

the increases are justified.Cape Town’s deputy mayor and mayco

member for finance, Ian Neilson, said theCity’s property rates income is projectedto grow at a lower rate than the itemswhich it is to fund.

“Certain expenditure items, which arecritical to the City’s standards of servicedelivery, such as fuel costs, overtime forsafety and security staff, and security costsat City facilities, necessitated a reasses-sment and required additional budgetaryallocations,” he says.

This is apart from the recurrent opera-ting and finance cost to repay capital in-vestment for new infrastructure for rates-funded services, he added.

In July property rates will increase with10.83%, almost five percentage pointsmorethan the previous year’s 6%andwell abovethe current 4% inflation rate.

Electricity tariffs will increase by10.82%, as opposed to last year’s 7.63%.

“This is attributed to the Nersa-appro-ved Eskom increase on bulk purchases tomunicipalities,” Neilson said. This increa-se comes to 14.24% for the next year.

“Furthermore, electricity sales are redu-cing due to energy saving plans and highertariffs is forecasted to shrink consumptionby 1% annually,” he says.

Water and sanitation tariffs is set to rai-se with 11%, which is 3% over last year’s8%.

This increase follows increasing num-bers of users receiving free and subsidisedservices despite declining water sales.

“Again, finance cost to repay capital in-vestment in new infrastructure comes intoplay here. As does the expansion and reha-bilitation of the current water infrastruc-ture to address capacity constraints andensure system efficiency,” he explains.

The reduction in revenue due to lowerusage patterns flowing fromeconomic con-ditions and water savings initiatives alsoplayed a decisive role.

Refuse disposal tarrifs will have thesmallest increase with 9.31%, less than apercent more than last year’s 8.56%.

“With this increase the City will main-tain and aim to improve the current stan-dard of refuse removal and promote wasteminimisation,” Neilson said.

Chairman of the AHI Oostenberg Cham-ber of Commerce, George Ferreira is veryconcerened about these increases.

“It is just not realistic. There is no waywe as entrepreneurs can recover thesecosts fromour clients, meaningwewill ha-ve to absorb them,” he says.

This, Ferreira says, hampers growthandresults in less job creation.

“The business community cannot conti-nue to absorb these costs year on year andalthough we can count ourselves lucky tohave the infrastructure we have in CapeTown.” he says.

Royston Skippers is no stranger to the lo-cal music scene, having started on the gospelscene in 1976 before jazz became his pas-sion..

With the release of his CD Made Up MyMind, these influences come to the fore ashe combines song-writing skill with guitar-ist Allou April.

Music has always been central to Roys-ton’s life. His father was a musician, al-though Royston has never had any formaltraining.

“It was really out of the question when I

was young,”he says.“But my music school was all around me,

in our house, on the streets, at clubs, so thepassion just kept on growing inside of me.

“My basic training was ‘stealing’ with theear and eye, teaching myself to play and justevolving from there.”

He started playing in a gospel band calledSoul Seekers in 1976 and then Choice in 1985.

For a while he was part of a duo called Flip-side with keyboardist Eddie Petersen beforegoing solo.

“When Eddie emigrated in the 1990s Istarted going solo at pubs and restaurantsand various venues and events,” he said.

“While I loved doing this I always re-mained in touch with my first love, whichis the music and musicians from Cape Town.

In this regard he was road manager forpeople like the late Robbie Jansen and AllouApril for a number of years.

“Working with these legends was very ex-citing,” he says.

With this CD Royston feels he is giving theworld a taste of the variety of styles he loves.

“I may be known for my jazzy style but Igrew up influenced by such a lot of music.from latin and salsa to pop and lots of soul.

“There have so many times when peoplehave asked me for a CD and I did not haveone, hence Made Up My Mind had to bemade.

It was the perfect way to get the inauguralFNB Cape Town 12 ONERUN off theground. A dip on the finish line and miss-

ing the world’s best by one second.Kenya’s Emmanuel Bett and Daniel Salel

fought to the finish line with the decision,after much deliberation, going the way ofBett in a time of 33 minutes and 32 seconds(33:32). Salel recorded the same time.In near perfect conditions, the race got un-

derway in Milnerton at 9:00. The country’stop 10 men and women were competingagainst the likes of Daniel Salel, EmmanuelBett, Moses Kipsiro and Vivian Cheruiyot.Within the first 2km it was evident this

was to be a hard and fast race. EmmanuelBett, who has run a 27:51:16 over 10 000m,was in no mood for a bunch finish and seta blistering pace from the start. Within 2kmthe lead group of twenty plus had been whit-tled down to eight, with Bett setting the paceand Salel running next to him with Kipsiro,Timothy Toroitich , Elroy Gelant, GladwinMzazi and Lucky Mohale sitting on theirtails.By 3kmMohalehadbeenblownaway.Bett

continued to race at 2:47/km (2 minutes 47

seconds) pace which saw first GladwinMza-zi drop off (around 4km just before the raceentered the harbour). Gelant was to fadefrom the leading pack shortly thereafter,and when Kipsiro dropped just before thehalfway mark, it was down to three.

Bett was not going to slow down despitethe onset of nausea at around the 6kmmark.As they entered Government Avenue at thetop of Adderley Street (9km), there was stillno splitting Toroitich, Salel and Bett. The10km mark was passed in 27:48 and the race

for a world record was on.Not even the short but sharp climb up

Buitengracht Street separated the trio, butthe climb lost the leaders some valuable sec-onds as they chased the record and huntedfor the win.With just over 1km to go, Bett and Salel

upped the pace and Toroitich fell off. Therace for first place went to the line as bothSalel andBettwere awarded the time of 33:32– just one second off the world record, theofficials giving Bett the nod.Timothy Toroitich finished third and Mo-

ses Kipsiro fourth, with the first South Afri-can home being Elroy Gelant in fifth.Gelant was ecstatic after his fifth place.

champion and Olympic silver and bronzemedallist Vivian Cheruiyot break away justbefore half way.She crossed the line in 38:32. Yenenesh Ti-
