She has been described as an angel– someone who trusted everyoneand respected all.

Thesewere the final thoughts of fami-ly and friends as they said their lastgoodbyes to the 33-year-old Kuils Rivermother of two, Zarah-Jane Hector, whowas brutally murdered two weeks ago.A missing person’s report was

opened onWednesday 16 March follow-ing her disappearance.Zarah went missing from her work-

place at the Oostenberg Lodge and aninquiry docket was subsequentlyopened for investigation by DetectiveSergeant Denise Marlow-Perel. Herbadly decomposed bodywas discoveredalong the Bien Donne Road in GrootDrakenstein a week later on Thursday24 March.Five days later, onTuesday 29March,

the body was positively identified asthat of Zarah.A memorial service was held for her

at the Ebenezer Church in SamuelStreet, St Dumas, on Friday morning.Here a packed church of about 350 peo-ple paid their final respects.One of those who said her last good-

byes was the matriculant and daughterof Zarah, Kate-Lin Hector.In a letter to her younger brother, No-

ah, Kate-Lin reminded everyone thatthe memory of her mother will live on.“Today reminds us that mortality

surrounds us, but we will carry on thememories of our kin,” she said.Throughout Kate-Lin paused, strug-

gling to hold back her tears.“Mommy is with youwhen you think

no one is looking or no one cares,” sheconsoled her baby brother.Dawn Roode, a community worker

It’s been nearly four weeks since the policeshooting in which two McDonald’s staffmembers lost their lives, though no arrestshave been made.The shooting in which Noxolo Skota and

Xolisa Tshabe died, occurred in the earlyhours of Monday 14 March on Hindle Road,Blue Downs. Skota and Tshabe were beingtransported home after their night shift atMcDonald’s in Kuils River when officersfrom different police units opened fire onthe Toyota Quantum minibus they weretravelling in. Skota (29) and Tshabe (24)were shot and killed.More than 20 shots were allegedly fired at

theminibus by officers from the police’s K9,Flying Squad, National Intervention andProvincial Observation Team units.Following the incident, police confirmed

they were pursuing a group of armed rob-bers on the specificmorningwhen theymis-

took the minibus taxi in which the McDo-nald’s employeeswere travelling in, for thatof the vehicle transporting dangerous sus-pects.Last week TygerBurger contacted the In-

dependent Police Investigative Directorate(Ipid), the watchdog body in charge of theinvestigation, requesting an update on thesituation.Askedwhether anydisciplinary stepshad

been taken against those police officials in-volved in the shooting, Robbie Raburabu,Ipid spokesperson, said discipline is a linefunction which must be dealt with by theemployer – in this case the police service it-self. “Ipid has not yet made any recommen-dations to this effect because we are stillwaiting for the last evidence in the form oftechnical reports to provide more informa-tion on the case.“Once that has been obtainedwewill then

recommendon the basis of the available evi-dence. The police, however, do not have towait for us before they proceed with disci-

plinary action,” Raburabu said.He said the only thing outstanding is the

technical report. “Because the witnesses’statements have been obtained by an attor-ney – our investigators want clarity on cer-tain aspects,” Raburabu said.Ipid is also investigating another incident

where police allegedly shot at a minibustaxi on the N1 near Goodwood last week.The police allegedly mistook this vehicle

– transporting people from Paarl to Monta-gu Gardens – for a vehicle transporting agroup of armed robbery suspects.Raburabu said Ipid was investigating the

circumstances surrounding the shootingand alleged pointing of a firearm.“The police said that they were pursuing

a minibus with tinted windows when theyspotted this one and tried to stop it, but (thedriver) did not stop until they fired somewarning shots.”He said Ipid has been informed that no

one has been injured. “No further informa-tion has been provided to us at this stage.”

Less than a year ago the body of a 72-year-old man was discovered in a bushnext to Old Faure Road. Eight months

later, the threemen responsible for the bru-tal killing are finally put behind bars.They were sentenced a week ago.TygerBurger reported on the initial mur-

der case which occurred on 20 May lastyear.It was alleged then that the victim, a resi-

dent from Somerset West, was a suspectedclient of one of the sex workers along thedark and dangerous stretch of road.The decomposed body of the victim was

discovered in a shallow grave a few metresfrom the road. The man, whose name theKleinvlei police do not want to divulge, wasstabbed several times in the stomach,which led to his death. The only propertypolice could findwas the victim’s belt, a cellphone and some of his bank cards. His vehi-cle was recovered in Delft a few days later.The body of the pensioner was the sixth

corpse discovered in the area since 2012.CaptainFlorinaMuller, police spokesper-

son, said six peoplewere originally arrestedin connection with the May 2015 murdercase, but that only three could be positively

linked to the murder.Two suspects, a man and a woman, were

initially arrested and appeared in court,Muller said, while another four suspects –which included another woman – were ap-prehended soon afterwards.The cases against the twowomen and one

man were withdrawn.The three remaining suspects were all

prosecuted. Their trial started on 29 Febru-ary at the Cape Town High Court, Mullerexplained.The three were charged with murder and

robbery and sentenced on Wednesday 23March.“They each received 15 years imprison-

ment for robbery and each was handeddown a life sentence for the murder of thesenior citizen,” Muller said.Warrant Officer Wilmot Mki, a detective

at Kleinvlei Police Station who led the in-vestigation, said the loved ones of the de-ceased were found by means of his cellularphone. The stolen vehicle, a Fiat Palio,along with the victim’s clothes, were allhanded over to them, police said.According to the detective the deceased

resided at an old age home at the time.

Two Kuils River police officers were in-jured in a car crash recently while rushingto assist in a high speed chase.The accident happened on Thursday

31 March after 14:30 near the ZevenwachtMall in Kuils River.Police spokesperson Captain Isaac van

Niekerk said the two police officers werebusy with their daily tasks earlier that dayinvestigating a house break-in case inwhich one suspect, a 25-year-old man, wasarrested.Van Niekerk said while the officers were

on the scene they received a call-out to as-

sist the Flying Squad who were pursuing avehicle allegedly involved in a hijacking.“At the corner of Van Riebeeck and Skil-

paddam roads the police officials collidedwith a private vehicle,” van Niekerk said.The police vehicle came to a halt on its

roof. The private vehicle had damage toboth the front and side of the car.The private vehicle, what is believed to

be a silver Toyota Corolla, belongs to an off-duty police officer of the National Interven-tion Unit.Van Niekerk said the two Kuils River po-

lice officers, both men in their early thir-ties, were taken to hospital for treatment,but they were not seriously injured.A case of reckless and negligent driving

was opened for investigation.TheFlyingSquadunitwas busy pursuing

a grey VW Polo on the R300 towards KuilsRiver on Thursday.The driver of the vehicle sped down the

Stellenbosch Arterial before entering Wes-bank with the Flying Squad in hot pursuit.Some of the residents on theProudlyWes-

bank Whatsapp group alleged that a shoot-out between the police and the hijacker en-sued near the local taxi-rank in Main Road,Wesbank.No injuries were reported.However, provincial police and Mfuleni

police whose precinct covers Wesbank,could not confirm the shooting at the timeof going to print.

Angry Mfuleni residents attacked anddamaged the residence of their localward councillor, ThembaHonono, re-

cently, along with several other council-owned property, police said on Friday.

The attack occurred on Thursday 31March at approximately 18:35, Captain No-mathemba Muavha, police spokesperson,said.

It is still unclear as to what gave causeto the protestwhich sawagreat part ofHon-ono’s house and vehicle, a black Audi se-dan, being damaged.

Both the police and the City of CapeTown’s Law Enforcement Unit respondedto the unrest in ward 108.

Muavha said the police were first alertedof a group of people thatwere at the council-lor’s house in Baba Street destroying it on

Thursday while another group was lootinga shop in Zola Street.“At approximately 19:30 another group of

peoplewere reportedvandalisingandburn-ing the community hall in ParliamentStreet in the Bardale informal settlement,”Muavha said.

She said a total of six people between theages of 17 and 29 yearswere arrested in con-nection with the unrest in the area.“Four people were charged with arson

Millions of tons ofwaste canbedivert-ed from the crammed Cape Townlandfills by means of a new home

composting project to be launched soon.Some 5000 home composting containers

will be made available free of charge to in-terested home owners city wide, of whichabout 200were allocated to Brackenfell andKraaifontein. Each of the City’s 23 sub-councils will receive an equal allocation.

According to a report tabled before thelocal subcouncil, distributionwill start aft-er the launch which coincides with EarthDay on 22 April. However, interested homeowners will have to meet the qualificationcriteria.

“The initiation of this programme fol-lows detailed research, which indicatedthat an average of 16.9kg per household permonth of organic kitchen and gardenwastecan be diverted from landfill by using thesecontainers,” says city official Noel Johan-nessen.

The study which was conducted in 2013,indicated that 90% of the participants usedto throw their organics into thewheelie binwhile one year later more than 78% of therespondents were composting at home.

“Budget has been allocated for the pur-chase of 5000 home composting containersper year for the next three years from 2016,and once the 5000 units have been allocat-ed, all applicants thereafter will go onto awaiting list until the next consignment ar-rives,” he says.

Johannessen says that only home own-ers, serious about gardening and caring forthe environment, should be issued a con-tainer. “There is a higher probability thatthey will continue in this new waste man-agement behaviour by diverting organicwaste into the container.As such, some cri-teria have been included in the applicationprocess. After last year’s devastatingchaos at the Post Office, we allhad high hopes that the servicewould return to normal andthat we could use the postoffice with relative trust todeliver our mail reliably again.

Alas, it has not happened.I posted a small parcel on 24

November by airmail toGermany, and they finallyreceived it on 15 January.(almost 5 weeks for airmail?)

Another airmail parcel wasposted on 22 January, whichstill has not arrived. A letterfrom Pretoria took six weeksto arrive. It was posted with“fast mail” – what a farce! Iam beginning to suspect thatthe Post Office cashes in onairmail, but sends it surfacemail to save on costs. Cananybody blame me for thinkingthis?

We have become so acceptingof bad service that we arethankful if we get our post atall, shrugging it off with “ohwell, at least it arrived”.

Regarded as one of the best guitarists inthe world, South Africa’s very ownDan Patlansky will be releasing his lat-

est offering at the Big Blues meets Rock festi-val this weekend.

The release of Dan’s Introvertigo albumcomes just two years after his highly ac-claimedDear Silence Thieveswhich was rat-ed as the number one blues rock album inthe world by entertainment website BluesRock Review USA.

Despite the hard act to follow, Dan proudlydeclares Introvertigomay be his best releaseto date. “I think I’m maturing as a songwrit-er, player, and singer. This album just feltvery natural to record.”

Working with producer Theo Crous atBellville Studios for a second time means re-cording his eighth studio album was a more“streamlined” process than usual.

“Every producer has a different process,”Dan explains, adding that he knew the proc-ess “going in”.

The result is a product Dan describes asa “big sounding album”.

Although strongly rooted in blues, he saysthe album is interwoven with other influen-ces. “It has some very dark moments as wellas lighter ones. The album hopefully takesyou on a journey.”

Its name alone is a point of interest.“Introvertigo describes a feeling I very of-

ten experience being an introvert,” Dan ex-plains. It’s a feeling Urban Dictionary de-scribes as “the dizziness and disorientationfelt by an introvert after spending more thanfive minutes with an extrovert”.

The album is an exploration of his insecu-rities and experiences as an introvert.

“Even though the songs on the album havedifferent topics and are not directly aboutbeing an introvert, it comes from an intro-vert’s point of view.”

Dan’s been able to see some interestingthings from his “point of view” over the lasttwo years while writing the album – most no-tably Joe Satriani’s audience in 10 differentcountries across Europe. He joined the gui-tar legend as his special guest for 25 showsover 31 days in November last year after hisUK PR agent pitched him for the tour.

Soon after his performance at the BigBlues meets Rock festival, Dan will headback overseas to release Introvertigo in theUK and the rest of Europe.

2. VERBRUIKSTARIEWE EN -HEFFINGSWater, sanitasie, elektrisiteit en vaste-afvalbestuur word teen 14%-BTW belas.

2.1 WATER

Drie stelle watertariewe word voorgestel (10%-verminderingstarief,20%-verminderingstarief en 30%-verminderingstarief). Elke tarief is gekoppel aan diewaterverminderingsvlak wat opgelê word. Die normale tariefstel het betrekking op ’nvlak van tenminste 10% onder die lae watervraagkurwe aangesien vorige beperkingsen watervraaginisiatiewe die normale watervraag suksesvol tot hierdie vlak verlaaghet, en die vlak 1-beperkingsmaatreëls as permanente goeie watervraagpraktyk bydie uitgevaardigde Verordening opWater en Sanitasie ingesluit is. Die tariefvlakke vanvermindering of beperking wat die Stad sy verbruikers oplê, is dus nie slegs gekoppelaan die beperkingsvlak wat die Departement vanWaterwese die Stad oplê nie,maarook aan die vlak van verbruikersvraag.Weens die huidige klimaatsomstandighede hetdie Stad Kaapstadmet ingang van 1 Januarie 2016 waterbeperkings tesamemet die20%-verminderingstarief ingestel. 2.1.11 In pas met die aanvaarding van die beleid oor stedelike landbou is ’n gratistoewysing van 10 kℓ per maand ingestel vir die uitsluitlike doeleinde vanbestaansboerdery deur omskrewe kwesbare groepe.

2.1.12 Huishoudings in wooneenhede op gemengdegebruik-eiendomme kan om ’ngratis toewysing van 6 kℓ per eenheid per maand aansoek doen. ’n Beëdigdeverklaring sal vereis word, en die aansoek sal op grond van die persentasie vandie hoofgebruik ondersoek en oorweeg word.

2.1.13 Bestaande skuilings vir haweloses/ouetehuise (buiten dié wat as huishoudelikegroepe geklassifiseer is)/tehuise vir die gesondheid van diegene met fisiese ofgeestelike gestremdhede.

• Finale gelykstelling van trapsgewyse tarief vir volledig huishoudelik enhuishoudelike groep,met bepaalde impak op trap 2 van die kategorie volledighuishoudelik, waar verbruikers ’n styging van meer as 9.75% sal ervaar.

• Voortgesette inlynstelling van prys vir fonteinwatergebruik op gholfbane waar diegebruiker nie infrastruktuur voorsien het nie.

• Bykomende stygings in permit- en verfilmingsfooie van die tak massawater, watmet meer gepaste prysvlakke in lyn gebring is.

• Bekendstelling van ’n kansellasiefooi vir verfilmingsbesprekings.2.2. SANITASIE

• Slegs geringe strukturele aanpassings aan nieresidensiële tariewe in pas metdie uitkomste van die voorsieningskostestudie, of om pariteit met Eskom seMegaflex-tariewe te verseker.

• Bekendstelling van twee nuwe tydspesifieke tariewe vir groot verbruikers (lae enmediumspanning). Alle nuwe grootverbruiker-kliënte sal op hierdie tariewe geplaasword, en bestaande kliënte sal in hierdie stadium kan kies om oor te skuif.

LETWEL: Maandelikse diensheffings word bereken as die daaglikse diensheffing,vermenigvuldig met die getal dae in die rekeningtydperk.

Tariefbeleid (bylae 7 by die konsepbegroting 2016/17)

• 7.1.1.1.3 – Uitgebreide (drie keer per week) 240 ℓ-houerdiens (sluitenkelresidensiële eiendomme uit).

• 7.1.7.7 – Organisasies wat by HOMAC (die Stad se hawelose-agentskapkomitee) geakkrediteer is, sal ’n rekening ontvang. Die rekeningsal aan die geakkrediteerde organisasie gekoppel word, onderworpe aan ’ndiensleweringsooreenkoms met die Stad.

• 8.2 – Diensgeldkortings vir organisasies wat by HOMAC geakkrediteer is, worddeur die residensiële tarief gesubsidieer.

Korting vir organisasies wat by HOMAC geakkrediteer is: ’n Korting van 50% op dieheffing vir vullisverwydering een maal per week sal geld vir die eerste 15 (vyftien)240 ℓ-vullishouers met swart deksels. Enige bykomende houers sal teen die volle tariefgehef word.

Terugbetaling van wegdoeningskoepons sal ingevolge hoofstuk 6 van die beleid oorkredietbeheer en skuldinvordering hanteer word.

3. DIVERSE TARIEWE, FOOIE EN HEFFINGS3.1 ’n Volledige afskrif van alle diverse tariewe, fooie en heffings lê ter insae by

bogenoemde munisipale kantore (sien bylae 6 by konsepbegroting).3.2 Alle diverse tariewe sluit BTW in bereken teen 14% ingevolge die Wet op

Belasting op ToegevoegdeWaarde,Wet 89 van 1991.3.3 Boetes, terugbetaalbare deposito’s, behuising en geïntegreerde snelvervoer is

vrygestel van BTW.

4. TOEWYSING VAN HULPTOELAES4.1 Raadpleeg bylae 18 by die konsepbegroting 2016/17 vir ’n lys organisasies/

Jason Coetzee rounded off the Junior Maxtop ten, but Coetzee,whowas second toBoydin the first and third heats, was party to acontroversial second heat last lap that saw

him excluded from that heat andDario Busi,who had led most of that heat excluded forthe day for their parts in some questionablelast lap race two tactics…Theremay have been just one Cape driver

After annexing their 17th senior nation-al baseball championship (NBC) lastweek, all of theWesternProvince (WP)

youth teams proceeded to win gold in theirdivisions over the last week.Western Province have nowmade it back-

to-back clean sweeps of the South AfricanBaseball Union’s (SABU) senior and youthNBCs after alsowinning gold in all divisionsin Boksburg last year.The seniorWPA side conquered all before

them as they registered no fewer than fiveshut outs whilst drawing one game to Gaut-eng u.23, which was rained out. WP A beatWP u.23 10-0 in the semi-finals and facedGauteng A in the final after Gauteng A beatWP B 9-2 in their semi-final.The final was played in horrendously

windy and rainy weather, which did not al-low for good baseball. The weather favouredGautengAas it stifled theWPApowerhousebatting line-up. Both teams were taken offthe field twice due to persistent rain. On thesecond occasion, at the top of the ninth in-nings, umpires called the game off with WPA leading 7-0. As the innings was incom-plete, the official score stood at 5-0, as it wasat the bottom if the eighth innings.The pitching duo of Jared Elario and Carl

Michaels stood out, with Brett Willemburgand Darren Wedel shining with the bat.WP u.18 A beat Gauteng A 10-0 in the final

of the junior championship. Jarrod Willi-ams pitched a sublime game and was wellsupported by his fielderswho turned a beau-

tiful double play in the sixth inning. Willi-ams pitched six innings, conceding five hits,twowalks and fanned two hitters. Hewas re-placed by Brandon Smith who recorded thelast three outs.Brandon Gehlig (2 for 2), Haydon Matter

(2 for 3) and Kyle Ripepi (2 for 4) were thestandout hitters for WP u.18 A.Gauteng A beat Gauteng B 6-3 and WP A

beatWPB 9-2 in their respective semi-finals.In a tightly contested final for u.15s, WP

A beat Gauteng A 5-1. Both teams utilisedthreepitchers eachbut itwasWPAthat tookadvantage of the errors and walks given upby Gauteng A. Just when Gauteng A were

threatening, WP A turned a double play tokeep them scoreless in that innings.WP A beat Gauteng B and Gauteng A

beat WP B in the semi-finals.After losing to Gauteng A 11-10 in the

round robin, WP A beat them 5-3 in an ex-citing u.12 final. The young boys of thetournament had everyone on the edge oftheir seats in an awesome display of skillsat this young age. Both teams did verywelland gave a good account of themselves.Western Province Baseball dominance

is good for the region, but definitely notgood for South African baseball. Onewould have thought that Gauteng Central,

Eastern and Northern have consolidated intoone unit that would wrestle the dominanceand trophies away from Western Province.Other regions to have participated in the

tournament were KZN, Mandela Bay, Eden,CapeWinelands and Zimbabwe. Some regionsentered more than one team per division.
