Hierdie Facebook-groep het reeds so- wat 2 000 lede. Op hierdie blaaie, en soortge- lykes oor die stad heen, kom die publiek by- een om misdaad te bespreek, die lig te skyn op tendense en straatpatrollies te bespreek. Die ongeveer 2 000 lede is baie, maar nie naastenby genoeg nie. Cannon sê dit is nie vreemd om vrot appels in elke gebied te kry nie. “Dis gewoonlik die mense wat die mees- te kla wat die minste doen,” verduidelik hy. Daar is nie genoeg mense soos Oosthuizen- Van Zyl nie. Sy bestee elke aand baie tyd aan hierdie projek. Jy kan dan ook betrokke raak deur te patrolleer,” sê Oost- huizen-Van Zyl. Cannon herhaal weer eens die afgesaagde uitdrukking: “Die publiek is die oë en ore van die polisie.     Parow gaan juis die sesde ergste onder roof-

    togte gebukvanalle voorstede in die land, vol-

    Motordiefstalle en dwelmmisbruik skep

    ook groot probleme vir die onderbemande po-

    lisie.

    Ek het n gesin, maar ek moet amper elke

    As jy my vra hoekom ek dit doen, dan is

    die antwoord bloot dat ek passievol is om die

    gemeenskap te dien.

    Die treurige stand van misdaadsake in Pa-

    row spoor Oosthuizen-Van Zyl aan om elke

    aand voor haar rekenaar te sit.

    Hierdie area was altyd iets om oor trots te

    wees. Nou skaam ek my dood as ek gaste kry.

    Dis tyd dat die publiek besef dat hulle mag

    het, en dat hulle dit kan uitoefen op n gepaste

    platform.

    A suspect who robbed a 19-year-old com-

    plainant of his Samsung cellphone, Nike

    running shoes, Jippo watch and R200 cash

    was recently convicted for robbery and sen-

    tenced to 12 years behind bars.

    OnSaturday 22November 2014 at 00:15 the

    complainant was walking from N1 City

    when two suspects with knives threw him

    to the ground and took the mentioned prop-

    erty. The suspects then fled on foot.

    On Saturday 10 May 2015, the one suspect

    was arrested after the complainant saw him

    at N1 City and pointed him out to officers

    of theGoodwood police. At the time of arrest

    the suspect was also found in possession of

    mandrax.

    During the investigation the investigat-

    ing officer, Detective Constable Eric Leisa,

    successfully opposed bail and in March, Al-

    fonso Phillips was sentenced in the Parow

    Regional Court.

    voorbeeld van n ware polisieman. Dit is

    gemeenskap vennootskappe met die polisie

    sluit. Hulle moet nie net die polisie besoek

    wanneer hulle n misdaad aanmeld nie, s

    die polisie bedank vir hul hulp.

    Sonder die polisie se hulp sou ons nie

    kon deelneem nie en daarom is ons hulle

    baie dank verskuldig, s Prinsloo.

    Hulle het egter nie rekening gehou met

    die dryfkrag van speurkonst. Zandisine

    Ruka nie. Ruka het onverpoos gewerk om

    kissies, n fiets, twee lere en twee allooi-

    wiele terug te vind. Alles, buiten n kragop-

    wekker wat reeds verkoop is, is terugge-

    twee jaar tronkstraf op elk van die klagte

    gevonnis. Die vonnisse word samelopend

    When Zidaan Jainoodiens parents started

    planning his first birthday celebration,

    they realised their little boy was still too

    young to understand the concept of a party.

    So instead of throwing a private birthday

    bash for their little prince, Shara and Niya-

    az Jainoodien from Century City decided to

    spread some joy and happiness with those

    in need.

    The couple hosted a carnival themed par-

    ty for the children of Baitul Ansaar Child

    and Youth Care Centre at Goodwood Park

    Primary this past Saturday.

    The party was organised by event plan-

    ners and coordinators, Pretty Different

    Events.

    We realised Zidaan would not be able to

    appropriately appreciate the gesture. And

    thus, the idea of sharing thismomentous oc-

    casion with those who perhaps do not have

    the opportunity to celebrate milestone

    birthdays, was born, says Shara.

    The chosenNGO,BaitulAnsaar, is a child

    care centre that caters to the needs of

    abused, abandoned and orphaned children.

    As Zidaan is sufficiently blessed beyond

    measure with love and affection, clothes

    and toys,weaskedguests to sponsor an item

    or two from a list of requirements, instead

    of purchasing gifts for Zidaan.

    Each child of Baitul Ansaar received a

    goodie bag filled with toiletry items, winter

    essentials and much more.

    The children were over the moon with

    joy for the gifts they received, which includ-

    ed a tablet loaded with fun and educational

    games. Additionally, our family and friends

    were amazingly generous in offering their

    support in the form of gifts and donations

    as well as time, says Shara.

    Several cases dealt with by Bothasig police

    reached its climax recently when the ac-

    cused were found guilty and received their

    sentences.

    Two people caught driving under the in-

    fluence of alcohol in 2014 and 2015 received

    sentences. In the one case the man received

    a fine of R6000 or a six-month jail sentence,

    of which R3000 and three months were sus-

    pended for three years. In the other case the

    accused received a fine of R2000 or four

    months imprisonment of which R1000 and

    two months were suspended.

    In a theft case the accused was convicted

    for stealing two television sets and a DVD

    player. He was sentenced to six months im-

    prisonment, suspended for three years if

    not foundguilty for theft during that period.

    Aman found in possession of tik resulted

    in a R1000 fine or onemonth imprisonment.

    Another thief met his match when he re-

    ceived a sentence of twelve months impris-

    onmentwhichwas suspended for fiveyears.

    Although some of the accused did not get

    jail time, stiff fines and the fact that their

    Guilty as charged, sentenced

    Three people were injured on Friday when

    two vehicles collided on Giel Basson Road in

    Goodwood, according to an ER24 media re-

    lease.

    ER24 paramedics, along with other servi-

    ces, arrived on the scene and found both light

    motor vehicles in the middle of the road,

    said ER24 spokesperson Russel Meiring.

    It is understood that the one vehicle

    T-boned another, causing one of the vehi-

    cles to spin out of control. On assessment,

    paramedics found that twomenandawoman

    had sustained minor to moderate injuries,

    he said.

    Fortunately, no serious or fatal injuries

    were reported on the scene. Paramedics

    treated the patients and thereafter transport-

    ed them to a nearby provincial hospital for

    further treatment. Local authorities were on

    scene for further investigations.

    or the first time ever, the City of Cape

    Towns budget has passed the R40 bil-

    lion threshold.

    A draft budget of R40,7 billion for the

    2016/17 financial year was tabled this week.

    Members of the public are encouraged to

    scrutinise the document and to submit com-

    ments by no later than 22 April 2016 for the

    Citys consideration, executive deputy

    mayor, Ian Neilson, said in a media state-

    ment on Monday.

    We have had to look very closely at bal-

    ancing theCitys operational needswith the

    reality on the ground and the broader con-

    text in which we are working. We have

    looked at where we can trim the fat, work

    more efficiently, get more value for money

    and also alleviate the pressure on our resi-

    dents where at all possible. This is evident

    in our draft budget, he says.

    It is incredibly important that our resi-

    dents and ratepayers scrutinise the draft

    budget and send us their comments so that

    they can be part of our efforts to make this

    city even greater. We can improve our pro-

    posals if residents provide uswith addition-

    al insights.

    This year, due to the latestGeneralValua-

    tion for 2015, the proposed cent-in-the-rand

    (on which the proposed rates increases are

    calculated) has also been tabled.

    Having due consideration for the pres-

    sure that the citys residents and ratepayers

    are under, the City has managed to keep its

    average increases markedly lower than in

    the previous financial year in most instan-

    ces, although somewhat above consumer

    price inflation as a result of, for instance,

    the Eskom tariff increase and the cost of re-

    pairs and maintenance, especially in the

    water and sanitation infrastructure.

    Wehave been tough onour departments.

    We have demanded greater austerity to

    ensure that our average tariff increases are

    lower. That is why, for instance, we have

    managed to propose a lower increase in the

    electricity tariff despite the Eskom in-

    crease. Although approximately 70% of the

    electricity cost goes towards Eskom, the

    rest of the cost is carried by the City, for ex-

    ample in the operation and maintenance of

    the distribution network. It therefore does

    not have to increase with the Eskom tariff

    increase. This is one way that we are trying

    to keep the increases lower, he says.

    The proposed average rates and tariffs

    are as follows: Rates: an average of 6%

    down from 10% last year; refuse: 7.92%

    down from 8.33% last year; sanitation:

    9.75% down from 11% last year; water:

    9.75% down from 11% last year; electrici-

    ty: an average of 7.78%, but only 6.6% for

    domestic supply down from 10.82% last

    year; disposal: 12.08%.

    In addition, the total cost of the proposed

    social package for the 2016/17 financial year

    amounts to approximatelyR2.5 billion. This

    comprises R1.1 billion for indigent relief

    and R1.4 billion for rates rebates.

    There are also proposed improved rates

    rebates which include that any household

    with a gross monthly income of R4 000 or

    less will get a 100% rates rebate (increased

    from R3 500 per month threshold).

    The maximum monthly household in-

    come is increased from the current R5 000

    to R6 000 for the indigent rate rebate for per-

    sons younger than 60 years. The monthly

    household income is increased from the

    current R12 000 to R15 000 for the senior citi-

    zen and disabled person rate rebate.

    Reserve reopened after devastating fires

    ycle paths and hiking trails at the Koe-

    berg Nature Reserve have been re-

    opened following a devastating fire

    which destroyed 640ha of vegetation.

    This was revealed at the quarterly Public

    Safety Information Forum held at the plant

    last week.

    In his address, plantmanagerKevinEngel

    explains some valuable lessons were learnt

    during the firewhich raged for fourdaysand

    damaged an extensive area of vegetation.

    The fire, which started from the Kleine-

    zoutriver small holding, spread to the east-

    ern side of the reserve. The fire resulted in

    the closure of West Coast Road, but opera-

    tions at the power plant continued. At one

    stage Eskom officials raised concerns about

    the proximity of the fire to the transmission

    lines, but it remained unaffected.

    Engel says this was due to the mainte-

    nance of the land under lines where very lit-

    tle vegetation was allowed to grow.

    He says a recovery planwas beingworked

    on and the forum would receive a briefing

    when Eskom officials are ready.

    Phidza says while the reserve has been re-

    opened, the public is advised to be careful

    and vigilant while they are in the reserve as

    theymay be exposed to windblown sand and

    dust during heavy winds until the vegeta-

    tion starts to grow again.

    All sections of the reserve that are ordi-

    narily open to the public have been re-

    opened, although some areas may pose a

    challenge due to loose sand and dust. In the

    interest of safety, hikers and cyclists are ad-

    vised to exercise caution when traversing

    terrain affected by the fires.

    Phidza explains the cost of the repairs

    have not yet been ascertained and Eskom of-

    ficials are still in the process of identifying

    and repairing fencing that has been dam-

    aged during the veld fire at Koeberg Nature

    Reserve.

    Engel says external roleplayers including

    the City of Cape Town, neighbourhood

    watches and local businesses who made do-

    nations made all the difference.

    While therewasno fear that the firewould

    come near the plant, the incident has result-

    ed in changes to the emergency plan to ac-

    commodate the possibility of a veld fire.

    Harvest brings hope

    These women are part of the project.

    Consumers in the northern suburbs can

    now also partake in a project in which

    township communities are taught to or-

    ganically grow their own food, as well as

    generating an income to support them-

    selves and families.

    Harvest of Hope, a non-profitable organi-

    sation, guarantees the purchase of all vege-

    tables grownby these farmers by distribut-

    ing boxes of fresh products to consumers

    weekly. Vegetables included will change

    on a weekly basis to offer a variety of meal

    options ranging from carrots, tomatoes,

    potatoes, spinach and lettuce to chives,

    peppers and basil.

    Farmers benefit by receiving more than

    half the value of the veggie bags eachweek.

    In this win-win situation consumers get

    the freshest, organically grown veggies at

    amazing prices, and these farmers have a

    permanent source of income. More than a

    hundred farmers are part of this project.

    By partnering with Green Monday SA,

    Harvest of Hope is now also offering this

    service to consumers in the northern sub-

    urbs. Green Monday SA aims to improve

    animal welfare, human health and envi-

    ronmental sustainability by encouraging

    consumers to leavemeat, dairy and eggs off

    their plates for one day a week and replace

    it with plant-based alternatives.

    Harvest of Hope offers fresh vegetables

    to consumers living in the Durbanville,

    Parow andMilnerton areas once aweek on

    Tuesdays. Consumers can now order and

    collect their fresh weekly greens at iNkosi

    Eco Lodge at 9 Odette Street, De Tyger in

    Parow between 16:30 and 20:00.

    e couldnt bemore excited to be host-

    ing a group of amateur actors from

    across the Peninsula in a play about

    freedom on Freedom Day, nogal.

    He refers to GavinWright, manager of

    the Collective Arts Theatre (CAT) in Bell-

    ville, and his guests and colleagues are

    none other than the cast of the musical

    Flag of Freedom, which will run on 27

    April, or Freedom Day, and which is cen-

    tered around the French Revolution.

    Isnt it ironic? I didnt realise the signif-

    icance of the opening day until I physically

    looked at a calendar, Wright tells Tyger-

    Burger.

    First experience

    The cosy little 95-seater theatre he runs

    in the heart of Boston in Bellville will play

    host to the 14 actors, most of whom have

    never been on a stage in their life.

    Many of the cast members will have

    their first experience of live performance

    in Flag of Freedom. As director, it is won-

    derful to work with a group of people that

    are so eager and talented.

    They are 14 in total and from as far afield

    as Strand to Kraaifontein, Blue Downs,

    Delft and Edgemead, and their efforts will

    be brought to life by the Fresh Theatre

    Company (FTC) in collaboration with the

    CAT under Wrights direction.

    Wright, an experienced actor, director

    and stage manager himself, practically

    lights up as he tells of these special actors

    hosting them is the culmination of all his

    efforts to get amateurs from all over onto

    the planks and into the arts.

    The FTC has been producing shows

    since 2001 and its aim is to offer a platform

    for the amateur actor, singer or dancer to

    showcase their talent, says Wright.

    Flag of Freedom is no different. The cast

    is a mixture of the novice to the experi-

    enced actor working in perfect harmony

    creating the unique look and feel for the

    production.

    Suitable for entire family

    What makes the production even more

    special, is that the youngest member is on-

    ly eight years old, Wright says. The eldest

    is in his 50s.

    The production is visually beautiful

    with plenty of scene changes and visual ef-

    fects, he says, pointing to the lighting and

    painted scenery behind him on the stage.

    It is a wonderful feel-good musical that

    is suitable for the entire family.

    Wright invites all up and coming talent

    to knock on the CATs door and if his own

    energy is anything to go by, this musical

    will definitely leave a revolutionary light

    burning in all its attendeesminds after the

    final curtain call.

    The playwill run for only four days until

    30 April and opens on Freedom Day at

    20:00.

    The third and final phase of Za-

    rina, a R200m residential

    project being developed jointly

    by Rabie Property Group and

    Nedbank in Burgundy Estate,

    was launched over theweekend.

    Phase 3 comprises 82 two-bed-

    room and two-bathroom apart-

    ments in five blocks of three-sto-

    rey walk-ups. Units range in

    size from 75 square metres to 85

    square metres, including balco-

    nies, and are priced from just

    over R1million to R1 220 000.

    Brian Usher, general manag-

    er of Property World, the exclu-

    sive on-site agents for the devel-

    opment, says potential buyers

    will be able to view a model of

    Zarina and floor plans from the

    newly completed Rabie Sales

    Centre, situated alongside the

    site of Zarina in Tyrian Road,

    from 10:00 until 17:00.

    He said the first two phases of

    Zarina consisted of one and two-

    bedroom apartments and 16

    townhouses with total sales to

    date exceeding R120million.

    Now that the Sales Centre is

    open and work has commenced,

    we expect the tempo of sales to

    pick up strongly.

    Miguel Rodrigues, develop-

    ment manager for Rabie, says

    that Zarina is much larger than

    most of the other developments

    undertaken at Burgundy to date

    and its size had introduced

    economies of scale that had ena-

    bled the inclusion of a range of

    communal facilities including a

    swimming pool with braai facil-

    ities and change rooms, a laun-

    dry, play parks and open green

    spaces.

    Most of the apartments in

    Phase 3 will be sunny north fac-

    ingunits but there are also some

    with views of Table Mountain.

    All units will have fitted

    kitchens with gas hobs and

    granite counters aswell as ener-

    gy saving heat pumps while top

    floorunitswill also havebuilt in

    braais. The entire development

    will have perimeter fencing

    with a gatehouse and 24-hour

    manned security.

    Each apartment will have one

    allocatedparkingbaywitha fur-

    ther 117 bays available for com-

    munal use and visitors.

    Civils work started in March

    with construction expected to

    get underway inAprilwith com-

    pletion scheduled frommid 2017

    on a phased basis.

    Zarina, which has been pre-

    approved by all the major

    banks, is the second residential

    development to be undertaken

    by Rabie and Nedbank at Bur-

    gundy Estate.

    The first Vermont which

    consists of 190 one, two and

    three-bedroom apartments, has

    been acquired in its entirety at

    cost of R200mby a private inves-

    tor for rental stock.

    to help school-leavers and Grade 11s find

    the bursary suited to their needs among

    7000 on offer.

    SAScholar is the name of the app that

    aims to empower primarily the youth by as-

    sisting them to find and manage scholar-

    ship opportunities through a mobile appli-

    cation, enhancing their chances to gain en-

    try into tertiary institutions, says Curwyn

    Mapaling, one of the founding three.

    With more than 7000 bursary entries on

    the qualifications in our database, the

    SAScholar app makes finding bursary op-

    portunities as easy as one, two, three! he

    says.

    Mapaling adds the apphasmade the proc-

    ess of finding a bursary easier by incorpo-

    rating bursarymatching as opposed to bur-

    sary searching.

    Bursary matching is the process of

    matching the right person to the right fund-

    ing opportunity while bursary searching is

    an ancient process of looking for funding

    opportunities, he says.

    The app is designed in such a way that

    studentswill enter their biographical infor-

    mation and the qualification they are

    studying for, in the process of creating their

    own profile.

    The service is available to all levels of

    university studies from aspiringmatric pu-

    pils to post-doctoral studies. Ultimately,

    SAScholar strives to provide a world-class

    service to anyone, anywhere, who wishes

    to get a quality education in South Africa,

    says Mapaling.

    The app launched in July last year and

    klub se 75ste bestaansjaar n ge-

    denktrui bekendgestel.

    Hierdie trui sal vir die res van die sei-

    soen deur die eerste span gedra word en

    daarna nooitweer nie. Di klub is in 1941

    gestig en word by die Goodwood-sport-

    terrein in Miltonstraat gehuisves.

    Volgens Zak Scholtz, woordvoerder

    van die klub, gaan hulle verskeie projek-

    te deur die loop van die jaar aanpak om

    hierdie besonderse mylpaal te vier.

    Ons het reeds n manne-aand en n

    o.20-toernooi aangebied, maar beplan

    nog n formele ete en n rugbyfees, s

    gespeel, maar is vanjaar bevorder tot die

    Superliga B. Hul doelwit is om uiteinde-

    lik in die A-liga te speel.

    Spottie was die hond van kennisse van

    my pa-hulle in my grootwordjare in

    Bloemfontein. Ek het baie by die een

    seun gaan speel.

    Dit was mense wat n n hond moes

    aanhou nie.

    Wanneer Spottie se heserige kroepblaf-

    fie oor die werf geweeklaag het, het dit

    vir my kompleet geklink of hy self besef

    After last years devastating

    chaos at the Post Office, we all

    had high hopes that the service

    would return to normal and

    that we could use the post

    office with relative trust to

    deliver our mail reliably again.

    Alas, it has not happened.

    I posted a small parcel on 24

    November by airmail to

    Germany, and they finally

    received it on 15 January.

    (almost 5 weeks for airmail?)

    Another airmail parcel was

    posted on 22 January, which

    still has not arrived. A letter

    from Pretoria took six weeks

    to arrive. It was posted with

    fast mail what a farce! I

    am beginning to suspect that

    the Post Office cashes in on

    airmail, but sends it surface

    mail to save on costs. Can

    anybody blame me for thinking

    this?

    We have become so accepting

    of bad service that we are

    thankful if we get our post at

    all, shrugging it off with oh

    well, at least it arrived.

    I would love to know if other

    people had similar experiences.

    1.8 Eiendomseienaarsmoet teen 31Augustus van die boekjaar waarin n algemene

    waardasie gemplementeer word of binne driemaande na implementering van

    n aanvullende waardasie omdie korting aansoek doen, andersins kan korting nie

    toegestaan word nie.

    2. VERBRUIKSTARIEWE EN -HEFFINGS

    Water, sanitasie, elektrisiteit en vaste-afvalbestuur word teen 14%-BTW belas.

    2.1 WATER

    Drie stelle watertariewe word voorgestel (10%-verminderingstarief,

    20%-verminderingstarief en 30%-verminderingstarief). Elke tarief is gekoppel aan die

    waterverminderingsvlak wat opgel word. Die normale tariefstel het betrekking op n

    vlak van tenminste 10% onder die lae watervraagkurwe aangesien vorige beperkings

    en watervraaginisiatiewe die normale watervraag suksesvol tot hierdie vlak verlaag

    het, en die vlak 1-beperkingsmaatrels as permanente goeie watervraagpraktyk by

    die uitgevaardigde Verordening opWater en Sanitasie ingesluit is. Die tariefvlakke van

    vermindering of beperking wat die Stad sy verbruikers opl, is dus nie slegs gekoppel

    aan die beperkingsvlak wat die Departement vanWaterwese die Stad opl nie,maar

    ook aan die vlak van verbruikersvraag.Weens die huidige klimaatsomstandighede het

    die Stad Kaapstadmet ingang van 1 Januarie 2016 waterbeperkings tesamemet die

    20%-verminderingstarief ingestel. Die 20%-verminderingstarief sal ook op die boekjaar

    2016/17 van toepassing wees tot enmet verdere besluite oor die waterbeperkings.

    toewysing van 10 k per maand ingestel vir die uitsluitlike doeleinde van

    bestaansboerdery deur omskrewe kwesbare groepe.

    2.1.12 Huishoudings in wooneenhede op gemengdegebruik-eiendomme kan om n

    gratis toewysing van 6 k per eenheid per maand aansoek doen. n Bedigde

    verklaring sal vereis word, en die aansoek sal op grond van die persentasie van

    die hoofgebruik ondersoek en oorweeg word.

    2.1.13 Bestaande skuilings vir haweloses/ouetehuise (buiten di wat as huishoudelike

    groepe geklassifiseer is)/tehuise vir die gesondheid van diegene met fisiese of

    geestelike gestremdhede.

    Voorgestelde wysigings in hooftrekke

    Finale gelykstelling van trapsgewyse tarief vir volledig huishoudelik en

    huishoudelike groep,met bepaalde impak op trap 2 van die kategorie volledig

    huishoudelik, waar verbruikers n styging van meer as 9.75% sal ervaar.

    Voortgesette inlynstelling van prys vir fonteinwatergebruik op gholfbane waar die

    gebruiker nie infrastruktuur voorsien het nie.

    Bykomende stygings in permit- en verfilmingsfooie van die tak massawater, wat

    met meer gepaste prysvlakke in lyn gebring is.

    Bekendstelling van n kansellasiefooi vir verfilmingsbesprekings.

    2.2. SANITASIE

    Drie stelle sanitasietariewe word voorgestel (10%-verminderingstarief,

    20%-verminderingstarief en 30%-verminderingstarief). Die normale tariefstel het

    betrekking op n vlak van tenminste 10% onder die lae watervraagkurwe aangesien vorige

    beperkings en watervraaginisiatiewe die normale watervraag suksesvol tot hierdie vlak

    verlaag het, en die vlak 1-beperkingsmaatrels as permanente goeie watervraagpraktyk

    by die uitgevaardigde Verordening opWater en Sanitasie ingesluit is. Die tariefvlakke van

    vermindering of beperking wat die Stad sy verbruikers opl, is dus nie slegs gekoppel

    aan die beperkingsvlak wat die Departement vanWaterwese die Stad opl nie,maar

    4.2 k per eenheid per maand sal gratis beskikbaar gestel word by aanvaarding

    van n bedigde verklaring oor die getal eenhede wat vanaf daardie

    meteraansluiting voorsien word. Verbruik bo die gratis toewysing sal soos volg
