Who is Baroness Perry?

St Marks College gets priceless advice

Lady Perry, Baroness of Southwark has seen more than 80 summers pass, but her energy and enthusiasm for aspects of education belies her age. Born Pauline Welch on 15 October 1931, she was among other things the Chief Inspector of Schools in England. She became a teacher and philosophy lecturer, working in England, Canada and the United States. In 1986 she became ViceChancellor of South Bank Polytechnic, and serving during its transition to a university became the first woman in history to run a British university. She subsequently held other roles in higher education, including pro-chancellor of the University of Surrey and President of Lucy Cavendish College, Cambridge. She has also been active in the Southwark Cathedral and Church of England community and the City of London. She was appointed chair of the review group examining the operation of the Crown Appointment Commission, the body which nominate Diocesan Bishops. Perry was awarded the Freedom of the City of London in 1991 and became a life peer as The Right Honourable Baroness Perry of Southwark, of Charlbury in the County of Oxfordshire the same year. She sits on the Conservative Party benches. She was a member of the Nuffield Council on Bioethics 2003-2005 and chaired the Working Party on the Ethics of research involving animals[1] (2003-2005) Chair, Commission on Secondary Reorganisation for the London Borough of Hammersmith and Fulham, Chair, Commission on Academies and Free Schools in the London Borough of Wandsworth. She was the co-chair of The Conservatives Public Services Commission which reported in 2007. She was appointed a Conservative Party Whip in the Lords in January 2011. The editor of this newspaper can also attest that she is very amicable, soft spoken and has no airs, but will probably take no nonsense ...

St Marks College, in years past a prestige independent church school at Jane Furse, is readying itself to return to former standards and become more independent yet again. Because of financial challenges the school lost its status as an independent church school and became a state school on church property at the beginning of 2003. This week the school were honoured with a visit by the patron of the schools charity trust in the United Kingdom, Lady Perry, Baroness of Southwark (see seperate box). On Wednesday the Lady Perry met and interacted with key roleplayers in the schools vicinity and formed part of the drive to return St Marks College to an independent Anglican school, with the target date early next year. Lady Perry shared some valuable advice to roleplayers during a business breakfast in Jane Furse. Key aspects of her speech was that the relationship between teachers and learners should not be unneccesarily be regulated by the government and other roleplayers, but that a competent teacher be allowed to teach to the best of his or her ability. She used the example of teacher selection in Finland, where exceptional academic standards, a passion and the ability to work with children and training up to at least university level are required for teachers. Interestingly enough she mentioned that although teaching in Finland is seen as a prestige profession, teachers in Finland does not get better pay than teachers in other parts of the world. She also mentioned that the model of less regulation, but with continued support from government also bears excellent results in other parts in the world and that she is currently involved in such a project in London, England. She agreed that teachers should be well

trained before such a model can work, but said it is possible to do that and used the example of China, where she was previously also involved in education projects. She also reiterated that teachers must work and that the school day does not end when the last academic lecture of the day is finished. She also emphasised the role of the headmaster, saying that a weak headmaster with strong teachers is a recipe for disaster, whereas a strong headmaster may still be able to sort out problems with weak teachers. More specific with regard to St Marks College, Mr Peter Anderson, the schools first headmaster, said it is important that St Marks should not divorce itself from the system, but that interdependency is the answer to the future of the school. Good relationships with the education authorities will be be a key element to the schools future and that the school will probably still need some support although it is so-called independent. He also pleaded for a School Council to run the school, consisting of experts who can solicit funding and expertise towards the upkeep and running of the school, instead of a governing body. He said a council can serve for a longer term and that the danger of incumbents only looking after their own interests while their children are still in the school, is less.

No jobs to outsiders please

Members of the community in the vicinity of Anglo American Platinumn Twickenham Project near Moroke, last week Friday gathered at the companys Mopetsi Camp gate. They wanted to see mine management. Their concern that those people that will possibly lose their jobs near Rustenburg and other areas, may move here or some of those people may be redeployed to this area by the Anglo American Platinum. Concerned members of the group told Platinum Gazette they want a commitment from the company that it will still be dedicated to local employment, training and development. A slight disagreement over the issue of the size of the delegation ensued, but parties quickly agreed that a delegationof no more than 20 people will talk to the mines management. Those people were than granted access to the premises.

Beware of job sharksBurgersfort Police say jobseekers must be aware of so-called job sharks that swindle money from people on the promise that they will be able to get them employment. A statement by the Police say various cases have come to their attention where the jobs sharks promised jobseekers to get them a position at one of the ongoing or new projects in the area, only to disappear with the mone of the person who is looking for a job. In some instances they also supply false contact details to people who are desperately looking for employment. The Police say similar cases should be brought to their attention so that the culprits can be apprehended and has advised jobseekers to only follow the trusted traditional channels to look for work, such as reacting to advertisements in the media, (print, electronic or internet) or to visit recruitment offices personally.

Maepa Primary School - still waiting on promisesMaepa Primary School was left shattered after theives stole the roof of the school, all the feeding scheme food and various other items last week. Assistance from the Department of Education has not transpired. Hannah Game Lodge replaced the corrugated iron roof on the building they donated to the school, but the old building is still left roofless. After Mayor Mahlakes visit to the school, there was no help forthcoming from government. Everything in the classrooms became wet during the regular thunderstorms over the past week. Tubatse SUPERSPAR came to the schools assistance with a donation of food. Hannah Game Lodge assisted with delivering it from the store in Burgersfort. The school thanked everyone who tried to help them and all the sponsors who assisted them in this crisis. They are however still hoping for a helping hand from government...

Banks clients seeing redThey were offline most of the weekABSA Burgersfort was offline from Monday until the time Platinum Gazette went to press yesterday. Especially business clients of the bank were frustrated by the situation. One said: Ive written a large cheque and needed the cash I send with a cash collecting service to reflect. I was however told that the deposit will not be reflecting immediately as the bank had problems with their server. I had to hurry one of my employees to a branch kilometres away to deposit more money to ensure that the cheque will not have problems clearing. Another ABSA client told Platinum Gazette that direct deductions from their head office from their account was also making them nervous as their deposits are not reflecting immediately. The company that handled their cash collections did not have the manpower to take their Burgersfort clients deposits to Lydenburg. This meant that they also had to wait for deposits to reflect. Platinum Gazette tried to find out what the problem was. The newspaper received the follow press release from ABSA bank yesterday morning: Absa would like to apologise for any inconvenience caused to customers in terms of Burgersfort Branch being offline. We are working tirelessly to resume with normal branch banking as soon as possible. Burgersfort Branch staff are available to advise our customers on our alternative channels, all our ATMs are working and our Cash Accepting machines. Absa customers are able to conduct transactions via cellphone and internet banking. Furthermore, as a responsible organisation, we are also putting measures in place to proactively identify and prevent similar incidents from occurring in the future.

Water all over the placeEmployees opened up CTM on Friday last week so find it flooded with rain water. There is no proper storm water drainage in the street outside the shop and the heavy rains on Thursday night caused water to rush into the shop. Other business in the same area were also caught in deep water by the same problem.

Should rape suspects be tested for HIVMore than 60 000 rapes are reported in South Africa every year and it is generally accepted that many case go unreported, so this figure might be even higher. Limpopo Police will be starting to implement the Sexual Offences Act by asking magistrate courts to order an HIV test of rape suspects. Should a suspect tests HIV-positive, he could also be charged with attempted murder in addition to rape. Mr Francois van Jaarsveld of the Tshwaranang Legal Advocacy Centre to End Violence Against Women said: We have been fighting for compulsory testing since the provision was accepted by parliament six years ago. Every province should implement it to fight rape. Many people in the legal profession however called for better prosecution of the suspects. If a person is properly convicted of rape, the mandatory sentence is 15 years. Rapists of children or the mentally disabled and those participating in gang rape should according to the law receive life sentences. Current Medical Research Council studies show that only about 6% of reported rape cases end in a conviction. We asked readers what they think about this move with regards to HIV testing and adding an additional charge from the SAPS in Limpopo.

Me. Nicolene Wolmarans s: Ek dink dit is goed dat hulle dit wil doen. Andersins kom die verkragters eintlik weg met moord.

Ms Sibongile Kgapane, Jolina Riba and Lesego Boleu said: It is a good thing they want to do. People who do things like that should be kept in jail. If they are starting to do this it might also reduce crime.

Mr Luca Mashaba said: It is a very good idea. It will maybe reduce crime as people will be scared of this additional charge and it will help the police know the status of the suspects. It is 100% good.

Mr Mpho Mokoena and Mr Conny Ngwane with Ms Priscilla Mogale said: It is a good thing because there will be less rapes if they start doing this. Mr Thomas Mashego said: It might work because there will then be a heavier sentence. It must be done in the whole country. It is a good thing.

Mr Rodney Mashegoana said: It is good. If someone was raped, that person will be in danger and the rapist must be punished for that as well as for the rape.

Mr Leonard Motene, Mr Mpho Mola, Mr Moloantwa Mabilu and Ms Shoki Selahle said: This will be a good thing because these guys are not doing good by spreading the disease. It must be done in the whole country, not just in Limpopo. With them is Naledi.

Mr Happy Serage, Mr Fidel Dube and Mr Dan Marobane said: It is a good thing. Sometimes people just want to spread HIV, that is why they go around raping. This will stop them from spreading the disease. It must be done nationally. Those who do evil things must go rot in jail.

Mr Mpho Mkhonto said: That is perfect! Sometimes you find that people are killing each other like this. A rapist with HIV-positive status is a killer. How can you go and sleep with someone while you know you are HIVpositive? They are killing South Africa with this. It should become a law all over Africa that a convicted rapist with a positive HIV status will face these other charges as well.

and charged for attempted murder?

Mr Jabu Mabuza and Mr Boikanyo Segacwi said: It is a good plan from the police. Rape is not permitted. You will destroy that persons life and future. Through this additional charge it will be the only way to stop this thing of rape. It must be introduced into all the provinces of the country.

Mr Mark Geddes and Ms Daryll Geddes said: They should do it. Dont just send the rapist to jail, bring back the death penalty. The whole country must follow suite in this regard.

Mr David Matemane said: I think this can be another technical strategy to control rape crimes. It is good to do this. It must be implemented over the whole South Africa and not just in Limpopo. People might then flinch away from raping.

Mr Collins Mnisi said: It is a good idea. Once he rape someone there is not life to that person. Such people should be given life sentences. It should be the law in the whole country.

Mr Kamogalo Mahlakwana, Mr Abel Malatji and Mr Joseph Mahlakwana said: It is a good thing. When a person rapes and he is HIV-positive, he is a murderer. It will reduce rape incidents. They must do this in the whole South Africa.

Mr Sirakalala Khumbelo said: It will be good. MMost people rape to spread the virus. I think statistically most rapists are HIV positive. They should charge them with attempted murder. I think as long as it is a law that allows them to arrest people in this way, it is good.

Ms Boitshepo Kobe, Ms Lorraine Nkadimeng, Mr Danil Molopo, Mr TI Shabalala and Mr Steven Mothiba said: It has two sides. The first: As long as the SAPS dont disclose the results of the test before the person is found guilty it is fine. They should not violate the suspects human rights. The second side is: Viva! It will be good. They must campaign and parliament must pass all the necessary laws to enforce this all over the country. Me. Lizelle Nortj s: Ek dink dis n goeie plan. Mense wat sulke dade doen moet aan die pen ry. Hulle verwoes mense se lewens. Dit moet regoor die land gedoen word. By haar is Joy-Mari en Elrein.

Enige belangstellendes kan gerus vir Johan Grimbeek by 082 378 0698 of die SA Jagtersvereniging voorsitter by 082 820 1748 skakel. (Inligting: Johan Grimbeek; Foto: JB Willers). Tubatse Chrome Golf Club hosted their popular night golf last week Friday. Due to heavy rains during the course of the evenings play, the competition was shortened to 9 holes only. This did not dampen the spirits of the participants who had great fun. Night golf is usually 9 holes during the last bit of daylight and then the second 9 in darkness. Players use colourful fluorescent golf balls for play in the darkness. Special markers are also used to indicate the various greens. The results of the evening was: 1. Martin van Rooyen with 31 points, 2. Wim Barnard with 37 points; 3. John Smit with 37 points. The best lady player was Melany Kroon with 44 points. This coming Saturday the club will host its Annual General Meeting. They are reminding players to please attend the meeting as it is important for the future of the club. Enquiries: Martin van Rooyen, 072 564 2811.

Johan Grimeek het die 700m ghong raakgeskiet. By hom is baanbeamptes Timo Briedenhann, Benine le Roux en Pieter Strydom.

Night golfing excitement was running high when the players took off from the club house to the various shot-gun style starting points. Heavy rains forced them to reduce the competition to only 9 holes. Apart from the challenge of playing in darkness, the long afternoon shadows are also deceptive when it comes to estimating distances on the course.
