2 CITY OF RYDE PROCUREMENT
The ATTACHED report on formal procurement at the City of Ryde provides information as to Requests for Tender or Requests for Quotation that are currently in the market. The report also outlines those items of procurement (if any) that are to be reported to the next meeting of Council in accordance with the requirements of the Local Government Act and Regulations. This includes all procurement in the bracket of $50k - $150k in value (Request for Quotation) or exceeding $150k inc GST (Request for Tenders).
Some of these processes may be marked as being limited to selective respondents. Where this is the case, there has been a publicly advertised Expression of Interest process to establish select respondents or a panel of select respondents that are prequalified to undertake the required works.

5 UPDATE- MULTI DWELLING DEVELOPMENT - 6 RESERVE ROAD WEST RYDE
Council’s Project Development Department has advised that construction of the multi dwelling (1 x four bedrooms and 2 x 2 bedrooms) development at Council owned property, 6 Reserve Street, West Ryde is complete, with receipt of the final occupation certification (OC) due within the next two weeks.
The timely completion of this project has been impacted by the unfortunate passing of the principal builder, rectification of numerous building defects and the need to create a legal covenant on the property title to address conditions of the Development Consent associated with overland flooding.
Council’s Properties section has already initiated action to appoint a real estate agent to manage the letting of the three dwellings.
It is envisaged that upon receipt of the final OC and appointment of a preferred agent, the dwellings will be fully let soon thereafter.

6 NEW PARKED BOAT TRAILER LEGISLATION
Council’s Community Services Department is currently reviewing the recent changes to the “Impounding Act 1993, No 31”; which makes it illegal to park a boat trailer in the same spot on a residential street for more than 28 days.
Under the Act, Councils are not obligated to implement the changes to the Impounding Act. This has been left to individual Councils to determine how best they wish to manage the issue of parked boat trailers within their respective residential areas. Since January 2016, Council has only received 4 complaints relating to the parking of boat trailers on residential streets within the City of Ryde.
It is proposed that the best way forward is for Council to adopt a Policy position on this matter that either enforces, or does not enforce the parking of boat trailers. As such, Community Services will undertake community consultation on the matter, with the aim of soliciting the views of local residents prior to presenting a report for endorsement to Council.
Should Council resolve to adopt the changes to the Act, the General Manager will be required to have Council’s position officially gazetted prior to the commencement of any enforcement.
It is envisaged that the “Community Engagement and Consultation” program will commence in mid-April 2017 and run for approximately 6 weeks. The program will include:
1. “A Have Your Say” period;
2. Proposed letter mail out to registered local boat trailer owners;
3. Advertisement through the April rates notice;
4. Development of a quick poll;
5. “Have Your Say” webpage;
6. Social media and news print advertisement; and
7. 2 drop in information and feedback sessions.
Feedback on the outcome of the consultation process will be provided via:
1. eNewsletter
2. Letter
3. Press Release
In the meantime, Council is not in a legal position to actively enforce the changes to the legislation without a Council Policy on the matter which, in turn, will require gazettal. Council’s Rangers will continue to negotiate amicable outcomes were possible should it receive complaints prior to any Council resolution.
