The ATTACHED report on formal procurement at the City of Ryde provides information as to Requests for Tender or Requests for Quotation that are currently in the market. The report also outlines those items of procurement (if any) that are to be reported to the next meeting of Council in accordance with the requirements of the Local Government Act and Regulations. 4 DRAFT STATE ENVIRONMENTAL PLANNING POLICY- EDUCATIONAL ESTABLISHMENTS AND CHILD CARE CENTRES

On 6 February 2017 the Department of Planning & Environment (DPE) announced the exhibition of a draft State Environmental Planning Policy (SEPP) for Educational Establishments and Child Care Centres. The SEPP aims to increase the number of schools and child care centres in NSW by (inter-alia):

Amending the Standard Instrument LEP to permit child care centres as a mandated use in R2 and IN2 zones, with additional controls for child care centres in industrial areas to ensure amenity (child care centres are currently permitted in R2 and IN2 zones in Ryde)

Align planning controls to the National Quality Framework

Planning and design of centre based child care will be guided by the new Child Care Planning Guideline which will replace most Council Development Control Plans (includes benchmarks and provisions relating to indoor and outdoor space, fencing, contamination, vehicular access, privacy, noise etc.)

Requiring a strong evidence base where councils impose a condition relating to the approval of a school which imposes a student cap

Increasing shared use facilities

A design guide for schools prepared by the Government Architect’s Office The “Frequently Asked Questions” prepared by the DPE are attached for Councillors’ reference and the full suite of exhibited documents detailing the proposed changes can be accessed via the DPE’s website: http://planspolicies.planning.nsw.gov.au/index.pl?action=view_job&job_id=8198 The public exhibition closes on 24 March 2017, a draft submission will be provided to Councillors for comment in March 2017. It is noted that a Councillor Workshop is planned for later this year regarding the preparation of a Child Care Strategy and the draft SEPP may have implications for this proposed Strategy.

5 DRAFT AMENDMENTS TO STATE ENVIRONMENTAL PLANNING POLICY- INFRASTRUCTURE

Draft amendments to State Environmental Planning Policy (Infrastructure) are currently on exhibition which propose transferring provisions related to the Riding for the Disabled site in Marsfield from the SEPP to the Ryde Local Environmental Plan 2014 (with minor modifications to the content of the planning controls). 6 AGED CARE - IT'S CHANGING WHAT YOU NEED TO KNOW INFORMATION SESSION

On Tuesday, 7 March 2017, between 6.00 pm and 7.30 pm, Council will be hosting the ‘Aged Care – It’s Changing! What you need to know’ Information Session’ for older people, their carers and family members at the Ryde Civic Hall. This is the second free information session organised in response to recent changes implemented in the aged care sector and aims at informing the community as to how these services will be provided in the future. The last information session was held in September 2016. The session will be presented by a representative from North Ryde Community Aid and Information Centre in partnership with the City of Ryde, Hunters Hill Ryde Community Services, Christian Community Aid and Ryde Hunters Hill Community Transport. The session will cover issues such as changes to aged care services, advice on how to navigate through the on- line “My Aged Care” system, and provide advice on how to access home services and assistance available for aged pensioners. Attendees will have the opportunity to participate in a question and answer session and talk to local aged care service providers. The information session will additionally be used to promote Council’s Home Modification Services. The session will be promoted through Council’s website, libraries, partner organisations, local media and networks. 7 RYDE LIBRARIES: A SOCIAL AND COMMUNITY SPACE LIKE NO OTHER

Repeated soaring temperatures in Sydney have resulted in the community seeking refuge from the heat in Ryde Libraries. On Saturday 11 February 2017 as temperatures again hovered in the early 40s, Ryde Library recorded 1650 people through the doors where we normally average 750. Sunday 12 February 2017 followed, with 545 ‘heat refugees’ replacing our average door count of around 300. Extra chairs were placed out as staff accommodated the additional visitors. Our other branches also reported higher than average visitors with West Ryde recording 1300 visitors on Saturday and 530 on Sunday as opposed to averages of 850 and 330 respectively. Libraries are a community space like no other, unique in their social inclusiveness and are free. It was wonderful to be able to serve the community in this way. Musical Morning Teas recommenced on Monday 13 February 2017 with a Jazz ensemble presented by Domenico Sepe and Friends. It was a soul warming morning with 55 attendees enjoying the feast of music. Many new faces in the audience commented on the quality of the event and the space. The next Musical Morning Tea on Monday 13 March 2017 will be featuring the Sydneysiders Barbershop Chorus and is a special highlight of the Senior Weeks activities planned in Ryde Library.

8 MERGER UPDATE

This update is provided to ensure all Councillors are updated on the latest position in respect of the Proposed Merger.

The NSW Premier, Gladys Berejiklian, has confirmed that the State Government has made

the following decision in respect of the Proposed Mergers:

All current merged Councils across NSW are to remain in place;

All Sydney metropolitan mergers are to proceed, including those currently the subject of legal proceedings; and

The Government will not be proceeding with those proposed regional councils that have yet to be merged.

As a result, the Proposed Merger with Hunters Hill and Lane Cove Councils is progressing,

pending the current legal proceedings being undertaken.

There has been a change with the dates for the hearing relating to the Hunters Hill and Lane

Cove appeal. The Court of Appeal will be considering an application to have all the legal

proceedings on the Proposed Mergers considered together, with this matter listed for the 3, 4

and 6 April 2017. It is understood that once this is determined further dates will need to be

set to consider these appeals.

Also, it is understood that Woollahra Council will be making a verbal submission on its leave

of appeal to the High Court within the next 2 weeks.

9 RANGERS SERVICES - FREE ANIMAL MICROCHIPPING DAY

On Saturday, 1 April 2017, the Rangers Services will be hosting a free animal microchipping Day. This event will be held in the Civic Centre Car Park between 10.00am and 1.00pm. The aim of the program is to offer a once a year free microchipping and registration service targeting local pet owners. The program will promote responsible pet ownership and aims at providing local residents advice on how to best manage pet behavioural issues. This service is an opportunity for Council’s Ranger Services to have a positive interaction through this community engagement initiative. All microchipping will be conducted on an appointment basis which will be managed collaboratively between the Customer Service and Ranger Services. Council will be promoting the event through the following networks:

10 CHANGES TO CIVIC HALL PARKING RESTRICTIONS

On 13 December, 2016 Councillors were advised of the changes to parking conditions at the Ryde Civic Centre Car Park which were subsequently adopted in December 2016. These changes were as follows:

1. Between the hours of 7.30am and 6.00pm Monday to Friday, the car park located behind the boom gate, previously used by Councillors and Managers, was to be designated the car park for Library and Customer Services staff based at Pope Street.

2. The Civic Centre car park and the supporting upper and lower level car parks were to

be designated 3P public parking areas, between the hours of 7.30 am to 6.00 pm Monday to Friday.

3. Council was to install a motorbike parking bay, as well as a bus/loading zone at the

Civic Centre public car park. Historically there were a number “User Groups” granted temporary access on a ‘as needs basis’ by Council staff to the restricted car park behind the boom gate during Council operational hours. This assistance was discontinued due to the relocation of staff from the Civic Centre making it difficult for program providers to move equipment from their vehicles into the hall. Following discussions with affected user groups the following amendments have been implemented:

1. Restricted access to the staff car park behind the boom gates has been changed to be between the hours of 7.30 am and 5.30 pm Monday to Friday, as opposed 7.30 am and 6.00 pm. This is to assist in the provision of easy access to the 6.00 pm Civic Hall Hirers that move program equipment into the hall.

2. Access passes to the area behind the boom gate will be provided to the Community

Bus operator to minimise the impact on Senior Citizens and Groups requiring disability access that are disembarking at the Civic Hall during poor weather conditions. Once these groups have disembarked the Community Bus will proceed to park in the designated “Bus Zone” in the main car park until such time that the groups are required to embark onto the Community Bus.

All the other parking conditions at the Ryde Civic Centre Car Park will remain as reported to Councillors on 13 December, 2016.

11 RYDE INTERNATIONAL WOMENS DAY - BE BOLD FOR CHANGE FORUM 9 MARCH 2017

On 9 March 2017, the City of Ryde supported by Council’s Status of Women’s Advisory Committee will be hosting the City of Ryde’s International Women’s Day “Be Bold For Change” Forum at Eden Gardens, 307 Lane Cove Road, Macquarie Park. The forum is scheduled from 10.00 am to 2.00 pm. The International Women’s Day Forum highlights Council’s commitment to supporting the challenges facing women in leadership and is designed to be both informative and interactive. Guest speakers at the forum will include, Dr Brindha Shivalingham who is a practicing neurosurgeon and founder of “Brainstorm”, a charity on leadership among women in medicine and Julia Zaetta, the editor of “Better Homes and Gardens ”who will provide a perspective on women in business. The forum will host a Q&A session and panellists to this session consist of the Women’s Network Group which includes, Ryde District Mums, Riverside Girls High, Ryde Artisans and the Northern Centre. The young citizen of the year 2014 will additionally be on this panel As part of the event there will be a performance and a display of art works showcasing the role of creative arts in self-expression. Councillors are invited to attend the event and those wishing to attend can RSVP through the Councillors Helpdesk.
