2 CITY OF RYDE PROCUREMENT

The ATTACHED report on formal procurement at the City of Ryde provides information as to Requests for Tender or Requests for Quotation that are currently in the market. The report also outlines those items of procurement (if any) that are to be reported to the next meeting of Council in accordance with the requirements of the Local Government Act and Regulations. This includes all procurement in the bracket of $50k - $150k in value (Request for Quotation) or exceeding $150k inc GST (Request for Tenders).

Some of these processes may be marked as being limited to selective respondents. Where this is the case, there has been a publicly advertised Expression of Interest process to establish select respondents or a panel of select respondents that are prequalified to undertake the required works.

4 COMMUNITY HARMONY REFERENCE GROUP

The quarterly meeting of the Community Harmony Reference Group was held on Thursday 1 December 2016.

The primary role of the Community Harmony Reference Group is to:

Provide advice to Council to ensure that Culturally and Linguistically Diverse (CALD) residents in the City of Ryde are able to participate actively in all aspects of community and civic life and that Council recognises and values the diversity of the community.

The minutes of the last Community Harmony Reference Group are ATTACHED for Councillors’ information.

The next meeting of the Community Harmony Reference Group is scheduled for Thursday 16 February 2017 in the Committee Meeting Room at Pope Street.

5 DENISTONE EAST BOWLING CLUB - FEBRUARY 2017 COMMUNITY CONSULTATION EVENTS - STAGE 2

Council will be holding two community consultation events in February 2017 for planning future uses of the Denistone East Bowling Club site. These are: Community workshop 6.00 - 8.00pm, Thursday 9 February 2017 (Booking essential) Denistone East Public School Hall Community BBQ 11.00 am - 1.30pm, Saturday 11 February 2017 Top Lawn, Denistone East Bowling Club These community consultation events follow a successful Stage 1 community consultation process in August and September 2016. During Stage 1, Council received over 200 responses on the community's ideas, thoughts and preferred site uses. Based on the community feedback, Council developed the following four potential options for the site: 1. Passive open space only 2. Passive and active open space 3. Community hall with passive and active open space 4. Community hall and restaurant with passive open space See attachment for more information on the above site options. At the consultation events on 9 and 11 February 2017 Council will be asking the community for their preference and feedback regarding the above 4 site options. The events also present the community with an opportunity to gather a better understanding of the 4 options. Community members can also provide their feedback regarding the future use of the Denistone East Bowling Club site through an online survey. The survey closes on Tuesday 28 February 2017 and can be accessed from the project Have Your Say page on the Council website at www.ryde.nsw.gov.au/DEBC. The outcomes of the Stage 1 and 2 community consultations along with the cost, design and other implications will be presented to Council in March 2017 in a Councillor Workshop. Council is promoting the February 2017 community consultation events as follows: Signage outside Denistone East Bowling Club Since 30 November 2016 Advertisement in the Northern District Times 1 February 2017 Flyer/Letter to residents within a 1km radius of the site 1 February 2017 E-Flyer/letter to residents who previously made a submission 1 February 2017 Door knock to neighbouring properties 6 February 2017

6 RYDE LIBRARY VENTURES OUTSIDE FOR AWARD WINNING PROGRAM

As a feature of our summer time programs, Ryde Library ventured outside to host the award winning Outdoor Stories and Songs session. The Children’s Programs Team on Friday 20th January entertained an audience of over 200 children and their carers in the piazza at Top Ryde City Shopping Centre.

The vibrant early literacy program executed by the library staff, whilst engaging the children, also aims to promote the library and its services to the audience. The children’s involvement with the program was notable, with them singing along and carrying out the actions. Staff member Phil rode the Library bike to bring the essential story book from the library. With audience participation they helped called out to Phil for the forgotten book, highlighting the proximity of Ryde Library. Our audience also assisted storyteller Penny who could not see that the Green Sheep was just behind her!

Library leaflets were handed out by staff inviting the audience to participate in the many programs and services that Ryde Library Service has available. The event is a positive and targeted marketing tool to build community recognition, knowledge and use of the collections, services, programs and facilities of the City of Ryde Libraries. The next Outdoor Stories and Songs sessions will be held on Friday 24th February and on Friday 24th March at 10:30am in the Piazza at Top Ryde City. (Photos: 1. Audience, 2. Phil arrives on bike, 3. 7 PARKING CHANGES ON EPPING ROAD, MACQUARIE PARK

Council has received notice that Roads and Maritime Services will be implementing changes to parking restrictions on Epping Road interchange ramps to and from Lane Cove Road to improve safety and traffic flow.

Works to install additional “No Parking” signage on all interchange ramps from Epping Road to Lane Cove Road will be undertaken on Monday 6 February between 9pm and 4am, weather permitting.

8 SWIMMING POOL INSPECTION PROGRAM

There has been some recent media attention given to increased numbers of children drowning in backyard swimming pools from inadequately fenced swimming pools across the Greater Sydney Metropolitan Area. A recent article in the Daily Telegraph on 23 January 2017 revealed alarming figures from the survey where as many as 9 out of 10 backyard swimming pools in those local government areas surveyed failed safety inspections, with one Council, namely Blacktown recording a non-compliance rate as high as 98 per cent. It also found a big variance in priority being given by the Councils with some conducting a high number of programmed and random inspections and some conducting very few, except after complaint. Degraded locks, faulty self-closing gates and landscape features providing a leg-up for curious children were among the most recurring factors causing most to fail inspections. The City of Ryde was one of the Councils surveyed by the Daily Telegraph reporter and in comparison to many of the Councils surveyed, was one of the few Council’s with a dedicated barrier program for inspection. In this regard the following information was provided for the survey:

1. Approximately 474 inspections were carried out in Ryde during 2016 and a further 750 are planned in 2017, within available resources.

2. Approximately 90% of pools did not comply on the first inspection. Follow up inspections are undertaken until the pool fencing is brought into compliance.

3. The City of Ryde officially adopted a Swimming Pool Barrier Inspection Program on the 25 February 2014. The program incorporates random inspections of swimming pools, as well as inspections as a result of complaints, audits, all commercial or strata properties having pools and as required due to a sale or lease of the premises.

4. The City of Ryde inspects swimming pools upon sale or if tenanted as the NSW swimming pool legislation requires owners to obtain certificates of compliance or non- compliance for sale of properties.

10 LGNSW WORKSHOP RE DRAFT DISTRICT PLANS FOR SYDNEY - 23 FEBRUARY 2017

LGNSW has written to the General Manager advising that on the afternoon of Thursday, 23 February 2017, a workshop will be held for Mayors, Councillors and senior staff which will consider the draft plans for Sydney and identify common themes and issues across each district. Representatives from the Greater Sydney Commission will be in attendance at the workshop.

11 VICTORIA ROAD (657-661) AND WHARF ROAD (4-6) MELROSE PARK

A Development Application and Concept proposal for 657-661 Victoria Road and 4-6 Wharf Road Melrose Park has been placed on Public Exhibition by Parramatta City Council. The site (previously known as Bartlett Park and Putt Putt) is located on the western side of Wharf Road, adjoining the western boundary of the City of Ryde.

Diagram 1 – Concept Proposal and Stage 1 DA site map The Concept Proposal (outlined in red in Diagram 1) comprises 1,078 dwellings, 669 sqm commercial floor space, a street network, open space and the subdivision of the land into 4 lots (each lot representing a stage of the development). Stage 1 DA (greyed area in Diagram 1) comprises earthworks, tree removal, the construction of 4 x 6 to 10 storey residential flat buildings providing 278 dwellings and 381 basement car parking spaces. The Concept Plan and DA were originally exhibited by Parramatta Council from the 14 December 2016 to the 12 January 2017. Neither the City of Ryde nor any residents of the City of Ryde were advised of the exhibition of the DA. Parramatta Council has advised that the application is being re-advertised to further extend the notification area. The DA and Concept Proposal is now on exhibition from the 18 January to the 9 February 2017. Parramatta Council requested a mail out data base for the following residents of City of Ryde in order to re-notify the exhibition (Diagram 2).

13 ROWE STREET EAST - TOWN CENTRE UPGRADE

The Town Centre Upgrade Project at Rowe Street East, Eastwood was awarded to CA & I Pty Ltd. The scope of works includes undergrounding of existing overhead electrical services, supply and installation of multifunction poles, upgrade of footpaths, installation of traffic island/ medians, trees and public art. Council’s contractor CA & I Pty Ltd has completed the majority of footpath works on both sides of Rowe Street between Blaxland Road and Railway Parade. An outline of the remaining program of works (wet weather permitting) is as follows:

Removal of Existing Timber Light Poles & AUSGRID Approval: FEBRUARY 2017 Completion of Defects: MARCH 2017

The contractor will complete this work as quickly as possible using a staged approach to minimise the impact on parking to the community.

14 UPDATE - WINBOURNE STREET - ROAD WIDENING

The Road Widening Project at Winbourne Street (Marsden Road – Farnell Street), West Ryde was awarded to Kelbon Services Pty Ltd. The scope of works includes widening of the overall pavement width, new kerb & gutter, road pavement, drainage pits, driveways, footpaths, raised pedestrian crossings, signage, speed cushions, road resurfacing and line marking. Council’s contractor Kelbon Services Pty Ltd has completed the majority of the road widening works on the eastern side (School side) of Winbourne Street (Marsden Road – Farnell Street) to enable the recommencement of school on Monday 30 January 2017. An outline of the remaining program of works (wet weather permitting) is as follows:
