1 RYDE LOCAL ENVIRONMENTAL PLAN 2014 AND RYDE DEVELOPMENT CONTROL PLAN 2014

The following is provided as an update on the current status of Ryde Local Environmental Plan 2014 and Ryde Development Control Plan 2014. Ryde Local Environmental Plan (LEP) 2014 – a comprehensive Plan for the City of Ryde was notified on the legislation website on the 12 September 2014 and came into force on that day. In accordance with a Council resolution of the 28 May 2013 Ryde Development Control Plan (DCP) 2014 came into force upon LEP 2014 coming into effect also on the 12 September 2014.

The Ryde LEP 2014 and Ryde DCP 2014 and have been based on the City of Ryde Local

Planning Study (LPS) 2010 - a city wide study that identified the City’s future housing,

environmental, transport and employment needs and made a series of recommendations.

Ryde LEP 2014 Ryde LEP 2014 applies to the whole of the City of Ryde with the exception of three areas which have been deferred from the LEP. The three areas are:

11 – 15 Farm Street Gladesville,

14 – 20 Oxford Street Gladesville, and

Ryde Civic Precinct.

For the above properties LEP 2010 is the relevant planning instrument in effect. These matters are discussed later in the Bulletin.

The key changes incorporated into LEP 2014 as a result of the LPS include:

Strata subdivision of dual occupancy developments being permitted with Council consent.

Amended development controls for the erection of dual occupancy (attached) and multi dwelling housing developments.

New clauses relating to flooding, environmental sustainability and stormwater quality control.

Rezoning of some land adjoining Ryde Town Centre, Gladesville Town Centre and West Ryde Town Centre to allow for commercial development and higher density residential development.

Changes to floor space and height controls for Meadowbank and West Ryde Town Centres.

Differences between the documentation submitted to the Department of Planning and Environment (DoPE) with a request that the Plan be made and LEP 2014 as notified on the NSW Legislation Website will be detailed in a further CIB. Ryde DCP 2014 The DCP supports the LEP in providing a range of design guidelines for residential areas, urban centres and character areas as well as development criteria relating to environmental and engineering matters.

Changes incorporated into draft Ryde DCP 2014 as a result of the LPS include:

Part 3.3 Dwelling Houses and Dual Occupancy (attached) and Part 3.5 Multi Dwelling Housing - both Parts amended to delete Linear Separation controls with respect to dual occupancy and multi dwelling housing developments.

Part 4.1 Eastwood Town Centre - amended to include controls for Lakeside/Glen Street Eastwood Master Plan.

Part 4.2 Shepherds Bay Meadowbank (Previously known as Meadowbank Urban Village –amended to include setbacks and view corridors.

Part 4.3 West Ryde Town Centre (previously known as West Ryde Urban Village) - controls based on the West Ryde Master Plan.

Part 4.4 Ryde Town Centre - amended to include the land adjoining the Town Centre on Victoria Road.

New Part - 5.4 Blenheim Road Small Centre.

Consultation

The following has been undertaken to advise the community of LEP 2014 and DCP 2014 coming into effect:

Press release advising of the LEP and DCP coming into effect and the key changes they introduces.

Council column in the Northern District Times advising that LEP 2014 and DCP 2014 are in effect and the key changes they introduce.

Dedicated webpages to LEP 2014 and DCP 2014.

Updated Information sheets and guides on understanding the DCP and updated information on Town Centre provided on the web.

Letters to developers who have submitted two or more DAs since the 1 January 2013 advising of the LEP coming into effect.

Information sessions on the LEP and DCP for the community are planned for the 19 November 2014 and 10 December 2014. It is anticipated that these sessions will provide a general overview of the LEP, information on dual occupancy developments, sustainability clauses and centres.

Other Matters It should be noted that:

A separate Planning Proposal is presently being considered by the DoPE for the rezoning of the Ryde Civic Centre to SP2 Infrastructure (Community Facility and Public Administration Building).

Ryde LEP Planning Proposal which contains approximately 30 amendments to Ryde LEP 2014 was exhibited from 30 July 2014 to 12 September 2014. Key proposed amendments are:

o The rezoning of 11 – 15 Farm Street Gladesville from R2 Low Density

Residential to B4 Mixed Use (amendment to floor space and height controls are also proposed);

o Introduction in LEP 2014 of the development controls that currently apply to

the properties 14 – 20 Oxford Street Gladesville under LEP 2010 i.e. zoning, floor space ratio and height;

o Permitting Torrens titling of dual occupancy (attached) where the development

has been constructed; and: - the land has a minimum the area of at least 580sqm and a frontage of 20m. - one dwelling is located on each lot which has an area of not less than

290sqm and 10m street frontage.

Note: There is no a street frontage requirement where the dual occupancy development precedes the notification of planning proposal.

If the above changes are supported by both Council and the DoPE they will become amendments to LEP 2014.

2 FEDERAL BLACK SPOT PROGRAM - PROJECT SUBMISSIONS 2015/16

The Black Spot Program is part of The Federal Government’s commitment to reduce crashes on Australian roads. The Black Spot Program makes an important contribution in reducing the national road toll under the National Road Safety Strategy and Action Plan.

The Federal Government has committed $500 million to the Black Spot Program from 2014-15 to 2018-19, which includes an additional $200 million over two years from 2015-16 under the Infrastructure Growth Package to improve road safety across the nation. The Program’s eligibility criteria for 2015-16 and 2016-17 have been revised in order to assist local communities to compete for this additional funding over the next two years.

Under the new criteria, the minimum Benefit Cost Ratio for proposals has been lowered, and there are 4 sites within the City of Ryde that meet the criteria.

Projects for these sites have been submitted for 2015/16 Black Spot Funding submissions:

1) Intersection of Adelaide Street and Bennett Street, Denistone West:

Median island stop treatment - western side, painted median (eastern side), kerb blister.

2) Intersection of Blaxland Road and Ethel Street, Eastwood:

Median island stop treatment

3) Chatham Road, Black Length- Between Clanalpine and Buena Vista, West Ryde:

Improve skid resistance, edgeline treatments, chevron signs.

4) Intersection of Rutledge Street and Darvall Street, Eastwood:

Median island stop treatment

Council is reasonably optimistic in obtaining 100% funding under the Black Spot Program for the above mentioned sites.

3 GRAFFITI ACTIONS - GRAFFITI REMOVAL DAY AND COMMUNITY SURVEY

The first stage of community consultation on graffiti as outlined in the Graffiti Action Plan

began this week with a survey aimed at identifying community attitudes to graffiti and the

measures available to prevent or deter this vandalism. The survey will help us understand

how to improve reporting and removal processes and identify opportunities for local

programs to be trialled over the next year.

In addition, a new campaign to encourage the community to report graffiti will launch to

coincide with NSW Graffiti Removal Day on Sunday, 26 October 2014.

In consultation with Ryde Rotary, two locations have been identified as suitable clean-up

sites for the City of Ryde:

Epping Road pedestrian underpass at North Ryde

In the vicinity of Lions Park, West Ryde

Ryde Rotary members will coordinate volunteer teams and Council will provide catering and

additional support at each site.

Volunteers can register their interest in joining a clean-up team and additional sites can be

nominated for clean-up via the Graffiti Removal Day website - www.graffitiremovalday.org.au.

Full details on Graffiti Removal Day sites and times, and the report graffiti campaign will be

available from 6 October.

4 TRANSITION TO SCHOOL SEMINARS FOR FAMILIES FROM SMALL AND EMERGING COMMUNITY

Another Transition to School seminar was held on 16 September 2014 at the West Ryde Community Hall, West Ryde and was targeted at families from small and emerging communities from Culturally and Linguistically Diverse backgrounds whose children are attending school in 2015, including children with disability. The Transition to School seminars are aimed at assisting parents and carers, and local service providers, to gain knowledge and skills to facilitate a smooth transition to school for all children. Included in the seminar is information on the different schooling systems; school readiness; what help is available for families if the child has limited English or English as second language; the importance of bilingualism and supporting children with disabilities in the school system. The seminars are normally run in a specific language group, however due to demand from service providers, the working group decided to run this particular session in English. Guest speakers were briefed prior the seminar and asked to deliver their speech in simple English and to consider the audience when providing their information. The seminar was attended by around 26 parents, carers, grandparents and service providers. Families that attended were from different language groups including Bengali, Tamil, Hindi, Thai, Japanese, Korean, Telugu (language spoken in southern India), and Ilonggo (spoken in the Western Visayas region of the Philippines). They all spoke good English. Child-minding was offered to 16 children.

In addition and within the current year’s program, City of Ryde encouraged and partnered with local service providers to offer the same Transition to School seminar but with an inclusive perspective for children with disabilities.

This seminar was coordinated by the Community Migrant Resource Centre as the lead organisation and was the second Transition to School seminar where disability was incorporated into a mainstream event, with a soft entry approach. In order to provide these sessions City of Ryde works with a number of local service providers including disability services to run the Transition to School seminars. Service providers in the seminar working group include: Community Migrant Resource Centre; Good Beginnings, Chinese Christian Community Service Centre, STaR and Ethnic Child Care Service. The next Transition to School seminar will be held in 2015 at the West Ryde Community Centre and is targeted at Korean families. Councillors will be informed via the Councillor Information Bulletin closer to the time.

5 LOCAL GOVERNMENT ORIENTED WORKSHOPS - MEDIA SKILLS AND FINANCIAL ISSUES IN LOCAL GOVERNMENT

ATTACHED for Councillors information are brochures regarding two workshops being run in Sydney by Local Government NSW. The details of these two workshops are as follows:- NAME: Media Skills DATE: Wednesday, 22 October 2014 TIME: 9.00am to 4.30pm This practical workshop has been designed to assist Councillors and relevant professional staff with practical techniques to enable them to be more comfortable, confident and effective in dealing with the media. NAME: Financial Issues in Local Government DATE: Thursday, 30 October 2014 TIME: 9.00am to 4.30pm This workshop will assist Councillors to understand how Council budgets work and to make informed decisions about financial issues. This workshop will cover a range of topics including:

Understanding basic accounting procedures;

Understand how financial information fits into Council planning;
