1 COMMUNITY COUNCIL MEETINGS
As Councillors are aware, the third Community Council Meeting is to be held in West Ward as follows:-
DATE: Tuesday, 5 November 2013
TIME: 7.30pm
VENUE: West Ryde Community Hall
3-5 Anthony Road, West Ryde
The format of the meeting is a General Purpose Committee to be known as a Community Council Meeting. This format will enable Council to suspend standing orders to allow for a more interactive process and engagement with the community.
The following topics are proposed to be included in the Agenda for the Community Council Meeting:-

- West Ryde – Coles Update

2 ESSENTIAL MAINTENANCE ON CITY OF RYDE'S INFORMATION TECHNOLOGY (IT) SYSTEMS
Councillors are advised that Council will be undertaking essential maintenance to our online
IT systems on Saturday, 14 September 2013. This will help to stabilise the system through a
power upgrade. The scheduled maintenance in July did not take place due to illness of
critical IT staff members.
Please note that from 6.00pm to midnight on Saturday, 14 September you will not be able to
access the following:
• City of Ryde Website including DA tracking, eCertificates and other online services
• Online library including catalogue, reservations and renewals
• New Emails and Calendar items
All services will resume on Sunday, 15 September. We apologise for any inconvenience
caused and thank you for your patience during this time.
The same information will be communicated to community members via the following means:
The “City View”, September Edition
The Library publication “What’s On”, September Edition
Plasma screens in the Customer Service area, Libraries and RALC
A notice will also be put on the City of Ryde Website during the maintenance period to inform

3 TRANSITION TO SCHOOL SEMINAR FOR KOREAN FAMILIES
Over 50 parents and 35 children attended a Transition to School Seminar for Korean
Families on Wednesday, 21 August in the West Ryde Community Hall.
The Transition to School seminar gave parents from the Korean community the opportunity
to be informed about:
How to prepare their child for ‘big school” starting in 2014
What school readiness means in Australia
What school is like in Australia
What to do if their child has limited English
The majority of parents who attended the seminar do not have extended family in Australia
and many have language barriers in accessing information and services. Therefore the
program ensured that all information provided was in the Korean language. Interpreters were
present for the guest speakers of non-Korean background.
These seminars have been welcomed by the Korean community as the Australian school
system is quite different to their country of origin. Interpreters and translated material ensured
that parents were fully informed and were able to ask the questions that they needed to. Free
childcare with Korean speaking childcare workers was also provided and was greatly
appreciated by the parents.
The seminar was organised by Council’s Community and Culture Unit, in partnership with the
Department of Education, Relationships Australia, Good Beginnings, Community Migrant
Resource Centre, Australia Korean Welfare Association and Ryde Family Support Service.
A panel of guest speakers from the Department of Education, English as a Second Language
and West Ryde Public School also took part in a Q&A session.
The Transition to School Seminar for Korean Families is the third in a series of seminars this
working group has organised since 2012 (one per semester). The previous seminars
targeted Chinese and Indian subcontinent communities. This series has been extremely
popular and all seminars have been very well attended.

4 UNAUTHORISED STRUCTURES ON WOLFE ROAD RESERVE
Further to Council resolution and in response to actions outlined in the Environmental Management Plan for Wolfe Road Reserve, Council staff will be initiating actions to remove unauthorised structures located within the upper and lower parts of Wolfe Road Reserve.
Council’s course of action will consist of the following:
Council staff will visit nearby residents to advise them of Council’s intention to remove the unauthorised structures on Council land. This will inform local residents who may own the structures to remove them. Please note any structure on Council land which has not been approved by Council will be considered as an unauthorised structure, such as trampolines, plastic play equipment, rubbish and materials, and parked cars.
A notice will be placed on the structures advising of Council’s intent to remove the structures by Friday, 13 September 2013.
Failure to remove these unauthorised structures may result in Council action, in line with the provisions of the Local Government Act. If necessary, Council may remove and impound the structures.
This process will be initiated the week beginning 2 September 2013. Residents are encouraged to contact Council’s Customer Service Centre on 9952 8222 should they have any further queries.

5 CRIME PREVENTION WALLET CARDS
Council's Crime Prevention Plan focuses on addressing the issue of theft in the City of Ryde. One of our projects has been the development and installation of signage with the message. 'Is Your Stuff Safe?’. The messaging was developed in partnership with Eastwood and Gladesville Local Area Commands and signage has been installed throughout the LGA around town centres, key parks and commuter wharves. Signage in Eastwood is in English, Chinese and Korean. Recently, wall signage has been provided to the RALC and for installation in the change rooms and canteen areas at our key sportsgrounds. We now have wallet cards with the 'Is Your Stuff Safe?' message and contact numbers in seven languages, reflecting our existing communities and the refugee communities that we are welcoming to the City of Ryde. The languages are English, Chinese, Korean, Arabic, Farsi, Dari and Tamil. We will be distributing these cards to the community through the Crime Prevention Officers and Multicultural Liaison Officer at Eastwood and Gladesville Local Area Commands, the Migrant Resource Centre in Eastwood, in our libraries and through other community organisations and events. 6 COUNCILLOR WORKSHOP - HERRING ROAD UAP
As Councillors are aware, the Workshop to discuss the Herring Road Urban Activation Precinct (UAP) Proposal has been rescheduled.
The new date is: Tuesday, 17 September 2013 from 6:00pm to 6:30pm.
At this workshop, the Department of Planning and Infrastructure will provide an outline of the Herring Road Proposal, which will soon go on public exhibition.

7 CIVIC CENTRE REFURBISHMENT PROJECT - UPDATE
This is to advise Councillors that the current status on this project is as follows;
Over the next three months, the following works will be undertaken:
1. Building Documentation – August/October 2013
Thoughtspace specialist will undertake a floor-by-floor survey of all built internal and external features. This commenced on 23 August and will be completed during October.
2. Spring Cleaning – October/November 2013
Spring Cleaning will take place during October/November (all levels floor by floor of ALL surfaces). During this time staff will be required to clean up workspaces and reduce clutter.
Works will include:
Steam cleaning of carpets
Removal of old files
Window cleaning (both internal and external)
Also, during this time the procurement of the cleaning contractor will take place in early September. Evaluation and commencement of contract will be in October/November.
3. Engineering Services – November 2013
Engineering consultant will be undertaking investigations and assessment of the building services and structure.
4. Planning and Interior Design – October/November 2013
Internal planning and design of the floors will commence in October with all concepts due to be completed by the end of November. Designers will identify and undertake assessment of the facility and provide layouts that allow all staff and facilities to be accommodated in the Civic Centre.
5. QS Cost Verification and Council Reporting – December 2013/January 2014
QS will undertake a cost plan following completion of engineering services report and floor plan layout. Depending on results, a further report to Council may be required.
