1. GENERAL MANAGER

1.1 Update on the Draft Boronia Park Plan of Management

We have had advice that we need to hold a public hearing, chaired by an independent facilitator, regarding the proposed categorisation of areas within the Draft Plan of Management. This means that the exhibition period will be extended to 6 March, so that when the report to Council recommending adoption of the final Plan of Management Council is in a position to consider both the outcome of the Public Hearing which relates specifically to the categorisation of land along with submissions received on the broader elements contained in the draft Plan of Management. The scope of the public hearing is to receive verbal and written submissions about the proposed categorisation and any issues which may impact on categorisation. Other issues can be raised in a written submission as part of the public exhibition. Details for the public hearing are set out below:

1.2 Recent storms declared a natural disaster

We received advice late Wednesday 12 February from the NSW Office of Emergency Management that a Notice of Natural Disaster Declaration for NSW Storms and Floods – 1 February onwards (AGRN 898) had been declared. This declaration covers 56 local government areas across the state of NSW. Set out below is the press release:

3. SERVICE DELIVERY & SPECIAL PROJECTS

3.1 Fallen trees due to the storm on 9 February 2020

Council has received many calls for fallen trees since the storm on 9 February 2020. The calls related to both privately owned trees and trees located on Council land. Council staff are working with Customer Service to respond as quickly as possible to resident requests as well as conducting patrols to remove debris from the road and footpath. Larger trees failures will require removal by qualified contractors and will be removed in order of priority such as trees that have come across roads. Trees that have fallen near power or have brought power lines down cannot be pruned or removed until Ausgrid has made the area safe. The majority of these trees have now been cleared.

Park Cowell Street, Gladesville

A consultation letter has been distributed regarding the proposed changes to the parking restrictions in the Signal Hill Carpark, see attached. The letter was delivered to businesses along Victoria Road between Massey Street and Junction Street, businesses in Cowell Street and residents of 37 Cowell Street.

Stage two of the sport field drainage works has commenced, which is the installation of the drainage trenches on the surface of the field. Due to the extreme weather event Sunday 9 February work has temporarily ceased as the field has reached saturation point and cannot be accessed by vehicles. The field will be regularly monitored so work can continue as soon as possible.

3.4 Pit Cleaning Around Hunters Hill

Pit cleaning works have been carried out around Hunters Hill, to remove leaves, branches and other debris from storm water pits. These works will help prevent the pits flooding during heavy rainfalls. The pit cleaning was carried out on Princes Street, Woolwich Road and Alexandra Street.

Following the weekend’s storms a large tree fell into the roadway on Gale Street, bringing down Ausgrid power cables. Council worked with SES to make the road safe, and also providing barriers and traffic control around the affected area. Council’s Outdoor Staff also worked to clear away other trees and branches in Venus Street, which had fallen as a result of the storm.

4. DEVELOPMENT AND REGULATORY SERVICES

4.1 DA2019-0380 - 380 Victoria Place, Drummoyne (Gladesville Bridge Marina) lodged with City of Canada Bay Council

Council will consider a report prepared by planning staff on this application at its meeting of Monday 24 February. The application is on exhibition through City of Canada Bay Council until Friday 28 February 2020. The application seeks approval for alterations and additions to the Gladesville Bridge Marina berth layout to provide overall storage of 130 vessels, comprising 15 swing moorings and 115 floating berths. The works include:

Removal of 29 swing moorings, retention of 15 swing moorings Construction of 65 new floating berths – increasing the total number of berths from 50 to

115

Cessation of slipway activities

Demolition of slipway rails and demolition of the internal office mezzanine structure within the slipway area, and

Provision of 8 new valet car parking spaces Due to the intended capacity and scope of works the DA is both ‘Designated Development’ and ‘Integrated Development’ under the Environmental Planning & Assessment Act 1979. Due to the development being categorised as Designated Development, City of Canada Bay Council will assess the application but consent authority for the DA will be the Sydney Eastern City Planning Panel (formerly the JRPP). All material regarding this application is available on City of Canada Bay Council’s website (https://www.canadabay.nsw.gov.au/eservices/da-tracker ) or Council has received a hard copy to view. It can also be viewed on site at the Marina office. Submissions should be made directly to City of Canada Bay Council by 28 February 2020, any further questions can be directed to Stuart Ardlie from the City of Canada Bay Council’s Statutory Planning Services team on 9911 6457.

Our Communications Officer will be incorporating messages targeted at business communities and our residents on LinkedIn. LinkedIn is a valuable tool used by many local government representatives to strengthen their digital presence and visibility online and in critical conversations happening in the industry. If you are over 60, NSW Seniors Festival gives you the chance to make new friends or get together with old ones at an array of local community events, many which are free or heavily discounted. Presented by the Department of Communities & Justice (DCJ), NSW Seniors Festival is designed to celebrate the role seniors play and the contributions they make to the NSW community, aligning to the policy objective of inclusive communities. Every year during NSW Seniors Festival, government, community and commercial organisations hold hundreds of events across the state, encompassing art, sport, music, entertainment, technology, recreation, health, good nutrition and much more! Hunters Hill Council is hosting the Urban Bush Dance in partnership with Sydney Community Services on 18 February from 10am. Council has also promoted the program of events across the community in a double page spread published in the Weekly Times.

Hunter’s Hill Council is hosting Youth Summit 20022020 on 20 February 2020 at Hunters Hill Town Hall. We have asked each local school to nominate and send 15 students who are passionate about creating change in our world. The purpose of Youth Summit is to bring representatives aged 11-18 from local schools together with the goal to develop real projects that reduce litter and / or divert waste from landfill. The Youth Summit will be facilitated by the team at FRANK who have extensive experience and success in this format. Specific objectives to: 1. Encourage active participation with the school community 2. Raise environmental awareness and support environmental programs 3. Work with others (effective communication) 4. Develop Leadership skills (how to be an effective member of a team) 5. Set Priorities (how to set priorities) 6. Take Action (Goal setting) 7. Effectively Project Manage (How to keep a project progressing)

Outcome: At the end of Youth Summit, each project will be presented. Council will work with industry leaders to select one project to deliver. Council will then work with the chosen group to fund and deliver their project.

In 2019, Council joined Roads and Maritime Services’ Local Government Road Safety Program by employing a Road Safety Officer (RSO). Together with Transport for NSW, Police, and other local councils, the RSO’s works to continue improving road safety for the community through the delivery of effective road safety initiatives. One initiative is the Child Restraint Check. Australian law requires children travelling in cars to be secured in approved restraints, which means children:

younger than 6 months must be secured in a rear-facing restraint

6 months to 4 years must be secured in a rear or forward-facing restraint

4 to 7 years must be secured in a forward-facing restraint or booster seat

younger than 4 years must travel in the back seat of a vehicle with 2 or more rows. Council has arranged for a child car seat checking workshop on 28 February at Henley Bowling Club, free for all residents.
