The ATTACHED report on formal procurement at the City of Ryde, provides information as to Requests for Tender or Requests for Quotation that are currently in the market. The report also outlines those items of procurement (if any) that are to be reported to the next meeting of Council in accordance with the requirements of the Local Government Act and Regulations. This includes all procurement in the bracket of $50k - $150k in value (Request for quotation) or exceeding $150k inc GST (Request for Tenders).

5 LIBRARIES - PUBLIC HOLIDAY CLOSURE
All City of Ryde Libraries will be closed on Monday 5 October for the Labour Day public holiday. After hours return chutes will be available at all library locations, and all libraries will reopen as usual on Tuesday 6 October at 10am. Customers will be informed of the closure via signage in libraries, the library What’s On paper and electronic newsletters, Council’s website and in the Northern District Times newspaper. Loan periods will be extended to allow for the public holiday. The online library will be available for customers who want to borrow a great read during the public holiday. Titles include the latest bestsellers, travel guides, history, books for children, and magazines including The Economist and Australian Geographic. 7 PROPOSAL TO CONVERT EXISTING ILLUMINATED SIGNS TO DIGITAL TECHNOLOGY - EPPING ROAD FOOTBRIDGE NEAR PAUL STREET, NORTH RYDE
Notice has been received from the NSW Department of Planning and Environment (DoPE) that the RMS has applied for conversion of the existing illuminated signs on the Epping Road footbridge near Paul Street, North Ryde to digital technology. The signs were originally approved by Council in 1991 when such a use was permissible on certain land under the Ryde Planning Scheme Ordinance. A later application in 2003 extended the consent to 2022. “Advertising Structures” are now prohibited in all zones under the Ryde Local Environmental Plan 2014. However, this application is seeking approval based on the Existing Use Rights (EUR) provisions of the Environmental Planning and Assessment Act. It is considered that the approved signs are an “Existing Use” for the purposes of the Act.
The existing and proposed signs are attached to the pedestrian footbridge across Epping Road that connects Paul Street, North Ryde to the OPTUS Campus in Macquarie Park.
The DoPE is the determining authority for this application. The proposal involves replacement of the two existing sign boxes on the bridge with new sign boxes with digital screen. The current process involves manual installation of vinyl sign sheets which are taken down and discarded when the duration of the display period ends. The new technology allows for signs to be displayed and changed using remote communication. Digital technology also allows road advisory alerts to be screened if there is an accident or traffic problem nearby.

Similar conversions have been approved in locations elsewhere in the Sydney region and beyond. They include over the Pacific Highway at Pymble and on Warringah Road at Forestville. The new technology enables several different signs to be displayed in one day and in a rotating format (i.e. a static display proposed to change every 10 to 25 seconds). The rotation time and the changeover time are set so that most drivers and car passengers will see only one or two messages per sign in normal flow conditions. From this viewpoint, the proposed change is considered not to be an intensification of the existing use. The proposal is generally acceptable for the following reasons:
1. The signs already exist. It is not proposed to enlarge them. They will be slightly smaller
than the current signs. 2. The signs are already illuminated. It is proposed to replace the lighting system with more
energy efficient LED lighting. It is expected that local residents or businesses will not be subject to light spill beyond the level already experienced.
3. Other aspects of control (such a content and management) do not change.
4. Digital display removes the need for physical replacement of the signs. There is an improved safety aspect to this although the new signs will still need to be serviced from time to time. The planning report submitted with DA includes a Safety Audit for the proposed signs.
5. Digital display is a more sustainable method of display. Currently vinyl sign skins are sent to landfill when no longer required.
6. The ability to implement traffic control messages has been added without the need to build a new structure like the one outside Ryde TAFE. The existing configuration addresses both directions of traffic flow on Epping Road. If here is a need to display a road warning sign, it can be aimed to target only the affected direction of flow.
7. The signs are currently located in a low accident location and away from critical decision points on the road.
In the circumstances, it is intended that Council will write to the DoPE advising that if DoPE determines the application in favour of the RMS, that the matter of glare and any associated light spill impacts to motorist, pedestrians and residents in sight lines must comply with the relevant Australian Standards. In this respect that a condition of consent should include monitoring of the operation of the new signs after 12 months to check that there is no nuisance for motorists, pedestrians and residents due to the altered operation of the signs. Otherwise it is proposed to raise no objection to the proposal. Please contact me if you wish to discuss the application or raise any other issues with the Department regarding this proposal.

8 RESIDENT UPDATE - WHARF ROAD CLOSURE
This matter relates to pedestrian access issues associated with the simultaneous development activities at No 1 and No 8 Wharf Rd, Gladesville.
The attached email sent to all Councillors by Council’s Group Manager, Public Works on 28 August 2015 outlines the circumstances leading to the temporary road closure and problems being experienced by pedestrians.
The attached pamphlet, which was referred to in the email, will be distributed to the most affected residents next week.

9 VISIT TO WEST RYDE COMMUNITY CENTRE BY SECRETARY NSW DEPARTMENT OF FAMILY AND COMMUNITY SERVICES (FACS) - INVITATION
Councillors are advised of an impending visit to West Ryde Community Centre (WRCC) by Michael Coutts-Trotter, Secretary, NSW Family and Community Services on Friday, 11 September 2015. This visit has been organised by the NSW Department of Family and Community Services. City of Ryde staff, Mission Australia and Ryde Family Services will be representing the local services to showcase the collaborative outcomes achieved by government and non- government agencies in the areas of child and family services, and youth services. The Secretary will visit Ryde Secondary School to gain insight into the school’s participation in the universal screening survey to identify youth at risk of homelessness. A meet and greet session with the local service providers, Non- Government Organisations and agencies will be hosted at West Ryde Community Centre from 12noon, providing an opportunity to the Secretary to join local services for a light lunch and presentation. There will also be an opportunity for the Secretary to tour the building and visit the services based at the WRCC. The tentative program of the visit is as follows: 10.30 am – Visit to Ryde Secondary School 12.00 pm – Visit to WRCC - networking lunch and presentation 2.00 pm – Visit to the services located within WRCC 3.00 pm – Visit concludes Any Councillor wanting to attend this event should advise the Councillors Helpdesk.

10 CITY OF RYDE SPORT & RECREATION STRATEGY - COMMUNITY CONSULTATION
As Councillors are aware, City of Ryde is in the process of developing a Sport and Recreation Strategy that will position Council to meet the current and future needs for sporting and recreation services and facilities of Ryde’s diverse community for the next decade. The consultants, Strategic Leisure Group, have been engaged to assist Council in this process. The purpose of the Strategy is for Council to better understand the current and likely future sporting and recreation needs of the diverse Ryde community and develop a framework for the effective provision, management and development of recreation facilities and services within City of Ryde. In order to consult with a diverse range of internal and external stakeholders and broader community on their needs and issues, an engagement plan has been developed. In collaboration with the Community Engagement team, the community consultation has commenced with the following actions being undertaken:- - An online community survey was developed and promoted through Council’s website,
Council’s existing databases, Mayoral Column and material posted across relevant Council facilities;
- An electronic survey was distributed to 30 local schools; - An electronic survey was distributed to over 50 organised sporting groups; - Organised five focus group meetings (commencing 14 September), with members of
Council’s Bushland Environment Advisory Committee, key stakeholders from walking and cycling groups, key sporting groups, personal trainers and representatives from key organisations servicing people from CALD communities;
- Attendance of Council’s Access Advisory Committee, Youth Council and Ryde Hunters Hill Youth Interagency meetings; and
- Consultation with key representatives of surrounding Council areas and regional and state sporting bodies.
The surveys and consultation with key groups are due to be completed by 30 September. In addition, a Project Reference Group has been established and will meet on three occasions during the development of the Strategy. A number of opportunities have also been provided to the local community to actively engage and provide input into the development of the strategy over the next week. During these times, staff and consultants will be approaching community members in order to raise awareness of the Strategy and seek their input through the completion of a survey. To maximise the effectiveness of these days, they have been linked in with following existing community based activities: - Yamble Reserve, Friday, 11 September 10am – 12 noon - Rhyme Time - Lions Park, Sunday, 13 September 11am – 2pm - Community Park Day - North Ryde Library, Tuesday, 15 September - 10am – 12 noon – Story Time
