2 CITY OF RYDE - PROCUREMENT

The ATTACHED report on formal procurement at the City of Ryde, provides information as to Requests for Tender or Requests for Quotation that are currently in the market. The report also outlines those items of procurement (if any) that are to be reported to the next meeting of Council in accordance with the requirements of the Local Government Act and Regulations. This includes all procurement in the bracket of $50k - $150k in value (Request for quotation) or exceeding $150k inc GST (Request for Tenders). Some of these processes may be marked as being limited to selective respondents. Where this is the case, there has been a publicly advertised Expression of Interest process to establish select respondents or a panel of select respondents that are prequalified to undertake the required works.

4 2015 NATIONAL GENERAL ASSEMBLY OF LOCAL GOVERNMENT - Invitation and Call for Motions

Invitation to Councillors Councillors are advised that the National General Assembly of Local Government will be held in Canberra on 14 to 17 June 2015. This national event is hosted by the Australian Local Government Association. The theme of the Assembly this year is “Closest to the Community: Local Government in the Federation”. With more than 800 Mayors, Councillors and Council Officers expected to be in attendance; the Assembly will develop local government policy ideas, meet with key federal politicians and hear from experts on key issues affecting local government in Australia. Previously, the Mayor (or his nominee) and the General Manager (or his nominee) have attended the Assembly. In 2014, Councillor Maggio as the Mayor, Councillor Etmekdjian and Mr Roy Newsome (Acting General Manager) attended the Assembly. A report will be submitted to Council on Tuesday, 14 April 2015 for consideration of Councillor/s attendance and for Council to nominate a voting delegate on motions presented to the Assembly. Councillors interested in attending this Conference should inform the Councillor HelpDesk by Friday, 3 April 2015. Information on the event program and keynote speakers is available at: http://alga.asn.au/?ID=13020 Motions for Debate At the Assembly, Council has an opportunity to contribute to the development of national local government policy. The Australian Local Government Association is calling for motions relevant to the theme. Councillors and the Executive Team are invited to prepare motions for Council’s consideration to submit to the Association. Draft motions received from Councillors and the Executive Team will be presented to Council on 14 April 2015 for consideration. Councillors are requested to provide draft Motions for Council’s consideration to the HelpDesk by Friday, 3 April 2015. The deadline to submit Motions to the Association is 17 April 2015. To assist Council in preparing motions, a Discussion Paper has been prepared and is available at www.alga.asn.au. A copy of the Paper is also ATTACHED. Motions for inclusion on the NGA business paper must be relevant to the theme. All motions must be endorsed by Council prior to it being submitted to the Association. The motions will then be reviewed by a Committee of the ALGA Board and State and Territory Government Associations to determine their eligibility for inclusion on the Business Paper.

7 COMPLETED PROJECT - MEADOWBANK NETBALL COURTS

This project involved the construction of a netball court at Meadowbank Park and was initiated by the Eastwood Ryde Netball Association. The project objectives were to meet the increasing membership of the Association and to cater for the upcoming Division 2 State Championships.

As part of the netball court construction, works included:

Construction of one new netball court

Turfing of surrounding area

Installation of Plexipave to court surfaces

Installation of netball equipment including rings and posts

Linemarking of courts

The project was completed in March 2015 and was delivered on time and under budget ($80,000 of which Council contributed 15% in the form of project management costs). The Project meets relevant Australian Standards and specifications for hard court plexipave surfaces. Details and pictures are provided in the ATTACHMENT.

8 CLOSURE OF EFM HEALTH GYM FRANCHISE AT PUTNEY TENNYSON BOWLING CLUB

On Monday, 23 March 2015, Putney Tennyson Bowling Club and its Board of Directors closed the doors to EFM Health Gym franchise operations.

To date, Council has received only a few enquiries regarding this matter.

The Club has now fulfilled all of its obligations, including payment of outstanding accounts, and the Club and Council are now in the position to commence negotiation for the future licence for its 89 Frances Street, Putney, premises.

Council staff will be working closely with the Board to expedite these negotiations.

Given the Club is situated on community land, granting of the licence will be a subject to the process prescribed in the Local Government Act.

9 SENIORS HOUSING PROPOSED IN RAYMOND STREET, EASTWOOD

The NSW Land and Housing Corporation (L&HC) has provided notice to Council on two new social housing projects that it is currently assessing in Raymond Street in Eastwood. The addresses of the projects are:

20 -22 Raymond Street, Eastwood; and

8-10 Raymond Street, Eastwood

MAP: LOCATION OF THE SOCIAL HOUSING SITES IN RAYMOND STREET

Both proposals will be assessed and determined by the L&HC and not by Council. However, the Corporation must notify Council of the proposal and take into account Council’s response. Information on the proposals is provided below. Information on the proposals is provided below.

Property: 20-22 Raymond Street, Eastwood Proposal: Demolition of existing structures and construction of a seniors housing development comprising 5 x one bedroom and 5 x two-bedroom dwellings and consolidation of the existing two lots into one. The development includes the construction of footpaths in front of the site and to the nearest accessible bus stop (where not already provided to the required standard).

COMMENT: The site has an area of approximately 1453m². Adjoining development includes a single storey dual occupancy and a 2 storey dwelling house. The development is for seniors housing and includes two 2 storey attached buildings at the front of site (6 units) and 4 single storey attached buildings (4 units) at the rear of the site. The development has been designed to comply with the State Environmental Planning Policies for Affordable Rental Housing and for Seniors Housing. The density of development is well below than the maximum permitted Floor Space Ratio of 0.5:1 permitted in the applicable R2 zone for dwelling houses and dual occupancy (attached). However, the site exceeds the density for a multi-unit housing development that would be permitted under under Council’s Local Environmental Plan. A compliant development under Council’s LEP could accommodate 4 x 3 bed dwellings (12 bedrooms) on the site. The proposed development provides 15 bedrooms in 10 dwellings. The front dwellings are set back further from the street than would be required under Council’s DCP to take account of the existing streetscape and the location of the Sydney Water sewer across the front of the property. This is in keeping with the setbacks for adjoining development affected by the same sewer line. The effect is to push the development footprint towards the rear of the site. An Arborists Report has been provided which has identified all but one tree on the site as of low retention value (or undesirable species). The remaining tree will be retained (at the front of the site) and the rest of the site will be landscaped. The site drains to the street and on-site detention will be provided. For multi-dwelling development of this size, Council’s DCP requires 10 spaces plus 3 visitor spaces (13). The proposed development proposes 5 spaces (including 2 accessible spaces). It is proposed to make a submission to L&HC seeking reconsideration of the proposed development to comply with Council’s density control for the site and to provide car parking in accordance with Council’s DCP.

Like No 20-22 Raymond Street, the front dwellings are set back further from the street due to the location of the Sydney Water sewer across the front of the property. Again, this corresponds to the setbacks for adjoining development. An Arborists Report has been provided which does not recommend retention of trees on the site but does includes advice on for protection for trees on adjoining properties. The site will be landscaped. It drains to the street and on-site detention will be provided. The orientation of the proposed buildings means that there are two storey dwellings proposed in the rear yard of the site. This is not in keeping with the building form that would be permitted under Council’s LEP (for multi-dwelling development) which requires single storey dwellings in the rear yard. Also, for a multi-dwelling development of this size, Council’s DCP requires 10 spaces plus 3 visitor spaces (13). The development proposes 5 spaces (including 2 accessible spaces). It is proposed to make a submission to L&HC seeking reconsideration of the proposed development to comply with Council’s density control for the site, to redesign the development so that two storey dwellings are located only at the front of the site and to provide car parking in accordance with Council’s DCP.

City of Ryde’s Centenary of ANZAC and Commemoration of World War I Committee will host an ANZAC Ceremony on Friday, 24 April 2015 at Ryde Park. 12 ADDITIONAL SAFETY SIGNAGE - EASTWOOD

The Safer Streets Program grant of $200,000 was awarded to the City of Ryde for the Lighting and CCTV in Eastwood program for implementation by June 2016. Project planning and review of lighting and camera options for the area around Glen Street car park, Glen Reserve and Hillview Lane car park is underway and work is expected to be completed well before the 2016 due date.

In addition, more ‘Is Your Stuff Safe?’ crime prevention signage has now been installed around Glen Reserve and Hillview Lane. The signage provides information in English, Mandarin and Korean reminding people to be aware of their belongings at all times in order to guard against theft, and provides the contact numbers to report crime and to contact the police and emergency services.

Council and Ryde Local Area Command encourage the community to report instances of non-urgent crime and suspicious behaviour through the Police Assistance Line on 131 444. Reports can be made anonymously via Crime Stoppers on 1800 333 000.

13 DRAFT MACQUARIE PARK DCP PART 4.5 IS ON EXHIBITION UNTIL 29 APRIL 2015

The purpose of this item is to inform Council that the Draft Ryde Development Control Plan (DDCP) Part 4.5 Macquarie Park has commenced exhibition. Council endorsed the DDCP for public exhibition on 9 December 2014 (subject to minor amendment). What is the Purpose of Draft DCP 2014 – Part 4.5 Macquarie Park Corridor? A Development Control Plan is a document which contains a set of detailed planning and design guidelines that complements the controls of a local environmental plan (LEP) such as maximum height, floor space ratio and land use. The existing Ryde DCP – Part 4.5 Macquarie Park Corridor was brought into effect in 2008 to give guidance and detail to: • Proposed new road locations and designs to assist with congestion, walkability and

connectivity. • Proposed new park locations and sizes to help expand the public domain and provide new

facilities for residents, visitors and workers in Macquarie Park. • Proposed precincts centred on the rail stations within the corridor. • Create a high quality, well designed and activated centre. The purpose of the Draft DCP 2014 – Part 4.5 Macquarie Park Corridor that is now on exhibition is to: • Ensure the controls are consistent with Ryde LEP (Amendment 1) Macquarie Park

Corridor. • Update the access and open space networks. • Update the controls in relation to NSW Government legislative changes for example the

North Ryde Station Urban Activation Precinct and City of Ryde Policy. • Give greater clarity to the existing controls. Where can the public see the Draft Plan?
