This unit/task covers the following:

To be competent, the individual must be able to: PC1. undertake a reconnaissance survey of the area planned for treatment to

find out availability of the land and drains for immediate work

estimate the availability of material like soil, stones, etc. required for work on the land to be treated

in case of the need of bringing material from outside then determine the location, distance and possible expenses to transport the same

appraise the number of labourers required for the work on that particular site

PC2. organise the meetings with community institutions especially watershed committee to discuss the following:

review and approve the planned work, approved budget, funds available, work phasing and material required for the upcoming work

identify the area, farms and the owners where work has to be done in the upcoming week/ fortnight

allocate responsibilities of discussing with the owners to the committee members

allocate responsibilities of supervising the work on site to the members PC3. conduct the meeting with the land owners on the trailing issues:

share the planned and agreed treatments on his/her farm as per the net plan document

explain the importance of watershed treatments and community participation in watershed project

discuss time, budget and labourers allocated for the work on the farm

discuss the shramdan or contribution requirement from the land owner’s family in terms of the labour, cash or material

Supervising erection of Soil and Moisture Conservation treatments

To be competent, the individual must be able to: PC5. mark the layout of the watershed treatment to be done on the ground with

the help of tape, hydro marker (contour marking instrument) and marking lime

as marked in the agreed net plan form filled at the time of planning

as approved by the sanctioning authority in the detailed project report (DPR)

as agreed by the and in presence of the land owner and one of the members of the committee

as per the designed dimensions and parameters to maintain the execution quality

PC6. allocate the work appropriately to the labourers so that

every labour or group of labourers get equal quantity of work to be done sufficient for a day or two

every labour or their group get work as soon as they complete earlier allotted work

labour is not deprived of the work or does not lose the time and wages due to unavailability of layout marking

PC7. supervise the quality of works under the guidance of watershed engineer considering the following parameters

dimensions of the borrow pit in case of excavation

size and shape of the stones being used for construction

dimensions and shape of the executed treatment like soil bund, stone bund, gully plugs, trench, etc.

proper alignment, consolidation and compaction of the treatments

space between borrow pit and soil bund to avoid the collapsing

variation in dimensions of the bund as per the changing slope of the land keeping top of the bund at horizontal level

PC8. demonstrate execution of the treatment to the labour as a model work based on quality parameters in case of major deviation from the quality by the labour

PC9. ask and note the feedback of the farmers in terms of suitability, quality and deviations and overall satisfaction level about the work undertaken in his/her farm and report to the same to the committee and engineer

PC10. ask and note the feedback of the labour in terms of hardness/ softness of the excavation, organizing of the work allocation and daily wages earned on the work and communicate the same to the committee and engineer

Scope

This unit/task covers the following:

Performance Criteria(PC) w.r.t. the Scope

Element Performance Criteria

Measurement of the soil and moisture conservation work

To be competent, the individual must be able to: PC1. inform the labourers about the method for measurement of all types of the

soil and moisture conservation treatments such as soil bund, stone bund, gully plugs, trenches, etc, to be carried out in a safe and efficient manner

PC2. decide and inform the day, time and location of the work site where measurement is planned to the labourers, responsible member of the watershed committee, the owner of the land and most importantly the labour themselves

PC3. discuss the quality of the work to be measured with the labourers and the owner of the land and decide to take measurement of only the work that fits into the quality indicators prescribed in the project.

PC4. measure the dimensions of the borrow pit in case of soil excavation and dimensions of the construction in case of stone work in presence of the labourers and committee member in the following manner

ensure one end of the measuring tape is held by the labour whose work is being measured

ensure that the other end where measurement is being read would be held by the field assistant appointed for this purpose

ensure the length, width and depth/ height of the work are taken as per the measurement system

ensure that the assistant calls the reading on the tape loudly so that the concerned labour and all present can listen the same

ensure that the supervisor records the reading and soil strata of earthwork in the measurement book (mb) and bill book in transparent way

ensure specific identification number is marked in paint on the pit or the work measured based on numbering system set up by the project

ensure that the labour takes note of the specific number of his/her own work for future reference

PC5. issue one copy of the measurement bill to each labour after completing the measurement of all the work done by that labour, and ensure the bill contains the following information

strata and all the measurements of each pit/ work done by the labour during the muster period.

PC6. train interested labourers on measurement and payment computation methods as the work progresses so as to build the transparency and confidence in the system

Payment for the soil and moisture conservation work

To be competent, the individual must be able to: PC7. make or supervise the entry of the measurements from field MB to Microsoft

excel or muster software in the computer

ensure error free entries by visually scanning all lengths, all widths and all depths/ heights one by one

verify measurements entered in pc of pits selected randomly from the field measurement book

PC8. calculate the amount to be paid to each labour and prepare the payment muster manually or using computer software

check for the possible computing errors by looking at individual labour amount to be paid

if found the error, go back and rectify the errors in input of the measurements in pc or sometimes errors even in noting them in the field itself

print the measurement book and payment muster with summary for further processing

PC9. present the printed MB and muster with summary to the watershed committee or sub-committee for the approval

summary of the amount to be paid vis-à-vis amount allocated in DPR for that area along with survey numbers

quality of the works undertaken and issues of conflicts, if any

availability of the funds in the committee account

changes if any suggested by the committee members and the engineer to be incorporated

passing and writing the resolution to approve and pay the muster

writing of bank cheque along with list of payees and signatures of authorized signatories

PC10. submit the payment cheque in the bank along with bank account details of each labour mentioned in the muster and ensure the transfer of funds to labour accounts.

in case of need of cash payment, withdrawal of funds from the bank and distribution of wages to the labours in public place in presence of committee members and pia official

announcement of payment transfer to labour accounts in the labour meetings on site

hand over one copy of complete bill to each labour indicating the measurements and payment to him/her

Each Performance Criteria (PC) will be assigned marks proportional to its importance in NOS. SSC will also lay down proportion of marks for Theory and Skills Practical for each PC 2.
