DALEEN FOUCHÉ A member of the provin- cial parliament in the Western Cape has ad- vised the Langeberg Munici- pality to sue the South African National Civic Organisation (SANCO) for damages amount- ing to an estimated R10 million. Dr Ivan Meyer, the Lange- berg constituent in the provin- cial parliament, also Western Cape Minister of Cultural Af- fairs and Sport, recommended that SANCO be held responsi- ble by the municipality for the damages to municipal property which was inflicted during an illegal protest last week. It came only one day after a ruling by the Constitutional Court, holding the trade union SATAWU liable for riot damage in Cape Town in 2006. According to Business Unity South Africa, the ruling has set a precedent for businesses and property owners to take legal action against the organisers of protests that result in the loss of property. The Langeberg Municipality announced yesterday (Mon- day) that it will press criminal charges against the organisers, protesters and SANCO, and pursue a civil case against them to recover damages. SANCO could not be reached for com- ment on this announcement. The illegal protest erupted on Wednesday (June 13) – fifteen days after a legal protest by Zolani residents, organised by SANCO, during which resi- dents gave executive mayor Di- ana Gagiano a memorandum of grievances and 14 days to re- spond. Protesters once again marched to the Ashton munici- pal buildings, where rocks were thrown and rubbish bins burned. Simultaneously, protesters blocked the R60 between Ash- ton and Swellendam with a mu- nicipal skip. After police dispersed the group in Ashton, the protest continued in Zolani. A clash between police and protesters erupted after the arrest of five protesters. Police used tear gas and rubber bullets to disperse the crowd, but could not pre- vent protesters from storming the Zolani police station. Captain Sylvan Smith, sta- tion commander of the Ashton police, says protesters were re- sponsible for burning a munici- pal truck, vandalising and starting a fire at the Zolani po- lice station and burning down the recycling centre at the Ash- ton landfill site. Two spaza shops were also vandalised and emptied. Simo Mketso, general secre- tary of SANCO, told the Gazette that the protest erupted be- cause they have not received any “positive feedback” from the mayor. But municipal man- ager Soyisile Mokweni says the municipality invited SANCO to a meeting for clarity on their grievances, but that SANCO re- fused the invitation. An emergency meeting be- tween the municipality, police and SANCO was held at about 20:00 on Wednesday evening where all parties came to an agreement. The details of this meeting were not disclosed. On Thursday, however, pro- testers gathered in Zolani once again. Police closed the R60 and motorists were advised to take alternative routes. Gagiano, along with other municipal representatives, en- tered Zolani in an armoured ve- hicle to address the protesters. She apologised for not visiting earlier, explaining that circum- stances prevented her from do- ing so. She announced that the mu- nicipality is negotiating with a neighbouring farmer regard- ing buying his land for the use of houses and other necessary additions to the township. She explained to protesters that most of their grievances fall under the mandate of the provincial and national gov- ernment, but assured them that the request for a school and day hospital has been communicat- ed to the relevant departments. IN the wake of last week’s illegal protestin Zolani, the Ward 10 councillor for Ash-

ton and Zolani, Mxolisi Zwendala, wasblamed for “consistently failing to repre-sent the interests of residents”.

Dr Ivan Meyer, elected constituent forthe Langeberg in the provincial parlia-ment, told the Gazette on Thursday (June14) that Zwendala, an ANC councillor donot attend council meetings, and accusedhim of not representing the needs of theresidents in Ward 10 at a municipal coun-cil level.

Zwendala denies these allegations andinsists that he does attend council meet-ings and portfolio meetings. “This state-ment is untrue and misleading,” Zwenda-la said. He says Zolani residents’ frustra-tion was sparked when he reported backto residents about theproposedmunicipalbudget for the next financial year. Resi-dents, he said, were angered that Zolaniwas not earmarked for any capitalprojects.

Zwendala says the proposed municipalbudget, which was approved on May 29,wasdrawnupaccording to theneeds iden-tified in the Integrated Development Plan(IDP). According to him Zolani is in needofhaving its roads tarred,betterdrainage,a multipurpose centre and more land forhouses, but explains that “certain proto-col” needs to be followed before any of theprojectscanbeapproved.HeaccusedMey-erofmakingtheprotesta“political issue”.

The Langeberg Council, which consistsof 23 seats in total, comprises of 11 DAcouncillors, seven ANC councillors, oneCope councillor, one Western Cape Com-munity (WCC) councillor, one People’sDemocratic Movement (PDM) councillorand two Civic Independent (CI) council-lors.

Meyer insisted that the protest was partof the ANC’s strategy known as OperationReclaim, which is allegedly a plan to re-gain the Western Cape as an ANC gov-erned province. “The illegal protests areanother example of the ANC’s reckless at-tempts to destabilise the DA-led local gov-ernment councils in the Western Cape.”

Zwendala refuted this claim, saying hedid not instigate the protest. “My life wasin danger during the protest, because peo-ple were angry at the Langeberg Munici-pality. Protesters told the Gazette lastweek that they were protesting not be-cause of political reasons, but becausetheir circumstances are dire. “We needhouses now!” shouted one resident.

Simo Mketso, general secretary of theSANationalCivicOrganisation(SANCO),says Zolani residents were calm after theexecutive mayor, Diana Gagiano, ad-dressed them on Thursday and were hap-pyabout thenegotiations for land.Mketsowarned of more protests if the residents’need for houses are not met soon.

A mediator has been appointed by pro-vincial and local government depart-ments to facilitate the dialogue betweenthe residents of Zolani and authorities.

Kapt. Bertus Conradie, stasiebevel-voerder van die polisie op Bonnievale, sêgeenarrestasies is tot dusver gemaaknie,maar ’n saak van gewapende roof wordondersoek.

Een van die rooftogte in die Ashton-om-gewing het Maandagaand (11 Junie) náagtuur by Excelsior plaasgevind. Freddiede Wet, eienaar van die plaas, vertel dathy ondersoek gaan instel het toe die kan-tooralarm afgegaan het. Hy is met sy mo-tor na die kantoor, maar het niks verdagopgemerk nie. Sekuriteitswagte van Hi-Tech Alarms en die polisie het ook opge-daag om ondersoek in te stel, maar daarwas geen teken van inbrekers nie, het DeWet gesê.

Diepolisie endie sekuriteitswagte is te-rug. Tuis aangekom, is De Wet deur dieinbrekers, wat in swart geklee was enklapmusse gedra het, ingewag.

Die inbrekers het hom vasgemaak en

geblinddoek. Volgens De Wet wou die ro-wers weet of daar ’n kluis in die huis is.Toe hy ontkennend antwoord, het hullegesê hulle sal sy vrou vra. “Toe weet ekmy vrou is okay.” De Wet sê die rowerswou nog terug na die kantoor gaan, maarhet “skielik begin hardloop”.

De Wet het teen ’n kombuiskas opge-staan en die blinddoek van sy kop gehaal.Hy het na sy vrou begin soek en haar vas-gebind in ’n kas gevind. Hy het haar met’n skêr losgesny en die paniekknoppie ge-druk.

De Wet sê die twee dinge wat hom opge-val het, is dat die rowers slegs Engels ge-praat het en dat hulle “baie netjies” was.“Diehuiswasniedeurmekaarnádieroof-tog nie.” Hy en sy familie was ongedeerden dankbaar dat niemand dood of beseeris nie. “Dinge kon baie erger gewees het,”het hy aan die Gazette gesê.

Kapt. Sylvan Smith, stasiebevelvoer-der van die polisie op Ashton, sê niemandis nog gearresteer nie en vra lede van diegemeenskap om met enige inligting oordie voorvalle na vore te kom. Alle inlig-tingsalvertroulikhanteerwordenmensekan anoniem bly.

Christiaan Olivier, operasionele be-stuurder van Hi-Tech Alarms, meen datdit ’n enkele bende is wat vir die rooftogteverantwoordelik is omdat die taktiek die-selfde is. Hy waarsku mense om veilig-heidsmaatreëls na te kom.

DOMESTIC workers and their em-ployers gathered on Wednesday

evening (June 13) at the Graham andRhona Beck Skills Centre for the in-troduction of a new course that aimsto uplift domestic workers and addmore skills to their repertoire.

Cllr Barbara Jansen, who workedas a domestic worker for the Becks forover 24 years, opened the eveningwith words of encouragement.

She emphasised the role of the wo-maninahouseholdandinthecommu-nity and encouraged a bond betweendomestic workers and their employ-ers. “The relationship between thesetwo women is important, becausethereare twohouseholds inquestion.”

JansenthankedtheSkillsCentre forhosting this unique course andthanked employers who are willing toenrol their domestic workers for thecourse.

She encouraged domestic workersto “grab this opportunity with bothhands”.

Reinsché Schwartz, who designedthe course, explained the content ofthe course and the various modules.Thecourse ismadeupofninemodulesand includes topics like communica-tion and life orientation, personal fi-nance, baby-sitting, TB and HIV, cre-ating routines for children, cleaning,interior decorating, food preparation,securityandself-defenceand thebasicconditions of employment of domesticworkers.

Some modules are spread over twoor three days and each day consists ofa four-hour session. Sessions will beheld on Wednesdays at the Skills Cen-tre.

Various experts have been sourcedby the centre to present the course.

Patricia Mbembe from Nkqubelatold theGazette that she is grateful forthe opportunity to attend the course.“I am very happy about the course.”Mbembe explains that the course willenable her to do better in her job andwill help her to find a job in the futureif needs be.

DIE Wacky Wine Week-end (WWW) is bestem-pel as ’n reusesukses,

ten spyte daarvan dat die aan-tal besoekers minder was as invorige jare.

Elizma Botha, bestuurdervan die Robertson Wynvallei,sê daar was sowat 16 500 besoe-kers aan die Vallei tydens dieWWW, wat heelwat minder isas die sowat 18 000 van vorigejare.

Die organiseerders meendat die nat en koue weer dieVrydagaand ’n rol gespeel het.By Arabella het die meestekampeerderseersSaterdagop-

gedaag.MaarBothasêdatdaar’n “gees” onder kelders en be-soekers was om hulle nie deurdie weer te laat onderkry nie.

Tenspytevandiekoueendiereën het die Robertson Wyn-vallei “fantastiese” terugvoervan besoekers ontvang. Bothasê daar was geen negatiewe in-sidente, ongelukkige of sterkkritiek gerapporteer nie. “Al-les het seepglad verloop.”

Bothasêdatveraldiekleinerkelders baie goeie terugvoergegee en gerapporteer het dathullemeerbesoekers asvorigejare gehad het.

Lt. Cynthia Mngcele, woord-voerder van die Robertson-po-lisie, sê slegs drie insidentevan diefstal uit motorvoertuieis aangemeld. Volgens haarwas die polisie die hele tyd vandie fees op bystand.
