SUBJECT: Course Offerings to Support Programs Approved for Off-Campus Delivery

At the December Board meeting, the Board approved a strategy that would align the

system’s approval processes for delivering programs off campus with the reporting requirements

of the Higher Learning Commission. However, as this item was considered, a discussion

unfolded concerning the details of programs offered at the Centers. Specifically, a Board

member voiced concern that campuses were backing away from their commitments to offer

programs face-to-face at the Centers. The question was asked if campuses were providing access

to programs by delivering required courses on site or if they had reverted to supporting these by

only offering required coursework online.

To address this request, each campus was asked to first identify all programs approved

for delivery at the Centers. For each of these, the campus was asked to provide a three-year

history of face-to-face or blended course offerings at each location authorized. Further it was

noted that the Sioux Falls Center has an established process for delivering general education

requirements for associate and baccalaureate programs so there was no need to address this

component of undergraduate programs offered at University Center – Sioux Falls.

The campus reports are attached. A review shows that some of these programs are viable

since a range of well-enrolled upper level courses are available. However, many of these show a

history of low-enrolled and cancelled courses and it appears that many are primarily supported

by online offerings.

Given this background, members of the Council should be prepared to offer comments

that could be used to frame a summary for Board information. In addition, the group should be

prepared to discuss strategies to format the separate reports so common information is available.

Sam, As I’m sure you are aware, Mines does not offer any courses at the Centers. As we have never done so, this is not a change. I’m responding so that you have something on record from Mines, if asked. Mike MICHAEL C.
