Celeste Spransy Gass (best knownfor her professional name Spransy)always remembered the day she finallytold her father that she did not want togo to the state teachers college. Shewanted to go to the Art Institute ofChicago. She wanted to be an artist.

Spransy grew up in Milwaukee. Shemarried Gass, raised a family and latergave up her commercial art career, butkept painting even when her childrenwere babies. Every time they napped,I picked up a brush or a sketchingpencil, she said.

Her daughters recall how she did itall, including occasional housekeepingwork and a quick sprint around thehouse first thing each day. By nineoclock, she was done with the clean-ing and up in her studio, said daugh-ter Mary Celeste Laan. She set herselfbusiness hours, said daughter GiniHolland. Wed come home and shedfeed us lunch and then shed paintfrom 1 to 4.

Spransys art included portraits andpaintings, abstract watercolors andsomething she called Prismatics, a

free-flowing plastic medium. She wasa pioneer in the use of transparentLucite for artistic purposes, includingfor screens, tables, jewelry and stand-alone works, wrote the late James

Auer, Journal Sentinel art critic, in2001.

The Knickerbocker restaurant longkept her work in its windows. Part ofthe remuneration she got for that wasfree dinners, Gini Holland said.Spransy also became an arts activist inassorted ways. She was involved in thecreation of Art Crawl in the Third Ward,now Gallery Night & Day. She servedwith the Milwaukee Art Commissionand on the Wisconsin Women in the

Arts board.Spransys husband died in 2000. She

shared a Riverwest duplex propertywith her daughter, Mary. Spransy con-tinued to exhibit, working on her ownart until she was 90. She was anadvocate for the arts in Milwaukee,Gini Holland said. And she was such arole model, that women could havecareers and take themselves seriouslyas artists.

In June of 2008, MaryLaan called ComfortKeepers for additional helpfor her mother. ComfortKeepers provided com-panionship and homemak-ing services. ComfortKeepers cared for Celestefor 2.5 years until she diedof natural causes at age91.

March 12, 2013 The 4-county Metropolitanilwaukee housing market continued plowingrough the winter in February, posting a 16.4%crease in sales over February 2012. There were60 sales in February, the most for that monthnce 2007 (1,033), just before the Greatecession began; and marking the 20th month inrow of increased home sales.

The graph below shows actual sales over thest 20 months. Note the higher level of sales innuary and February 2013 compared to theme months in 2012, indicating a much stronger

eginning to 2013.While the continued housing recovery is cer-

inly welcome news, and hopes are that the tra-ctory of sales depicted in the graph above for012 follows into 2013, there is concern over theery low levels of inventory in the market.

The market had 7.08 months of inventory inebruary (calculated by the number of active list-gs divided by the average monthly sales over therevious 12 months), which is well below the.63 months in February 2012. Only 1,952

omes were listed in February 2013, down 18.3%om a year earlier.

REALTORS are listing homes to be sure, justot at the rate the market indicates it needs to sat-fy current demand. Confusion and skepticism

among potential sellers over what price their homemight sell for seems to be the main culprit in theirhesitation to list.

Sellers will undoubtedly not fetch prices fromthe peak of the market, however, prices have sta-bilized in most communities. And, due to the lowlevels of inventory the length of time a house is onthe market has shrunk significantly.

The law of supply and demand would seem todictate prices should increase soon. With a lowsupply of homes, stable or increasing demand, his-torically low interest rates, and positive externalfactors such as consumer confidence and employ-ment, prices should be pushed upward as buyers

outbid one another for a listing.However, the overall economy is not blazing

any trails, job creation is tepid, mortgage applica-tions are detailed and time consuming, and multi-ple offers are bidding up to a propertys askingprice and often including seller concessions. Inshort, the market is still working through a fewchallenges that may be holding overall growthback.

While the market is strengthening, it is still tooearly in the year to say with any confidence thatthe Milwaukee market will see universal priceincreases this year. It is still a buyers market, butjust slightly.

MADISON Wisconsin consumers shouldeware of an investment scheme in whichvestors are instructed to wire money toastern Europe, the head of Wisconsins secu-ies agency warned today.

Inter Reef Ltd., a Birmingham, England-ased company doing business as Profitableunrise, promises investors risk-free returns of6 percent to 2.7 percent per day for periodsnging from 180 to 240 days, said Patriciaruck, administrator of the Division of

ecurities at the Wisconsin Department ofnancial Institutions (DFI).

"Wisconsin investors should be extremely

wary of any offers to invest from ProfitableSunrise," Struck said. "The promises beingmade by this company appear to fall into thetoo good to be true category."

Investors in other states were informed thattheir money would be used to fund short-termloans to businesses and that "all funds deposit-ed with (Profitable Sunrise) are insured againstloss" by a leading investment bank. Investorswere instructed to wire money to financial insti-tutions in Eastern Europe, including one bankthat was located in the Czech Republic.

The companys activities could be consid-

ered the sale of unregistered securities, which

is illegal in Wisconsin, Struck said. Neither thecompany nor its principals Roman Novakand Radoslav Novak are registered withDFIs Division of Securities.

Struck said that securities officials in NorthCarolina and South Dakota have issued Ceaseand Desist Orders against Profitable Sunrise.In addition, officials in several other stateshave issued investor alerts about the practicesof the company, she said.
