Blythedale residents ‘suffer’during festive season>> Unruly crowds cause chaosJYOTHI LALDAS

“BARBARIC hooliganismand outright disregard forthe law is the only way we

can describe the festive season atBlythedale Beach.” These were thesentimentsechoedbyBlythedaleres-idents who claim they were trauma-tised by the behaviour of patrons ofthe Blythedale Beach Festival.

KwaDukuza SAPS confirmed thatonepersonwasmurderedandanoth-er raped on Boxing Day.

Residentssaidtheyfearedfortheirlives following the incidents as thou-sands of intoxicated people filled thebeacharea. They havelaidnumerouscomplaints regarding the eventwhich has been running for the pastfew years.

However, they say that this yearsurpassed all others in terms of un-

rulybehaviouranddisregardforresi-dents and even the law.

Resident Jodi van Wyk said theyfelt unsafe in their homes.

“I understand that during the fes-tive season, people want to have funat the beach...I don’t begrudge themthat.Buthavingvehiclesparkedrightup the Main Road, people screamingandplaying loudmusicuntil theearlyhours of the morning...it was awful.”

She added at one point even resi-dentswerenotbeingallowed into thearea. “We were told that if we enterthearea, wedosoatourownrisk.Welive there, where else must we go?”

on the verges outside homes.“Some patrons even attempted to

scale the fence of the complex I live into get into the swimming pool. It waschaos for days.”

IneffortstorestoreorderSAPSandKwaDukuza Crime Prevention Unitheld two roadblock checkpoints onthe road leading to the beach.

The first - an alcohol search check- while the second diverted traffic toa designated car park.

However, it is alleged thatyouthasyoung as 12 years old were still ableto sneak alcohol onto the beach.

Headof visiblepolicingatKwaDu-kuza SAPS Colonel MA Nene said aplan was put in place to handle thelarge crowds coming to the beach

during the festive season.“We have no control of the beach.

That is the jurisdiction of themunici-pality.However,withtheavailablere-sources,wetriedourbest tomaintaincontrol.Wehavesomanyotherareastopoliceand thebeach festival is only

one of them.“Residents complained that visi-

KwaDukuza mayor RicardoMthembu, who also lives in the area, said he was a victim of the “ongoingparty” as well.

“I was also not able to sleep at myhome because of the noise. Unfortu-nately the beach is a public place andwhat is more unfortunate is that thecar park is so close to the homes. Wewill be discussing how to solve thisproblem as soon as possible.”

AMANDA KHOZA

BASICEducationMinisterAngieMotshekga has announced aninvestigation into the factors

that contributed to KwaZulu-Natal’s7,7percentagepointsdecrease in thematricpassrateachievedbythe2014class.

Theminister announced the 2014National Senior Certificate exam re-sults last night, saying the nationalpassratehaddropped2,4percentagepoints.

Thisyear’spassrate is75,8%,ver-sus the 2013 pass rate of 78,2%.

In December she announced thatthe passmark for Grade 12would be

increasedaspart of thedepartment’sefforts to increase the quality of edu-cation.

KZN, which had the largest num-berofpupilswritinglastyear’smatricexams,recordedthesteepestdecline,achieving a 69,7% pass rate, downfrom 2013’s 77,4%.

“KZN dropped by 7,7 percentagepoints. It is the steepest decline of allthe provinces. KZN has the largestnumber of Grade 12 pupils in the2014 NSC examinations.

“Weneed to look seriously into thefactors affecting KZN’s perform-ance,” said Motshekga.

Local experts said thereare sever-al factors contributing to KZN’s per-

formance.Educationexpert ProfessorLabby

Ramrathan said, “Because KZN hasthe highest number of matrics thatwrote the exams, any fluctuationwillbe evident.

“There are several factors thatmay have contributed to the decline,soIdon’tthinkitisfairfortheministerto assume that there is a problem,”said Ramrathan.

University of South Africa’s Pro-fessor Vuyisile Msila disagreed, say-ing the minister had every reason tobe concerned.

“It is clear that there are problemsinKZN;it iseitherthequalityof teach-ers or school management.

“We should also remember thatKZN and the Eastern Cape are veryunique in that there are large num-bers of rural schools,” said Msila.

Professor Wayne Hugo, who

teaches at the School of Educationand Development at UKZN, agreedwith Msila.

“The Eastern Cape has a lot moreruralschoolsandlessgoodschools.InKZNwehave lotsofruralschools, lotsof peri-urban schools and a highnumber of urban areas.

“Whattheydidwiththemarkswasto drop the marks of the pupils whodidreallywellandincreasethemarksof thepoorerperformingpupils.Thatiswhythereisasignificantdropintheresults,” he said.

Hugo questioned why, despitehavingadysfunctionaleducationsys-tem, provinces like the Eastern Capesaw an increase in their pass rates.

Gauteng was named the best per-forming province with a 84,7% passrate. The worst performing provincewas the Eastern Cape, where 65,4%passed.

The minister said there had beenincreases in the number of distinc-tions achieved in some subjects.

“History increased from 3,3% to4,1%, Mathematical Literacy in-creasedfrom1,8%to2,4%andPhysi-cal Science increased by 0,3% to3,3%,” said Motshekga.

Gauteng contributed the highestnumber of candidates qualifying forbachelor’s degree studies with36 843, followedbyKZNwith35 724and Western Cape with 18 524.

The number of bachelor’s passesfrom Limpopo was also notable at16 325, said Motshekga.

She also announced that of the 39centres in KwaZulu-Natal implicatedin the cheating scandal, 11 had beencleared of any irregular activity.

She said the remaining 28 centreswould be further investigated thismonth.

Waterrestrictionsworsen>> Stage four restrictions implemented

SIBUSISO BIYELA

WITH the continued de-crease in water levelsat Hazelmere Dam

and other water sources in theiLembe District, authorities areforced to commence with stagefour water restrictions.

However, a desalinationplant and a massive cash injec-tion are on the cards to relievethe dry spell in the longterm.

After the failure of the firstthree stages of water restric-tions to reduce water demandontreatmentplants in the iLem-be District, Sembcorp Siza Wa-ter has announced the imple-mentation of stage four restric-tions.

This means that SembcorpSiza Water will impose watercuts from 9pm to 4am and hasbannedthewashingofcarswithhosepipes, thewashingofbuild-ings and other structures andthe use of jacuzzis.

These restrictions come asthe water level at HazelmereDamcontinuedtodecreasedur-ing the festive season to 37% asof 6 January from the 40% thatpromptedmorerestrictions latelast year.

The committee, consisting ofiLembe District Municipality,Umgeni Water and SembcorpSizaWater, willmeet in Februa-ry to put forward two masterplans aimed at mitigating thewater shortage.

One of the master plans will

bethe lookingintothefeasibilityof constructing a sea-waterdesalination plant north ofDurban and a cash injectionfrom cabinet of R70 million.

According to Umgeni WatercorporatestakeholdermanagerShamiHarichunderthefeasibil-ity of a desalination plant is stillbeing studied.

Meanwhile, he mentionedother long term plans aimed atmitigating the water shortagecrisis.

He mentioned the ongoingconstruction of the R2 billionLowerThukelaBulkWaterSup-ply Scheme which he promiseswill end the water shortage cri-sis in the near future.

“The completion of thisschemewillmean, ineffect, thatmuch, if not all, of the watershortages that are currently be-ing experienced in parts of theiLembeDistrict will cease to ex-ist,” saidHarichunder inastate-ment.

The construction is due tobecompleted in March 2016.

According to Harichunder, the current lack of rain is the re-sult of the El Nino weather sys-tem and weather experts pre-dict the return of sufficient rainin February and March.

In the short term, all bench-marks for the reduction of de-mand having failed, it remainsto be seen whether the lateststage of water restrictions willbring any respite to the watershortage, shouldtherainsnotbesufficient.

WHEN I was in matric, thethought of cheating duringthe exams didn’t even cross

my mind.Firstly, I was toomuch of a nervous

wreck to cheat and I knew that shouldIgetcaught, Iwouldgetaseriouswhip-ping from my mother.

IalsoknewthatIwouldbesubjectedto endless family meetings and coun-selling.

Even though I don’t promote cheat-ing, I must say the modus operandi waspretty impressive. During a technicaldrawing trial exam, my friend and amate sitting in from of him literallyswitched boards theminute the invigi-lator turned his back on them.

They didn’t get caught. On top ofthat, they both got 80% for the exam.

Wait, I have my own cheating storyto share.

I cheated in a class test in primaryschool.IwasinGrade3atRichardsBayChristian School. I know, the irony.

Mybest friendKateandIwereshar-ing notes in an English test andmy au-burn-haired English teacher, MrsWalker, walkedbetweenuswhile Iwaswhispering answers to Kate. Beforeshe could even say anything, tearsstartedrollingdownmycheeks; Iknewit was the end — we got caught.

I can’t quite remember what thepunishmentwas, but I knowthat Inev-er repeated theactionbecause the feel-

ingof that lumpinyour throatasyou’reushered to the principal’s office is nota good feeling.

When the matric cheating scandalbroke last week, I thought to myself, isit really worth it?

I didn’t do well in all of my matricsubjects, but Iwassatisfiedwithmyre-sults because I had put in the hardwork. During the late nights and theweekends at the municipal library, wemadesurethatweputinextraworkbe-cause the thought of not seeing yourname in the newspaper was just de-pressing.

When the results finally came outand I saw my name in the newspaper,I was chuffedwithmyself. I was proudwhen I received my matric certificatebecause I knew that I hadworkedhardand I deserved the results I received.

When I heard that 39 exam centresin KwaZulu-Natal have been implicat-ed in a cheating scandal, I thought ofyoung people’s futures gone to waste.

one to five years.Teachers don’t earn much, so why

would you risk putting breadon the ta-ble to ruin a child’s future?

I askmyself how these childrenwillcopeat university, havingbeenaccept-edintotheinstitutionswithfauxmarks.

Mahlambi made an interestingpointwhenhesaidthatchildrenwillal-ways be children.

He said pupils are so honest thattheywill tell you that “the teacher gavethem the answers or that their parentscame home with the paper”.

I was absolutely gobsmacked aboutthe fact that parents can come homewith a matric exam answer script andmake their child memorise the an-swers.

As a parent, what are you teachingyour child?

Thatcheatingisright?Thattheycantake short cuts to get further in life?

Having cheated and learnt my les-son, I hope these children will repentand refrain from cheating in future. Itwould be a sad indictment on society ifsomeof these children get ahead in lifethrough cheating.

Perhaps the department should gobacktothebasics.Ibelievethatifteach-ershadequippedthepupilsadequatelyand made sure that they went into theexamwith confidence that they woulddo well, then there wouldn’t be a needto cheat.

But thenagain, Ibelieve therearesomany cracks in our education systemthat the cheating scandal is just the tipof the iceberg.• Amanda Khoza is a reporter at The Witness. [email protected]

EDITORIAL COMMENTMatric results and thenew year

Is it really worth it?

AMANDA KHOZA

Not only would itbe recorded in theDepartment of Edu-cation’s historybooks, but mymoth-er would make surethat itwas inmyobit-uary and on mytombstone too, and Idefinitely didn’twant that.

A friend of minecheated in hismatrictrial exam.

KZN Department of Edu-cation spokesperson MuziMahlambi made it clear thatthedepartment doesnot takekindly tocheaters.Hetold themedia that pupils have beenfoundcheatinginthepastandthat the sanctions wereharsh. They have included asuspension from writing amatric exam for a period of

cent decrease in the pass rate (see page 4 forfull story).

A lot of comments have also beenmade re-garding the role parents play in the lives ofmatric pupils. Basically, a lot of fingers arepointing in different directions.

Despite the negative stories that haveemerged regarding the class of 2014, and thisincludes the ‘cheaters’, those matric pupilswho are ready to enter the next phase of theirlife must be congratulated.

Manypupilsovercametheircircumstancesand did the best they could and proved thathard work pays off.

The Weekly would like to congratulate allmatric pupils who are now ready to take thenext step in life.

The first month of the year is filled with atons of positivity and goals set for the yearahead.

Advertorial

Exhaust specialistWhen does a car become a classic?IT’S a definition dilemma and a burningquestion among car enthusiasts — whendoes a car become a classic? Agreeing on animpalpable point in time that constitutes a“Classic Car” definition is rather challenging.

While one can consider a veteran car tobe one built before World War 1, a vintagecar to be one built before 1930 and postvintage a classification used for cars built between 1930 and the end of World War 2,there is definitely a grey area on what carsbuilt after this point are considered to be.

Some may consider a car made in the fifties as a classic. Although there is no precisedefinition, the Classic Car Club of Americaconsiders a car to be classic if aged between30 and 49 years, and modern classics are defined as cars aged between 15 and 25.

Aside from age, there also has to be someaesthetic appeal for a car to be considereda classic and appreciated as such. Whetherthis be the design, colour or timeless engineering, a classic beauty needs to have asomewhat subtle envy factor.

So would a 1969 Volkswagen Beetle beconsidered a classic? Absolutely.

The Volkswagen Type 1, affectionatelythe Volkswagen Bug or Beetle, is renownedfor being one of the first rearengined carsever launched. With more than 21 millionmanufactured since its inception in 1938,the Beetle is the longestrunning and mostmanufactured car of a single design platform worldwide and, as the years havepassed, various models have come andgone.

Despite this, the Beetle has most certainly stood the test of time given that the“new Beetle” was launched in 1998.

Placed fourth in an international poll forthe world’s most influential car of the 20thcentury undertaken in 1999, the VW Beetlewill go down in history as one of the mostclassic cars.

Despite being around for over 70 years,it never loses its appeal. As an ideal first collector car, the Beetle is a firm favouriteamong classic car enthusiasts.

How does one get their hands on a classicVW Beetle? Well, there are various sellersworldwide that you could purchase onefromandsubsequentlyembarkonarewarding restoration project.

Vehicle firstaid kitessentials

DRIVERS should always do their besttobepreparedtorespondtoanyemer-gency. Even though you may not betrained medical professionals thereare often small bits of assistance onecanprovidewith first-aidandaneffec-tiveandfast response tosmalleremer-gencies.

ArriveAlive advisesdrivers to trav-elwitha first-aidkit invehiclesorhaveone at home.

Many of us could do with some ad-viceonwhat’sneededinsuchanemer-gency medical kit so Arrive Alive ap-proached road-safety partner ER24with questions about emergency pre-paredness — and that emergency kit.

A first-aid kit should not be a hassleto take with you on holiday or keep inyour vehicle.

Agoodsizeisusuallysomethingthatcan fit comfortably into your cubbyhole or one size larger that you keep inthe boot of your vehicle.

What would be the most importantpieces of equipment and supplies insuch an emergency medical kit?

Items to treat burn wounds, cuts, bruises, splint a fracture, band aids, scissors, tweezer, treatment for insectbites and stings aswell as disinfectant. If you prefer to keep medicine in yourfirst-aid kit — headache tablets, anti-nausea and vomiting.

It is important that only a responsi-ble adult make use of these medica-tions and that no prescriptionmedica-tions are kept in the first-aid kit.

Also do not administer yourprescription medication to someoneelse, even if you use the samemedica-

tion. What would be the most important

essentials to carry in a mini-kit.Bandages, band aids and anti-sep-

tic solution. Sunblock would also be agood item to keep in your first-aid kitaswell as after-sun lotion. The contentof your first-aid kit largely depend onwhere you will be travelling to andwhat ismost likely tohappen. Ifyouarea regular outdoorsman you wouldknowwhathappenedbeforeandwhatyou needed.

What are the most common mis-takesamateurs tendtomakewhentry-ing to perform first aid?

Be smart and keep the right thingsin your first-aid kit. The most impor-tant things are a CPR mouthpieceshouldyouneedtoperformCPR,some-thing to stop bleeding and splint frac-tures.

This includes band aids, bandages, dressings, strapping, gauze etc.

Probablythemost importantofall ismedical gloves. Protect yourself beforeyou try andhelpothers. This shouldbein every first-aid kit, regardless if youintend to use it on your family or not.

Are therespecificmeasures theam-ateur responder in an emergencyshould rather avoid and leave to thetrained professionals?

If you are unsure contact ER24 on084 124 and ask for medical advice.

Do not do something because yousaw it on television or saw a medic doit once. — Wheels24.
