FINDLAY, Ohio (AP) Marathon Petroleum Corp. hasagreed to pay for more than a third of the construction costof the proposed Sandpiper pipeline, the company andEnbridge Energy Partners LP said Nov. 25. Marathon will be an anchor shipper and fund 37.5 percent

of the cost of the estimated $2.6 billion pipeline that wouldcarry crude oil from Beaver Lodge, N.D., across northernMinnesota to Wisconsin. It would extend 610 mi. (981 km)from the Bakken oilfields to an Enbridge terminal inSuperior, Wis. In exchange for Marathon’s commitment to take part in

the open season for Sandpiper and its investment, it will earnabout 27 percent interest in Enbridge’s North Dakota Systemwhen the Sandpiper pipeline is done. Marathon also willhave the option to increase its ownership interest to 30 per-cent through additional investments in future systemimprovements, the companies said. The Sandpiper would increase the Bakken takeaway

capacity of the North Dakota system by 225,000 barrels perday to a total of 580,000 barrels per day. In 2012, Marathon agreed to be the anchor shipper on the

Enbridge Southern Access Extension pipeline fromFlanagan, Ill., to Patoka, Ill. As a result of that commitment,Marathon has the option to acquire a 25 percent ownershipinterest in Southern Access Extension. Due to Marathon’scommitment to the Sandpiper, Marathon’s option for owner-ship interest in Southern Access Extension will increase anadditional 10 percent to a total of 35 percent. Marathon is the nation’s fourth-largest refiner. Marathon

brand gasoline is sold at about 5,100 independently ownedretail outlets across 18 states. Its Speedway LLC subsidiaryruns the nation’s fourth-largest convenience store chain, withabout 1,470 convenience stores in nine states. Sandpiper is scheduled to start operating in early 2016. ODOT, Transit Systems Launch New Statewide StudyThe Ohio Department of Transportation (ODOT) and

Ohio’s public transit systems are partnering to create a long-term strategy to meet the needs of current and future urbanand rural transit riders. Strategies may include efforts to cre-ate more efficient demand response services in rural areas, tomore frequent bus service in larger cities. The Ohio Statewide Transit Needs Study will examine

Ohio’s demographics and travel trends to determine thetypes of services needed to meet future customer needs.ODOT also will conduct a comprehensive financial analysisto determine how to meet those needs.

A survey associated with the study began as of the lastweek of October and went until mid-November. The surveyis targeted toward people who currently use transit and willbe administered with assistance from the 61 transit providersacross the state. The survey asked riders about their experi-ences riding public transit today, and sought their input onwhat areas could be improved.“The rider survey is just the first step of our public out-

reach and technical effort,” said Marianne Freed, adminis-trator of ODOT’s office of transit. “Our goal is to evaluatethe unique transportation needs for communities statewide,

whether it’s a large city or a rural county.”A project steering committee, which includes a diverse

representation of transit agencies, regional councils, environ-mental experts, chambers of commerce, transit union offi-cials and contractors from around Ohio, will provide adviso-ry input to the study. The study, along with other information, can be obtained
