Portsmouth Bypass...

Officials Embark on State’sLargest Roadway ProjectCOLUMBUS, Ohio (AP) Transportation

officials in Ohio are reviewing the winningbid package for what will be the largest sin-gle roadway construction project in modernstate history. The $429 million Portsmouth bypass

project in southern Ohio is a 16-mi. (25.7km), four-lane limited access highway fromU.S. 23 north of Lucasville to U.S. 52 nearSciotoville. The Ohio Department ofTransportation said the new roadway willcomplete the missing Ohio link of theAppalachian Development HighwaySystem, which runs from Mississippi toNew York through the eastern United States. It’s the first-ever public-private partner-

ship the Ohio department has embarked on,the culmination of two years of preparatorywork. ODOT said the unique businessarrangement will allow it to accelerate thebypass project by decades and to take advan-tage of current economic conditions. Portsmouth Gateway Group was the win-

ner in a three-way contest when bid pack-

ages were opened recently and will land thejob after a thorough state review, the statesaid. The consortium includes: Dragados,USA Inc.; The Beaver Excavating Co.; JohnR. Jurgensen Co.; ms Consultants; ACSInfrastructure Development; InfraredCapital Partners Limited; and Star AmericaFund GP. It was one of three teams chosen in

September 2013 to submit technical andfinancial proposals for the project. Thegroup’s formal bid will be scrutinized overthe coming weeks to go over financial detailsand assure everything is complete. Real estate has already been acquired for

the project, which marks the department’slargest, modern earthwork project to date.Clearing and demolition have begun andconstruction is expected to start next sum-mer.

Feds Recommend Demolitionof Ohio Uranium Plant SiteWAVERLY, Ohio (AP) The federal gov-

ernment recommends demolishing morethan 200 buildings at the site of a former ColdWar-era uranium plant in southern Ohio andcreating a disposal facility there for most ofthe waste. At issue is the campus of the former

Portsmouth Gaseous Diffusion Plant inPiketon, roughly 60 mi. south of Columbus. The facility produced enriched uranium until2001.The government is accepting public com-

ment until Jan. 10 about whether the build-ings should be torn down and whether anyresulting waste, an estimated 1.5 million cu.yds. of debris should be left there or movedoff site, The Chillicothe Gazette reported. About 100 people attended a public meet-

ing recently, with some speaking in supportof the recommended demolition and disposalfacility.Pike County Commissioner Blaine

Beekman said after initially having a nega-tive reaction, commissioners there and inadjacent Jackson, Ross and Scioto countiessupport the Department of Energy’s recom-mendations for demolition and a disposal

facility.“We could accept the low-level waste cell

at Piketon if, in return, DOE would committo a cleanup of the existing (contaminated)plumes and landfills on site,” he said.Local union president Herman Potter said

consolidating the plumes and landfills is keyfor potentially re-industrializing the site. Hewas among those who raised concerns thatthe department’s written commitment tocleaning up the area leaves too much roomfor backing out of certain work. Not everyone attending the meeting was

fully on board with the plan. One speakerargued the comment period was too short forthe complicated issues, and another worriedabout environmental implications.“We want jobs and we want the cleanup to

go forward, but if we build the [on-site dis-posal facility], there’s no guarantee we’re notgoing to become a national dump site,” saidVina Colley, president of Portsmouth/PiketonResidents for Environmental Safety andSecurity.
