Presented to an individual in recognition of outstanding service to the advancement of the Manufacturer’s Associates Council and demonstration of support of the MAC to the waterworks industry.

Cliff Shrive began his career with the Cincinnati Water Works and then moved to Stantec Consulting. Cliff has participated in MAC activities, whatever the need and without question of the task at hand. His typical response being “What would you like me to do?” He has served as the MC for the tapping team competition for the past several years. A Stantec principal shared that Cliff is a very giving person who is committed to AWWA and the Ohio Section, including MAC.Cliff is a graduate of the University of Cincinnati, a P.E., Past OAWWA Section Chair, and the incoming Director of the Ohio AWWA Section. You may know him by his signature Birkenstock sandals or as an avid Cincinnati Reds fan. He and his wife Andrea, and children Milo and Cora, live in the Cincinnati area. The Section is proud to name Cliff as the 4th recipient of the John Lechner Award of Excellence.

Presented to an individual who has demonstrated consistent and outstanding contributions to distribution system operations and maintenance, installation of new equipment, and training of water distribution personnel.

Dwayne’s continued vision and persistence in striving to make The City of Columbus Division of Water the best in class is second to none. His drive and passion has no limits. During his 25 years of service to The City of Columbus, his roles and responsibilities have expanded from pulling wires for the Division of Electricity in 1989 to managing the Control Center which is the command center for the water distribution system and building maintenance which encompasses more than 70 facilities.Throughout the years Dwayne has continued to excel as the Operator of Record for a water system in a major US city with nearly 4,000 miles of buried water line, 25,000 fire hydrants, more than 40 water storage tanks and 25 pump stations.Dwayne is one who is humble and passes along the adulations to his staff. He makes the Columbus Control Center top notch.

Presented to an individual who has demonstrated consistent and outstanding contributions to WTP operations and maintenance, installation of new equipment, and training of WTP operators.

During 29 years at the City of Fairborn, Karen Hawkins has led a successful infrastructure development program. Her success is exemplified by improved staffing and implementation of divisional reorganization; development of a booster station to improve system pressure; and reclassification of the WTP form 5.4 MGD to 6.5 MGD. She also oversaw the completion of a new wellfield to include a new power building, emergency generator, and two wells. Karen also created a backflow prevention program for her city and trained operators in backflow prevention. Karen is a past Secretary and past Chair of the Ohio Section. She received the Melick Award in recognition of her contributions to the education of water personnel. Karen has volunteered freely of her time, including training future water workers through her participation in the City of Dayton’s Annual Children’s Water Festival. She attained her Class IV Water Supply Certification in 2011, sustained compliance with all drinking water public health standards, and been a leader in the profession.

Presented to an individual for giving unselfishly to the field of opera-tor training and technical education through the Ohio EPA, AWWA, and the Operator Training Committee of Ohio, Inc.

Steve Heimlich has spent about 40 years in the water utility industry. During that time, he has worked for Galion, Ottawa County, and Avon Lake Regional Water, where he is currently Water Plant Manager. Steve has always given freely of his time to help train and educate water utility workers. Most recently, Avon Lake Water was challenged by plugging of its intake by frazil ice. Steve not only averted a major depressurization of the system by reacting swiftly and resourcefully, but also taught many others – utilities, operators, and water professionals - about his experience. His widespread efforts to educate Ohio water professionals has helped others prepare for the “unthinkable.” He has shared his insights to help others on the thought process, emergency contacts, and public relations during a utility crisis.Steve served as Secretary/Treasurer of the Ohio Section and has received the Operator Meritorious Award – Treatment. Steve holds Ohio Class IV Water Supply and Class III Wastewater Licenses.

Presented to an individual for outstanding contributions to public health practices, encouraging the use of proven new technologies, and promoting sound operational approaches in meeting regulatory requirements and ensuring safe potable drinking water.

Thomas Sorg has been involved in environmental and public health at the federal government level for 51 years including 10 with the US Public Health Service and the past 41 years have been with the USEPA Drinking Water Research program in Cincinnati. Mr. Sorg has received the US Public Health Service Meritorious Service Medal, the USEPA Science Achievement Award for Engineering, and the AWWA A.P. Black Research Award. He has published over 25 technical articles, many being peer reviewed publications presented in Journal AWWA. He is a Board Certified Environmental Engineer of the American Academy of Environmental Engineers and Scientists. Tom is also a Professional Engineer in the State of Ohio. For the past 15 years he has led a planning and organizing effort with ASDWA to present the ASDWA/USEPA Research Small Systems Workshops in Cincinnati.

Presented to an individual who has demonstrated leadership and proactive practices in the area of customer service, including billing and collections, receivables management, call center operations, meter reading, and customer service.

As Water Distribution Maintenance Supervisor for the City of Columbus, Tom Spiert, through his actions and leadership, exemplifies the spirit and meets requirements for the Keith Hunsberger Outstanding Customer Service Award. He leads a crew of 12 individuals to perform maintenance on the distribution system for Columbus Water. Tom mentors his staff to perform technical aspects of their jobs with the highest quality and efficiency, and in compliance with distribution and public health standards. When a main break occurs, Tom assesses the site and scope of work, summons the required resources, anticipates and analyzes the impact on water customers and determines ways to minimize service interruptions and customer inconvenience. As the supervisor, he is the front line face for the City as he communicates directly with effected customers and assists those who will realize an interruption in water service. Tom’s “can-do” approach to challenges and his devotion to provide excellent service to Columbus water customers motivates others to overcome difficult conditions and unusual obstacles in meeting customer needs.

Presented to an individual who has demonstrated outstanding vol-unteer service to the Water for People’s international humanitarian effort to improve water, sanitation, and health needs of families living in the developing world.

Donald Cuthbert is a Vice President for CH2M Hill. He has been a member of WEF since 1980.Don has been a servant leader for the Cincinnati Water Professionals (informal, joint water/wastewater coalition) that raises support for Water For People. Don works mostly behind the scenes to manage the business of the Cincinnati water professionals’ three annual events – golf outing, sporting clays outing, and Water For People dinner. Don maintains the finances for the group and coordinates donations with the OWEA.Don Cuthbert has been instrumental in organizing Water For People fundraising events in Southwestern Ohio/Northern Kentucky. Don is a soft but sure spoken advocate for Water For People who works tirelessly to ensure that the fundraising events are monstrous successes.

The J.W. Ellms Award is presented to an individual who is in an administrative or supervisory position, stressing participation in conference activities, civic affairs, and leadership.

Brian is a Professional Engineer, Class IV Operator and is currently the City of Akron’s Manager of Water Reclamation Services with responsibilities over the Water Reclamation Facility, Renewable Energy Facility, and the Collections System. Brian has presented numerous papers at Section meetings and State conferences. He actively supports and participates in plant tours for civic groups, local schools and colleges. He encourages staff members to participate in NESOWEA and OWEA programs and activities. Brian is an active participant of Leadership Akron’s annual Environment Day, which educates business leaders on the importance of wastewater treatment and biosolids utilization. Brian is Chairman of Smart Water & Wastewater Management for The Greenprint for Akron, which is Akron’s vision for a sustainable community. He is Vice President of the Association of Ohio Metropolitan Wastewater Agencies and serves on the professional advisory committee for the undergraduate Environmental Health Sciences Program at Kent State University.

Presented to an individual who has demonstrated a significant contribution to the field of industrial waste treatment through administration, operation, research, development, or treatment.

Sharon is the Industrial Pretreatment Coordinator for the City of Dayton and throughout her career she has made significant contributions to the field of industrial waste and municipal pretreatment. Sharon is currently the OWEA Pretreatment Committee Chairperson, the SW Industrial Waste Committee Chairperson, and serves on the SW Ohio Environmental Task Force. In addition to a Class IV Wastewater Analyst License, Sharon holds an Ohio Class III Wastewater Operators License and an OWEA Industrial Pretreatment Inspector registration. In March, 2013 Sharon coordinated a WEF/OWEA Pretreatment Training Course in Dayton. Attendance at this four day event was over double that originally planned and over 28 contact hours were available for introductory, intermediate, and advanced pretreatment training. Sharon worked tirelessly in planning and preparations for the event and served as a co-presenter, sharing her extensive knowledge of Municipal Pretreatment Program development and implementation.

The W.D. Sheets Award is presented to an individual who is active in the field of education and demonstrates outstanding accomplishment and service in the field of training and education of students for the positions in the areas of operation and design of wastewater facilities.

Ed Haller has been with NEORSD for over 29 years, is a Class IV Operator, and an Assistant Superintendent at the Easterly WWTP. Ed has a passion for education at all levels. He taught numerous wastewater courses as well as Leadership and Supervisory Skills Workshops. He has served as a professional development coach for hundreds of NEORSD employees. Ed developed a 17-week wastewater certification course and has taught it 12 times. His students have made statements such as: “Ed has a way of teaching that is very easy to understand and keeps his class engaged.” And “I only had one teacher that was even close to showing the passion Ed has for teaching.” Ed published a textbook and workbook Simplified Wastwater Treatment Plant Operations, and several articles for WEF and OWEA. Ed also wrote a children’s wastewater book with characters like Nellie the Nitrifier and Peter the Pathogen.

Mike Welke is the Biosolids Manager/Maintenance Supervisor for the City of Warren WPCF. He holds a Class III License and is pursuing his Class IV License. Mike oversees the operations and maintenance of wastewater pump stations and plant equipment. He is in charge of the biosolids beneficial reuse program and oversees expenditures and budget for the maintenance and biosolids divisions for the City. As an operator he has a great ability to work under pressure, make good decisions on the fly, and work with the resources he has to get the job done. Mike is responsible for maintaining daily work logs for all maintenance. He is also responsible for maintaining the composting and sludge records at the plant. His knowledge regarding biosolids is highly respected in OWEA. He is the current co-chair for OWEA Safety Committee and chair for the NESOWEA Biosolids Committee. As the past president for the NESOWEA, he has provided wonderful guidance to the current Executive Committee.

Presented to a public agency employee who unselfishly provides guidance and assistance to wastewater plant operators and superintendents as a part of his/her duties within an agency.

Dan Bogoeveski consistently represents the very best in government! He has worked in the Ohio EPA Northeast District Office Division of Surface Water for the past 20 years. Dan has been a model educator in relaying the Municipal Separate Storm Sewer (MS4) Phase II Storm Water regulatory requirements to the cities and counties in NE Ohio. Each year, Dan coordinates training and creates statewide webinars for the regulated community and their service providers. He has also given presentations at over 225 workshops, conferences and seminars. Dan was instrumental in developing the OEPA training video “The Muck Stops Here: Construction Site Erosion & Sediment Control Basics” which highlights approaches for pollution control from regulated construction sites. Dan was the key person in the formation and on-going implementation of the Northeast Ohio Storm Water Training Council. Dan is an outstanding contributor to regional efforts to enhance water quality in Northeast Ohio.

This award recognizes a laboratory analyst who has demonstrated excellence and professionalism in his/her daily laboratory work.

Tanna is currently a Wastewater Chemist II at the 68 MGD Jackson Pike WWTP in Columbus. Tanna has a Bachelor of Science degree in Biology from The Ohio State University. She is a member of the SEOWEA Lab Analyst Committee. Tanna consistently demonstrates excellence and professionalism in her daily performance in the laboratory at Jackson Pike, where she ensures that all compliance monitoring and testing at the treatment plant is performed and prepares the required annual reports. What sets Tanna apart are the additional things she does above and beyond her job description. For example, Tanna worked with the Ohio EPA in the Beta Testing of the web based MOR reporting tool to replace SwimWare. She updated all the MSDS books at the Jackson Pike WWTP and then updated them to electronic format. Tanna is also a Crystal Crucible member.

Professional Wastwater Operations, P.W.O. Award, honors individuals doing front-line work who have contributed practical application, professionalism and dedication to their particular wastewater treatment system.

Lyndon began working as a wastewater operator in 1987 for Fairborn. He obtained his Class III wastewater certification and was promoted to plant foreman by 1990. Lyndon moved to Columbus in 1993 and worked in the private sector in 1993 and 1994. Preferring the public sector, he started working at the Olentangy Environmental Control Center in Delaware County. He worked at the OECC for 10 years as a relief operator and maintenance technician. Lyndon began working for the Franklin County Sanitary Engineer’s office in 2004, where he was responsible for six wastewater treatment plants and three water districts. Hoping to return to more front line operations, Lyndon began working at the Village of West Jefferson in 2006. Lyndon enjoys the front line work. Being the only person at the plant, he has more than enough to operate and maintain. Lyndon is always available to assist other community operators with correcting plant problems and physically helping with plant maintenance.

The Collection System Award is presented to an individual for contributions to the advancement of state-of-the-art wastewater collection.

Mike has over 36 years of collection systems experience starting as a field technician working on Sewer System Evaluation Surveys to identify excessive I/I in the collection system. He has worked for the City for 29 years in various roles and for the last 20 years with the Sewer Maintenance Operations Center (SMOC). He is the SMOC Technical Support Manager, and currently responsible for the collection system overflow reporting and preparing annual reports for Columbus Consent Order compliance (SSO and CSO). He is also responsible for operation and maintenance of the Franklinton Floodwall, a 7.2 mile long floodwall that includes 7 pump stations, 14 sluice gate closures, 6 stop log closures, and 1 roller gate. Mike also serves as the historian for the Columbus Department of Sewerage and Drainage, collecting historical documents and information and compiling a chronological history of the department used as part of new employee orientation.

OAWWA Water CompetitionsPipe Tapping contest is a competition of skill in which three workers and a coach from each participating utility work against the clock to mount a tapping machine on a pressurized ductile iron pipe, tap a hole, insert a corporation stop, and attach a length of copper to a meter setting with a curb stop set at the correct angle in the middle. Each team will have 2 chances. One team from each Men’s and Women’s division with the best time overall with or without penalties wins. Water Taste Test Competition Ohio Utilities have to get past last year’s Best Tasting Water, from the City of Hamilton. The Best Tasting Water will be announced during the Expo Social and Awards, and the utility will be eligible to represent the Ohio Section at the 2015 AWWA Annual Conference in Anaheim, California.Top-Ops is a fast-paced contest that pits teams of operators from different utilities against each other with questions in the area of water treatment. The winning team in each round will advance to the next level until a champion is determined.Meter Madness challenges contestants to put together a completely disassembled meter against the clock. To make the contest more interesting, three to six miscellaneous parts are included in the bucket of meter components. Once the meter is assembled, it must operate correctly and not leak.

OWEA Operations ChallengeAll teams will compete in all events. Each event will be judged and scored separately against established criteria. Maintenance. Teams will be required to perform a variety of maintenance functions on a pump. There is a new pump this year and this will be the first time many of the teams will be competing on this pump.Collection Systems. Teams will cut out a “cracked” section of gravity PVC sewer pipe with water circulating through it. Drill a hole in a piece of PVC pipe on a separate stand. Install a saddle connection with gaskets and two straps to represent a house connection. Cut and install the section with saddle and install the section with “flexible” repair couplings. The water tightness of the repair will be evaluated.Safety. Teams will respond to an unconscious worker overcome by an unknown chemical in a manhole requiring rescue.Process Control. Teams will solve problems including process control “story” problems and multiple choice theory and math.Laboratory. The lab event will be a performance based seeded BOD set up. The proper steps for pH, seeding, labeling, dissolved oxygen measurements, and calculations of a seeded set will be judged on performance and speed. The steps will need to be performed from memory.Each event will be timed separately and all team members are expected to participate.

Bob has spent most of his 33 year engineering career involved in water and wastewater plant design. This experience includes the design of projects at all three Northeast Ohio Regional Sewer District plants (Easterly, Westerly, and Southerly) and all four City of Cleveland water treatment plants (Crown, Baldwin,

Morgan, and Nottingham) – not an easy feat! He has been design engineer and project manager for a wide variety of projects including treatment plant master plans, solids handling/treatment, plant expansion/rehabilitation, pump station improvements, odor and corrosion control, and condition assessment. He has saved clients millions of dollars using innovative technology. Bob went through the chairs of the Northeast Section OWEA and was president in 2009. He has been a co-chair for the OWEA annual conference. He graduated with a Bachelor of Science degree in Civil Engineering from Cleveland State University and is a Board Certified Environmental Engineer with the American Academy of Environmental Engineers.

The Elected Officials Award is presented to an elected Ohio official or officials demonstrating a significant commitment to the protection and improvement of the water environment. Awardees need not be a member of the Ohio Water Environment Association.

Mayor Armstrong is very supportive of Clean Water. His actions speak louder than words. He was integral in promoting the Affordability Acts that have been discussed and promoted within the State of Ohio. Mayor Armstrong has been the most vocal proponent of finding cost effective ways to meet the Clean Water Act. Mayor Armstrong always says “we agree with the need for clean air and clean water but it must be made affordable.” He is an outspoken proponent for integrated planning, storm water control, and high rate treatment processes. He proactively works with Ohio EPA officials to find that balance between compliance and the welfare of the community. To date the City of Defiance, through the leadership of Mayor Armstrong, has eliminated thirteen Combined Sewer Overflows. The elimination of these overflows has kept untreated sewage from entering the Maumee and Auglaize Rivers

The Lifetime Engineering Achievement Award was established to honor a member who, as an Ohio design engineer, has consistently delivered good basic engineering design of wastewater facilities over a period of 20 or more years. The awardee must be Active, Lifetime, or Retired member of OWEA, recognized by his/her peers as having demonstrated a high level of competence in the design profession.

Alan Smith has designed new wastewater treatment facilities, completed design modifications and upgrades to plants, as well as conducted on-site pilot investigations of processes. A graduate of The Ohio State University, Alan began his career with the Columbus Office of Brundage, Baker and Stauffer,

Ltd (later BBS Corporation) in 1983 as a staff engineer, working on several Columbus projects, moved to the Cincinnati Office of BBS Corporation in 1995 where he was involved with planning and design of facilities at each of MSDGC’s major treatment facilities. He was project manager of the Sycamore Creek WWTP expansion and upgrade project and designed MSDGC’s first high rate treatment system using ballasted flocculation for excess wet weather flows. Throughout his career, Alan has delivered presentations at state and district OWPCA and OWEA conferences and workshops and he has served as an instructor for the Operator Training Committee of Ohio. Alan has volunteered with Minorities in Math, Science and Engineering (M2SE), an organization that strives to motivate, teach and prepare young children to enter science, technology and engineering fields of study.

The focus of this award is on a project and not a person. The selected project must have been in operation for a period of one (1) year and not more than five (5) years. The OWEA winner will be a candidate for the Water Environment Federation George J. Schroepfer Medal.

The Ash-Columbus CSO Storage Pipeline project is just one of the City of Toledo’s Long Term Control Plan (LTCP) projects that has been fully operational since summer 2012 and is actively controlling CSO’s. The storage pipeline is capable of storing approximately 2.1 million gallons of CSOs and is comprised of nearly 5,000 linear feet of primarily 108-inch pipeline. The storage pipeline feeds a dewatering pump station that pumps the stored combined sewage into the Westside Interceptor connecting to the Bayview Wastewater Treatment Plant. The pump station contains three pumps with a firm capacity of 1.4 mgd that will allow the pipeline to be dewatered by two pumps in 36 hours or by all three pumps in 24 hours. This project has successfully prevented the discharge of millions of gallons of combined sewage into the river, significantly improving the water quality in the waterways of the City of Toledo. This project was part of the Toledo Waterways Initiative by City of Toledo, Black & Veatch, and Jones & Henry.

In July 2001, Sycamore Creek WWTP was devastated by flooding. A hurricane influenced storm dumped 6+ inches of water within a couple of hours. Humphrey Creek and Sycamore Creek flooded into the plant. The plant levee and nearby elevated railroad line trapped the water within the plant site. Only the plant aeration tanks and primary clarifiers remained above the floodwaters. MSDGC staff, led by Charlie Becker, spent the next months restoring the plant. MSDGC “fast-tracked” plans for capital improvement project(s) at Sycamore Creek. The improvement projects started in 2002, including provisions to address pending nutrient limits, and were completed in 2011. The plant, devastated by nature, was transformed into a fully functioning nutrient removal treatment facility. Many plant tours of the new facility are given and plant staff provide presentations for nearby schools. Since 2008, at least eight different presentations about the plant have been given at WEF, OWEA, and SWOWEA events. Sycamore Creek hosted a SWOWEA 2012 Section Meeting and has been featured in OWEA’s Buckeye Bulletin and TPO magazine.

The Village of Ohio staff provided significant input during the design and construction process of their new wastewater treatment plant. During the design phase, the staff recognized the need to reduce the size of a larger laboratory and maintenance facility to meet budget needs, and provided input to various design features. During the construction phase, the personnel had to maintain existing operations while the new facility was built and assisted as needed with the start- up of the new facility. In order to improve plant aesthetics, the old trickling filter basin was demolished during construction as suggested by plant staff. Additionally, the Village staff had additional stone spread around tanks to form weed barriers to prevent unsightly weed growth. This simple idea also saves time mowing and weed removal and will be utilized by the design engineer on their future projects as appropriate.

This Award is intended to recognize OWEA members who have enhanced the physical image of their workplace by cleaning up their own work facilities. The result of this upgrade shall be the presentation of a better image for our profession as viewed by the general public.

Recognizes an AWWA member that recruits the most new members in the calendar year. The Award is named in Larry Valentine’s honor to recognize his membership recruiting efforts and service to the Ohio Section.

Shawn began his career with the Village of North Baltimore as an operator in 1999 and transferred to the City of Newark in 2005. Shawn served as the Assistant Superintendent for the City of Newark since 2007, and Water Treatment Plant Superintendent since 2009. Shawn has over 15 years experience in the water and wastewater industry. Shawn holds dual Ohio licenses, Class IV Water and Class III Wastewater treatment. Shawn is also certified in backflow prevention and was an OTCO instructor. Shawn recruited five new members in the calendar year. Shawn currently serves as the Ohio Section Membership Chair. Shawn reviews membership reports and attendance and participation at AWWA workshops, reports at governing board meetings, maintains a list of prospective new members, and recommends new members when required.Shawn serves as Southeast Section Trustee and has served as a Southeast District Officer. Shawn and his wife Rachel have five children, and one grandson.

The Chair’s Award is given at the discretion of the Chair and this year is presented to a distinguished member in recognition of their outstanding service, leadership and making a profound difference to the Ohio Section American Water Works Association.

The Golden Water Drop Award recognizes any AWWA member who has 50 cumulative years of membership and service to the water industry.

David ”Dave” L. Crandell retired as Public Utilities Manager after 46 years with the City of Akron. Dave began his career as an Engineering Aide while he was a Co-Op student at the University of Akron in 1954. After serving two years in the US Army, Dave returned and following several promotions, was promoted to Water Distribution Superintendent in 1965. Dave became Manager of the Public Utilities Bureau in 1975, and retired in 2002 after 26 years in that position. Dave is extremely knowledgeable in all aspects of drinking water and water pollution control regulatory issues and administration. Dave served on many environmental and regulatory committees and councils, including the USEPA’s National Drinking Water Advisory Council, the Ohio AWWA Water Utility Council, the Ohio EPA Director’s Advisory Council, and the Cuyahoga River Remedial Action Council.Dave had active affiliations for many years with the AWWA, the Association of Metropolitan Sewerage Agencies, the Association of Metropolitan Water Agencies, and the Water Environmental Research Foundation. Dave resides in Akron with his wife Mary. Dave has two sons and a daughter.

William “Bill” Flynn spent 49 years with the Greater Cincinnati Water Works (GCWW) starting in 1943 as a survey team rodman. During his employment, Bill earned an engineering degree from the University of Cincinnati and became a registered Professional Engineer in the State of Ohio. As Bill moved into management, he joined AWWA to expand his knowledge of the industry. He became the Superintendent of Distribution Division for GCWW. He was promoted to Water Works Chief Engineer in 1977 and served in that position until his retirement in 1992. Bill served on numerous Ohio Section AWWA committees at the District and State level and was acknowledged for his dedication to the industry by being awarded the prestigious George Warren Fuller Award by the Ohio Section in 1986. Bill remained active in AWWA after his retirement by continuing to serve on the AWWA Standards Committee, and attending annual OAWWA conferences and national conferences. Bill resides in Cincinnati where he has lived his entire life.

Recognizes individuals for outstanding performance, professionalism, and contributions to the water quality analysis profession.

Michelle performs the majority of the laboratory analysis for three of MSDGC’s Class IV wastewater treatment facilities, including NPDES permit testing and in-plant process control analyses. With the exception of metals analysis, Michelle performs all testing for the Little Miami, Sycamore Creek, and Polk Run WWTPs. She is very knowledgeable of the discharge permits for all three plants and normally works 50 to 60 hours a week at the Polk Run Laboratory to keep up with all scheduled testing. Michelle’s labs have passed DMR quality assurance testing for the past nineteen years. Michelle is also an active member of the Southwest Section Public Education Committee and works closely with the Greenacres Foundation in Indian Hill, Ohio advising on their water quality program, and has also helped teach the “Splash Program” at Cincinnati State Technical and Community College.

Presented to a municipality or industrial wastewater facility for an active and effective safety program.

The Yellow Springs Water Reclamation Facility is a Class II facility, serving a population of some 3700 residents. Treatment is achieved through a 0.600 MGD 5 stage Biological Phosphorus removal plant with aerobic sludge digestion. The staff, which operates both Water and Wastewater Plants in Yellow Springs includes; Joe Bates, Superintendent; Brad Ault, Operator II; and Richard Stockton, Operator I. Each year, for the past nine years the WRF has received the OWEA Safety Program Certificate. In 2010 the WRF received the OWEA Safety Award for 1-9 persons Treatment. “Our great employees are what run this operation, we need them back tomorrow and we need them to go home to their families, safe and sound. This is a great honor to receive this WEF-OWEA State Safety Award! Thank You.” Joe Bates, Superintendent.

As the William D. Hatfield exemplifies outstanding performance and professionalism, Frank D’Ambrosia truly embodies what it means to be a consummate wastewater professional. He has been instrumental in the education of fellow operators as this is a main priority to Frank. For many years, he has organized and taught the NWOWEA Semi-Annual Operator Education Day, which prepares operators to take the state wastewater certification tests. He has opened up his facility and hosted many hands on operator workshops for area operators and has facilitated NWOWEA section meetings at the Archbold wastewater treatment facility. He routinely provides training to employees in many areas including: digester operations, secondary system DO control, and proper procedures for taking readings such as sludge blankets, grit removal procedures, and lab analysis.

Established to acknowledge extraordinary personal service to a Member Association.

Dianne is passionate about OWEA and has been involved in leadership roles for over 25 years serving as chair of multiple Annual Conferences in addition to other committee work. She is a co-chair of the Government Affairs Committee leading the Technical Review Group she started during her tenure as President of OWEA from 1999-2000. She was instrumental in establishing the successful OWEA Collection Systems Committee (Annual Workshop, Hands-On Workshops, BMP Manual). Dianne was selected as WEF’s Delegate-at-Large for the House of Delegates, serving in several leadership roles. Her leadership involvement also includes various roles for WEF’s Collection System Committee, most recent as Chair of WEF’s Collection System Conference from 2010 to 2012. Dianne was instrumental in establishing the MOU between OWEA and USEPA. Dianne has always put Ohio WEA’s best interest first while serving in her positions. The OWEA Larry D. Moon Outstanding Service Award is presented to a member in recognition of their outstanding service and leadership to the Ohio Water Environment Association.

Larry Moonin the Early 1980s

The George Warren Fuller Award is presented to a member in recognition of distinguished service to the water supply field in commemoration of sound engineering skill, brilliant diplomatic talent, and the constructive leadership which characterized the life of George Warren Fuller.

George Warren Fuller (1868–1934) was a sanitary engineer who was also trained in bacteriology and chemistry. His career extended from 1890 to 1934 and he was responsible for important innovations in water and wastewater treatment. He designed and built the first modern water filtration plant, and he designed and built the first chlorination system that disinfected a U.S. drinking water supply. He was President of both the American Water Works Association and the American Public Health Association, and recognized internationally as an expert civil and sanitary engineer. In AWWA he was primarily responsible for the creation of standards of practice which ultimately developed into the AWWA Standards Council. In recognition of his lifetime of service to the water works profession, AWWA created the George Warren Fuller Award in 1937.

Larry D. Moon was the Secretary Treasurer of the Ohio Water Environment Association from the late 1970s to the early 2000s. Larry is a lifelong wastewater operator and educator. He began his career as an operator at the City of Van Wert before becoming the leader of Ohio EPA’s Operator Training Group. He was an enthusiastic supporter and educator of operators, the operations profession, and OWEA. Larry visited wastewater treatment plants across the state. sharing his expertise, and served as an ambassador for Ohio EPA. Larry’s commitment to OWEA knew no limits, from appearing in a toga at the Annual Conference to carrying a torch to light a waste gas burner at the first Operations Challenge, to being a behind the scenes, ever present leader and supporter of OWEA. Larry helped establish the foundation of success that OWEA enjoys today. It is in Larry’s good spirit of being a cheerful volunteer, industry leader, and ambassador for goodwill that this award is intended.
