This decision was backed by Minister for Education, Ruairi Quinn, who said he expected other councils to follow Clare County Council’s decision to send letters to third-level grant applicants asking them to submit proof they have paid the Household Charge. The County Leader contacted our local authority to see if they had plans to follow the Clare example, they said they would not be following their example. Local Fine Gael deputy, Alan Farrell, accepted the Council’s decision, but still agreed with Minister Quinn and the attempt by Clare County Council to link the household charges with student grants. He told the County Leader, “I think that the stance adopted by Clare County Council is the correct approach to people who do not pay legitimate state taxes. If I were not tax compliant, I could not take my seat in Dail Eireann. Similarly, if a company wishes to win a tender to undertake work for a state agency, it must be fully tax compliant, before winning the contract.” Farrell also believes that this should apply across the board to anyone seeking assis- tance from the public purse and help should only be given to people who have paid their legitimate taxes in full. A furious, Independent TD, Clare Daly took the opposite point of view and told the County Leader, “It has now been established that no local authority can withdraw grants. We have noted that some government departments are now making reference to household charges and are seeking information about whether the household charge has been paid or not. This letter is being put together in a way to fool residents that if they are not paid, your entitlement will be affected,” she said. Thirty seven scouts and leadersfrom Portmarnock scouts spentten fantastic fun filled days on theIsle of Man during their recentannual camp.They spent two days exploring theIsland Heritage and another dayhiking around Snaefell Mountain,the highest point on the island.During the camp 12 scouts headedoff on the Millennium Way – a fortykilometre route over the moun-tains from North of the Island toCastletown in the South, and hikedover 26kms as part of their BronzeGaisce- Presidents Award. They brought tents with them andovenighted on the hills. The maingroup had great fun at theVenture Centre where theye x p e r i e n c e da b s e i l i n g ,

kayaking, archery, climbing,survival skills, rifle shooting,assault course and a host of otheractivities. The scouts of camp wereawarded to Peter O’Brien andLauren Grouse.There was also a very specialevent on this evening, Tuesday25th in Dublin Castle. One of theyoung leaders has successfullycompleted the Gold GaiscePresident’s award and will bepresented with an award by thepresident. Its not often a personget to that achievement and hiswill be the first in Portmarnock forover 25 years, which is fantastic.

Well done to all the membersfor all their hard work.

Portmarnock Scouts Visit Isle Of Man

This summer, the three RNLIlifeboat stations in Dublinlaunched a total of 37 times. DunLaoghaire launched 18 times,Howth launched 12 times andSkerries a total of seven times.The RNLI charity saves lives at sea.It’s volunteers provide a 24-hoursearch and rescue service aroundthe North County and beyond. As itdepends on voluntary donationsand legacies to maintain its rescueservice, this invaluable servicewould not exist without the tirelessefforts of all its volunteers anddonators. Back in August, Skerries RNLIlaunched to reports of a yachtdrifting on to rocks in the vicinity ofSkerries islands. The lifeboatquickly located a 26ft yacht withtwo people onboard. The yachtwas taken under tow by thelifeboat and brought safely toSkerries harbour.The charity’s volunteer crew

members were involved in manydifferent types of call outs to arange of casualties.Both locally and nationwide manyof the launches were due to peoplegetting caught out by the tide,problems with their vessel’sengine or machinery, and anincreasing range of leisure marineactivities. However there werealso a number of tragedies andmany of the RNLI’s lifeboat crewswere involved in searching formissing loved ones or in bringingthem home.Speaking to the County Leader,Owen Medland, RNLI TrainingDivisional Inspector said: “This hasbeen another busy summer for theRNLI despite the unpredictableweather. There have been somestories of incredible bravery andalso some stories of devastatingloss. In all cases our lifeboatvolunteers have shown extremeprofessionalism and commitment.”

Foróige VolunteersNeeded In Swords Volunteers arerequired to assist inthe running of aForóige youth initiativefor young people inthe Swords area.Foróige is the largestyouth developmentorganisation in thecountry. There arecurrently 75 ForóigeClubs and youth cafésin Dublin. Foróigeprovides a socialoutlet for youngpeople aged 12 andover. Activities arebased on themembers’ interestsand needs. Club members get tolearn and develop avariety of new skillsand talents. Clubs arevery much rooted in

It was in recognition of this support thatencouraged Swords lady and Paralympicheroine, Catherine Walsh to call toMcInerney Saunders offices recently to

show the staff and partners her Silver andBronze medals. The firm arranged a verywarm reception for Catherine to commendher on her marvellous achievements. Neal Morrison of McInerney Saunders saidthat, for him, the Paralympic Games wasabout elite sport – he did not see athleteswith disabilities – it was their abilities thathe was inspired by – ability to win, to breakworld records and to achieve personalbests.He told the County Leader: “It is difficult toconvey in words the feeling and emotion ofwatching all the athletes triumph as theydid. ”McInerney Saunders congratulatesCatherine, her fellow athletes and all thesupport personnel of Team Ireland andwishes them continued success.”

McInerney Saunders acted as official Chartered Accountants to Paralympics Ireland and Catherine dropped in toshow off her silver and bronze medals. Bank Closure Greatly Affects Rush CommunityLocal independent T.D.Clare Daly has called onA.I.B to withdraw its deci-sion to close the branchat Rush. She warns thisdecision will take theheart out of Community of

Rush unless a U-turn ismade.Speaking about theclosure, she told theCounty Leader: said,“Having considered theresearch undertaken by

the Chamber ofCommerce in Rush, it isclear beyond any doubtthat this Community isbeing worst effected byfar out of all of thebranches pinpointed forclosure. Eight thousandpeople in Rush will beeffected if this decisiongoes ahead. This issimply unacceptable.”“To imagine that citizensin Rush, including manyelderly citizens who can’tdrive, would be forced tomake the journey toBalbriggan and Skerries,in order to carry out theirbanking transactions is anoutrage,” she continued. “I fully support the call ofthe Rush Chamber ofCommerce to the seniorexecutives in A.I.B toreverse this decision andto meet with the commu-nity and elected represen-tatives in advance of theOctober 26th deadline, sothat we can ensure that itis reversed. No othercommunity is affected inthis way. We have tomake a stand in thatregard.”

FRANK REDMOND (Swords): Of course it did. And everyone admired theathletes that went to the Paralympics.Whether they get home with a medal ornot, simply participating is a marvellousachievement for them and for our country.

GERALDINE SHERIDAN (Swords):I think the Paralympics should have gotmore television coverage, advertisementsor something. They performed marvel-lously well at the Paralympics but theydidn’t get enough coverage. That’s all Ihave to say.

PABLO RODRIGUEZ (Swords): I didn’t really follow the Paralympics, butyeah, I think it was a big lift though it didn't get enough coverage.

CLELIA HINOST (Dublin City Centre): We did so well at the Paralympics but Ithink the coverage could have been a bitbetter during the games, because theOlympics got a lot of coverage and theParalympics were mainly mentionedduring the news on TV and in the news-paper. But generally speaking I'd say wewere very pleased about how we did.

STEPHEN KEELING (Malahide): Yes it did, I thought the boxing at theOlympics was great, fantastic. I didn’t paythat much attention to the Paralympics,but we did very very well and it was a goodlift, yes.

Last Thursday, 20th September, the BrackenCourt Hotel in Balbriggan saw the rebirth ofthe Green Party in the North County. Theselection convention for the local electioncandidate for the Balbriggan Ward (which alsoincludes Skerries, Rush, Lusk and much ofrural North County), saw no less than fourcandidates vying for the position. After an evening of passionate speeches andhard questioning,Skerries man JoeO’Brien (35) wassuccessful. O’Briencurrently works as aPolicy Officer withthe NGO CrosscareMigrant Projectwhich works withIrish emigrants,returning Irishemigrants and newimmigrants toIreland. Afterwards, he said,“The Green Party inthe North County is on the road back. Afterlearning from difficult local and general elec-tions, we are now stronger and wiser. We haveregrouped and renewed and now we start thefight to show the people of the area that theGreen message is more important than ever.” He continued, “I believe it is vital we have aGreen perspective on the Council to overseeand monitor issues like sewage treatment,water quality, planning and how the naturalresources of the North County are protected.The development of a monster sewage plantin particular makes the need for the Greenrepresentation on the Council particularlypressing.” “We need to show that the Green way is at thesame time the most immediate and best longterm way of giving something back,” heconcluded.

Balbriggan onThursday 20thSeptember, which washosted by An GardaSiochana and assistedby BalbrigganChamber ofCommerce, to raiseawareness of crimeissues that affect thebusiness community.It provided an oppor-tunity for the recentlyappointed superinten-dent for BalbrigganDistrict, Noel Carolanto meet the Businesscommunity and hekindly offered hisassistance in any areaand at any time. Detective InspectorGus Keane who organ-ised the event thenintroduced thespecialist speakers.Important advice inrelation to CrimePrevention and FraudDetection werepresented to the atten-dees. This was the firstmeeting of its kind totake place in the NorthCounty region andKevin Tolan, Presidentof Balbriggan Chamberof Commerce statedthat he was “pleasedthat direct efforts werebeing made by AnGarda Siochana tobring better communi-cation between TheBusiness Communityand the authorities.” “The Chamber ofCommerce have alsoagreed to work withAn Garda Siochana insetting up a ‘text alertscheme’ forBalbriggan similar tothe successful schemein operation inLetterkenny. Overall avery worthwhile eventthat can only be goodfor Balbriggan and bad

for the criminals,” hesaid.A series of local eventswere held and localswere encouraged tovisit the Garda stationto see how the gardaicarry out their work.This was very popularwith locals, particu-larly kids, whowitnessed a car beingcut open to rescuepeople trapped inside.A helicopter rescuingpeople also proved tobe very popular. all inall, a very informativeand interesting weekwas had by all.

Volunteers Needed ForYouth Initiative In Skerries Volunteers are required to assist in the runningof a Foróige youth initiative for young people inSkerries. Foróige is the largest youth organisa-tion in the country. There are currently 75Foróige Clubs and youth cafés in Dublin.Foróige believe in the development and poten-tial of young people. Foróige clubs provide aspace where young people can socialise safelyand get involved in a variety of activities.Without the support of local volunteers, suchinitiatives cannot happen. Volunteers must beaged 18 or over and have an interest in helpingyoung people achieve for themselves and reachtheir potential. Volunteering with Foróige is agreat way of getting involved in your localcommunity and doing something positive withyour spare time.

Great Start For Applewood Community CentreFaces were painted,castles bounced andmagic tricks wereperformed all to the

First Time In IrelandLast week, Hanna left the North CountyLeader after her internship to go backto her home country, Germany. AufWiedersehen, Hanna. It’s my first timein Ireland and my first impressionwhen I arrived was that Ireland andBelgium share a similarity: the

weather. Rainy, sunny, cold, unstable.Just like home, really. Which is nice ina way as I actually like this type ofclimate and am reminded of home. I’m used to travelling around by myselffor significant periods of time. I enjoy

discovering new places, different waysto live and meeting new people. I alsolove learning new languages andimproving old ones. I have been herefor three weeks and I have alreadymade good friends, which of coursemakes my experience that much moreenjoyable.I have mostly explored the city centreof Dublin but I definitely will see muchmore around as weeks go by. It’s alsomy first week working at the CountyLeader. So far, I have a feeling that itwill be a great experience.

PortmarnockStudent GetsInto The SwingOf ThingsA Portmarnock student hascompleted a golfing marathon byplaying five courses on theDonabate peninsula in one day.Conor Bradshaw is a 15-year-oldstudent at Portmarnock CommunitySchool and a talented golfer. NextFebruary, he will join a number oftransition year students from theschool on their now annual trip toLesotho to help the charity ActionIreland Trust. In order to do that,each student has to raise cash forthe charity and Conor came up withthe fundraising idea of playing allfive golf courses on the DonabatePeninsula in one day and askedpeople to sponsor him to take onthe challenge. On the appointedday, the young Portmarnockstudent started bright and early at6am on the first course of five at

Beaverstown Golf Club andmanaged to complete the course in78 strokes. Then it was on to TheIsland Golf Club where hecompleted the 18 holes in 81strokes before heading off toCorballis and the best score of theday of 72 strokes. After a shortbreak, Conor played Balcarrick GolfClub in 77 strokes and finally, heplayed Donabate Golf Club, the clubof which he is a proud member, andhe got around that familiar coursein 73 strokes. Conor’s dad Paulcaddied for the first four golfcourses and played alongsideConor on their home course. TheCaptain of Donabate Golf Club,Michael Galvin, walked the last fewholes with Conor with a number ofsupporters who were there to cheerhim on as he narrowly missed abirdie putt on the 18th to completean exhausting day. Conor hasraised in the region of €2,000 forAction Ireland Trust for his efforts.The trust is an organisation helpingthe poor of Lesotho in Africa wherepeople are suffering with highlevels of HIV Aids and TB.

The London 2012 Olympics maybe over but for hundreds ofNorth County schoolchildreninterested in athletics, theiryear is only beginning.Last year 33 schools andapproximately 1200 studentstook part and this year, theorganisers are hoping for more!

Schools from all over the NorthCounty can choose to enter oneof two leagues in Balheary Parkin Swords. Schools can enter amaximum of 50 pupils, bothboys and girls (who’ll race sepa-rately) from 3rd – 6th class withrace distances ranging fromapproximately 250 – 550 metres

depending on the age group.There will be three race meetsin the respective venue beforethe Finals Day in May 2013. Niall Mc Guirk, Senior SportsDevelopment Officer for theCounty Council was eager topoint out that “ This league isaimed at creating a fun environ-ment for children to becomephysically active, to develop aninterest in the sport and tohopefully get involved with theirlocal athletics club.”

Alan Leetch Memorial Day Blows The Lights OutThe Alan LeetchMemorial Family Fun Daywas held at FingalliansGAA grounds recently.The Alan Leetch fund wasset-up after the death oftheir friend, brother, andson Alan Leetch, nick-named Screech. He tookhis life at the end ofMarch of this year. Thecommittee wanted tobring to light, theproblem of suicide inIreland. This committee

aims to raise money andbring awareness of thisproblem in order to helppeople see that it’s notthe only way out. TheEvent will now becomean annual thing.It was truly a momentousday with in excess of€60,000 being raised.Money will being given toPieta House, Console,Fingal Bereaved bySuicide Support Serviceand the Irish Men’s

Group. Everything thatwas involved andeveryone involved alloffered their services forfree, the community ofSwords and everyoneconnected to Alan Leetchreally came together toshow their love andsupport.There were lots of activi-ties during the day,including a 5-aside soccertournament, a Cake Sale,tea and coffee, BBQ,

plant sale, Petting farmfor free given from WoolyWards Farm and lots ofentertainment during theday from the Trad Band.Evening activitiesincluded a Race Night,Play your cards right, aswell as an auction whichincluded a painting byCaoimhe King of AlanLeetch, boxing glovessigned my BernardDunne, Billy Walsh,Paddy Barnes, MichaelConlan, Darren O’Neilland Kenny Egan. There

was also a fully signedLeinster jersey and a villafor a week.The committee wouldalso like to thankeveryone who donatedfrom cupcakes to a villa inPortugal. It was an over-whelming day of acommunity comingtogether and reallyshowing how much theycared about Alan and alsohow much they supportsuicide awareness.

The Alan Leetch Memorial Family Fun Day took place at Fingallians GAA Club. Theywere the first championships onthe new courts, located at SkerriesCommunity Centre. The transition organisa-tion geographically closest toRush is the Transition TownPortrane Donabate (TTDP), whichhas been very successful since itwas set up two years ago. It is a small group, which hasmanaged to make a big impactwith projects such as: a popularthriving farmer’s market held inDonabate every Saturday, a G Day’event promoted and televised byTG4, which succeeded in turningthe area into a mini Gaeltacht for

one day, a series of free trainingcourses in food preparation andmarketing, a cycle group whichorganises weekly cycling trips plusmuch more. The TTDP groupcurrently have many more excitingprojects planned and ROOTSwould like to emulate some of thissuccess. ROOTS will be formally launchedat a public meeting to be held inRush Community Centre close tothe Christmas season. Eventhough it’s a few months away,locals are encouraged to get theirthinking caps on early and bringup any issues they may have atthe meeting.The meeting will beaddressed by Trevor Sargent ofthe Green Party and by SeanGibbons of TTDP. Farrell WelcomesChildren’sReferendum VoteLocal TD Alan Farrell(FG), has welcomed arecent announcementby An Taoiseach, EndaKenny, that theChildren’s Referendumwill be held on aSaturday. The poll willtake place onSaturday, 10thNovember. He told the CountyLeader: “Earlier thisyear I introduced a Bill in the Dáil to legislate forweekend voting, on the basis that it will haveless impact on public services, our schools, and

would allow for students and those workingaway from home to engage in the democraticprocess. The decision to hold the referendumon a Saturday will ensure that the maximumnumber of people across the North County willhave the opportunity to have their voicesheard.” “This is a referendum that will protectthe rights of the most vulnerable group insociety; our children. It is appropriate that wedo not exclude any group from this democraticprocess,” he continued. “I believe it is appro-priate for this referendum in particular to beheld on a Saturday as it reduces the disruptionto our children’s education on polling day,where normally more than 1,200 schools aroundthe country are required to close to act aspolling stations, meaning parents must makealternative childcare arrangements.” “It alsoallows for our young students who are attendingcollege away from home to engage in the demo-cratic process on such a vital issue affectingyoung people,” he concluded.

Racing Rewards In SwordsThe County Council presented three local Athleticsclubs with cheques for €6,150 each at a specialceremony in County Hall Swords on Thursday 14thSeptember last. The donations, made by theDublin Race Series, were to recognise the stew-arding assistance provided by their members at theinaugural Fingal 10k road race hosted in Swordsthis summer.

Organisers of the Fingal Film Festival, whichheld a successful inaugural event this year,are back at their desks and preparing for next year. They have promised it will bebigger and better.

Over 4,000 athletesparticipated in the run,making it the 2nd bestattended event of its kindin Ireland this year. “I was lucky to be a spec-tator at this year's eventand it was fantastic tosee Swords Main Streetfilled with over 4000athletes," said CountyMayor, Cllr. CianO’Callaghan. “The

Fingal 10K would nothave been possiblewithout the support ofthe three Senior AthleticClubs and their volun-teers. I would like tothank them on behalf ofthe County Council,” theMayor added.Joe Evans, Head coach ofFingallians Athletics Clubsaid that his clubmembers, “were

There are believed to be 250,000 people with diabetes in Ireland and one third of these are thought to be undiagnosed .

Too many being needlessly'de-feeted' by Diabetes

Canada's national newspaper, the Globeand Mail, dedicated an entire front page toan art icle by reporter Christ ine Blatchfordwhich highlighted the fact that that 70% ofamputations due to diabetic complicationsneed never have taken place i f HBOT hadbeen used to treat them.

The article said, "Since 2001, there havebeen four randomised, controlled clinical tri-als of HBOT on diabet ic ulcers - the goldstandard in evidence-based medicine. Al lstudies found either markedly fewer amputa-tions with patients who received HBOT com-pared to those who didn't , or enormouslyimproved healing."

The ar t icle quoted Dr. Garey o f Utah'sLakeview Hospital saying sadly, "Part of it ispol i t ics; part of i t is that doctors are notexposed to it in residency and what they'renot exposed to, they're leery of. I run intotha t when I lecture a t the univers i ty . . . Ia lways rep ly, “How many of the 39,000articles have you read?"

He said that in his six years of hyperbaricmedicine, he has treated "dozens of peoplewho were told they need amputation, and wewere able to save their l imbs." Given thatmost diabetics facing amputation are older,Dr Garey said, saving their legs "is a tremen-dous quality-of -life issue.

Diabetic Ulcers and Amputations

The New York Times (August 20,2007) reported 'Although the healthimplications of diabetes are clear,researchers are still struggling tounderstand many of the aspects ofthe disease. One question beingasked is why most people with type2 diabetes are overweight or obese,when most overweight or obesepeople are not diabetics?

The fat cells themselves mayoffer a clue. These cells releasetriglycerides and free fatty acids intothe blood, which may decreasecells ability to respond to insulin,thereby increasing the body’sdemand for the hormone.Paradoxically, another hormone,adiponectin, is also made by fatcells, and this hormone makes cellsmore responsive to insulin.

According to Dr. C. Ronald Kahn,a diabetes researcher and professorof medicine at Harvard MedicalSchool, the fatter you are, the lessadiponectin your fat cells produce.Therefore, one way obesity mightincrease your risk of developing dia-betes is by an increased release offatty acids, combined with a declinein adiponectin, which would lead tomore insulin resistance. If yourbody’s demand for insulin cannot bemet, diabetes eventually sets in.

Diabetic foot wounds are one ofthe major complications of diabetesand an excellent example of thetype of complicated wound whichcan be treated with hyperbaric oxy-gen. It is well known that many dia-betics suffer circulatory disordersthat create inadequate levels ofoxygen to support wound healing.Diabetic wounds present a majorproblem for modern health care.The foot is the most common site ofinfection in the diabetic. For diabeticpatients, foot problems remain thenumber one reason for hospitaladmission..

The therapeutic use of oxygenunder pressure is known as hyper-baric oxygen therapy (HBOT) andhas been used to assist woundhealing for almost 40 years. HBOThas several specific biologicalactions which can enhance thehealing processes:

• Oxygen used under pressure(hyperbaric oxygen) can assistwound healing.

• can be used successfully inhypoxic or ischemic wounds suchas diabetic, venous stasis ulcers,failing grafts and flaps, necrotisingsoft tissue infections and refractoryosteomyelitis.

• In wound healing, hypoxia is

an insufficient supply of oxygenwhich prevents normal healing pro-cesses. HBOT provides the oxygenneeded to stimulate and supportwound healing.

• HBOT is able to combat clinicalinfection such as gas gangrene byacting directly on anaerobic bacte-ria, enhancing leukocyte andmacrophage activity and potentiat-ing the effects of antibiotics.

• HBOT is a safe non-invasive,non-toxic therapy.

Hypoxia (lack of oxygen) can bedefined as an insufficient supply ofoxygen to allow the healing processto proceed at a normal rate. In atypical wound care treatment,hyperbaric oxygen is capable ofproviding tissue oxygen levels ofgreater than 11 times normal val-ues. Most chronic wounds arehypoxic and HBO provides the oxy-gen needed to stimulate and sup-port wound healing.

In properly selected patientswith hyperbaric oxygen treatmentthe success rate is high and thereare few absolute contraindications.HBOT in properly selected cases,has been effective in preventingamputations, speeding up healing ofchronic ulcers and fistulae, savingthreatened skin flaps and permittedsurgery that would not have beenpossible without it. This in turnresults in improved quality of life forpatients. The incidence of amputa-

tion in diabetics remains unaccept-ably high: 6 per 1,000 patients.Diabetics account for 50 - 70 per-cent of all amputations performedeach year.

10% of those surgeries resultedin the loss of a foot, 35% involvedthe loss of a lower leg, and 30%resulted in the loss of the kneejoint. Ipsilateral or higher amputa-tion occurs in 24% of cases.

Diabetic amputees also experi-ence other difficulties. Only 50% ofthe patients survive more than 3years after the amputation (USAsurvey data). Although many indi-viduals who lose limbs traumatical-ly can expect to be rehabilitated tofull activity, only 40 - 50% of elderlyamputees can expect to enjoysuch a successful outcome. Theduration of hospitalisation for treat-ment of diabetic foot infectionsaverages 22-36 days.

Amputation offers a poor solu-tion. Patients pay high personalcosts when limbs are lost. When anamputation occurs, patients gener-ally remain hospitalised for 40 daysand to maximise walking ability orpotential, patients may need anadditional 6-9 months of rehabilita-tion. Many elderly diabeticamputees remain bound towheelchairs for the rest of theirlives because they lack sufficientenergy, balance, and strength towalk.
