Local TD Clare Daly (SP) has called on the North County’s three government TDs to ‘intervene and force a review’ with regard to cutbacks to public opening hours and services at the station. The appeal comes, following the government’s outlining of the services redeployment which means that, from March, the station’s public office will be closed between 10pm and 6am. Speaking to the County Leader , Daly hit out at the downgrade, stating that: “The Minister is claiming that the decision to cut the opening hours in the station is not about cost savings, but rather about improving the deployment of garda resources. This is nonsense. She went on to allege,”Everyone knows that there are less gardai on the streets than ever before.” It is the latest broadside to be aimed at the North County’s three government TDs, following recent criticism from Senator Darragh O’Brien (FF) - who claimed that “the silence from Fine Gael and Labour on this issue is extraordinary.” Following up on this, the County Leader contacted our region’s three government representatives - Alan Farrell (FG), Minister James Reilly and Brendan Ryan (Lab). In responding to O’Brien’s criti- cism, Farrell, who is based in Malahide said: “I reiterate my surprise that Senator O’Brien has appeared to have forgotten his role and the role of his party in the failed management of our public services and therefore should direct criticism a bit closer to home. I have engaged fully with the Minister for Justice and Sergeant Cox from Malahide Garda Station and I can confirm on their behalf that this measure will not result in the reduc- tion of manpower or Garda services to Malahide.” In a letter obtained by the County Leader , Sergeant in Charge, Austin Cox high- lights that manpower alloca- tion will not be affected, while services will remain the same. However, the letter continues that “in addition, the non-emergency phone lines at Malahide will be diverted to Coolock Garda Station who will dispatch Malahide Garda Units to non- emergency calls.” Daly has rebuffed this response, describing it as the packaging of government spin. “The point is that this public office (in Malahide), that was available before all this, will now provide a lesser service to the community.” Deputy Brendan Ryan (Lab) stated that: “The Gardaí will continue to patrol Malahide and the surrounding areas between the hours of 10pm and 6am. In essence, the only difference will be that the garda deployed on desk duties from 10pm to 6am will be rede- ployed on active patrolling to augment the current policing of the Malahide sub-district,” he said. He continued, “It is the responsibility of all public representatives to ensure the message gets out that the Gardaí will continue to patrol Malahide. I have found some of the quotes attributed to some public representatives quite reckless, insofar as they infer that Malahide will be without any Garda service what- soever during these hours. This is not the case,” he concluded. Minister Reilly was unavailable for comment at the time of publication. Great News For Local Jobseekers Good news may be on the horizon for unemployed people in the North County, who felt they were destined to seek employment in far flung places like Australia and Canada. This news comes about as a result of an Employment and Advice Fair that is taking place in Blanchardstown Centre on Thursday, 1st March and Friday, 2nd March next. The fair is in association with the Blanchardstown Centre and Fingal Dublin Chamber. Participants will include Irish, EU and International employers, who will be able to provide job information and advice on careers, both at home and abroad. An example of the types of jobs on offer will include a company from Norway who are looking for car and truck mechanics, plumbers and pipe fitters. Companies like Symantec, IBM, Hewlett Packard, Penneys, the Carlton Hotel Group and other key companies will be represented at the fair. Nifast will provide training opportunities and Flexsource Solutions will also have jobs on offer. Typical job opportunities will be for teachers, engineers, technical support etc. Over 50 stands have already been taken and will include infor- mation stands offering employment opportunities, training and advice. A total of 17 countries from across Europe will have jobs on offer to suit the local work- force. Fingal Dublin Chamber CEO, Tony Lambert said: “The Chamber is delighted to support this major Employment and Advice Fair. It is imperative in the current economic climate to provide job seekers and employers the opportunity to come together for their mutual benefit. One of the main aims of the Chamber is to create an economic climate, where everyone bene- fits. We are delighted to be involved in this exciting project,” he concluded. Minister for Social Protection, Joan Burton said: “Our partners in this local, national and international Jobs Fair are the Fingal Dublin Chamber and the Blanchardstown Centre and I very much appreciate their support with this venture. Information about all of the services of the Department of Social Protection will be available to jobseekers and former FÁS staff, who are now part of my Department, will be there to help in any way they can. Local Enterprise Board Still Open For BusinessThe recent announcementin the Government’s“Action Plan for Jobs

2012” includes a plan todissolve the County andCity Enterprise Boards.

This announcement hascaused some concernamong many clients and

affiliated organisations ofthe local Fingal CountyEnterprise Board. CEO,Oisin Geoghegan said,”Since the news broke, wehave received a largenumber of enquiries frombusinesses and entrepre-neurs seeking clarificationas to how this decisionmay affect them.”“On behalf of the Board ofDirectors, I would like toshare with you what weknow and to assure you ofour continued commit-ment to the provision ofthe highest level ofservice. I also wish toconfirm that we are openfor business.”The Government hasannounced a re-focusingof enterprise supportstructures which calls forthe establishment ofLocal Enterprise Offices(One Stop Shops) in eachLocal Authority area. Theintention is that theCounty and CityEnterprise Boards willmigrate into this new

structure. As yet there isvery little detail onmatters such as reportingresponsibilities, levels ofautonomy, advisory struc-tures and staffing levels.There has been nomention of changes in therange of services thatCounty and CityEnterprise Boards

provide, by way of busi-ness supports and thebudget line available.He continued, “We feelstrongly that the rolecurrently undertaken byour Board of Directors andEvaluation Committee, allon a voluntary basis andproviding much guidanceand direction, must bebrought into any newsystem.”

“The real challenge willbe to avoid creatinglabyrinthine structureswhich quite frankly do notdeliver a quality service toclients and are not an effi-cient use of limitedresources. The newapproach needs to elimi-nate duplication, reducered tape and introducesynergies into thenational enterprisesupport structure,” he said.An upbeat Geogheganconcluded: “In thisregion, I have no doubtthat the outcome to thischange can besuccessful, and bysuccess I mean betterservice, greater co-ordi-nation and joined upthinking. It is our inten-tion to embrace thischange and facilitate amove forward to anexciting future whereentrepreneurs get theright support and condi-tions to create and growbusinesses that will inturn create the jobs of thefuture for our families andcitizens.”

Donabate TreesRemoved ForSafety ReasonsThe decision by the County Council toremove 60 poplar trees from thePortrane Road in Donabate has beenmet with concern by some local resi-dents. They fear that they will have nosay in what is planted in their place.The tall trees, which were located alongthe Portrane Road, outside theCommunity Centre, provided a prome-nade aspect to that part of the villageand residents that this newspaperspoke to said they were particularlyattractive. The sight ofcouncil workersremoving them caused astir among some resi-dents. Locals, MaraisRoux and HubertHiggins were disap-pointed to see themtaken away, butaccepted that they hadto go, due to health andsafety reasons. Bothmen were concernedthat there would not bea public consultationprocess, where localscould have an input intoreplacements for thefelled trees.However, a spokesperson for theCounty Council explained why the treeshad to go. “The trees in question wereassessed by Fergus O’Carroll, ParksSuperintendent, a highly qualified andexperienced arboriculturist last year,following a serious incident where oneof the trees fell on a car, the occupantsof which were a mother and her twoyoung children. The trees were found tobe in a condition that presented a

serious risk to users of the road and thecommunity centre, credit unionbuilding and adjoining housing devel-opment.The statement continued: “The treesare vulnerable to winds from the northor east. Also the removal of highproportion of the roots has left thetrees unable to access adequate waterand resulted in the trees being moreprone to die back and limb loss.”The statement also confirmed thatDonabate residents will be kept fully upto date with any future tree planting inthe area, “Senior staff from theCouncil’s Parks Department havealready begun discussions with thelocal Tidy Towns group and members of

the Community Council about thereplanting of appropriate species in linewith the Council’s Tree Strategy.” TidyTowns Chairperson, Blaithin O’Donnelltold the County Leader that they are“happy with the council’s commitmentand have a good working relationshipwith the Parks Department and lookforward to working with them on thereplacement trees. Safety is our toppriority,” she explained.

More Success For Balbriggan Tidy TownsBalbriggan Tidy Townsteam have had a thirdsuccessive Saturday ofplanting. Last week theteam were out again, thistime planting 300Pyracantha bushes upagainst a wall prone tograffiti. It is hoped thisfamously thorny specieswill put a stop to thisterrible scourge of sense-less vandalism. A team of approximately12 Tidy towns membersand local residentsworked systematically toplant a hedge that willproduce wonderfulfoliage and glowing redflowers later in thegrowing season. Again

thanks are due toBalbriggan Town counciland in particular TownClerk Brian Murray for thesupport given to thissignificant plantingproject.

On the previous Saturdaymorning Balbriggan TidyTowns were out with theresidents of Tara Court toplant 420 white-thornslips. Approximately 20enthusiastic volunteersplanted the white-thornslips, which were fundedby Balbriggan TownCouncil. While not verynoticeable at themoment, in years to come

Swords Lady Is World ChampionSwords lady, Catherine Walsh hasbecome the first Irish person towin the UCI Paracycling TrackWorld Championships in thewomen’s tandem competition over 3 kilometres. She won thePursuit event in Los Angeles onFebruary 9th last.Catherine, who is partially sighted,won the coveted title with herpilot, Francine (Fran) Meehan fromTullamore. In an exclusive inter-view with the County Leader ,Catherine was overwhelmed by hervictory. “I’m really thrilled aboutthe win and it’s only sinking innow,” she said. Catherine wonsilver two years ago and bronzelast year. “I knew we were good,having had podium finishes in thepast two years. “This event wasthe final qualifying event for the LondonParalympics. “For good measure, she also wonbronze in the tandem sprint race.In the tandem event, a visually impaired athletepartners a fully sighted rider, (the pilot). Tandemracing is fast and furious, given the double poweroutput, and is an exciting spectator sport. ThePursuit is a 3km race against the clock, with thequalifying test being all important, as only the top 4riders get to race for medals - the top two race forthe gold medal. Catherine and Fran achieved a timeof 3.37. She spoke of how she became involved in

cycling. “I had a long history ofrunning, and after the birth of mysecond child, I took up cycling, witha view to competing in triathlons.Then in 2007, I started cycling ontandem and got really hooked on it.I’m with Fran now for the past twoyears and we have a great under-standing.” Catherine works as aphysiotherapist in Lusk CommunityUnit, and said that she trains up toseven days a week. “We train in thegym and on the road and thecommitment is huge.” She knowsthat this level of commitment isrequired if she is to take the goldmedal back to Swords. “GreatBritain and New Zealand are excep-tionally strong at this event, andhave a long history of success,particularly as they can train in

velodromes. We have to travel to Majorca to avail ofsimilar training facilities. We spent 10 days thereprior to the World Championship and it seems tohave paid off,” she said. Catherine, who has livedall of her life in Swords is married to Wally and hastwo children, Alison (8) and Conor (5), both ofwhom attend St Colmcille’s National School. Theywere very excited for me,” she said proudly. “Beforethe world championship, I would not have been tooconfident of Olympic success, but now as worldchampion, anything can happen. It’s all on the day,”said a confident Catherine.

Valentine’s Day At Home And Abroad Last Tuesday, I noticedthat love was definitelyin the air in Dublin.Valentine’s Day aroundthe North County seemsto be a very special dayas it’s meant to be spentwith your loved ones anduses gifts and cards toshow how much youcare.As I come from Finland,where Valentine’s Day istranslated as ‘Friend’sDay’, this seems a littlestrange. It’s all veryromantic but also socommercial as every-thing around here istrying to make you buyand pay to make yourpartner feel special andloved. It’s slightly similarin Finland, we definitelyhave cute decorationsaround our snow-filledstreets, but instead offinding your Valentine,it’s mainly aboutspending the day withyour best friends orremembering them withtraditional post cards orcute messages. Not toomuch fuss, just athoughtful token. I have also spentValentine’s Day on theother side of the world,in Sydney, Australia andit’s celebrated in a verysimilar way. Everyone’sin a rush getting a gift tosurprise their partners.Pretty much the onlydifference in Valentine’sDay celebrationsbetween here andAustralia is the weather.Here in Dublin (whereI’ve noticed it rains a lot!)couples want to cosy uptogether on the couch,whereas in sunnySydney they might dothe same by the beach.

How the ECCEscheme is provided

The pattern of hours offree pre-school educa-tion depends on thetype of service thatyour child attends andthe weekly patternthat the service oper-

ates. If your childattends a full-time orpart-time daycareservice, the normalpattern for the freepre-school year is 2hours and 15 minutesper day over 50 weeks.If your child attendsfor longer than thiseach day, you will becharged for the extratime.

Children with special needs

If your child has beenassessed as having a

disability and wouldbenefit from attendingpre-school for 2/3days a week, ratherthan 5 days eachweek, they can beallowed to spread theirfree pre-school yearover a 2-year period.For example, a childwith special needsmay attend a pre-school service for 2days per week in thefirst year and 3 daysper week in the subse-quent year.

How to apply

To get a place for yourchild, apply to a partici-pating playschool ordaycare centre. You canget a list of participatingservices from your localCity or County ChildcareCommittee (CCC) You willneed to provide yourchild’s PPS number and acopy of their birth certifi-cate. Trustees MustBe Fully TrainedMany workers are not clear about how theirpensions are working for them, and howthey can access information regarding theirperformance. Likewise, some employerswho generally act as Trustees for thecompany pension scheme may not be awareof the new regulations imposed on them bythe Pensions Board. The Pensions Act makesit obligatory now for employers to informemployees about what’s happening inPension schemes and to provide profes-sional training every two years for thepersons acting as Trustees of the pensionscheme. Swords based Insurance Broker,Michael Kennedy, has warned local localemployers, “The Pensions Board can callinto any company and demand to seepension records and confirm, for example,that money that has been deducted from

members wages has been paid over to aninsurance company. If there are any irregu-larities, an on the spot fine can be imposedby the Pensions Board. A number of highprofile court cases have been taken by thePensions Board already.” Every companypension policy must have trustees, who areresponsible for the management of thescheme and to oversee that things are doneproperly. It is now the law that all employersmust provide training for peoplein organisations who aretrustees. In many companies,this will be the directors whohave a legal responsibility to gettrained up every two years. Inthe past, enforcement of therules was at times lax andaccountability was question-able. However, this has allchanged under the newPensions Act, where trustees are now undervery stringent regulations. Kennedy believesthat a special legal expenses insurance

policy should be taken out for people actingas trustees. “Because trustees are carryingout legal functions, they have legal responsi-bilities and should take advise about avail-able insurance coverage against legalexpenses, that could be incurred, if they aresued by employees etc. This can happenbecause of non-compliance with the rulesand regulations.” Pension trustees shouldprovide a yearly update on the investment

strategies and keepemployees fully informed.This obligation is now put inlegislation. The new regula-tions came into force on 1stFebruary this year The trainingis provided by specialist firmsor can be done on-line, bycompleting the E LearningCourse from the PensionsBoard. The importance of this

is that all trustees will now understand theirlegal obligations and this will benefitemployee and employer alike.

Malahide Bridge Club Celebrates 25 Years Malahide Bridge Clubcelebrated 25 years inexistence in their purposebuilt bridge clubhouse inBroomfield Malahide onFriday, 10th February last. The occasion was cele-brated with a champagnereception and, of course,some bridge. All 14 pastPresidents were there, aswell as current President,Catherine Byrne. MaryKelly-Rogers, thePresident of the IrishBridge Union, opened thecelebrations and presidedover the prize giving.Successes over the yearsinclude the hosting of theAll-Ireland pairs champi-onships, the Moylan Cup.This tournament hosts

teams from all over theNorth County and theisland of Ireland.Malahide also proudlyboasts the biggest bridge

club in Ireland with over500 members. These members will begreatly appreciated whenIreland hosts theEuropean Bridge champi-

onships in Citywest inJune this year. Their current success isthanks to a lot of hardwork by their membersover the years. In partic-ular, past President WillieKehoe played a huge rolein securing a permanenthome for the club. Notonly did his work servethe club, it has alsoserved Malahide.

Addicted To Life

There are times in our lives when a particularincident or event can have such an effect onus, that it changes our lives forever. If we arelucky, the lessons we learn will stay with usand we can learn from them. DarrenCummins, from Swords, is a young man withan extraordinary story to tell. A bizarre inci-dent involving his mother, had such aprofound affect on him that he decided toutterly change his life. His story will resonatewith parents who have children locked intothe despair of drug addiction, as well as drugusers, who will identify with his story. Twenty six year old Darren, from Forest Courtspent most of his teenage years in a haze ofhash and cocaine addiction, oblivious to mostof what was going on around him. Two yearsago, at Christmas time, in the depth of themost severe winter in decades, his life wasabout to change. Darren and his friends werein the middle of a drug fuelled party in hishouse, when his mother, Lorraine, slippedand fell on the ice outside her house and wasbadly injured. Her cries for help wereanswered by one of Darren’s friends.Darren takes up the storyhere. "I heard one of mymates calling me that mymother was injured andneeded help. I rushed out totry and pick her up, but I wasso spaced out that I had norecollection of the event."The full truth of whathappened dawned on him inthe morning. "I woke up andmy clothes were covered inblood. I thought I had beenattacked or been in a fight,"he said. When I realised that it was mymother''s blood on my clothes, I was horri-fied. She could have been dying and I was inno state to help her. I immediately went intoher room to speak to her."This had such a profound effect on him andhe immediately set out to change his lifeforever. “I told my mother that I’m 25 yearsold now and need to turn my life around, or itwill go belly up on me. My ma introduced meto some lads who were fundraising forLifeline, a drug rehabilitation centre inDrogheda. They said they would try for a bedfor me. I was there within a week and stayedthere for a total of five and a half weeks. Ipartook in all the chores and hard work,determined to get myself on the right road.This was when my life turned around,” saidDarren.He became acutely aware of his situation. Heis one of the lucky ones, who can identify the

warning signs and act on them. “The momentI left Lifeline, I joined a gym in Airside inSwords. The feeling of horror that I feltinitially at not being able to help my mothernever waned and stayed with me. It becamemy focus. A light was switched on in me and itstayed on."He had never previously been involved insport to any degree, and decided to take upthe rapidly growing sport of kick boxing. Hedecided to focus on getting his health back,so much so that he dedicated much of hisspare time to his new pastime. “I was doingMuay Thai kick boxing in Swords, and am nowperforming Primal Kick boxing in a gym inKilbarrack. “I hope to go on and get into K1,which is the professional end of Muay Thai,which merges the two disciplines together.”Darren won the ISKA Kick Boxing Belt in the64 Kg weight category. "I was Irish championat after only two fights. It was a vacant titleand Chris Boyle and Damien Crowther, mycoaches put me forward when they saw theamount of effort I was putting in and I waslucky enough to win.”

His mother, Lorraine isimmensely proud of her sonand how he has been so loyalto his word. "The day we hadthe conversation, I said hewill have to do it himself, andI'm so proud of him. Bothsets of grandparents, auntsand uncles, brother andsister are all behind him andare thrilled with hisprogress," she said. He nowwants to work with kids whohave gone down the road of

drug addiction, but he needs Garda clearanceto do this. "The relevant files have been sentaway to enable this to happen," saidLorraine. Darren is very active with theCommunity Games, and helps out at theNational finals in Athlone and the Dublinfinals in Santry every year. This prestigious belt now entitles Darren togo forward for the European title. "Hopefully,I can bring back the European title toSwords." Darren is due to fight in a charityevent in Swords on 16th March, and shouldhe win, his winnings will go to Lifeline inDrogheda. His actions since that fateful nightin the snow, two years ago, is set to provideinspiration to other drug abusers and also to parents,who can only hope and pray that their lovedones can summon up the courage and forti-tude to surmount the high hurdle of drugabuse in a fashion similar to Darren.
