A recent survey conducted by Dublin City Council’s finance department, has now focused the spotlight back onto delays in implementing a Government pledge, which originally promised that 80 per cent of property tax revenues collected from the North County, would be put back into the local authority where the properties were based, and used to improve and aid services and facilities throughout the local towns. This survey showed that the North County was allocated a mere 1.66 per person in returns, via the local government fund for 2014 (which is mainly comprised of property tax receipts and is distributed to authorities from a central pool), the lowest in comparison to any other area in the survey. This lowly figure was a stark contrast to the likes of the figures per head in Monaghan and Leitrim, which were 169.43, and 260.47 respec- tively. So, for example, as a result of a North County family of four who paid 495 for 2014 (for a house valued say between 250k to 300k), their local council would have only got back a mere 6.64 for that family, when they should have got back 80 per cent of this and received 396. Environment Minister Phil Hogan has defended the delay into implementing this policy, and said that this was being done to ensure that no local authority was “worse off” as a result of the financial changes arising from the transition of water services from the councils to Irish Water. But this half hearted excuse doesn’t float the boat of one local Fianna Fail coun- cillor in particular, and certainly won’t be of any comfort to those who have paid hundreds for their properties, under what now seems to have been false pretences. Hogan has already put back the start date for 80 per cent of the tax take to remain local by a year, until 2015, however, despite this local councillor Darragh Butler (FF), remains extremely sceptical. “The North County has definitely been given the short straw. Why should we believe that things will change next year, if there has already been a back track on this promise?,” he told the County Leader. “Local homeowners will now feel cheated,” he continued, angrily. “When the Government intro- duced the Property Tax last year, they promised that 80 per cent of the overall tax amounts raised in the North County would remain here, and that was a comfort to those having to dish out large amounts for their properties. This promise has quickly been broken with the farcical set-up of Irish Water used as an excuse, which is just not good enough.” Butler went on to say that insult has been added to injury as “the North County already has one of the highest payment rates in the country, and we now find out that we were allocated less than 2 per person, which is another blow.” “Instead of the funds being divided up for each area, the money was simply thrown into one big pot, resulting in the North County losing out,” he added. According to Butler, the North County was allocated such a small amount per head as a result of the population figures. “The Government most likely divided out the returns according to population, and as the North County is so largely populated, this resulted in the tiny return that each house- hold was given.” “Not only are North County residents paying more due to higher house prices here than around the country, we are still subsidising the rest of the country from what was supposed to be a local tax,” he concluded. Homeowners who will be shocked to see how little the local authority will receive, will no doubt be left wondering if they can place any faith in Hogan’s half-hearted promise that the LPT returns will be back on next year, because all we have to go on By Jennifer McShane Cllr. Butler Young Matthew Walsh recently had a 10th birthday to remember, when he was invited to celebrate his special day at Swords Fire Station. Matthew, who lives in Balbriggan with his parents, Avril and Gary, has a very rare genetic disorder causing severe developmental delay and epilepsy. He attends Baldoyle Special National School. His mother explained Matthew’s love of fire engines and how the invi- tation to Swords Fire Station was very special for him. She said, “Although he goes through a lot, he is a very happy little boy. He seems to have a keen interest in fire trucks, and when Santa arrived at Millfield shopping centre on a fire truck last year, Matthew had no interest in him, he just wanted to look around the truck and have his photo taken with the “fireman” driver,” said Avril. She continued, “My friend, Al McGee kindly put in a request for a visit to the station for a birthday treat for Matthew, and what a lovely warm welcome we received from the Station Officer and D watch. Although he couldn’t communicate it verbally, I knew by Matthew’s face and sounds, that he was delighted to have a ride on the truck, to spray the water from the hose and he loved the special attention he got with the cake and wonderful presents,” said Avril. Firefighter, Ian Lawless spoke about how honoured everyone was to have Matthew at the station on his special day. “It was a great plea- sure and honour to be part of Matthew’s birthday celebration and to show him around the fire station, as I know from speaking to his parents he really enjoyed his day. He was bowled over by the occa- sion and we had a cake for him, as well as a toy fire engine, which meant a lot to him. The lights and siren on the toy fire truck went down a treat,” said Ian. “I’d just like to say a huge thank you from Matthew for taking the time to make his day so special. I’m so grateful as it was very special for me also. Being 10 is a huge mile- stone for Matthew and I have lovely photos and memories of it,” said a delighted Avril. improve and aid services and facilities throughoutthe local towns. This survey showed that the North County wasallocated a mere €1.66 per person in returns, viathe local government fund for 2014 (which ismainly comprised of property tax receipts and isdistributed to authorities from a central pool), thelowest in comparison to any other area in thesurvey. This lowly figure was a stark contrast to thelikes of the figures per head in Monaghan andLeitrim, which were €169.43, and €260.47 respec-tively. So, for example, as a result of a North County

Matthew, who lives inBalbriggan with hisparents, Avril and Gary,has a very rare geneticdisorder causing severedevelopmental delay andepilepsy. He attendsBaldoyle Special NationalSchool.His mother explainedMatthew’s love of fireengines and how the invi-tation to Swords FireStation was very specialfor him. She said,“Although he goesthrough a lot, he is a veryhappy little boy. Heseems to have a keeninterest in fire trucks, andwhen Santa arrived atMillfield shopping centreon a fire truck last year,Matthew had no interest

in him, he just wanted tolook around the truckand have his photo takenwith the “fireman”driver,” said Avril.She continued, “Myfriend, Al McGee kindlyput in a request for a visitto the station for abirthday treat forMatthew, and what alovely warm welcome wereceived from the StationOfficer and D watch.Although he couldn’tcommunicate it verbally,I knew by Matthew’s faceand sounds, that he wasdelighted to have a rideon the truck, to spray thewater from the hose andhe loved the specialattention he got with thecake and wonderfulpresents,” said Avril.Firefighter, Ian Lawlessspoke about howhonoured everyone wasto have Matthew at the

Ryanair To Operate New RoutesAt Dublin AirportDublin Airport Authority(DAA) welcomes therecent announcement byRyanair that it will operateseven new routes andincrease frequencies on21 existing services atDublin Airport this winter.Ryanair will operate newwinter services to

Bucharest, Cologne,Lisbon, Marrakesh, Nice,and Prague. It has alsoindicated that it will addcapacity to a range ofexisting services to Britainand continental Europefor the winter season.“We are delighted thatRyanair is expanding its

winter schedule at DublinAirport,” said DublinAirport ManagingDirector, Vincent Harrison.“These seven new winterroutes and the increasedfrequencies on 21 existingRyanair services, providethe travelling public withgreater choice in terms ofroutes served and alsothe number of flightoptions that are availableto them.”Ryanair’s expansion forthe winter season willcontribute to additionalpassenger growth atDublin Airport this year,according to Harrison.“Dublin Airport hasalready had a very strongstart to the year, withpassenger numbers upnine per cent for the firsttwo months – which is

equivalent to about200,000 extra passen-gers. These additionalRyanair services will helpunderpin that growth andhopefully carry it into2015.”

Dublin Airport will alsowelcome 16 new servicesfor this summer, with newlong-haul and short-haulroutes due to beginshortly. “We’ll have newshort-haul routes from

Ryanair, Air Lingus andLuxair and significantincreases in capacity onexisting routes fromcustomers such as CityJet,Lufthansa, and TurkishAirlines,” he added.Passenger numbers atDublin Airport increasedby almost six per cent to20.2 million last year,which was significantlyahead of the Europeanaverage.

Local VolunteersNeeded ForRNLI’s MaydayThe RNLI is issuing its own call forhelp, appealing for volunteers fromaround the North County to help with‘Mayday’ – the charity’s forthcomingnational fundraising event in Ireland– which will be takingplace from 1st to the5th May this year.The charity is callingon people to showtheir support, by volun-teering to help withstreet collections and arange of other fundraising events,which will be taking place across thelocality during the five days.The charity is asking if people cangive just a couple of hours of theirtime – maybe to get involved with astreet collection or to help run anevent. Events will have a ‘welly’

theme, in a nod to the iconic yellowwellies – an essential piece of kit –worn by the charity’s volunteerlifeboat crew members. Welly walksand ‘Wear your wellies to work’ arejust two examples. Pauline McGann,RNLI Community FundraisingManager told the County Leader:“We’re now hoping people willrespond to our call for help, by volun-teering a bit of their time to help run

some of the greatevents we haveplanned for the fivedays spanning theMayday Bank Holidayweekend. We’reencouraging anyonewho can spare some

time to help us to get in touch.”All money raised through Maydayfundraising events throughout theNorth County will support the RNLI’swork in Ireland – it will be used tofund crew training, buy new crew kit,or contribute towards the runningcosts of a lifeboat station.

Floraville GardenUnderway In SkerriesWork has commenced on the much anticipatedFloraville Garden, which is situated on Strand Street inSkerries. The new garden is expected to prove a valu-able asset to the people of the lovely seaside town.Local councillor, Ciaran Byrne (Lab) spoke to theCounty Leader about how the garden came to fruition.“About two years ago, I was contacted by Martin Scullyand Ollie Grimes from the local Chamber of Commerce,about this piece of land beside the library, which waslocally known as the Floraville. It had become derelict. Idiscovered that it was in Council ownership and putdown a motion at the Council, seeking their support fora project to renovate this land and to bring it into publicuse, as a garden for the people of the town.” TheCouncil granted a six year lease to the Chamber on the

land, which was the first step on the road, because inorder to apply for funding, they needed a lease of atleast six years. He then explained, “Subsequently, theFingal Leader Partnership received an application fromthe Chamber seeking funding for the project. TheChamber deserves great credit for this,” said Byrne.The garden will feature aspects of community life inSkerries, including the harbour wall, as well as coloursof sporting clubs in the town. The garden is expected tobe completed by June this year. President of SkerriesChamber, Martin Scully told the County Leader, “Wecan’t thank Ciaran Byrne enough for his efforts, andalso the selfless voluntary work of so many locals, whorowed in with us in the beginning, when we had nofunding. Donations began arriving at my shop, and wehad professional people volunteering their services.The board of Skerries Credit Union were so supportiveof us, they were like a wind at our backs and it trulyreflects the generosity of Skerries people,” he said.

Rush StudentsReach FormulaOne FinalsSt Joseph’s Secondary School inRush are taking part in the F1(Formula One) In Schools competi-tion. The team,‘Velocity Racing’ aftermuch dedication and hard work,have made it to the National Finals ofthe competition, which take place onMay 2nd in Dublin Castle. EmmetSinclair, the Marketing,Communications and ResourcesManager of Velocity Racing, told theCounty Leader about hard work thatthe students had put in to theproject:“The competition has inspiredstudents to use it to learn aboutphysics, aerodynamics, manufac-turing, branding, marketing, leader-ship and many more talents that willhelp them in later life. The aim of the

competition is to design a car that isas aerodynamic as possible and thento race them against otherschools,” he explained. “Alongsidethe car, the team must acquiresponsorship from companies whichhelps us develop our presentationskills. Using that money we thenhave to buy all the items needed tobring our stand up to the level of theother teams.”The school itself is new to thecompetition, only joining last year.This year our team, called VelocityRacing, consisted of Alex Russell,Emmet Sinclair, Niall Leahy andKrystian Zawadzki. .“Our team worked very welltogether and progressed to theNational Finals,” Emmet continued.This is a huge achievement for usbecause we are the first team fromour school to have made it this far.”We hope that we will progress evenfurther to the International Finals,which are in Abu Dhabi this year.”

Family Fun Day In LuskThere will be a Family Fun Day in the GAA Club in Lusk on 27th April in aid of theRainbow Arch Club. The day will have 5-a-side football tournaments and outdooractivities such as Climbing Wall, Archery and Zorb balls, Face Painting, BalloonModelling and more. It seems thatwhen soft encouragementwas given to those inUkraine, who favouredcloser ties with the EU, noend game was considered.The Ukraine governmentfell and was replaced withoutelections. Russia reacted andso Ukraine is divided. It was clearfrom the start of the street proteststhat there was a clear divide withinUkraine, as to the direction that thecountry should take. It seems thewestern part wants close ties withEurope, while the east and Crimeasee their future with Russia.The protesters won their street battlebut at the cost of splitting their

country. The old saying “if you don’tknow where you are going you willend up somewhere else” seems toexplain the current situation. Itseems that an expectation was that,just as the Berlin Wall came down in1989, Russia would not react. Butthese are different times and Putinhas a very different view of the rolethat Russia is entitled to play inworld affairs. For most of us here in Ireland, we areside line players but for some it’s

much more real. This came verystarkly across to me when

purchasing my Sundaypapers. As I paid, the assis-tant spoke to me of herfears for her native Poland

and what was going tohappen in the region. Since

then I’ve been engaged in anumber of such conversations withmembers of the emigrant communitywho originally hail from states whichonce formed part of the SovietUnion. A resolution to the crisis must befound quickly. It must be one whichrecognises the views of the citizens,while providing protection to theintegrity of Russia’s neighbours.

Proprietor of Cab 2000, AnthonyKelly spoke to the County Leader and explainedthe advantages associated with the new App.“Traditionally, people contacted taxis by phone,but with new technology, we have our own app,where the customer can download the app on totheir phone and it will show our customers wheretheir pick-up point is and they can see exactlywhere the driver is before they book the car. Thecustomer can also track the car to see how long itwill be before the taxi arrives to pick them up,”he said. “Another feature of the app is that youwill be sent a photo of your driver, as well asinformation about the car. Updates are availableby text, to ensure an excellent service is providedfor customers, who can also make pre-bookingswith the app,” he said.There is also a credit card facility on the app,where customers can avail of this service, if theyso wish. Kelly continued, “Being a localcompany, employing local drivers and staff forthe past 20 years, we hope that people willcontinue to support us, with this new tech-

nology. Where this new technology comes intoit’s own is that is completely customer friendly.However, we are still happy to receive calls frompeople, who may feel more reassured by tradi-tional means of booking a cab. had to come up with a projectidea, form groups and presentan idea at ‘Meet the Dragons’.Once the big idea is chosenthey then develop it, market itand sell it. Project ideas acrossthe North County have beendiverse. The pupils atGarristown National Schoolspotted a gap in the market andstarted selling tea and coffee toparents waiting to pick up chil-dren at the school gates. Theirteacher, Neal Billings, foundJEP encouraged the develop-ment of his pupil’s mathemat-ical skills. “The childrendesigned surveys, collected

and recorded data and repre-sented it using graphs. Theyalso now understand theconcept of money and how aprofit and loss sheet works,“he said. In Balscadden National School,teacher Isobel Donnelly alsofound the programmepresented an exciting and newway of advancing the corecurriculum subjects, and shetold the County Leader: “We’vebeen brushing up on ourmental arithmetic and calcu-lator skills for our project andwe’ve been integrating it withgaeilge with a real shop set upin the class,” she explained.The pupils are conversing asshopkeeper and customer asgaeilge. The programme is verycomplementary to thecurriculum.”

Paul will take partin the infamous Marathon desSables (MDS) in Morocco in April.He participated in his first DublinMarathon in 2006, and this is whatstarted his fascinationwith running.Paul told the CountyLeader, “On 4th April, Iwill travel to Moroccofor the marathon. TheMDS is a 250 km footrace over 6 days,through the SaharaDesert. Along withextremely harsh terrainand temperatures thatcan reach 50 degreescentigrade, it has theadded difficulty ofbeing a self sufficientrace. This means thatall competitors mustcarry everything theyneed on their backsapart from shelter,which will be at least 10 kgs inweight. - not for the faint hearted!!He is undertaking this event for avery special charity. “I will berunning for the Laura LynnFoundation, which is the only chil-dren’s hospice in this country. We

all know times are tough right now,but it is nothing compared to thetimes facing those under the careof Laura Lynn. I will look after allcosts incurred by myself on thisventure. I was eager to know wheremoney collected for this charitywent, and Lura Lynn presented mewith a shopping list, which they calltheir wish list. Local Schools To Receive ImprovementsMinister James Reillyhas welcomed theannouncement that fiveschools in the NorthCounty are to receivefunding under the 2014Summer WorksScheme. “I am delighted that fiveschools in the NorthCounty are to receivefunding for buildingmaintenance andimprovement worksunder the 2014 SummerWorks Scheme. Theschools listed for grantsare: Corduff NationalSchool, St Margaret’sNational School, HolyFamily Senior NationalSchool, St Joseph’sSecondary School inRush and St Finian’s inSwords,” he said. Skerries Chess ClubNeeds You The Skerries Chess Club meets every Tuesday night,including school holidays, in Joe May’s bar. Normallyjuniors attend from 7pm to about 8.30pm and adultsany time from 7 pm. Coaching is provided for juniorsby several of the senior players. The much anticipated walkway/cycleway across theMalahide estuary, which will start at Malahide Castleand culminate at Newbridge House in Donabate, iswidely regarded as a very welcome development fortourism in the area. However, the proposed develop-ment is a source of concern for a number of localfarmers in the Donabate area.

Swords local election candidate, Michael Collins (NP),who is a native of Donabate, was contacted byconcerned local farmers, who are angry that the newwalkway will cross their land and are fearful for thesafety of their animals. Collins contacted the CountyLeader and explained the dilemma that faces thefarmers. The new walkway is planned to go through theland of three local farmers, Jack Sheehan, Francis Handand Ivan Keeling, who are set to face compulsorypurchase demands on parts of their farm holdings. Collins proposes that the walkway, upon reaching theDonabate side of the causeway should then proceedalong the northern side of the Malahide Estuary to theend of the Kilcrea Road. It should then proceed directlyalong this estuary into Swords, linking up with theexisting walkway to Malahide, thereby making acomplete loop.The advantage of opening the entire estuary as apedestrian and cycleway track, will prove a majorattraction for residents of both Swords and Malahide.“While Francis and Ivan are both affected by the plans,the impact on Jack’s land will effectively mean his farm

will be divided in two. Thewalkway will go very closeto his house and willgreatly affect his privacy.Also, if he has cattle onone side and wants tolocate them on the otherside, what is he to do?.There’s also the issue ofsecurity and the danger ofcattle eating litter that hasbeen discarded, and thelikes,” he said.The three men have alllodged objections with the Local Authority. JackSheehan spoke about how the proposed developmentwill affect him. “My privacy will be taken away. This is avery quiet area and another concern we all have is thatwe have hay in summer, and the possibility of someonesetting fire to it is a real worry for us,” he said. Another problem for the local authority, according tothe farmers, is that some of the area is to be built on aflood plane, which will necessitate much of it to be builton stilts. Once the routecrosses Jack Sheehan’sland, the water will be amajor problem. “TheCouncil will have to usepile drivers, and dig deepat that,” they maintain.Another potential

problem surrounds the sluice gate, which keeps therising tide at bay. In severe weather, this sluice gatecan be dislodged, meaning that up to 100 acres can beflooded. Collins and the farmers believe that thecycleway/walkway is a good idea, but needs to belocated in a more appropriate location, where thepublic can enjoy their walk and cycle, but not at theexpense of families who have farmed for generations,in a peaceful, secure rural area.

Balscadden officially launched theirvery own Text Alert scheme recentlyin the Old School in Balscadden.Attending the launch was theChairman of the Committee respon-sible for its introduction to the area,Aidan Staunton, Superintendent, NoelCarolan, District Officer, Balbrigganand Sergeant Kathy O’Neil l f romBalbriggan station and who is alsoText Alert co-ordinator for the area. Speaking at the launch, AidanStaunton said that the campaign to

get Text Alert up and running in thearea had been a huge success, andthat the community had receivedgreat support and guidance from thelocal Gardai under the command ofSuperintendent Carolan, Muintir NaTire, and the County Council whoassisted with the erec-t ion of the text alertsigns in the area. “Therewas a big turnout for thelaunch, which demon-strated the commitmentthe community has tofight crime any way theycan. In excess of 150households have signedup for the scheme in the area,” hetold the County Leader.“The people are the ears and the eyesof the Gardai and without their

support; we would have a limitedeffect,” said Superintendent Carolan.“This scheme will alert criminals whoenter this area, that they are beenwatched and that their movementswill be reported to the Gardai.”Dedicated signs have been erected all

around the area with adedicated phone numberfor the Gardai on the sign.Any person seeinganything out of the ordi-nary in their area canphone this number andthe Gardai wi l l reactimmediately, additionallyif they feel the information

given should be given out to thecommunity, it will be texted to allthose in the area who have signed upfor the scheme.

Green Action Day In BalbrigganSt. Molaga’s NationalSchool in Balbrigganrecently held an actionday in their school hallto raise awareness of

transport. The actionday was part of theschool’s efforts toachieve their 4thGreen School Flag,

which is based ontransport. The schoolrecently had theirassessment by AnTaisce. The green schoolcommittee includedparents, teachers andstudents, and they allworked very hard onachieving this flag. Theschool also took partin the first NationalSOW day (Scoot onWednesday) day aswell. All the classes inthe school took part inthe action day andthere was a wonderfuldisplay in the hall. Allthe parents wereinvited and the parentsassociation kindlyprovided tea andbiscuits.The projects werediverse and coveredtransport topicsincluding transport ofthe future, taking abike apart, clay shoes,travel in Asia,measuring your carbonfootprint, trade issues,road safety and manymore.

doubling dividendpayments to members.Manager of SwordsCredit Union, FionaCunningham spoke tothe County Leaderabout the impact thatcombining both creditunions will have onmembers. “Over twoyears ago, theGovernment set up theCredit UnionCommission to look atrestructuring creditunions in Ireland. Withincreased regulation,as well as services thatmembers are lookingfor, you need to beable to provide forthese. Swords CreditUnion are ISO 27001certified, making themone of the only creditunions in the country

to have it,” she said.Ms Cunningham wasquick to point out thatSwords Credit Union isnot in any financialdifficulties and that themerger is a voluntarymove between the twocredit unions. Shesaid, “The CentralBank has not asked forthis merger. It is atotally voluntary moveby both of us. Over thepast few months, therehas been an increasein regulationsurrounding creditunions, and how busi-ness is conducted. Thelandscape of howcredit unions operateis changing, and weselected a partner whowas equal in stature,with similarly skilledstaff and resources.We need to ensure the

future of the creditunion, and this move isa very positive one forour members,” shesaid.She also pointed outthat the decision willbe made by themembers of both creditunions, which is thefirst time thatmembers have had asay in such mergers, ofwhich there has been17 nationwide.With such mergers,many people believethat jobs are at risk,

but Ms,Cunninghamconfirmed that nothingwill change. “Staff willremain the same andthere will be no disrup-tion to services, exceptthat they will beenhanced. It will bevery much business asusual for memberswho will be served inthe same building bythe same people asbefore. Everything theyvalue will be retained;it will just be a finan-cially stronger entity,”she confirmed.

Independent Candidate in theupcoming elect ions, Just inSinnott, has proposed the estab-lishment of a new Council lorsCommunity Fund. He told theCounty Leader about hisproposed scheme. “May’s local elections willsee the number ofCouncillors elected in theNorth County increasefrom 24 to 40. Theincrease is due to thepopulat ion increasingrapidly over the course ofthe last decade, however it isunderstandable that people inSwords are asking why they aregetting more politicians while atthe same t ime cut backs arebeing made to vital services. Toaddress this imbalance I amproposing the establishment of anew community fund called: TheCounty Councillors Community

Fund,” he explained. “ I amproposing that each of the 40Councillors elected to the CountyCouncil in May donate €1,000 oftheir annual allowance so that thefund can be establ ished. The€40,000 raised could then beallocated to community groups,residents committees and clubsfol lowing a short competit iveprocess. Those bidding forfunding could make the case for asmall project or once off initia-tive.”

Sinnott continued: “Toensure the money isevenly distributed acrosseach communitythroughout the NorthCounty, I would proposea cap of €500 per project.Having this cap wouldmean 80 projects and

events could be funded annu-ally.”“The Counci l has to be aboutsupporting the community andsupporting those who volunteerto make the North County a betterplace to l ive. We need a newapproach and this fund can be anelement in bringing the Councilback to the community,” heconcluded.

The second of two new play-grounds in Swords is now officiallyopen to the public. After months offundraising and hard work, thesecond of two new playgrounds,the Thornleigh Playground inApplewood is now open for use.Member of the local Swords NeedsPlaygrounds group, Marica Killisaid, “We hope that the localcommunity will take ownership fortheir new playground and help tolook after it for many years to comeas it was so desperately needed,”she said. “The playground is justwaiting on benches and litter binsto be fitted and these should be inplace in the next few weeks, but if

there are any litter issues, we’reasking people to please contact theCounty Council Parks Division.”“We hope that everyone using theplayground will show respect toother users and the equipment, butshould anyone experience any antisocial behaviour, then please callSwords Gardai with details anddescriptions,” she said.Local councillor, Darragh Butler(FF) is delighted with the new play-ground and paid tribute to Maricaand the hard working committee ofSwords Needs Playgrounds. Hesaid, “It’s brill iant to see thesecond Swords playground openedat Thornleigh so quickly. WhenMarica and the committee came tome and planning permission wasgranted, we never expected themoney to be collected so quickly.This is a wonderful facility for chil-dren in the area. Following the successful launch ofthe new Malahide Castle complex,the council ’s parks division wasasked what plans there are to makesimilar investments and improve-ments to other local tourism assets,including Swords Castle.The parks divisions reply was that“‘Conservation Management Plansare currently being prepared forseveral heritage properties owneda n d m a n a g e d b y t h e C o u n t yCouncil, including Swords Castle.However, Green Party candidate forSwords electoral area, Ken Duffy isurging the local authori ty to bemore forthcoming in their commit-ment to the project. New Public AreaEnhancement SchemeFor Local AuthorityThe Minister for Environment, Community, and LocalGovernment, Mr. Phil Hogan T.D., recently announcedthat €2.975 million would be provided to localauthorities for a dedicated Public Area Enhancementscheme for the busy summer tourist season. He toldthe County Leader: “2014 has been a challengingyear so far for local authorities in terms of managingtheir public spaces due to the exceptionallyinclement weather conditions we have experiencedand I know that towns across the North County andbeyond will be hoping for another very successfultourist season this year, following on from thesuccess of Gathering Ireland in 2013.” “This addi-

tional, once-off fund is being provided to supportlocal authorities’ efforts to prepare and maintain theirpublic areas in an effort to maximise the economicbenefits that can flow from increased visitors to theirtowns, cities and counties,” he explained. TheMinister suggested that examples of work that mightbe undertaken, could include additional support forcommunity groups involved in the SuperValu TidyTowns competition, improvement works to localpublic parks and recreational walking areas, cleaningand tidying of older graveyards or the cleaning andmaking safe of derelict buildings.The funding has been allocated to all city and CountyCouncils on a proportional basis and the Ministerasked that, “wherever possible, local authoritiesshould undertake work in co-operation with commu-nity-based groups.” All work undertaken should beadditional to work already planned and must also besupplemented with 25 per cent matching fundingfrom the local authority.

Motorists Urged ToWear SeatbeltsAn analysis of road fatality statistics has revealedthat almost one in five vehicle occupants killed in2013 were not wearing their seatbelt at the time ofthe collision, meaning that as many as 21 lives couldpotentially have been saved if they hadbeen wearing their seatbelt.This was announced at the launch of theRoad Safety Authority (RSA) and An GardaSíochána’s recent St Patrick’s WeekendRoad Safety Campaign.Minister for Transport, Tourism and Sport,Mr Leo Varadkar TD told the CountyLeader, “A lot of progress has been madeover the last decade, but too many peopleare still putting themselves at risk, and thesafety of others, by not buckling up in thecar. The Government’s Road Safety Strategy has seta target for full compliance on seatbelt wearing by2020, but there is every reason to meet that targetsooner. Wearing a seatbelt is one of the easiest

ways to ensure that you, and everyone in your car,stays safe if you crash. So buckle up, and make sureeveryone else in your car does the same.”“Our message is simple – make smart choices abouthow you use the roads: never ever drink or drugdrive, don’t speed and make sure you and yourpassengers are wearing your seatbelts before youset off on a journey, no matter how short,” hecontinued.

Assistant Commissioner John Twomey, AnGarda Síochána said: “In recent years, wehave seen a marked change in how peopleuse the roads but unfortunately, peoplecontinue to take risks by not ensuring thatthey and their passengers are properlyrestrained in a vehicle.”An RSA observational study of seatbeltwearing rates conducted in 2013 among20,000 car users found that 94 percent ofdrivers, 93 per cent of front passengers and89 per cent of rear passengers were

observed wearing their seatbelts. Women werefound to be more compliant than men with 97 percent of female drivers belting up compared to 92per cent of male drivers.
