� e chief administra-tive o� cer at the District of Lake Country says he has had the support of the past two councils in Lake Country to move forward with a restruc-turing plan that, when � nished, will see the dis-trict cut back 9.5 sta� positions since 2012.
Alberto De Feo says not only have the moves been approved by a ma-jority of council, they have been designed to make the district a more streamlined operation and put more money to-wards infrastructure in the growing community.
De Feo was reacting to criticism of the dis-trict’s restructuring plan,
a three-phase plan that began in 2012 and is in its � nal phase currently, with the last of the sta� cuts underway.
“� is may be new to Lake Country but re-structuring and change have become part of local government in B.C. and Canada,” said De Feo. “Times are changing. We cannot do business
like we did 20 years ago. It is not by adding sta� when needed but by be-ing strategic about it. � e district is now equipped to deal with the serious challenges we are facing in the community.”
Among those challen-ges are an infrastructure shortfall in the commun-ity that has long term planning underway to
improve roads and water systems while dealing with a shortfall in tax in-come due to a lack of commercial taxpayers, according to De Feo.

across B.C. head to the polls in municipal elec-tions, the race for seats around the Lake Coun-try council table is unof-� cially underway.
Mary Dougherty, a retired Lake Coun-ty psychologist, has de-clared her intention to run for a seat on council in the ward of Okanagan Centre.
After building her career in Calgary, Dougherty has spent the last seven years living in Lake Country and says now that she is retired she has the time to com-mit to civic politics.
A resident of Okanagan Centre, Dougherty says she wants to make sure Oka-nagan Centre remains a true community, despite the growth in the area in
previous years. “One of the things
I have noticed over the last year or two is that as Okanagan Centre grows—we seem to be getting bigger and big-ger and that’s � ne—there seems to be less of a sense of community as there was before. I think we need to hear more from the community,” said Dougherty. “One of the things people treas-ure is community spir-it. We need to foster and recapture that.”
Dougherty, 63, says she has been paying close attention to Lake Coun-
try council for the past couple of years and is on the district’s econom-ic planning committee, but added she has had no other experience in pol-itics.
“As a psychologist I think I’m good at hear-ing di� erent perspec-tives on di� erent issues and I think that would be a valuable quality,” she said.
Running in Oka-nagan Centre would put Dougherty up against incumbent councilor Lisa Cameron, who at the Lake Country Calen-dar press time was still
undecided whether she would run again.
Lake Country is the only municipality in B.C. that uses the ward system to elect municipal coun-cilors. Cameron current-ly represents Okanagan Centre residents while Barbara Leamont is the Carr’s Landing repre-sentative, Owen Dick-ie is the Oyama ward councilor and Rob Geier represents Win� eld residents. A member of Lake Country council is rais-ing issues with the recent restructuring within the district of Lake Coun-try and says the public has a right to question the moves the district is making.
Lisa Cameron says she is concerned about the district eliminating positions when it is in fact the fastest growing community in the Oka-nagan.
“My concern is about capacity when we are a growing community,” said Cameron. “We’re losing talent and in terms of savings from this phase of restructuring, that will only be realized if no one else is hired in 2015 or 2016.”
Cameron says one of the district’s hardest hit areas is arts and culture which she says has just one person remaining to work with community arts groups.
“Without a dedicat-ed team and budget it will be di� cult for all of our community groups to work with the muni-cipality,” said Cameron.
“I don’t wants arts and culture to get lost in the shu� e.”
� e � nal phase of Lake Country’s restruc-turing plan is current-ly underway with three positions being eliminat-ed for a total of 9.5 sta� -ing cuts dating back to 2012.
While earlier phas-es of the restructure had unanimous support of council, the most recent phase was approved only by a majority of coun-cil at an in-camera (not public) meeting.

“Any question about where taxpayers money is going is fair game,” she said.
“We have to look at this critically and I think there is value in ques-tioning where we are spending our money.”

Just in time for the busy summer boating season, there are two new vessels ready to serve area lakes in times of emer-gency.
Once training is com-plete over the next few weeks, the new marine rescue boats will be oper-ated by crews with the Lake Country Fire De-partment and Peachland Fire and Rescue Service and replace vessels that have been operating for many years.
� e boats were sup-plied to the Central Okanagan Region-al District’s regional res-cue program by Kanter Marine Incorporated in St. � omas, Ont., which was the successful bidder through a public tender process at a combined cost of $305,100.
Rather than replace one boat this year and another next, some ad-ministrative e� ciencies were realized by purchas-ing the boats for Peach-land and Lake Country this year.
Each vessel has a rigid aluminum hull with in-� atable collars. A new seating system and con-� guration incorporates shock absorbers to pro-vide a high level of com-fort and safety for those operating the boats. � is will help reduce the po-tential for injuries and provide a safe environ-ment for crewmem-bers who are often on the water during extreme conditions answering distress calls.
� e Central Oka-nagan Regional Res-cue Program has provid-
ed marine rescues since the 1980’s and with ves-sels stationed in Ke-lowna, Lake Coun-try and Peachland, pro-vides a rapid, reliable and trained response to mar-ine emergencies on ma-jor Central Okanagan lakes.
While local govern-ments fund the pro-gram, the provincial government reimburs-es costs when boats are called to respond to an emergency. � e region-al rescue program also works with the RCMP and Central Okanagan Search and Rescue to provide appropriate re-sponses to the boating community.
Transport Canada es-timates there are 69,000 registered boats in the region and a recent sur-

cil and criticized the latest sta� ng cuts that will see some long time employees leaving their positions. Rose claimed the cost of the restruc-turing was $1 million and balked at district claims that there is a net savings for the district.
He said the moves leave Lake Country without enough sta� to operate in a growing community.
“� ey are not go-ing to be able to meet the demand,” said Rose. “ I understand you want to make some savings but I also know how much work is involved in many of the initia-tives the district is working on. A lot of the day-to-day work is not going to disappear. You can say we are restruc-turing but unless you have the people to do the work then you haven’t saved anything.”
With severance negotiations still underway De Feo wouldn’t comment on the � nal cost of restructuring but hinted the initial round of cuts in 2012 may total about $600,000. Severance
negotiations remain underway with the employees a� ected in last month’s cuts but De Feo says all severance packages are being paid out in continuous pay to the former employees with the money
already budgeted for so there is no e� ect on Lake Country operations due to money being paid out.
He says money saved from the 2012 chan-ges has already gone into capital projects.
“In 2012 we could only spend $300,000 from property taxes on capital projects in Lake Country,” said De Feo. “In the last two years we
have doubled that amount to $600,000 because of the savings from the � rst re-view. � e annual capital expense for roads in 2010 was a meagre $70,000. Because of the savings we were able to raise that number to $450,000 in the last two years.”
As for Rose, he denied his public comments were political and said he wasn’t planning to run for Lake Coun-try council although he said he had suggested some people step forward and run for council in this year’s civic elections

To say Lake Country’s new director of infra-structure services has a stake in what’s going on in Lake Country is put-ting it mildly.
Like a lot of workers in Lake Country muni-cipal hall, Greg Bucholz has taken on some new duties under a three-phase restructuring plan but he says while recent sta� ng cuts within the District of Lake Country have been very di� cult, there is a professional-ism and culture within the district that is help-ing people move for-ward, despite some close friends losing their jobs.
“� ere are people that have been feeling sad about the changes and the friendships they’ve made over the years,” said Bucholz, born and raised in Lake Coun-try with deep ties in the community. “It’s not ab-solutely perfect but I think it’s being viewed as quite positive by the
people that work here. We have a job to do and we are dedicated to serv-ing our community.”
Bucholz joined the District of Lake Country after a long career work-ing as a consultant to lo-cal government, most-ly at Urban Systems in Kelowna. He says sta� cuts like the ones in Lake Country are fairly com-mon in private practice but adds in local govern-ment it’s a di� erent ball
game.“In the private sector
when you grow you can expand and take on more work but in a municip-ality you don’t expand, you are limited by the budget and the amount of money is set,” he said. “So if we get more e� -cient, maybe contract the work force, we can do things more cost e� ect-ively and redirect some of the money into pro-grams or enhancing ser-
vices.”Bucholz is just one of
several employees with plenty of local connec-tions to Lake Coun-try. His grandparents ar-rived in Lake Coun-try in the 1950s and ran the general store in Oka-nagan Centre. A gradu-ate of George Elliot high school, Bucholz is now married with two chil-dren going through the school system in Lake Country.
He admits sta� mem-bers are going to have some more work to do but he says sta� ers are empowered to make change and take leader-ship.
“We run a tight ship here there is no ques-tion and the way we do that is by empowering people,” he said. “We let people lead in their own right and empow-er them to make deci-sions and make mistakes. � at is not very common in local government but I think it’s incredible.”[email protected]

On July 5, 2013, the Kelowna Paci� c Railway went into receivership. I felt a personal connec-tion to that railway. � e tracks ran right behind our church. A train went by every Sunday mor-ning in the middle of the sermon.
� e engineer always blew his whistle for the
level crossing. It sound-ed long enough for our pianist to match its pri-mary note—an E-� at, I
believe. Since then, Can-
adian National Railways, owner of the line, has been trying to sell the 50 km line to some other railway company. Any other railway company. Without success.
So, under the legis-lation by which CN got the land, CN must of-fer it � rst to the federal government, then to the provincial government, then to the regional tran-sit authority, and � nally to the three municipal-ities through which the line passes.
� e line would make a great rapid transit link between Vernon and Ke-lowna. It would make an even better recreation trail. � e line runs along the side of three lakes—one of them, Kalamalka, rated by National Geo-graphic as one of the 10 most beautiful lakes in the world.

Court of Canada’s land-
mark decision on aboriginal title held by the Tsilhqot’in Nation leaves many questions to be answered.
Perhaps the biggest is this: Will British Col-umbia exist as we know it today by the end of this century?
Or will it devolve into dozens of semi-autono-mous regions, through treaties or similar court actions, as the only Can-adian province that never completed historic treat-ies?
� e Tsilhqot’in de-cision appears to up-hold the key � nding of the 2007 trial, that 1,700 square kilometres of the Nemiah Valley west of Williams Lake are es-sentially owned by the people who occupied it hundreds if not thou-sands of years ago.
It’s not quite owner-ship. Federal and provin-cial jurisdiction still ap-plies, and their authority varies with the strength
of the aboriginal title claim.
Chief Justice Bever-ley McLachlin ruled that the province overstepped its authority by issuing logging permits in the valley in 1983. McLach-lin noted that lawyers for B.C. � rst argued that the logging was to control mountain pine beetle, then dropped that argu-ment in its � rst appeal.
She also upheld the decision of the trial judge, one-time NDP leadership contender David Vickers, who re-jected B.C.’s position that the economic value of the timber to the
province overrode the then-vaguely de� ned ab-original title.
Here’s McLachlin’s de� nition:
“� e nature of aborig-inal title is that it confers on the group that holds it the exclusive right to decide how land is used and the right to bene� t from those uses, subject to the restriction that the uses must be consistent with the group nature of the interest and the en-joyment of the land by future generations.”
� at’s not land owner-ship in the fee-simple sense of the term. It locks in communal ownership, which I and many others have argued is at the root of the poverty seen in many aboriginal com-munities.
Another big ques-tion: Is there any future for B.C.’s 20-year-old treaty process, or will this precedent-setting case send more First Nations to court, or to the barri-cades as the Tsilhqot’in did on a logging road in 1983?
One of the unique advantages that have emerged from the hand-ful of modern treaties in B.C. is that aborig-inal communities have more options in land ownership. By volun-tary agreement, they can convert land to fee-sim-ple ownership, making it available for mortgage or sale. Modern treaty holders also get out from under the federal Indi-an Act, which remains in force despite this latest decision.
One of the big ques-tions asked in the days after the Tsilhqot’in de-cision was this: Is the Northern Gateway pipe-line project dead?
None of the aborig-inal communities along the pipeline route has this kind of declared ab-original title. Few if any would have a sim-ilar strength of claim as the Tsilhqot’in, who fought a small war to de-fend their territory from a wave of gold seekers in the 1860s.
One that does is the
Haida Nation, whose oc-cupation of a beautiful group of islands was long defended militarily, and never challenged by any other aboriginal group.
Among others, the Haida Nation was represented in the Tsilhqot’in case as interveners. Council of the Haida Nation presi-dent Peter Lantin said after the decision that his team is preparing its own aboriginal title case for trial.
Few doubt that this assertion of title will be successful, either by ne-gotiation or court ruling. But there is a unique as-pect to the Haida claim that would set another precedent.

So, under the legis-lation by which CN got the land, CN must of-fer it � rst to the federal government, then to the provincial government, then to the regional tran-sit authority, and � nally to the three municipal-ities through which the line passes.
� e line would make a great rapid transit link between Vernon and Ke-lowna. It would make an even better recreation trail. � e line runs along the side of three lakes—one of them, Kalamalka, rated by National Geo-graphic as one of the 10 most beautiful lakes in the world.

Trestles on the former Kettle Valley Railway, high up the mountain-side, draw an estimated 60,000 visitors a year, and put some $5 mil-lion a year into the lo-cal economy. “� is could have much greater bene-� ts,” says Duane � om-son, speaking for the Okanagan Rail Trails Society. “� is is down-town to downtown, right along the water.
“It could become as famous an attraction as cycling along the Dan-ube River.”
Indeed, it could be the beginning of a cycling and hiking trail using abandoned rail rights-of-way the full length of the Okanagan Valley, from Sicamous to Osoyoos.
But if no level of gov-ernment buys the land, CN can sell it piecemeal to private buyers. One buyer would break the continuity of this recrea-tional trail forever.
As the Rail Trails website says: “We can transform this wonder-ful linear property into a lasting legacy that will provide bene� ts for gen-erations, or we can al-low this transportation corridor and last natur-
al lakefront access to be sold o� .”
Duane made an inter-esting aside. “We need to use our connections. Talk to your friends. Talk to your politicians. But we also need clubs and or-ganizations to write let-ters of support.”
His suggestion makes sense. Organizations prefer to deal with other organizations. As organ-izations themselves, gov-ernments relate better to other organizations than to individuals.
Individuals, you might note, cannot change an organization from out-side. � ey have to get in-
side, like a microbe or a parasite. You have to be-long to a political party, get elected to a charity’s executive, rise to a cor-porate corner o� ce, be-fore you can a� ect that organization’s policies.
On the other hand, organizations do in� u-ence each other. Busi-nesses develop inter-locking boards of direc-tors; charities copy each other’s tactics and struc-tures. Churches—even warring churches—have more in common with each other than with, say, General Electric or Monsanto.
It makes me wonder if
organizations—wheth-er for-pro� t or non-prof-it—have become a life form. � ey’re not just collections of individ-uals. Once created, they develop their own ethos, life force, inertia.
� e law recogniz-es corporations as “per-sons”—perhaps because we lack the imagination
to think of a sentient en-tity as anything but a person.
Perhaps we should be more open to the possi-bility that we humans have created something new, that develops a life of its own.

Before Parliament recessed a few weeks ago, I had
a meeting with Tammy Moore, the interim chief executive o� cer for ALS Canada.
� e organization sup-ports research and ad-vocacy on behalf of in-dividuals and their fam-ilies who su� er from amyotrophic lateral sclerosis (ALS) a termin-al disease characterized by progressive paralysis of muscles throughout the body.
As home caregiving is an essential part of car-ing for ALS patients, 90 per cent of whom die within � ve years of diag-nosis, it puts a tremen-dous emotional and � -nancial burden on ALS families.
I know and have met several constituents who take on the role of care-giver for family mem-bers, friends and others in the community who need help due to chronic or long-term illness, dis-ability or aging.
� e commitment and compassion of the care-givers who work in vari-ous care facilities in our community is essential as well and we are grateful to have these dedicated people in our community o� ering support.
� e decision to keep those of frail health at home for as long as pos-sible, however, is a choice that families make cre-ating increased levels of stress and responsibility on caregivers who must also hold down a job.
Our community is not unique. It is estimated that there were 6.1 mil-
lion employed Can-adians who provided care to a family member or friend in 2012, repre-senting over a third of Canada’s entire work-force (35 per cent).
Most caregivers de-vote considerable time, energy and money to provide care, and many struggle to balance their responsibilities at home and at work.
� e economic and so-cial costs associated with caregiving are signi� cant.
In 2012, over half a million (about 600,000) caregivers had to cut back their regular work-ing hours and 390,000 had to leave their jobs entirely to care for a loved one. Another 160,000 had to turn down paid employment because of their care-giving responsibilities.
Beyond the costs to caregivers in terms of lost wages or bene� ts, the negative employment consequences of care-giving a� ect employers through lost productivity
and the cost of replacing employees.
� e Conference Board of Canada esti-mates that the cost to employers in lost pro-duction as a result of caregivers missing work, quitting or losing their jobs is $1.28 billion an-nually.
It is with this in mind that Alice Wong, Min-ister of State (Seniors), launched the Canadian Employers for Care-givers Plan (CECP) on June 23.
More information can be found at esdc.gc.ca/eng/seniors/cecp/index.shtml. � e plan will ex-plore cost-e� ective ways for employers to help employees with care-
giving responsibilities continue to be product-ive in the workplace.
A key component of the plan is the estab-lishment of the Em-ployer Panel for Care-givers that will consult with employers from across Canada to iden-tify cost-e� ective work-place practices for in-formal caregivers help-ing them achieve a better balance of work and car-ing responsibilities.
� e panel is com-prised of industry leaders from small, medium and large-sized businesses, as well as expert advisors on caregiving. � e panel will report back to the minis-ter on its initial � ndings later this year.
In addition, our gov-ernment has an Informa-tion for Caregivers sec-tion on the seniors.gc.ca website, which serves as a focal point for feder-al, provincial and some municipal information on � nancial information, care options, powers of attorney, and health mat-ters, including mental health and dementia.
Other supports through the federal gov-ernment include the
Family Caregiver Tax Credit, a 15 per cent non-refundable credit to help provide � nancial re-lief for caregivers; and additional tax measures and targeted programs for caregivers under fed-eral jurisdiction (i.e. vet-erans).

To the editor:I have remained very
silent on the decisions made by Lake Coun-try mayor and council
for the past three years as I believe new councils should have the oppor-tunity to learn the ropes before the public takes
them to task too harshly.However, I now feel
obligated to comment on some issues that I � nd deeply concerning that are occurring in the Lake Country municipal oper-ations.
Council has reduced the building inspection department to one sta� member. � is decision does not make sense es-pecially on the heels of the mayor attending a press conference about the economic bene� t of the Lakestone develop-ment and the expected number of units that are
now being built. In addi-tion, housing starts are up 16 per cent over last year in the Central Oka-nagan and are expected to continue to rise in 2015.
� e one sta� mem-ber responsible for com-mercial inspections, sec-ondary suite inspections and new residential in-spections is entitled to holidays and sick days. How can the day-to-day business requirements of the community be man-aged?
I also raise con-cerns with Mayor James
Baker’s comments in � e Vernon Morning Star about sta� members needing a can-do atti-tude to remain with the district. � e sta� mem-ber he is referring to served the organization faithfully for nine years and played a large part in securing millions of dol-lars in grant funding to provide our community with such amenities as the improvements to the Win� eld Arena, the new tennis courts and the improvements at Swal-well Park, just to name a few.
I have also heard ru-mours that our com-munity will be reduced to one statutory o� cer to oversee our community funds and budgets. � is is a very dangerous situa-tion and the risk and lack of oversight of our pub-lic funds is of grave con-cern to me.
For those who may feel that my comments may be pre-election pos-turing, at this time, I have other projects and am not considering run-ning for Lake Coun-try council. However, I hope my comments give
some members of coun-cil an opportunity to re-� ect and reconsider their decision-making and do the right thing and try to back the train up before our community heads down the track on a col-lision course with dis-aster.
If they can’t, myself and other community members may be obli-gated to step up to the plate and try to repair the damage in November.

Innovation and entre-preneurship starts with ideas that begin in small businesses in commun-ities like our own and that job creation and economic growth hap-pens when small and

� e BCIP, launched in 2010 as a pilot pro-gram, connects Can-adian companies with federal departments who are looking for new ideas and products. By selling to the federal govern-ment, businesses receive support to get innova-tions out of the lab, and into the marketplace.

Creating a successful career takes hard work.
However you de� ne success for yourself—a good salary, regular pro-motions, respect from your co-workers—it is something to be proud of and celebrate.
After all, you got where you are today by applying your natur-al talents, learning new skills and sheer e� ort.
Clearly you’re doing something, if not most things, right. � at’s im-portant to remember be-
cause that will keep you con� dent.
It’s just as essential to admit that some of the behaviours that got you to where you are now don’t actually work all the time.
Everyone has blind spots when it comes to their own behaviour, meaning there are times when you are complete-
ly unaware of how you come across to others.
You may not no-tice when your usual ap-proach is not working or when a situation de-mands a skill you may lack.
If you constantly mis-read your impact on others you run the risk of sidetracking your own success.
If you knew that, you wouldn’t do it, right? Of course not, but that’s the thing about blind spots.
We need a little ex-tra help to see them. And sometimes even with new awareness, we re-sist changing our behav-iour, ignoring the warn-ing signs until there is a very real possibility that you will derail your own career.
A common vulner-
ability that I see in my leadership coaching practice is making deci-sions without consulting or advising others a� ect-ed by them.
In the extreme this also includes being dis-missive of any resistance or outside input either before or after the deci-sion is made.
If you are in a management position, it is likely due in part be-cause you are seen as de-cisive and action-ori-ented —you are respon-sible and you get things done.
� ese leadership qual-ities are real strengths; the trick is to not over-use them to the point they become a liability.
� e ongoing work as a leader is learning when to be direct, when to get
input and to what de-gree. It is a sliding scale.
� ere will be times when you have to com-municate a decision that’s already been made (usually by someone else); other times you may want to sell an idea of your own.
To be successful in a leadership role you need to adapt your style to what the circumstances require.
As a manager you are required to make deci-sions everyday that a� ect others.
How you handle these impacts your reputation as a leader. � e � rst step toward avoiding a de-railing behaviour like in-� exible decision-mak-ing is to understand your usual way of operating.
� en you need to get some honest feedback about how it is perceived, stay open to what you hear and use it as a start-ing point for improve-ment.

� e Central Oka-nagan’s quality of life re-ceived a healthy shot in the arm this spring from residents discovering that biking to work is a fun way to boost com-munity spirit, is good ex-ercise, good for the en-vironment and puts par-ticipants in the running for great prizes, too.
Families also enjoyed the bene� ts of walk-ing and cycling to school from May 26 to June 1.
More than 54,119 kilometres were traveled by bike and other active transportation options, like walking and skate-boarding, during this year’s Bike to Work and School Week. � at’s the equivalent of going from Kelowna to Saint John, New Brunswick, and back – � ve times.
Active Central Oka-nagan participants re-duced 11,726 kilograms or 11.7 tonnes of green-house gas emissions in the region, improving air quality by reducing vehicle use and tra� c congestion.
Almost 1,600 residents committed to a cycling commute by signing up for Bike to Work Week. � e Central Okanagan had the third highest participation in Bike to Work Week in
the province – behind Metro Vancouver and Greater Victoria.
“We are one of few communities that also o� ers Bike and Walk to School Week at the same time and 25 schools par-
ticipated this year,” said Mike Kittmer, active transportation coordin-ator. “More than 112 participants registered as new cyclists from the schools.”
Four thousand stu-
dents participated in this year’s events and the average participa-tion rate at schools was 36 per cent in all modes (using a bike, a skate-board, a scooter or walk-ing). About one-third of
those students cycled.Students and their
parents travelled 45,831 kilometres in 10,448 round trips during the week – equivalent to go-ing for three round-trips across Canada from Van-couver to Newfoundland (or running 11 mara-thons) and in doing so saved over 10.5 tonnes of greenhouse gases.
A number of events were held across the Central Okanagan to re-ward cyclists during Bike to Work and School Week. Celebration Sta-tions and new Satellite Stations in Peachland and Lake Country added to the excitement.
“� e weather was a little unpredictable ear-ly on, but cyclists braved the rain to attend our events,” says Kittmer. “Our sponsors and part-ners were amazing, as al-ways. With their help, we were able to o� er more cycling activities and walking events in more communities.”

Beat back the spread of invasive weedsWhile the summer
sun is helping to bring local gardens alive, it is also helping the advance-ment of many invasive plant species to the Cen-tral Okanagan, including Lake Country.
Pesky weeds have started sprouting up in � elds and empty lots, acreages and naturally growing yards across the region and municipalities are urging the public to help eradicate what is a growing problem.
Many invasive plant species disguise them-selves with attract-ive � owers while others, start as a single stalk but, if left to mature, spew forth thousands of seeds to continue their weedy assault.
� e Regional Dis-trict’s Noxious Weed By-law is in force through-out the Central Oka-nagan and bylaw o� cer
Kim Mussenden says residents can easily arm themselves with infor-mation to help keep in-vasive weeds in check.
“By visiting regionald-istrict.com/weeds people can see photos of some of our most serious of-fenders and get to the root of the problem by cutting or pulling these plant threats,” said Mus-senden.
“A little information and knowledge can go a long way in helping people identify species that, if left unchecked and growing in our yards and properties, can pre-vent native plants from growing.”
Some of the big-gest weed threats taking root in the Central Oka-nagan include western goat’s beard that looks like a tall dandelion with a much larger, round seed ball, and wild mus-tard with its small, bright yellow � ower that can
reduce crop value and yields and curtail live-stock forage production in pastures.
Other varieties of weeds that are common
problems in the region include knapweeds, pur-ple loosestrife and the prickly members of the thistle family, like Scotch

A FIELD of wild mustard is an example of an invasive weed species that may look pretty, but is choking o� plant species native to the Okanagan.
Lake Country RCMP members were called in to help stop a stolen vehicle that was traveling from Vernon to Kelowna last week . One Mountie su� ered minor injuries in an eventual arrest.
On June 25 at about 11:50 a.m. the Vernon RCMP detachment re-ceived a report that someone was following a truck by the Vernon hos-pital with two people in it who had just shop-lifted items from Buy Low Foods in Vernon.
Two o� cers from the Vernon Detach-ment headed out looking for the suspect vehicle. While they were looking for the vehicle and occu-pants they became aware that the Ford truck was reported stolen out of Kelowna.
� e Vernon o� -cer advised Lake Coun-try members to be on the lookout for the suspect vehicle as they continued toward Kelowna.

To update the course, KDSC has added a new module to the course called the Business of Babysitting, which will surely appeal to young entrepreneurs!
Many other important topics will be discussed, including rights and responsibilities, age-re-lated developmental and behavioral characteristics of children, child care, nutrition, injury preven-tion and emergencies.
Kids aged 8 to 10 can now take the Canada Safety Council’s three hour Home Alone ($40) course on July 3 or July 23 in Kelowna, July 9 in West Kelowna and July 22 in Vernon.
Kids will learn about house keys, strangers, proper use of a tele-phone, what to do when feeling scared, how to es-tablish a daily routine, manage their time, iden-tify their responsibilities, demonstrate what to do in case of an emergency and how and when to call 911.
KDSC is also now of-fering the Canadian Red Cross’ First Aid Cours-es and these are great on their own or as supple-ments to Home Alone and Babysitter Training Courses.
Level 3 First Aid ($35) is targeted to 8 to 10 year olds and Level 4 ($45) is targeted to 10 – 12 year olds.
Both courses cov-er calling for help, chok-ing, bleeding, com-fort, poisons and burns at age-appropriate lev-els; Level 4 delves into the topics in more depth
and also discusses broken bones and unconscious-ness.
Courses will run July 3 and 10 in Kelowna, July 9 and August 13 in West Kelowna and July 16 and 22 in Vernon.
As Home Alone and First Aid are half-day courses, some are sched-uled so that participants can take both courses on the same day, with a supervised lunch hour.
KDSC is also bring-ing back its bicycle safe-ty programs that were introduced new last year.
Pedal Pushers is a two morning, � ve hour pro-gram designed to create good bicycle safety hab-its in children ages 5 - 8.
Kids will learn about the bicycle as a vehicle,
signs and signals, getting started, taking your place in tra� c, intersections, turns, helmet � ttings and more.
� e Intermediate Bi-cycle Safety Camp for kids ages 9 – 12 is a three morning, nine hour pro-gram designed for kids with basic bicycle skills who would like to im-prove their bicycle riding techniques.
Kids will learn about tra� c skills, collision avoidance, obstacle courses, bicycle tour planning, trail riding, bi-cycle inspections and maintenance.
Children will need to bring their own bicycles to these programs, as well as a properly � tting helmet.
All participants will receive a completion cer-ti� cate and a student manual.
Pre-registration is ne-cessary and courses cost $20 and $30 respectively.
Most Friday mornings in July and August will be open from 10 a.m. – 11 a.m. for Pedal Car Drop-Ins, with a cost of only $3 per child; no registration is required for these sessions, check website for date infor-mation.
� e Safety Village is also open weekends for Birthday Parties.
� ree di� erent two-hour party packages are available for up to 10, 15, or 20 kids.
Children will have ac-cess to the pedal cars for
the duration of the party and goodie bags are in-cluded.

A First Nations’ land claim could create un-certainty for a proposed Okanagan rail trail.
� e Okanagan In-dian Band is asking the federal government to purchase the Kalamal-ka Lake portion of the abandoned rail line for inclusion in its reserve.
“� at rail bed is part of the Commonage claim,” said Chief Byron Louis.
“� e whole area is up
for negotiation.”Canadian National is
currently going through an abandonment process for the rail line and the Okanagan Rail Trail So-ciety is urging all levels of government to purchase the land for a recreation-al corridor.
If the Kalamalka Lake portion was added to the Okanagan Indian Re-serve, Louis isn’t sure if a trail would � t into the band’s long-term goals.
“We would look at what we could do with
it. � e band would sit down and make a deci-sion,” he said.

Beat back the spread of invasive weedsWhile the summer
sun is helping to bring local gardens alive, it is also helping the advance-ment of many invasive plant species to the Cen-tral Okanagan, including Lake Country.
Pesky weeds have started sprouting up in � elds and empty lots, acreages and naturally growing yards across the region and municipalities are urging the public to help eradicate what is a growing problem.
Many invasive plant species disguise them-selves with attract-ive � owers while others, start as a single stalk but, if left to mature, spew forth thousands of seeds to continue their weedy assault.
� e Regional Dis-trict’s Noxious Weed By-law is in force through-out the Central Oka-nagan and bylaw o� cer
Kim Mussenden says residents can easily arm themselves with infor-mation to help keep in-vasive weeds in check.
“By visiting regionald-istrict.com/weeds people can see photos of some of our most serious of-fenders and get to the root of the problem by cutting or pulling these plant threats,” said Mus-senden.
“A little information and knowledge can go a long way in helping people identify species that, if left unchecked and growing in our yards and properties, can pre-vent native plants from growing.”
Some of the big-gest weed threats taking root in the Central Oka-nagan include western goat’s beard that looks like a tall dandelion with a much larger, round seed ball, and wild mus-tard with its small, bright yellow � ower that can
reduce crop value and yields and curtail live-stock forage production in pastures.
Other varieties of weeds that are common
problems in the region include knapweeds, pur-ple loosestrife and the prickly members of the thistle family, like Scotch

A FIELD of wild mustard is an example of an invasive weed species that may look pretty, but is choking o� plant species native to the Okanagan.
Lake Country RCMP members were called in to help stop a stolen vehicle that was traveling from Vernon to Kelowna last week . One Mountie su� ered minor injuries in an eventual arrest.
On June 25 at about 11:50 a.m. the Vernon RCMP detachment re-ceived a report that someone was following a truck by the Vernon hos-pital with two people in it who had just shop-lifted items from Buy Low Foods in Vernon.
Two o� cers from the Vernon Detach-ment headed out looking for the suspect vehicle. While they were looking for the vehicle and occu-pants they became aware that the Ford truck was reported stolen out of Kelowna.
� e Vernon o� -cer advised Lake Coun-try members to be on the lookout for the suspect vehicle as they continued toward Kelowna.

� e Lake Country Open Air Performance Society has announced its summer schedule of free concerts and mov-ies and it all began Tues-day with the Canada Day Movie in the Park at Beasley Park.
� e 2014 perform-ance series will in-clude eight regular con-cert nights, one movie-in-the-park night plus a special family event scheduled for Aug. 16 at Swalwell Park before wrapping up with the � nal performance night of the season on Aug. 30 with an outdoor concert and double movie fea-ture at Okanagan Cen-tre Park.
LC Open Air con-certs feature a variety of local musicians, perform-ers and artisans at various parks throughout Lake Country taking part on Saturday nights through July and August.
“We are very excited to be celebrating our sev-enth anniversary of free concerts and movies in Lake Country this sum-
mer,” said Amber Hugo, Lake Country Open Air Performance Society co-founder. “We’re working with the district parks and rec. group to host a really great family event with an electric picnic at Swalwell Park on August 16. Starting with a DJ in the waterpark during the afternoon, and moving into the evening with top notch performers Crys-tal Ships, followed by Jerry Doucette, and then the movie Draft Day on the big screen; it will be a fun event for all ages to attend.”
All concerts are free of charge and fam-ilies are welcome. Folks are reminded to bring a chair or blanket for seat-ing, and picnics are wel-come too, although there will be vendors present at most parks so con-cert-goers can purchase refreshments as well.
“� e crowds keep get-ting bigger and more di-verse and the talent more varied and exciting each year,” said director Jenn Boal. “� is year we had
more performer appli-cations than spots to � ll on the concert sched-
ule for the season. We had to make some tough choices, but I’m really thrilled with the line-up we have booked.”
� e regular con-cert series begins July
5 and runs every Sat-urday evening (6:30-9 p.m.) through to Aug. 30. Among the many talented performers to provide entertain-ment on the LC Open
Air program this sum-mer are Major Mambo, Ben Klick, Steve Stairs, Kath & � e Tomcats, Public House Band, and Jerry Doucette. � e double-feature movie-
in-the-park (Amazing Spiderman 2, and Di-vergent) with live music will wrap up the season on Aug. 30 at Okanagan Centre Park.

be negotiated with the band, this would present a di� culty. But it’s not to say it (reserve land) would be insurmount-able. It wouldn’t shut o� entirely because there’s the old highway along the Kalamalka Lake sec-tion.”
Under CN’s abandon-ment process, the feder-al government has until today to decide if it will purchase the rail line. If it does not, the provincial government has 30 days to make an acquisition, followed by local gov-ernment having a 30-day period to buy the land.
“We will see where it goes,” said � omson of
the band’s actions.� e Commonage re-
serve was established for the Okanagan In-dian Band in 1877, but soon after, the land was removed and sold to non-native settlers.
“� e government il-legally took the reserve away,” said Louis.
“Our entitlement to the Commonage land remains and the federal government cannot sim-ply ignore our unresolved claim to our ancestral lands.”
Louis says while a process for negotiations was created, the feder-al government walked away from the table.
“It’s been like trying to pull teeth to get this resolved. It falls in the court of the federal gov-ernment,” he said.
When asked if the band prefers to own the land or to accept funds in lieu of the property, Louis said, “Money is nice but it’s easily spent. Land is always there.”

At 11:15 Janice Henry, of the Okanagan Heritage Society will give a history of the garden and tour of the historic buildings. I wonder if anyone will hear the ghostly hoof beats that have been reported along the Guisachan House’s driveway. At 1:30, Don Burnett, a well-known local Horticulturist, will hold a “Walk and Talk” through the Heritage Garden, sharing his vast knowledge of gardening and local history. It speaks to the dedication and commitment of the Kelowna Garden Club members that the Annual Flower Show has taken its place in the fabric of Kelowna’s community. This event is offered free to the public. The venue is wheelchair accessible, making it an event for folks of all ages and abilities to enjoy. SCHOLARSHIP WINNER…Freya Kellet, a Grade 12 Okanagan Mission Secondary School student has won the national TD Scholarship, worth up to $70,000. Only 20 students across Canada were selected as scholarship recipients. Freya dis-tinguished herself with her outstanding aca-demic achievement and her leadership in spear-heading a sustainable school garden and secur-ing a provincial an-ti-bullying grant for the joint OKM-SD23 SoMe (Social Media) Summit.

“Our entitlement to the Commonage land remains and the federal government cannot sim-ply ignore our unresolved claim to our ancestral lands.”
Louis says while a process for negotiations was created, the feder-al government walked away from the table.
“It’s been like trying to pull teeth to get this resolved. It falls in the court of the federal gov-ernment,” he said.
When asked if the band prefers to own the land or to accept funds in lieu of the property, Louis said, “Money is nice but it’s easily spent. Land is always there.”

� e Lake Country Art Gallery is hosting a talk/show and tell with Rucker Archive owner Mark Rucker on July 16 at 7 p.m.
� e Rucker collec-tion features a variety of wild and wonderful im-
ages from the 19th and 20th century including s items like old postcards, lithographs, daguerre-otypes, baseball cards and advertising posters that have caught Ruck-er’s eye and interest.
Every item tells a
story. � e number of items in the Rucker Ar-chive is now closing in on 500,000 items and Rucker will be showing and telling all about a se-lection of pieces he will be bringing into the gal-lery– where did he get
the pieces from, what caught his eye, the hist-ory of the pieces and so on and so forth.
It’s a free show at the Lake Country Art Gal-lery July 16 at 7 p.m.

announce the passing of David “Spud” Lodge. David passed away with his family by his side on June
12, 2014 at 88 years of age.Predeceased by wife, Madeleine; father, William Isaac and mother,
Marjorie Hammond. Survived by brother, Brian (Marion); sons,

Princeton is located in the Similkameen Valley….truly an outdoor lover’s dream with world-class hunting, fi shing, hiking and snowmobiling.
In addition to having a strong understanding of news gathering and meeting deadlines, the successful candidate will represent the Spotlight at social and client functions. They will also have strong organizational skills and be able to work without direct supervision.

•Create a newspaper that represents the community
•Account for all business activities in a prompt manner
•Manage all expenses and wages

•Plan the contents for the Spotlight according to the publication’s style, editorial policy and publishing requirements.
•Verify facts, dates and statistics using standard reference sources
•Develop story and feature ideas
•Read, evaluate and edit press releases, Letters to the Editor and other materials submitted for publication.

Zoning Amendment (Wuthrich et al) Bylaw 895, 2014 (Z2014-002) is a zoning designation amendment that would change the properties FROM RR2 (Rural Residential 2) TO RR3 (Rural Residential 3) to allow for denser rural residential development in accordance with the Official Community Plan.
