School bus driv-ers around the Central Okanagan routinely re-port drivers passing their school bus while the bus is stopped with red lights � ashing, attempting to safely drop or pick-up school children.
In fact, school bus drivers report at least one incident per day on aver-age during the school
season when a vehicle will put kids in danger by passing while the bus ‘stop’ lights are � ashing.
And those are just the incidents where the driver can actually write down the license plate and the make and model of the vehicle and report it to the police.
“If we have 185 in-cidents in a year that’s 185 incidents too many,” said Dave Misener, Cen-
tral Okanagan School District tranpsorta-tion manager. “We have many more (incidents) but these are just the ones that the driver is able to make out the li-cense plate number and the make and model. A school bus driver’s � rst priority is the safety of the students so they can’t always report vehicles.”

Tom Carney was a colourful character. He was born on the Simp-son Ranch in Rutland and in 1900 his family moved to the Car-ney Ranch on Highway 97 just north of where the University of Brit-ish Columbia Okanagan sits now. � e capital let-ters ‘TC’ are still found on a road-side building in the area.
My father (Har-old � omson) knew Mrs. Carney and heard numerous stories about Tom from her, includ-ing the stories about signs that her husband posted around his prop-erty to warn o� trespass-ers. � ese read “People found here at night will be found here in the morning” or “Survivors will be prosecuted.”
Carney wrote a rem-iniscence about his Oka-
nagan experiences which includes some stories about Lake Country and some insights into con-� icts between neigh-bours in the pre-World War I era. He recalls that George Monford was manager for Price Elli-son of the old Simp-son and Postill ranches and when Ellison rent-ed the Wood ranch in 1903, Monford took on management of that ranch as well. � is was a huge ranch, running from Leathead Road nearly to Wood Lake. After Monford bought his own place, Ellison had di� culty � nding competent managers.
In his colourful and unconventional way Carney wrote about cat-tle drives to Vernon:
“When Ellison moved their stock up the valley they always had a gang who didn’t know B from A bulls foot and
unintentionally end-ed up with a lot of cat-tle that didn’t belong. A lot of settlers seeing red and ride to Vernon and as mad as a wet hen and would hammer out
a settlement with Price who seemed to be the brunt of his ranch hands carelessness.”
Letters found in the Rainbow Ranche Col-lection at the Lake
Country Museum and Archives provide fur-ther information about these con� icts. � e let-ters are written to Frank Hewer, part owner of the Rainbow Ranche, from a Vernon lawyer.
It is apparent from one letter that Hew-er was suing Ellison for trespass and damages caused by cattle.
A second letter con-cerns the same Hew-er suing Mr. Petrie, M.P. Williams’ manager, for damages caused by tres-pass. In both cases the lawyer reported no suc-cess on the trespass issue due to the Rainbow Ranche not having built a legal fence to keep trailed cattle from wan-dering onto the Rain-bow property. � ese of-fences apparently oc-curred when the cattle of Price Ellison and M.P. Williams were being driven for sale along the road passing through the Rainbow Ranche and over the Commonage to the railhead in Vernon.

With parents regis-tering their children for the 2016-17 school ses-sion beginning this week, the issue of where to put over� ow students at Davidson Road Elemen-tary remains up in the air.
It’s expected there will be more students enrolled at Davidson Road than the current cap of 485 come Sep-tember and discussion about where those addi-tional students should attend school was front and centre at last week’s Central Okanagan School Board meeting.
Trustee Julia Fras-er put forward a mo-tion that would have directed over� ow stu-dents from the David-son Road catchment area to Oyama Traditional School. But after discus-sion amongst the board members, the issue was tabled and sent to the planning and facilities
committee by a four to three vote.
“If we have too many students when we � nish registration, the issue is where will they be directed to,” said school board chair Moyra Bax-ter, who said last year those over� ow students were directed to Peter Greer. “We won’t really know until registration is � nished. It’s very compli-cated and one thing hin-ges on another. It’s dif-� cult until you get the complete picture.”

ty Week is #StopOnRed. We want the public to be aware of this issue,” said Misener. “It’s not a surprise. School buses are out Monday to Friday. When they put their � ashing ambers on that’s a warning that the � ashing reds are coming and you have to stop to al-low children to cross the street. Some people aren’t paying attention and others are going too fast.”
� e Central Okanagan transpor-tation department always tries to pick and drop o� students on the right side of the street. However it’s not always possible to safely drop kids o� and many will cross roads immediately, said Misener. � at’s why it’s critical vehicles stop on red.
But it’s not happening on a regu-lar basis, said RCMP constable Steve Holmes of the Kelowna tra� c depart-ment.
“We get an average of 150 to 180 in-
cidents in a year and those are only the ones that are reported, it’s not indicative of the greater number of incidents,” said Holmes.
“For some people it’s blatant disregard: � e bus driver will hit the horn, or stick his arm out the window and people will see it and
still go through. Drivers (today) are very distracted and everyone has time constraints”
School Bus Safety Week runs Feb. 1 to 5 in the district as part of its educa-tion campaign for drivers and for stu-dents. � e district has a bus safety pro-gram taught to all students in Grades 1 to 3 in September of each year, teach-ing the “ABC’s of School Bus Safety” to its youngest students with the object of cultivating safety-minded school bus passengers.
But its a segment of drivers of other vehicles who continue to disobey the law.
“Drivers tend to ignore these signals and they need to pay attention,” said school board trustee Chris Gorman. “When they see the lights they need to stop on red.”

� e District of Lake Country and its chief � -nancial o� cer have been awarded the Canadian Award for Financial Re-porting for its 2014 an-nual � nancial report.
� e award is handed out by the Government Finance O� cers Asso-ciation (GFOA) which said part of the award was due to a constructive “spirit of full disclosure.”
� e award was estab-lished to encourage mu-nicipal governments throughout Canada to publish high quality � -nancial reports and to provide peer recognition and technical guidance for o� cials providing these reports.Its attain-ment represents a sig-ni� cant accomplishment by a government and its management.
� e award was given to Rose Bronswyk Kassa, Lake Country’s chief � -nancial reporting o� -cer, as she was primari-ly responsible for prepar-ing the award-winning report.
It was the � rst year that Lake Country had submitted for the award and Bronswyk Kassa says it was great to win in the � rst year. She credited the team she works with
for being able to earn the recognition.
“To achieve this award in the � rst year we sub-mitted the report for re-view is a signi� cant achievement,” she said. “We are lucky to have a dedicated team of pro-fessional sta� to produce the report and to meet the � nancial reporting standards required for an award. I want to thank all sta� for their collect-ive e� orts.”
� e annual � nancial report was judged by im-partial Canadian Review Committee members to meet the high stan-dards of the program, in-cluding demonstrating a constructive “spirit of full disclosure” designed to clearly communicate the municipality’s � nan-cial story and to motivate potential users and user groups to read the report.
� e GFOA is a non-pro� t professional as-sociation serving more than 18,000 govern-ment � nance profession-al in the US and Canada with o� ces in Chica-go, Illinois and Washing-ton DC.

ments. “I think Lake Country could use an-other development in that area.”
Formerly home to AGM Steel, the prop-erty has been earmarked for commercial develop-ment as far back as 2007. In 2011 the district changed the designation on the property to pave the way for development and Compass Develop-ments, out of Kelowna, had been pushing for-ward with the develop-ment for the past sever-al years.
Construction never got started however, and now Axsiom says it hopes to break ground
in the spring of this year and have tenant occu-pancy by the summer.
“We are very excit-ed to be able to become a new corporate citizen of
Lake Country and to ac-celerate the construction and development sched-ule of Turtle Bay Cross-ing,” said Axsiom CEO Graham Illingworth.
“We thank those people a� ected by the project for their patience.”
Axsiom wouldn’t con-� rm any potential ten-ants for the develop-
ment, which includes up to 20 units, ranging from stand-alone to end cap with patio as well as other retail units. � e company says 45 per cent of the development is pre-leased to anchor ten-ants and it is in negotia-tions with several other national tenants. With-out naming any potential tenants, Toni Illingworth noted there will likely be restaurants and a small-er more niche-like gro-cery store among the re-tail operators.
“I think there is huge potential there,” she said. “� is is one of the fastest growing cities in B.C. in the last few years and we think it’s a fantastic com-munity to be a part of.”

mon sense would prevail when you are trying to equal the student popu-lation between the three schools.”
Over-population at Davidson Road has been an ongoing issue for years. � e � rst move the school district made to try and alleviate the pres-sure was to take Grade 7 students from each of the elementary schools and place them in a modular school next to George Elliot Second-ary. But Davidson Road remained over-capacity, forcing the school board to undertake a year-long process that changed the catchment areas in Lake Country.
Trustees agree that Lake Country will even-
tually need a new middle school and that would be built on land the dis-trict currently owns and is leasing back to the Aspen Golf Course.
But it hinges on the provincial government deciding to build a new school and Fraser says having one school with room to � ll may keep the government from tak-ing action to build a new school in Lake Country.
“Until all three schools are � lled, it’s high-ly unlikely the govern-ment is going to approve construction of a new school,” she said. “To me there appears to be a stigma against one par-ticular school (in Lake Country) and as a trust-ee I don’t condone it and
I don’t understand it. � e programming and the quality of education is as good in Oyama as in any other school.”
Parent Jenn Hop-kinson has two children in Davidson Road and says despite the fact the school is capped, there is plenty of room for stu-dents. She disagrees that there is a stigma against attending Oyama and instead says the distance to travel to Oyama Trad-itional is much great-er than Peter Greer for people living in the Davidson Road catch-ment.
“I just think it’s too far,” said Hopkinson, who said parents of pre-school aged children in Lake Country need to
pay more attention to the issue as it will ef-fect them as their chil-dren enter the school system. “We spent four months working on the new catchments and it was decided that geo-graphically, the closest neighbourhoods made the most sense to go to Oyama. I don’t feel any-one can say with any cer-tainty that this issue has been dealt with and its very frustrating.”
� e issue will now be discussed at the next meeting of the school district’s planning and facilities committee, be-fore it comes back to the regular school board.

• When you see a school bus stopped with its red lights � ashing, you must stop. You stop whether a bus is oncoming or you are behind the bus.
• When you see a bus with � ashing amber lights, slow down and prepare to stop. The bus is preparing to stop or may already be stopped.
• Stay stopped until the bus moves on, or the driver signals that it’s safe for you to proceed, by turning off the � ashing lights. (Some buses also have a stop sign that swings out from the bus or a digit-al display.
• Be aware of school zone speed signs, school buses, playgrounds and other things that indicate children could be close by.

A while ago, my wife Joan had to get up early for
a hospital appointment.
Very early—her alarm went o� at 5:30 a.m., when the world outside was still as dark as, well, my thoughts about get-ting up that early.
Joan tried to make as little noise as possible, which of course made every noise more intru-sive—the click of a light switch, the rush of the shower, the buzz of the electric toothbrush….
We live in an open concept house. We want-ed it that way. It works wonderfully, except at 5:30 a.m., when the light in the walk-in clos-et spills over the hall, the bed and me.
And sounds carry in an open house: � e clink of a spoon on a bowl, the gurgle of the co� ee-maker…
� e last switch clicked o� as Joan headed out the door. And blessed darkness descended once more.
Why, I wonder, do we dislike darkness so much?
When Joan and I lived in Toronto, it felt as though everything had to be lit up, all night. Per-haps not quite like Las Vegas, but downtown of-� ce towers gleamed like lighthouses. Shopping malls � ooded their park-ing lots with light. Every

around B.C. are struggling to cope
with the continued in� ux of what politicians call “homelessness,” a term that suggests the prob-lem can be solved mere-ly by providing more homes.
Taxpaying citizens see the daily reality behind the soothing euphem-isms—mainly transi-ents squatting in parks and “tent cities” blighted by drug abuse and crime, and “homeless” shel-ters that � ll up as soon as they open. � ey worry that the continued costly supply of supports only invites more arrivals, par-ticularly in the gentle cli-mate of southwestern B.C.
� eir worries are well founded. In Abbotsford, a 40-bed “temporary weather shelter” made from industrial camp trailers opened in De-cember with a $450,000 operating grant from B.C. Housing.
It was full in 10 days. Abbotsford Police Chief
Bob Rich told city coun-cil in January that his bike o� cers don’t rec-ognize most of the shel-ter occupants from their constant patrols of local tent camps, the largest of which has been on a city-owned roadside site since 2013.
In Maple Ridge, a “low barrier harm reduc-tion” shelter was opened last fall in response to a growing tent camp and accompanying drug dealing, prostitution and petty crime.
One resident noted bitterly that a mayor’s task force had identi� ed 42 unsheltered homeless
people, then found places for 77 from the camp, 40 from a closing “tempor-ary” shelter and 40 in a new shelter. “How exact-ly does one house 157 out of 42?” she asked.
Victoria’s camping population has gathered in an Occupy-style squat on provincial land next to the courthouse, af-ter years of uncontrolled camping in Beacon Hill and other city parks.
� e city opened a shelter in a vacant Boys and Girls Club gym, complete with new in-door tents. By the time that was full, the court-house camp was bigger than ever, with some oc-cupants describing how they came to town for the opportunity. One said Vancouver Police gave her a bus ticket to Victoria.
� e latest plan by a lo-cal agency that runs Vic-toria shelters is to con-vert an old, empty sen-iors’ care home into a 101-bed permanent housing facility. � is would also be “low bar-
rier,” a euphemism for al-lowing drug and alco-hol consumption in the rooms.
� e city has come up with around $1 mil-lion for this project, in a residential area next to a school, but it still needs millions more to reno-vate and run it. � is would presumably come from B.C. taxpayers via our social housing czar, deputy premier Rich Coleman.
Coleman pioneered this “housing � rst” ex-periment in 2007, buy-ing up 13 century-old “single-room occupancy” hotels in Vancouver’s no-torious Downtown East-side. � ese crumbling bedbug habitats were bought and renovat-ed for a staggering $143 million, plus a 15-year maintenance commit-ment and a cop assigned to each one in an e� ort to contain the chaos in-side.
Coleman brags end-lessly about the great job he has done, but how is that actually working? A
new study by Simon Fra-ser University researchers provides a more objective assessment.
Tracking 433 men-tally ill homeless adults over 10 years, the study found the concentration of low-rent accommo-dation, food handouts, street outreach and med-ical supports resulted in “signi� cant personal de-cline rather than recov-ery, as evidenced by their involvement in the crim-inal justice system, large increases in acute care and prolonged home-lessness.”
� e rate of people ar-riving in this service-in-tensive hellhole has tri-pled in the last 10 years, a � nding similar to stud-ies of concentrated servi-ces in New York, Sao Pa-ulo and Osaka.
It’s a cautionary tale for other urban com-munities where this failed containment model is proposed.

If a pool of shadow fell on a sidewalk, people avoided it—it might hide a mugger or a rap-ist. A bush that caused the shadow would be cut back or pulled out.
And yet the darkness that settled around me that morning felt good. It felt like my mother’s arms, many years ago. It felt like a warm soft blanket, enveloping me, letting me sleep again.
It crossed my mind, in that fractional moment before my mind turned o� completely, that per-haps this is what death is like. Not a desperate struggle to hang onto the fading light, but a wel-coming calm that set-tles as gently as dew, that soothes away the ten-sions of the day as sure-ly as a skilled masseuse gently loosens knotted muscles.
I know, I know, most stories about near-death experiences describe be-ing drawn towards some kind of brilliant light. And religion tends to equate light with salva-tion, darkness with sin.
But those are select-
ive stories. We hear only from those who did not die. We don’t hear, we never hear, from those who didn’t come back.
Nature tells us some-thing di� erent. Animals who know they are dying don’t head for the cen-tre of the pack. � ey slip o� quietly into the night. � ey � nd a cave. � ey curl up under a log. � ey want to be alone. So that the blessed darkness can settle around them.
When we thought my father was dying, a small group of us set up shifts in his hospital room so that he would never be alone. He didn’t die. He waited another six months. Until a Sun-day morning. When his visitors went away to church. By the time they came back, he had died.
I still wonder if he chose that time, when no one would try to shoo the darkness away.
After all, as David Webber noted in the Presbyterian Record, it was out of “thick dark-ness” that God spoke to Moses on the mountain.
Maybe we shouldn’t be so afraid of darkness.

towards making B.C. the most progressive prov-ince in the country for people with disabilities.
Our 10-year action plan, Accessibility 2024, was created after exten-sive public consultation with people with disabil-ities, their families, care-givers and community groups.
One of the signi� cant themes that emerged was a need to modernize the Guide Dog and Ser-vice Dog Act. � e dogs are not only much-need-ed by their masters—they are well-loved as an important member of the family.
� e problem was that the legislation pertaining to those vital relation-
ships was outdated.So the new legislation,
which came into e� ect Jan. 18 addressed a num-ber of issues brought to our attention by people who rely on service dogs and guide dogs to im-prove their quality of life.
Perhaps the most im-portant aspect of the new Act is that it makes it clear that discrimina-
tion is unacceptable, giv-ing certi� ed guide or ser-vice dog handlers ac-cess rights that are equal to those enjoyed by all members of the public.
� is is supported by a number of improve-ments to the Act includ-ing expanded tenancy rights, which now in-clude strata properties.
What’s more, once a dog is no longer cer-ti� ed as a working ani-mal for reasons such as age, injury or disease, it may now be certi� ed as ‘retired’ and able to re-main in the home with its handler.
Other improvements to the Act centre around public access rights for certi� ed dogs in training, as well as a recognition of service dogs in addition to guide dogs.
In addition, the Act features the requirement of a high training stan-dard, and the establish-ment of a more robust decision-making process for certi� cation.
Handlers seeking cer-ti� cation for guide and service dogs that were not trained by an ac-credited school will now be able to have them tested by a neutral third party, the Justice Insti-tute of British Columbia.
Finally, compliance and enforcement have been strengthened with-in the new legislation, bringing increased peace of mind to service dog and guide dog handlers.
In addition to these important legislative changes, our govern-ment is working on a number of other signi� -
cant initiatives as part of Accessibility 2024 in areas like income sup-port, employment, ac-cessible housing, access-ible Internet and many more.
A big thank-you goes out to everyone who par-ticipated in the public consultations leading up to these changes.
Together with you and your families, mem-bers of the commun-ity and the local business sector, we are working to dissolve barriers and build stronger, more in-clusive communities for people with disabilities.

Hired Equipment Registration
The Okanagan Shuswap District of the Ministry of Transportation and Infrastructure is creating its list of registered Equipment for Hire for the fiscal year of 2016/2017, which begins April 1, 2016. This district geographically covers the area from the United States border, east to Osoyoos, west of Princeton and north of Salmon Arm.
All individuals or companies registered in 2015 will have received invitations by mail to re‑register hired equipment for 2016. If you have new equipment to be added to your profile, you can register online at www.bcbid.ca or contact the District Office in Kelowna to obtain the appropriate forms. Any individuals who were not registered in 2015, but wish to have equipment listed are hereby invited to contact the District Office, either in person or by phone, to obtain the appropriate registration forms.
Note that while you do not need to have Commercial (Comprehensive) General Liability Insurance or up‑to‑date WorkSafe BC coverage to register, you will have to meet these requirements prior to working on any ministry projects.

A study has been published in the B.C. Medical Journal look-ing at the prevalence of and regional patterns in crashes and deaths in-volving young drivers in B.C.
Despite an encour-aging downward trend in the number of young driver deaths in recent years, young drivers in B.C. still have the high-est fatality rate per driver in the population. A bet-ter understanding of why crashes occur is need-ed to further reduce the young driver death rate.
� e retrospective an-alysis was undertaken by Jennifer Smith, BFA, Sophia Bobovski, BA, Takuro Ishikawa, MSc, Fahra Rajabali, MSc and Ian Pike, PhD. Using data abstracted from B.C. Coroners Ser-
vice reports of fatally in-jured drivers 18 years and younger from 2004 to 2012, the overall annual fatality rates were cal-culated per 100,000 li-censed drivers age 16 to 18. During the time per-iod, 98 young drivers and motorcyclists were killed in collisions in B.C.
Fatalities were clas-si� ed using � ve regions served by the B.C. Cor-oners Service: Fraser, In-terior, Island, Metro (Vancouver, Burnaby, Delta and Richmond) and Northern. Fac-tors considered along with the region includ-ed age and sex of the de-ceased, injuries sustained, medical cause of death, vehicle type, vehicle age, vehicle condition, type of crash, number of passen-gers, weather and light-ing conditions, restraint
use, drug or alcohol in-volvement and speed.
Regional variation was observed, with fatality rates in largely urban re-gions (Fraser and Metro) often below rates in largely rural regions (In-terior, Island, and North-ern). � e vast majority of o� -road crashes were single-vehicle (94.6 per cent) and half took place at night. As well, a strik-ing number of young drivers from the Inter-ior, Island, and Metro regions of B.C. died in nighttime crashes.
As well, a striking number of young drivers from the Interior, Island and Metro regions of B.C. were found to have died in nighttime crash-es, while youth in other parts of the province were more often involved in daytime crashes.
Speed and impair-ment were common and signi� cant factors in motor vehicle colli-sions across the prov-ince. Of the youth fatal-ities, 37.8 per cent were impaired with 86.0 per cent of that number over 0.08 per cent blood alco-hol volume.
As well, nearly one-third of drivers were in-adequately restrained and the majority of driv-ers were the sole occu-pants in their vehicles at the time of the crash.
More male than fe-male drivers (71.4 per cent versus 28.6 per cent) were involved in fatal crashes, and almost one-third of crashes (31.6 per cent) occurred from July to September.
� e authors noted that more needs to be done to reduce young
driver and motorcyc-list fatalities. Under-standing regional pat-terns of risk and focusing on speed, nighttime driv-ing and impairment are imperative when target-ing changes in youth be-haviour at the commun-ity level.
Advocacy and clin-ician intervention might include supporting law-enforcement e� orts and improved access to public transit, ride shar-ing, or safe drive pro-grams and alcohol and drug counselling for youth.
Findings from the retrospective analysis of young driver fatalities provide a starting point for meaningful action to evaluate and improve road policy, relevant legislation and the cur-rent licensing system.

Regional patterns show up in study looking at youth driver fatalities
� ree Central Oka-nagan pharmacies have taken part in North America’s � rst research project that ultimately aims to bring the science of pharmacogenomics to patients using their com-munity pharmacy.
Pharmacogenomics uses a person’s genetics to uncover which drugs and in what dosage will work best for them.
� e project, called “Genomics for Preci-sion Drug � erapy in
the Community Phar-macy,” was funded by the BC Pharmacy As-sociation (BCPhA) and Genome British Colum-bia (Genome BC) with research being done by a team at the UBC Fac-ulty of Pharmaceutical Sciences.
Across the province, 33 community pharma-cies recruited 200 volun-teer patients to be part of the project.
� e project set out to position the pharmacist as the health-care pro-vider through which pa-tient genetic information can be acquired, assessed and used to guide drug therapy decisions.
Until now, this work
had been done almost exclusively in cancer agencies or research labs.
“I think we’ve al-ways known that this is where the future of phar-macy is headed—help-ing patients know which medication works for them and in what dos-age before they start,” said Cameron Bonell, pharmacist at Lakeside Medicine Centre Phar-macy in Kelowna.
“I was excited to be part of this project that ultimately will help pa-tients with their everyday medications.”
� e project focused on developing robust stan-dard operating proced-ures for the collection of
patient saliva samples, processing and sequen-cing of DNA at UBC and the development of educational tools used by pharmacists for patient awareness.
Community pharma-cists � nished collecting all 200 saliva samples in late 2015, and UBC re-searchers � nished se-quencing samples on Jan. 22.
UBC researchers will do a retrospective an-alysis of DNA informa-tion to learn how gen-etics would have altered the drug dosage patients were prescribed.
“One of the most im-mediate opportunities for genomics in health care is to guide treatment decisions and reduce the risk of adverse drug re-actions. � is project is tackling just that by en-abling pharmacists the insights needed to match the right medication, at the right dose, to the right patient,” said Dr. Catalina Lopez-Correa, vice-president, sectors and Chief Scienti� c Of-� cer, Genome BC. “� is work re� ects Genome BC’s ambition to trans-late the value of genom-ics to end-users in B.C. and beyond.”
In recent years, phar-macogenomics, or using
a person’s genetics to tailor their drug treat-ment, has only been used to treat cancer or rare diseases. However, there are more than 150 medi-cations, ranging from mental health to heart disease to cancer drugs, that are impacted by a patient’s DNA.
“We showed that pharmacy can be the gateway to personalized medication in our com-munities,” said Geraldine Vance, CEO of the BC Pharmacy Association.
“Regardless of the lo-cation—urban or rural—patients had a consistent, quality experience with their community phar-macist as it relates to pharmacogenomics.”
Along with Lakeside Medicine Centre Phar-macy, Andreen’s Medi-cine Centre in West Ke-lowna and Remedy’s Rx in Kelowna participated in the project.
Other pharmacies that participated in the project were located in Armstrong, Burnaby, Courtenay, Chetwynd, Cranbrook, Enderby, Fort St. John, Hope, Houston, Kamloops, Keremeos, Penticton, Port Coquitlam, Port McNeill, Prince George, Surrey, Vancouver, Vic-toria and Williams Lake.

My husband and I are planning on having a baby this year. He or she will be our first, so this is exciting for us. My teeth are in decent shape, but I need to know what to plan to ensure I don't need to have any dentistry performed that might harm my unborn child.
Firstly - congratulations on your decision. Your next chapter will bring challenges and great joy, and I wish you the very best. Let's talk teeth. Usually we suggest our patients have a recare/preventative exam prior to becoming pregnant. Make sure this includes a comprehensive hygiene session (cleaning), and they will also pinpoint any other oral health issues that your dentist discovers. Should you 'find' yourself pregnant and you haven't had a very recent exam or any dental work – we suggest you wait until your 2nd trimester before undergoing any dental treatment unless it is an absolute emergency. Your baby will be in a critical stage, and nobody wishes to expose you and your child to any dental procedure that could in any way influence
ndbaby's development. Routine cleaning can be done in the 2 trimester, but you should postpone any of your elective treatment until post-delivery.
This would be the ideal time to share with your dentist your 'expectant' state. Inform them of any prenatal vitamins or perhaps medications that you may be on.
Plus, if your physician has you on any specific regimen as part of your pregnancy please share that as well. As a general rule, we abide by the ALARA principle for dental X-rays during your pregnancy (as low as reasonably achievable). In the event of a real dental emergency, your dentist will take every step to safeguard your child. With digital technology that most offices now use, the amount of potentially harmful radiation is miniscule. It is most critical that you pledge to maintain a very high level of personal oral hygiene. You can still have a checkup, and your dentist will be measuring your gum (periodontal) pockets. There is an outside chance you may be consuming sweet foods during this time, so brush often and floss often. Expect some additional tenderness with your gums, and watch for any bleeding or swelling. That would be the time to consult a dentist ASAP. If you do experience nausea in the morning, change the flavor of your toothpaste and that may eliminate or reduce any reaction to some of that 'bright cheery flavour' in some toothpastes.
stRemember that your baby's teeth will begin to develop in your 1 trimester. You are 'eating for two' but try to eat healthy foods because the food you consume provides nutrients for your child's oral development too!

In an e� ort to pub-licize the negatives of what’s known as fast fashion and to also raise money for a pair of worthy causes, a Ke-lowna woman has em-barked on a campaign to wear the same dress for 180 days.
Ingrid Uhrich, 44, began wearing the dress, either as her main cloth-ing or as an accessory, on Jan. 1 as a fashion experi-ment, raising awareness of fashion sustainability while raising money for a Kelowna school as well as a school in Haiti.
“Fast-fashion is a con-cept where companies bring in new lines every two to three weeks in-stead of the longer time periods that it used to be,” she said.
“� ey are producing more and it ends up be-ing cheap quality and you end up throwing it out after a few washes.”
Considered a dis-ruptive innovation, fast fashion is a trend in the clothing industry that sees companies moving products from a design-er’s table to retail stores with the fastest turn-around and lowest price possible.
Consumers are able to purchase items at low cost, but according to Uhrich, the true cost is to the environment as garments end up in the land� ll as they fall apart just as quickly as they ar-rive in stores.
Fashion sustainabil-ity, she said, promotes a slower pace to the cycle, being mindful of resour-ces as well as the eco-nomic and cultural fac-
tors of the whole process. Having worked in the
fashion industry for the past 20 years, Uhrich is passionate about re-turning to a more hol-istic approach to mak-ing, buying and selling clothing.
So as of January, the Kelowna mom kicked o� her 180-day chal-lenge to wear the same dress with the help of accessories and other pieces in her existing

Along with her goals to raise awareness, Uhrich has also started a GoFundMe web site to raise money for the lo-cal school as well as the school in Haiti.
A mother of three, two of her children at-tend St. Joseph’s school, a private school which is
raising money to build a new campus.
She is also hoping to donate money to help build a school for kids in an impoverished area of Haiti.
“As well as helping a school locally, I wanted to help one internation-ally as well,” she said.
“I’m excited about this but there’s pressure. I’m not perfect and I realize we don’t live in a bubble so sometimes there are things you can’t avoid.
“It’s going to be more challenging than I ex-pected but I know I’m not going back.”

Just before her retire-ment 10 years ago as the 11th president of UBC, Martha Piper spoke to the Kelowna Chamber of Commerce.
For 25 minutes, she expounded on the great things she expected to happen here as a result of the university opening its new campus in the city.
Looking back a dec-ade later, Piper said last week to the same group she was not optimistic enough back then.
Speaking to the Ke-lowna chamber last � ursday—now as inter-im UBC president after being brought back for one year while the uni-versity seeks a replace-ment for Arvind Gupta who quit as president in 2015—Piper said in 2005 she had no idea how successful UBC Okanagan, as it became known, would be.
“I did not antici-pate the welcome UBC would get in the Oka-
nagan,” she said. “Community owner-
ship of the (UBCO) campus has been stun-ning.”
Speaking to a Black Press reporter later, Piper
credited support from all parts of the commun-ity, including local gov-ernment, business and the public, for the suc-cess of UBCO in its � rst 10 years.
During her remarks at the Chamber of Com-merce luncheon, Piper said the success of the university here can be seen in four very tangible ways:
• a $400 million doub-ling of the size of the campus including build-ings and infrastructure
• a tripling of the ac-tual � oor space available on campus
• a quintupling of the number of student resi-dences and
• an increase in stu-dent numbers to 8,400 now compared with 3,500 in 2005.
On top of that, UBCO has seen its re-search budget grow to $18 million from $7 mil-lion.
Piper said she is “al-ways surprised” by the quality of the students and faculty here, not-ing one Kelowna student was recently awarded a prestigious internship at the European Organ-ization for Nuclear Re-search, known as CERN,
an international lead-ing research organization and operator of the lar-gest particle physics lab-oratory in the world.
In another move, a highly regarded profes-sor who specializes in the study of soils was lured away from Mc-Gill University in Mont-real to take a position at UBCO.
“His work could have taken him anywhere in the world,” said Piper. “But he chose to come here.”
Piper, who as UBC president in 2004 chaired the B.C. Progress Board that recommended UBC or SFU expand into the B.C. Interior, said she believes the replacement of Okanagan University College in Kelowna has helped UBC as a whole not only garner more international attention but has also helped it re-cruit high-level faculty both here and at the lar-ger Vancouver campus.
In a recent listing of the top 800 universi-
ties in the world, UBC was ranked 34th and in North America, it is ranked sixth among pub-lic universities, just a point behind the Univer-sity of Washington.
“We are really, real-ly good,” said Piper. “But let’s be honest, we could be better.”
She said she expects the university will get better here over the next 10 years, working with the community and with Okanagan College.
Jim Hamilton, presi-dent of Okanagan Col-lege, took to the stage with Piper following her comments to the cham-ber and talked about the future of post-secondary education in the valley.
He said like UBCO, OC has a very high number of its graduates stay in the valley after graduation.
In UBCO’s case, while 30 per cent of its stu-dents currently come from the Okanagan, 60 per cent of its gradu-ates stay here after they
graduate. In Okanagan Col-
lege’s case, the numbers are even higher.
Hamilton said that bodes well for the fu-ture of the region and he sees the relationship be-tween the university and the college only growing stronger in future.
So, with a college that has seen its own stu-dent numbers rise dra-matically in the last 10 years—it reached its � ve-year projection after the � rst two years follow-ing UBC’s arrival and has outpaced the gov-ernment’s annual enrol-ment projections every year since—coupled with UBC’s ambitious mas-ter plan for growth at the Kelowna campus over the next 20 years, ad-vanced education ap-pears to be a growth in-dustry here.
“� e future of UBCO is bright and strong,” said Piper. “And that’s some-thing you can take to the bank.”

In an e� ort to pub-licize the negatives of what’s known as fast fashion and to also raise money for a pair of worthy causes, a Ke-lowna woman has em-barked on a campaign to wear the same dress for 180 days.
Ingrid Uhrich, 44, began wearing the dress, either as her main cloth-ing or as an accessory, on Jan. 1 as a fashion experi-ment, raising awareness of fashion sustainability while raising money for a Kelowna school as well as a school in Haiti.
“Fast-fashion is a con-cept where companies bring in new lines every two to three weeks in-stead of the longer time periods that it used to be,” she said.
“� ey are producing more and it ends up be-ing cheap quality and you end up throwing it out after a few washes.”
Considered a dis-ruptive innovation, fast fashion is a trend in the clothing industry that sees companies moving products from a design-er’s table to retail stores with the fastest turn-around and lowest price possible.
Consumers are able to purchase items at low cost, but according to Uhrich, the true cost is to the environment as garments end up in the land� ll as they fall apart just as quickly as they ar-rive in stores.
Fashion sustainabil-ity, she said, promotes a slower pace to the cycle, being mindful of resour-ces as well as the eco-nomic and cultural fac-
tors of the whole process. Having worked in the
fashion industry for the past 20 years, Uhrich is passionate about re-turning to a more hol-istic approach to mak-ing, buying and selling clothing.
So as of January, the Kelowna mom kicked o� her 180-day chal-lenge to wear the same dress with the help of accessories and other pieces in her existing

As the newly-elect-ed federal government contemplates a national ‘poverty reduction strat-egy,’ a better and more complete understanding of the state of poverty in Canada is needed.
In a recent study, we
lay out some basic yet important facts to help inform the public debate. Among them is a critic-al insight often lost: For the vast majority of Can-adians who experience poverty, it’s a temporary, not persistent, situation. � is distinction is critic-al because the policy re-sponses for helping those
in persistent poverty are markedly di� erent and more nuanced than those related to tempor-ary poverty.
Temporary (or tran-sitory) poverty can arise among young people, for instance, when they are students living on their own while attending school. But their situa-
tion changes in short or-der as they embark on careers and gain skills and work experience. In other cases, households may encounter a tem-porary negative shock to their income, perhaps due to a loss of employ-ment, from which they are able to recover rela-tively quickly.
Persistent poverty, on the other hand, occurs when a person is stuck in poverty year after year and unable to escape that unfortunate circum-stance.
� ese are the people we should be primarily concerned about.
Unfortunately, when it comes to the data, activ-ists and media headlines often focus on a snapshot in time of Canadians with low incomes, which exaggerates the extent of poverty and produces a misleading picture of our society. Meanwhile, data on the persistence of low-income is generally overlooked.
Before presenting some of that data, let’s clarify how poverty is typically measured. While Canada has no o� cial poverty line, Sta-tistics Canada’s low in-
come cut-o� (LICO) can provide some im-portant insights. LICO is not, strictly speaking, a measure of poverty, as in the deprivation of basic needs such as adequate shelter and food. Rath-er, it’s a measure of low income relative to other members of society.
� e advantage of LICO, however, is that Statistics Canada has used it for tracking the movement of people in and out of low income
over several six-year per-iods dating back to the early 1990s. � is track-ing allows us to measure the extent Canadians ex-perience persistent low income.
� e most striking in-sight from the data is that only 1.5 per cent of Canadians remained in low-income every year from 2005 to 2010 (the latest period of available data). In other words, a very small percentage of the Canadian population lives in persistent low-in-come. Encouragingly, the percentage of Canadians in persistent low income has fallen by more than half, from 3.6 per cent in the � rst period of avail-able data (1993 to 1998).
� ankfully, the per-ception that there’s a large and growing por-tion of Canadians trapped in low income is not borne out by the data.
� e data also show that it’s common for many who experience low income in one year to escape it the following year. For example, more than a third of Can-adians in low income in 2009 were no longer in low income in 2010. � is
reinforces the temporary nature of people’s expos-ure to low income.
However, for Can-adians stuck in low in-come, Statistics Can-ada research has identi-� ed characteristics that put people at higher risk of living with persistent low income such as be-ing physically or men-tally disabled, belonging to a single-parent family, and having less than a high school education.
Strategies for reducing poverty should not only focus primarily on those stuck in low income, but must acknowledge the speci� c policies that will help this group of Can-adians are likely to di� er depending on the root causes of poverty.
As the federal govern-ment, and other govern-ments, develop poverty reduction plans, these are crucial things to keep in mind.

“A lot of it was de� n-itely body image and not necessarily being happy with the way I looked,” Metzger said this week, now a 28-year-old woman in recovery for about four years. “It’s a
vulnerable time for a lot of people. You’re at an awkward age when a lot of people are into im-age and beauty and fash-ion. I didn’t feel like I � t in with certain crowds so part of it was trying to change a little bit of who I was, trying to � t in, try-ing to feel normal.”
She also su� ered from anxiety and along with the eating dis-
orders came guilt and shame that made it hard to talk to anyone about it. � e result was a child-hood that saw her navi-gate through some tough years on her own.
“I su� ered in silence for many years not real-ly knowing who to talk to and feeling a lot of shame and guilt,” she said. “I also lived with anxiety and I think that’s been a big part of it. Having the feeling of being nervous or fear-ful and with that, feel-ing out of control. I was never overweight grow-ing up but I always felt and thought that I was and those thoughts continued to get more harmful as I got older and had troubles � tting in and identifying with my peers. I never saw myself the same way that others did, and never be-
lieved people when they would give a compli-ment.”
Attending college in Edmonton, Metz-ger � nally had the cour-age to speak to a coun-sellor about it after one of her teachers noticed she was struggling. But it wasn’t until she moved to Kelowna at the age of 22 and started working at Crossroads when she was � nally able to talk to a counsellor who spe-cialized in eating disor-ders. Finally opening up about it to someone who understood, the grip of the disorders started to loosen.
“Being able to real-ly talk about it for the � rst time…there was no judgment,” she said. “I was able to get some more understanding

help me with.”Now Metzger has
truly come full circle with the disease. Her ca-reer has taken her to a post with Canadian Mental Health and part of her job has her facili-tating an eating disorder support group that meets
on the � rst and third � ursday of each month.
Now she is the one who is able to listen and provide help with-out judgment. And the fact she struggled herself is helping others in the support group share their feelings.
“I think it does help just having someone on the other side that you can share your story with,” she said. “It can be a very lonely feeling. But to share your story and look around and see people nodding, you can tell you’re not alone. It
might not be the same story but some of the feelings are the same. I’ve been in recovery for about four years now but even with recov-ery, it’s never something that fully goes away. � e thoughts and emotions can still be there but I
can deal with them a lot better now. I don’t go back into the destructive patterns. I’m more aware of it and because I’m comfortable talking about it, the shame and guilt and fear isn’t there as much. If I do get trig-gered or have a bad day,
I’m more likely to talk about it and that’s going to stop it more quickly.”

Gary passed away on January 27, 2016 at the
Central Okanagan Hospice House at the age of 81.
Gary is lovingly remembered by his son Paul and daughter in law Valerie; grandchildren,
Brandon and Katharine, brother Don Teel and numerous nieces and
nephews. He was predeceased by his wife, Pat Teel (1989) and his
daughter Patti-Jo (1972). Gary was a member of UA
Local 170, Plumbers and Pipefi tters (Retired) for 50 years. He enjoyed woodworking, fi shing, hunting, and a drink with
good friends. Cremation, no service by request. In lieu of fl owers donations may be sent to Central Okanagan

Permanent Full‐time Vacancy Accounting Clerk (accounts payable)
The District of Lake Country is seeking a permanent full‐time Accounting Clerk to join our team. As Accounting Clerk you will be responsible for the processing of accounts payable, including reconciling and balancing of accounts to the general ledger. Applicants should be comfortable processing large volumes of payables and have strong keyboarding skills. The Accounting Clerk works closely with other Finance Department staff in a team environment and also provides support to the Financial Analyst & Services Supervisor. The normal work week is 35 hours, Monday to Friday, plus the option to join our Earned Time Off program.
The successful candidate will have: a minimum of one year post‐secondary education in accounting or
business administration (preference will be given to a completed diploma or degree);
strong competence in Microsoft Word and Excel; superior organizational and attention to detail skills; a minimum of two years’ experience in an accounting position,
preferably in accounts payable and a municipal setting (with preference given to an individual with payroll or other accounting skills); and
a minimum 50 wpm typing speed, 175 kpm data entry;
The hourly rate of pay for this unionized position is between $22.77/hr and $27.10/hr (2016 rates). Applications will be received until 4:00 pm on February 7, 2016.
Customer Services Clerk (Casual)
The Administration and Corporate Services Department is seeking a Casual Customer Services Clerk to join their team. The Customer Services Clerk is responsible for clerical assistance, including records management as well as knowledgeable, courteous, and efficient customer service for internal and external customers. The Customer Service Clerk receives payments, processes mail, books facilities and programs, prepare agendas and take minutes, and must be knowledgeable of all municipal functions in general. The position is an on call position to cover vacations, leaves, peak times and other related needs.
The successful candidate will have completed a minimum of one year toward a college diploma in office administration, business administration, public administration, or a related field, a minimum of one year experience in a municipal setting, and typing speed of 65 wpm. The hourly rate of pay for this unionized position is between $21.56/hr and $25.67/hr (2016 rates). Applications will be received until 4:00 pm on February 7, 2016.
