Portsmouth is set to become a super-connected city.

We’re working on a plan which includes:

f boosting Portsmouth’s broadband capability – supplying an ultrafast broadband service to key commercial sites, making it easier for businesses to work

f increasing wireless internet coverage

f helping to connect key business sites or public services to ultrafast broadband

We’ve successfully bid for a slice of £50m from the government, to be shared among 12 cities. The government is expected to confirm the exact amount it will give for our plan soon.

Cllr Mike Hancock, the council’s Cabinet Member for Planning, Regeneration and Economic Development, said: “Being super-connected will encourage more businesses to set up here, and more residents will be able to keep up with the modern world, including the jobs market and cheaper shopping.

“This kind of technology can also help people get services from the council and other public bodies more easily and quickly.”

Increased wireless coverage could mean children getting easier access to online learning.

We asked for £6m from the government, to be added to about £7m of investment from the council, the university, the NHS, and other local organisations and businesses.

Our plan to regenerate Tipner is being put into action after the government announced £19.5m to enable vital work to go ahead.

Added to £8.5m of council money, the government cash is helping us build a new junction on the M275, along with a park-and-ride and a southbound bus priority lane.

The project will open up access to land on the west of the motorway, expanding the potential to regenerate Tipner.

It’s also essential for the future development of Portsmouth as a whole, because our plans for an improved city centre and seafront will attract visitors, and they’ll need the park-and-ride.

Work on the junction and park-and-ride began last month and will continue until about spring 2014.

Cllr Mike Hancock, the council’s Cabinet Member for Planning, Regeneration and Economic Development, said: “The new junction and park-and-ride in Tipner are key to Portsmouth’s regeneration strategy.

“Not only does the project enable us to improve that area, but the sustainable transport link it creates is invaluable to the future development of the city centre and seafront.”

Work on the M275 requires temporary narrow lanes. And to protect drivers and the people working on the motorway, there are lower speed limits.

How it will workThe new motorway junction will allow traffic to access the park-and-ride site and land to the west of the M275.

The park-and-ride will make the city more attractive to visitors and easier to access for commuters, by providing a low-cost, lower-carbon transport option and reducing rush-hour congestion.

The bus priority lane will run from the new Tipner interchange to Rudmore roundabout, linking the park-and-ride buses to the existing bus lane network and ensuring journeys into the city are as fast as possible.

For traffic entering the city, the temporary speed limit is 50mph until just north of Tipner bridge, when it becomes 40mph. Traffic leaving the city has an equivalent 40mph zone before entering the 50mph limit just north of the bridge.

We may have to close some footpaths at times, but we’ll always ensure an alternative route is available.

Our work is taking place alongside projects being led by the Homes and Communities Agency (HCA) and the Tipner Regeneration Company (TRC).

TRC has conditional planning permission to clean up its land to the east of the M275 and build 518 homes.

HCA’s contractor Tamdown has been on-site since the summer, removing contamination from plots of land in east Tipner and preparing to build 80 houses and some shop space.

New bridge will bring future growthWork continues on a new Northern Road bridge in Cosham, to keep this crucial north-south link open for the long-term benefit of the area and the city.This means it will be closed to general traffic for about 20 weeks, from 13 February.

The old bridge, which carries the road over the railway, is nearing the end of its working life and is being replaced.

During the closure, pedestrians, buses, taxis, emergency vehicles and other public service vehicles will still be able to use the bridge. Cyclists will be asked to dismount and walk across.

General traffic will be diverted via Western Road and Southampton Road. Shops and businesses in Cosham will be open as usual, and there will be an hour’s free on-street parking in central Cosham.

We’ve secured £11m from the government’s Department for Transport for the new bridge, to go alongside £1.5m we’re investing.

Work will continue until winter 2013/14.

City centre plan takes shape

More than 300 residents commented on the draft masterplan, which was generally well received.

Now finalised, it will guide investment by private developers and landowners, and outline how public funds should be used.

Plans include the Northern Quarter development, along with an improved route in and

out of the city. After residents’ comments on a proposal to close Wingfield Street and Church Street, we changed the

masterplan to allow them to stay open.

Other proposals include a new public transport interchange and improved access to Victoria Park. Major hotels are among proposed new buildings, as well as new pedestrian areas and public spaces.

The schemes on the previous pages show just some of the investment the council has secured for the city. We’re working for regeneration as part of the Shaping the Future of Portsmouth group – a unique partnership between the council, private businesses and other major employers in the city.

Our goal is to bring in £1bn of investment to the city over the next 20 years and help ensure local people have the right skills for new jobs.

Council Leader Cllr Gerald Vernon-Jackson said: “Just a year after launching the £1bn drive, we’re making great progress. Our goal is to create thousands of jobs for local people and boost the city’s economy.”

The Shaping group’s achievements include:

The Teddy Bear StoryTeddies of all kinds will be on view at an exhibition from the V&A Museum of Childhood, London, which comes to the City Museum on 16 March. Celebrating the most popular and loved toy in the world, it explores the history of the teddy bear from the first designs based on real animals to modern character and designer bears. Housing benefitIf you’re a council or other social housing tenant, and are classed by the government as having more bedrooms than you need, your housing benefit will be reduced from 1 April. But you’ll still be responsible for paying your full rent.

This change won’t apply if you’re a pensioner.

If you’re a city council tenant, our housing service will have contacted you directly to help you look at the options you have.

If you think you could be affected, call your housing officer as soon as you can.

If you’re with another social landlord or housing association, such as First Wessex, we recommend you contact them for advice.

benefit changes and youThe government is making big changes to benefit payments. Here’s a snapshot of some of the changes and how they could affect you.

Benefits capThis means you won’t be able to claim more than £26,000 a year in benefits (although there are some exclusions).

The change won’t apply if you’re a pensioner.

We don’t yet know when the government will apply the cap to Portsmouth claimants, but it will be at some point between April and September.

The government’s Department for Work and Pensions is contacting people who will be affected by this cap – mainly large families. We advise you go and chat with a DWP officer if you’re invited to.

New council tax support schemeThis will come into effect from 1 April. If you already receive council tax benefit, you’ll be automatically transferred to the new scheme. In mid-March you should receive notification of the amount of support you’ll receive, along with a payment instalment plan for 2013/14.

Universal creditCertain benefits will be combined into one universal credit payment, starting with new claims from out-of-work claimants from 13 October. This may mean that you won’t be able to get your rent paid directly to your landlord. We’re looking at how we can help you make sure your rent is paid out of your account as a priority.

Housing benefit turnaroundWe work hard to assess housing benefit claims as quickly as possible. An assessment takes 24 days on average. And it can take up to seven days more for you to get payment.

If we don’t get all the information we need when a claim’s made, the process can take longer. We’ll ask you for any missing details, but progress will depend on how quickly you can provide them.

Schools continue to improve, says OfstedAlmost two thirds of Portsmouth schools – more than ever before – are now assessed as ‘good’ or ‘outstanding’.Ofsted, the official inspection body, says 65% of our schools now qualify for those ratings.

It says the percentage of ‘outstanding’ schools in the city rose from 9% in 2010 to 16% in 2012.

However, 10% of our schools are inadequate and 25% still need to improve, Ofsted says. We’re working hard with these schools to help them raise the standard of learning they offer.

Our target is that all of our schools are assessed at least as ‘good’.

Changes in school assessments

Ofsted have changed the ratings they use when assessing schools.

The minimum acceptable standard for schools is now ‘good’.

Where schools are not inadequate but are not yet providing a good standard of education, the ‘satisfactory’ grade has been replaced with ‘requires improvement’.

The four grades given by inspectors are now:

1 – outstanding

2 – good

3 – requires improvement

4 – inadequate

The project, a joint venture with the university and the Students’ Union, was trialled at Charles Dickens Infant School with the hope of attracting students who would commit an hour a week to hear children read.

It was so successful that it started in five more schools: St Jude’s, Somers Park, Cottage Grove, St George’s and Craneswater. About 40 students volunteer each week.

Godfrey Atuahene, Students’ Union president, said: “Students are keen to have a positive impact on their local community and to contribute to the council’s aim of raising the standard of learning. We’re proud that our students are supportive of local children and contributing to their education.”

Rachael Osborne, acting deputy head at St. Jude’s, said: “They’ve all been fantastic. They’ve not only been professional and keen to learn, but they’ve also been great in ‘making do’ with the spaces and situations in which they’re hearing children read.”

Student volunteer Sam Manton said: “It’s a fantastic opportunity and it’s a pleasure to be a part of the project.”

If you’re worried about speeding in your road, you could become a Community Speedwatch volunteer.Community Speedwatch is managed by Hampshire Constabulary, using equipment funded by the council.

Trained volunteers use equipment that monitors the speed of traffic and records the details. Letters are sent to vehicle owners, telling them the speed recorded, and reminding them why it’s a community concern. If a problem persists, police can start enforcement.

Community Speedwatch is operating in Hanway Road, Twyford Avenue and Stride Avenue so far.

Cllr Jason Fazackarley, the council’s Cabinet Member for Traffic and Transportation, said: “It’s great that we, the police, and residents are working together to tackle speeding.”

Cllr Lynne Stagg, Deputy Lord Mayor, said: “People say: ‘Something must be done about this’, but it’s up to us as the public. That’s why I’ve volunteered for Speedwatch. If I can do it, everyone else can do it.”

Do you have diabetes? Having your vision checked at least once a year can help reduce the risk of sight loss If you have been diagnosed with diabetes and you live in Portsmouth or South East Hampshire, you will be invited for a yearly check-up with the NHS Diabetic Eye Screening service.

It’s important to go along, even if you feel you don’t have any symptoms of sight loss, as the screening will assess how often your vision should be checked, or if treatment is needed.

The service, managed by Care UK, is available across the city, including at St Mary’s treatment centre (located at St Mary’s Hospital, Portsmouth) and participating GP surgeries.

Positive about HIV? It is estimated that more than 90,000 people are currently living with HIV in the UK.

Around a quarter of those living with HIV are undiagnosed and have no symptoms but can still pass on the virus.

HIV Lives provides personal perspectives on issues such as testing, medication, relationships, how to tell other people about your condition and how to access health services. It was launched by Solent NHS Trust’s Sexual Health Promotion Team and explores real people’s experiences of living with HIV.

Our aim is to encourage more people to get tested and improve the quality of life of those affected by the condition, by increasing public awareness. It also highlights the importance of early diagnosis and enabling access to better treatment and support.

Love your bones!As winter draws in, the risk that we might suffer a fall increases. For many, particularly the over-65s, natural changes in their bones can lead to a condition called Osteoporosis, where a simple fall can lead to a broken bone.

Osteoporosis is an ageing-related, thinning of the bone but it is not inevitable. Awareness of bone health means that younger people can make simple lifestyle changes to prevent future deterioration of their bones. There are specific treatments that have been proven to prevent further fractures for older people too.

Working in partnership with the National Osteoporosis Society, the Portsmouth Hospitals NHS trust is holding a ‘Love Your Bones 2013’ event at the Mountbatten Sports Centre, on Wednesday 26th June. Everyone is invited!

Carol Eaton, the centre’s carers development officer, says: “People who come to us can be overwhelmed by their situation. But we can provide a listening ear.

“They can meet other carers in the same position, and don’t have to be alone.”

The team can help you find out more about conditions and medication. They can talk you through any form-filling, so you can see what support is available to you. This could include help so you can grab some ‘me’ time.

Carol says: “We think there could be 1,000 adult mental health carers who haven’t contacted us yet. Our message is: “We’re here, and we can help.”

Social housing: the true pictureSocial housing is provided by the council or not-for-profit organisations such as housing associations. Rents are lower than on the open market. The city doesn’t have enough social housing for everyone who needs or wants it, and for most people there’s a long wait.

Waiting list

The number of people on the list is approximately 2,500. You can join the list if you have a genuine housing need.

You can’t join if you just want to move to a more affordable home. This doesn’t mean there are no options available to you. There are other solutions, depending on your circumstances, which we can discuss.

How we allocate homes

We always offer homes to those who need them the most. Nationality or marital/relationship status do not affect how homes are allocated. Priority is always based on people’s circumstances, the size of their household and their housing need.

Most homes which become available are upper-floor flats on large estates. Houses and ground-floor flats are rarely available.

We’re also changing how we allocate homes, after asking people their views. As Flagship went to press, the changes were still being finalised. But we know people with a connection to Portsmouth or serving in the armed forces will have an additional priority. We’re also looking at making it easier for council tenants to move as their circumstances change.

Who can’t join the list?

If a person is not entitled to benefits, for example, if they are an asylum-seeker, or living in the country illegally, or without a valid visa, they cannot join the waiting list and are not entitled to social housing.

Children’s centres – the futurePlease tell us your views on the future of children’s centres.We want to do the best for children in Portsmouth, but like all councils, we’re facing substantial cuts in the money we get from the government, and this means we have to make savings.

We want to make sure that we provide quality services that offer a wide range of opportunities for parents and children.

Our proposals (in summary) are to:

f reduce the 16 centres to nine by merging some – reducing the cost of buildings and administration but still retaining a service

f focus services on places where they’re needed most

f limit the variety of services

f provide more services in people’s homes and in community venues

f introduce charges for some services

If you want to cut down on your drinking, it doesn’t have to be a boring process.Why not join people like Dave, and have a bit of fun playing sport and meeting new faces?

Dave (not his real name) worked as an accountant for many years and used alcohol to cope with his stressful job. After retirement he decided to deal with his problem.

Now he enjoys sessions of five-a-side football, keep fit and badminton run by Safer Portsmouth Partnership’s alcohol interventions team.

These sessions aim to get people who are in recovery from alcohol or drug misuse back into fitness by offering gentle exercise and fun activities. They also help people to rediscover their passions and develop new interests.

Dave said: “The fitness sessions are brilliant, really great fun. They’ve helped me lose weight and meet new people. I feel happy and healthy and I’m using my time to do things I enjoy.”

Katy Ball, museums and records registrar, said: “We’re now able to name the Bluejacket in Princess Louise’s painting, thanks to someone who was researching her work via the website. He was Tom Mitten, whom she sketched on board a ship as she was travelling to British Columbia. This sketch was turned into an oil painting.”

We’re working toprotect Portsmouthfrom sewer flooding

Southern Water’s £20 millionproject is well underwayOur work in Kirtley Close has been successfullycompleted and we have now started work at SpiceIsland. We have also held three resident drop-insessions in the areas where work is due to start soon.

Our work at Spice IslandThe majority of the sewers in Spice Island were built in brick during theVictorian era with some sections having to be repaired following damageduring the Second World War. Although they are in fairly good condition,there are places where groundwater can get in. This means that whenthere is a very high tide, significant quantities of groundwater enter thesewers taking up valuable capacity in the network and increasing therisk of flooding elsewhere. To stop this happening we will be repairingsections of the sewers on Broad Street, East Street and West Street usinga Cured in Place Pipe (CIPP) liner, as shown in the diagram. This methodhas been chosen because it can be carried out with the minimumof disruption as it avoids the need to dig up large sections of road.

The liner, which is pre-coated in epoxy resin at the factory, will beinserted into the sewer via existing manholes and then inflated usinglow pressure air before being set in place using ultraviolet (UV) lamps.The whole process will only take a few hours and will be controlledby computers located inside a control vehicle. Once complete thenew liner will be stronger than the original pipeline.

Cruising to successThere will be more cruise ship visits to Portsmouth International Port this year than ever before.Martin Putman, manager of the council-run port, said: “We’ve been steadily building our cruise ship business over the last decade, investing in new facilities and constantly making improvements. This appears to have paid off in 2013.”

There will be around 50 cruise ship movements at Portsmouth this year, compared with 34 in 2012.

The increase will boost the local economy, with many passengers wanting to explore city attractions.

We’re determined to stop the minority of irresponsible dog owners who cause the menace, and more and more residents are joining the effort.

We’ve had an increase in reports from people with information about offences. This really helps our enforcement officers in their investigations. If you see someone failing to pick up after their dog then please let us know on 023 9283 4092. Give us as much information as possible, including:

f times when the offence(s) took place

f description of the dog and owner

f address they are seen entering/leaving, or vehicle registration

We also use mobile surveillance cameras to capture evidence.

To reward owners who clean up after their dogs, we’ve given out around 500 “thank-you” goody bags.

Our campaign posters are proving effective too.

What happens to offenders?

Failure to clean up after a dog can lead to a fixed penalty fine of £75. Those who persistently offend, or fail to pay a fixed penalty, face a maximum £1,000 fine.

Doing our bitThe council is committed to reducing its carbon emissions by 30% over five years.

In the first year, 2011/12, we cut our carbon by 8% through projects such as installing energy-efficient lighting and solar panels, and switching to bio-diesel fuelled trucks. This saving is equivalent to the carbon footprint of 680 Portsmouth homes, and means we saved £300,000 on our electricity and gas bills.
