I hope 2014 has got off to a good start for you and your family.

I believe our city has entered the new year with hope, confidence and a new spirit of partnership.

After the terrible news about shipbuilding we received last year, there is a real determination in the city to work together and fight for the future of the workers concerned.

On pages 4 to 7 you will see how many long-term plans to boost the city’s economy are now becoming reality, such as the development of Tipner and the transformation of the city centre.

A lot of the work being done to keep the city’s economy growing is being done by private companies and the public sector working together, and this will continue.

In today’s financial climate the council can’t provide all the services the city needs, and new partnerships have to be found.

A great example is our scheme for community toilets (see pages 16 to 19), where local businesses and organisations offer their facilities for the public good.

Working together, we in Portsmouth can look forward to a great future.

Isabel Manchip loves going to Peacock Preschool in Drayton.

She suffered a life-threatening stroke as a baby, and nursery has helped her bounce back and thrive.

Thanks to our free childcare scheme for two-year-olds, she got two and a half days a week at Peacock.

Going to nursery helped her development after spending six weeks in hospital. Meanwhile, mum Rebecca could work part-time.

Now Isabel’s three, and her nursery place is continuing under the free scheme for all pre-schoolers.

This year our scheme for two-year-olds doubled in size, to cover hundreds more children. As well as non-working families, it now includes families with disabled children or where parents have low-paid jobs.

Isabel’s dad Eddie, 49, said: “Doctors told us she would benefit from starting nursery as early as possible. With the support of Debbie, her special needs co-ordinator, she’s come on leaps and bounds.

“Being with other children has also helped improve her skills.

“I’d urge all parents to find out if they’re entitled to a place. It’s made a huge difference for the whole family.”

Could you get free childcare?Families can get up to 15 hours of free childcare for two-year-olds if they get certain benefits.

Deal for jobs and homesPortsmouth and Southampton have agreed a historic ‘deal of two cities’ with the government, which will bring thousands of jobs to the Solent area and pump millions of pounds into the local economy.The cities’ joint City Deal gives them special powers and access to new funds. This means they can develop crucial sites, provide training and boost local companies.

The deal is set to bring millions in public and private sector investment into the Solent area, particularly aimed at the maritime, marine and advanced manufacturing sectors.

In Portsmouth it’s set to bring 3,750 permanent new jobs and 2,370 homes, after sites at Tipner and Horsea Island become available for building workplaces and housing.

It will also help unemployed people, equip workers with the right skills and support small businesses.

Development in the west of Tipner and at Horsea Island has been blocked up to now because of obstacles such as multiple land ownership, areas that need cleaning up, or a lack of infrastructure.

The City Deal will transfer land from the Ministry of Defence to the council and enable roads and other infrastructure to be built. This will link to the new motorway interchange now being built at Tipner, and attract private investment for development.

Leader of the council Cllr Gerald Vernon-Jackson said: “This deal is a historic one. It is about the economic future of people in Portsmouth, Southampton, and the whole of the Solent area.”

Park and ride coming soonThe park-and-ride being built on the M275 will have more than 650 parking spaces, with buses running into the city every 12 minutes at peak times.

Due to open this spring, along with the new motorway junction, it will run seven days a week using state- of-the-art double-decker buses with free wi-fi.

The terminal building will have real-time bus departure information, visitor information, refreshments and toilet facilities.

Prices for using the park-and-ride are yet to be finalised but are expected to compare favourably with city centre car parks.

The project also includes new bus lanes on much of the park-and-ride route, with stops at the International Port, the naval base, the city centre and The Hard.

Plans are also being drawn up to improve the Hard interchange, to create a more efficient transport hub with a contemporary feel.

The council is planning a new road layout, while the developers of the Northern Quarter are unveiling details of their revised scheme.

The new road layout would improve traffic flow and boost economic growth in the whole city. It would also be better for people cycling or walking.

Traffic in and out of the city would use a widened Hope Street, while Commercial Road

would mainly be for buses and local traffic.

If the new road layout gets planning permission later this year, work could start in 2016 and be finished in 2018.

Centros, the Northern Quarter developer, is also hoping for planning permission this year, with construction starting in 2017 and an opening date in 2018.

Centros director John Marsh said: “We believe there’s a tremendous

opportunity to bring Portsmouth back into the premier league of shopping destinations. There will be restaurants, cafés, a cinema and apartments too.

“We’ll also create an important public space around St Agatha’s Church, with places to eat and drink.”

Fighting for shipbuilding

City leaders are working together to try to keep naval shipbuilding in Portsmouth and boost businesses in the maritime sector.

The council has brought together a task force to work to preserve as many jobs as possible and help affected workers.

It is working on:

f lessening the impact of losing shipbuilding work

f finding alternative work for the shipyard

f supporting those made redundant

The task force includes representatives from Portsmouth City Council, Southampton City Council, BAE Systems, business leaders, local colleges, skills agencies, unions, HM Naval Base and government bodies.

The task force will work closely with Minister for Portsmouth Michael Fallon.

That’s one reason why she’s joining our new citizen’s panel, so she can have her say. We’re hoping to recruit 1,000 volunteer panel members, who will give their views on a whole range of council services.

Emma, a Royal Navy lieutenant who lives in Southsea, says: “It’s important for people to take an interest in the place they live. It’s easy just to point fingers and complain. I’m also interested in street cleaning, recycling, refuse collection and all the things that make the community a safe, clean place to live in.

“We know there’s limited cash right now, but it’s important that the council understands our interests.”

Panel members will be able to contribute views by email and in person.

The UK’s first statue of world-famous author Charles Dickens, born in Portsmouth, is being unveiled this week.The unveiling ceremony will be in Guildhall Square at 12noon on his 202nd birthday, 7 February.*

The statue, by Martin Jennings, will be placed by the Guildhall steps.

Ian Dickens, great-great-grandson of Charles, said: “We’re thrilled that a Dickens statue will finally take pride of place in his home city.

“It is not only a tribute to his creative talent, but also reminds us of his passion for reform in social welfare and a desire to see a fairer society. Thousands of people will be reminded of that essential legacy – and perhaps it will encourage some to read Dickens for the first time”.

The statue has been paid for by donations collected by the Charles Dickens Statue Fund. The council will maintain it.* Flagship is distributed from 1 to 7 February. Apologies if you got your magazine after this event.

Support if a loved one uses drugs or alcohol Caring for someone who is dependent upon drugs or alcohol can be terribly lonely.But members of the Rebound Carers’ Support Group know that together, they can find the strength to keep going.

June*, one of the members, has struggled to cope with a son who has mental health issues and a heroin problem. He has been in prison several times and is still battling his addiction.

She says: “Caring for my son has been a very turbulent, emotional, lonely journey, and one that I still tread. It is only now, that I have the support of Rebound, that I have found the comfort of being able to share my torment with people who truly understand.

“It’s such a relief to be able to talk freely, in confidence and without fear of being judged.

“The weekly meetings offer a safe environment to come to and share the events of our week. There is empathy and friendly, informal advice, which is born out of personal experiences.

“Rebound has been my saving grace. My advice to others in a similar position would be: don’t suffer alone and in silence.”

The group meets every Tuesday at 7pm at the Carers Centre in Orchard Road, Southsea.

Committee chair Lynn Evans (pictured opposite) says: “We strive to increase understanding of addiction, the substances involved and the impact it can have on the life of the addict, their partners, their parents and other family members around them.

“We also investigate and discuss all the various types of treatment for addicts and look at the best and most practical ways of supporting those dependent upon drugs or alcohol into recovery.

“Every member has the opportunity to tell their story, and if carers feel they need one-on-one support, we happily provide this.

“The main thrust of the group is to provide support and empathy, but we also arrange individual counselling and regularly invite professionals from other agencies involved with drugs and alcohol to attend our meetings to increase our knowledge and understanding.

“We also occasionally organise group therapy sessions and investigate topics such as co-dependency, mindfulness and coping strategies.”

New borderline personality disorder groupOn the Border is a new support group for carers of people with borderline personality disorder, which meets once a week at the Carers Centre.

Its main emphasis is helping carers to manage their own wellbeing and cope with difficult feelings. It also looks at topics such as diagnosis, current thinking on why symptoms occur and responding to challenging behaviour.

Your guide to loos you can useThere are now lots more loos that the public can use in the city.Since we launched our community toilet scheme last year, we’ve signed up 32 premises. These include pubs, shops, cafés and community centres. You can use their facilities whether or not you’re a customer.

We launched the scheme after having to close 12 of our 25 purpose-built public loos to make savings. Adding the remaining 13 public loos to the 32 in the community scheme makes a total of 45 publicly-available loos. And 35 have facilities for people with disabilities, compared to only 24 before the scheme started.

Tradition with a modern touch

But as well as being a traditional choice, it is introducing new modern facilities.

The crematorium will soon be offering secure online streaming of services, so loved ones far away can view a service as it happens.

Books of remembrance will also soon be viewable online, and video screens will be installed to enable personalised tributes to be shown more easily.

The decoration of the main chapel is also to be refreshed.

The crematorium and its beautiful grounds are looked after by a committee of councillors from Portsmouth, Havant, Gosport and Fareham.

Chairman Cllr Hugh Mason said: “We’re very proud that the crematorium is run by community representatives, for the community. We’re making sure it stays up to date but keeps its traditional identity and still offers good value.”

My Journey. It’s helped save them time, money,

and improve their health and well-being.

I used to commute by car, which took about 30 minutes each way and cost £3.70 a day in parking. I found that by using the bus I could save around £20 a month on parking alone and the journey only takes 20 minutes.

Driving can be stressful and annoying, but on the bus I use the time to please myself. I usually read my Kindle app, listen to music or even book my food shopping for delivery. When I have had a busy day, I can just people-watch.

Portsmouth is such a compact city. Getting around by bus is so easy and quick and I’d recommend anyone to give it a go too.

I considered the car was king. I wouldn’t dream of using public transport, but I was managing to stress myself out on the five-mile-each-way drive to work. I decided to try the bus.

Now I don’t have to worry about de-icing the car or joining the madding crowd on the roads. I simply walk to the bus stop, board the bus, allow the driver to take full responsibility and disembark within spitting distance of the office.

Nine months later I have no regrets. My stress levels have massively reduced, I enjoy the walk to and from the bus stop and I’ve saved £1,150 a year.

For the cost of a season ticket, I can travel anywhere and anytime in Portsmouth.

After having pneumonia and collapsing at work, I decided it was time to take stock of my life. At just under 18 stone, I was quite overweight.

I decided to dig out my old mountain bike from the shed and start cycling. My first ride, just round the block, left me feeling very out of breath and as if I was going to have a heart attack, but I gradually increased my distance, a little bit every day.

After cycling for three months I replaced my old bike with a proper road bike. Soon I’d hit two milestones – I’d cycled over 1,000 miles and now weighed under 16 stone.

I now cycle everywhere. I still get out of breath but my recovery time is a lot faster now and my clothes are noticeably looser too.

When I first moved to Southsea I made a lot of journeys by car. I soon realised I wasn’t getting to know the area very well and it was often taking longer to find a parking spot than it would have done to walk. So I started to make a few shorter journeys on foot and realised how much easier it was to get around.

There’s no traffic to worry about, no fight for parking spaces and no cost. You get to know the area much better and find the nice places to eat and drink. Plus, you don’t have to worry about rushing back before your parking runs out.

I now walk almost everywhere I can. I’m saving at least £150 a month on petrol and parking, getting to work in a much better frame of mind and I’ve lost well over a stone.

City GPs offering electronic prescriptions

Many people throughout Portsmouth can now order their medicines electronically – in a new NHS scheme to make life easier for us and our GPs.

The Electronic Prescription Service (EPS) gives us the chance to change how our GP sends our prescription to the pharmacy of our choice.

The system is being rolled out across the city and by early March, 11 of the city’s 25 GP practices are due to have adopted EPS with more to follow soon.

You don’t have to take part in the scheme. But the benefits are that:

f if you, or a relative/carer collect repeat prescriptions, you won’t have to visit your GP practice just to pick up your prescription. Your GP will send it electronically to the place you choose, saving you time

f it’s an electronic message so a paper prescription can’t go astray

f you will be able to choose where to collect your medicines as they can be collected from a pharmacy near where you live, work or shop

f if the prescription needs to be cancelled, the GP does this electronically, or issues you a new one, without you having to return to the practice

f you may spend less time waiting as your prescription should be available for collecting at the pharmacy.

How do I use EPS?You need to choose where you want your GP to send your electronic prescription. This is called ‘nomination.’ You can nominate a pharmacy or dispensing appliance contractor if you use one.

Once you’ve been given information about the service and provided consent, your healthcare professional will register your nomination for you.

The simplest way to nominate a pharmacy is to call in to the pharmacy of your choice and ask for a leaflet and nomination form.

Is this service right for you?Yes if you:

have a stable condition

don’t want to go to your GP practice every time to collect your repeat prescription

collect medicines from the same place most of the time

already use a prescription collection service.

No if you:

don’t get prescriptions very often

pick up medicines from different places

travel or work away from home a lot.

Can I change or cancel my nomination?Yes. Simply ask your GP practice or pharmacy.

Is EPS secure and confidential?Yes. Your electronic prescription will be seen by exactly the same people who dealt with your paper form.

Almost 6,000 Portsmouth households have now pledged to bin their bad habits and be more environmentally friendly thanks to the Portsmouth BIG Recycle.The BIG Recycle is a scheme that rewards residents with cash prizes of up to £250, just for recycling in the right ways.

Each household that signs up gets information on what they should and shouldn’t be recycling. After that, their name is added into a monthly prize draw which randomly selects 81 households.

Our recycling officers then visit each household, and if they’re recycling properly, they’ll be rewarded.

It’s still not too late to join up, and taking part is simple. Just follow these quick and easy steps.

Register: Whether you live in a house or a flat, you can win. Sign your household up for the scheme at bigrecycle.portsmouth.gov.uk or call 023 9243 7843. Within a few weeks you’ll be sent your BIG Recycle welcome pack explaining how and what you should be recycling and everything you need to know about the scheme.

Recycle: See if you can boost the amount you recycle at home and make sure you’re getting it right.

New centre serves up an ace

One man tried to claim around £3,500 of public money for tripping on a broken step in one of our buildings and hurting his head.

We checked CCTV and discovered he had stumbled while carrying a bike up the stairs and using his phone at the same time. We contacted the police.

Green light for new care homeA state-of-the-art care home for older people with dementia has been given the go-ahead.The 72-bed residential home at East Lodge Park, Farlington, is planned to open in autumn 2015, as a replacement for two current dementia care homes – Edinburgh House and Hilsea Lodge. These were built in the 1950s and 60s and don’t meet modern standards.

The new home will have spacious bedrooms with en-suite facilities, and small groups of residents will have shared living areas with lounge/dining rooms. All communal areas will have direct access to two secure landscaped gardens.

We’ve been consulting with nearby residents on the layout and design of the building and grounds.

Cllr Leo Madden, our Cabinet Member for Health and Social Care, said: “This scheme is part of a £6m project to modernise residential care in the city and give older people homes that meet the latest standards.”
