They accused Nombiba of ineptitude, cor-ruption and putting the name of the ANCin disrepute.They claim to have called on his office for

dren, took part in a protest accusing Nom-biba of failing to serve the community ofKwazakhele and not being fit for electionas their representative.They claim they want the ANC to nomi-

nate someone else, and if they do not, they

have names of capable councillors whoshould be nominated, or, they won’t vote.“We hear that the ANC is giving us Nom-

biba as a Ward Councillor in the 2016 LocalGovernment Elections. We say, hell no. Notthat one. He is being investigated by theHawks,” said Ntombizodidi Ntshona (64),the Chairperson of Thulamangwane Com-munity Project.The elderly woman claims to have been

fired by Nombiba from the project but wasreinstated when the case of corruption andthe embezzlement of funds within theproject was taken to the CCMA.“I am not being investigated. He is the

one being investigated by the Hawks,” saidgogo Ntshona.“We don’t want a councillor who is under

investigation. Nombiba promotes faction-alism and does not bring projects to developlocal residents but instead, claims the pro-jects belong to the ANC so he has a rightto decide who is to benefit from it,” Zwelan-dile Booi, a resident said.They claim their councillor was not help-

ful to the community.“Destitute and vulnerable families who

couldn’t bury their departed contacted himfor help and he couldn’t. We ourselves con-tacted the municipality and were shockedto learn that our councillor had only towrite a letter to ask the municipality to as-sist through the Assistance to the Poor Pro-gramme,” said one resident.

AN attempt to bring back good-quali-ty learning and teaching to Port Eliz-abeth schools has been startedthrough the creation of the DistrictEducation Forum (DEF).

According to chairperson Mazot-sho Dukwe, the DEF is a statutorybody which is gazetted and it is madeup of all education stakeholders in-cluding teachers unions, departmentofficials, representatives fromschoolgoverning bodies, school manage-ment teams, representatives frombusiness and social partners.

While this initiative was started inPE,schools fromDespatchandUiten-hage have also been part of the struc-ture aimed at improving educationresults in the whole of Nelson Man-dela Bay.

“We held an education indaba inPort Elizabeth’s district office on

February 12 with the aim of address-ing problems that bedevil our educa-tion,” DEF deputy chairperson theReverend Dr Xolani Tengo said.

He said five factors had been iden-tified as needing special attention –school functionality, quality learn-ing and teaching, closing of schools,nutrition and embezzlement ofschool funds.

“Wecannot afford to seepeople, forinstance, just closing schools owingto problems facing education. Stake-holders must engage in dialoguewhile teaching and learning contin-ue,” explained Tengo, when askedwhat they meant by closing schools.

Schools in the Northern Areaswere closed for weeks from the startof the school term, owing to parents’complaints on a number of issues.

“To deal with the challenges head-

on, we thought it was important fortheDepartmentofEducationto trainand capacitate school governingbodies as the functionality of schoolsis its core business,” Tengo said.

He said they were aware that Gen-eral Motors South Africa was doingthis to some extent, but felt muchmore was needed.

Dukwe said the DEF believedschools should establish committeesfor the procurement of school nutri-tion.

“Principals should not microman-age the governing bodies. They arethe accounting officers to the depart-ment as managers of schools, but thegovernance of schools should be theprerogative of the governing bodies.

“That way, we could minimisefights and allegations of corruptionin schools,” Dukwe said.

Turning back to the department,he said: “We want the filling of postsin schools and in the circuit officesto be speeded up, the department toavoid prolonging appointments on

acting capacity, and to prioritise is-sue of employing non-teaching staffin schools, such as caretakers, secre-taries and groundsmen.– NCEBA DLADLA

EDUCATION was among the keyareas singled out by Eastern CapePremier Phumulo Masualle in hisstate of the province address (Sopa)at the provincial legislature in Bhis-ho last Friday.

He admitted that the province wasfacing some serious challenges asfar as education was concerned.

“Ouranalysis of the state of educa-tion in the province has revealed anumber of challenges that requireurgent intervention,” he said.

“These include the existence of alarge number of schools that are dy-sfunctional, resulting in high dropout and failure rates; the provincehas a number of small and unviableschools, resulting in less than opti-

mal use of resources; district officesare also poorly capacitated to sup-port the schools; there is a dire shor-tage of appropriately qualified andskilled educators in critical subjectsand in certain phases; as well as lowlevels in numeracy and literacy atprimary education levels that are li-miting the ability of learners to pro-gress smoothly up the system,” thepremier said.

In the light of these, he said, theexecutive council had since adopteda transformation plan to improvethe systemover thenext threeyears.

The planwill, among other things,focus on increasing the number offunctional schools by appointing ca-pable principals to lead the schools

and ensuring that no school is wit-hout a principal by March this year.DieBurger reported last week that

in the Eastern Cape there wereabout 700 vacant principal posts andat least 5 000 teaching posts that ha-ve not yet been filled.

Masualle said another focuswould be the timeous appointmentof qualified teachers in schools to en-sure that there was always a teacherin front of the pupil.

In this regard, a team from the Of-fice of the Premier and Treasury hasbeen deployed for a year in the De-partment of Education to resolvethat department’s human resourcemanagement challenges.

“Small and unviable schools will

be rationalised and realigned intofunctional and productive schoolsand, through the new service delive-ry model, district offices will be re-duced and capacitated to providequality support to schools.”

There will also be a focus on im-proving the quality of primary edu-cation through a number of inter-ventions, including training of tea-chers and use of ICT.

“We are now placing a premiumon teacher placement turnaround ti-mes and professional development,”the premier said.

The ANC Youth League welcomedMasualle’s plans for education.

Ayongezwa Lungisa, provincialspokesperson of the league, said

they took comfort in the deploymentof Treasury and Office of the Pre-mier officials to the Department ofEducation’s human resources de-partment.

The DA, however, said the inter-vention plans had no credibility.

“The premier’s comment on thegovernment’s intervention in theeducation crisis, unfortunatelyholds little credibility as educationhas been in a critical condition intheEasternCape formany,manyye-ars,” said Athol Trollip, MPL and le-ader of the DA in the Eastern Cape.

Edmund van Vuuren, member ofthe portfolio committee for educati-on, said the implementation of theseplans was important as the EasternCape’s education department had apoor track record when it came tothe the implementation of decisions.– NCEBA DLADLA

THE NELSON Mandela Bay council tabledthe adjustments budget of R160-million forconsideration on Monday.

This would, among other developments,lead to the lifting of a moratorium on the fill-ing of critical vacancies imposed by a coun-cil decision in June last year, said speakerMaria Hermans.

The adjustments budget for 2015/2016 not-ed that the cash position of the municipalityhad improved by R163.9-million from R1.19-billion in the original 2015/16 budget toR1.36-billion in the consolidated adjust-ments budget which includes the municipalentity the Mandela Bay Development Agen-cy (MBDA).This healthy state of affairs indicated that

the metro was turning the corner, deputymayor Bicks Ndoni said.

“The municipality’s healthy financial po-sition received a major thumbs-up from allcorners, including opposition parties, amidfrank discussions on how to improve theoverall performance of the institution at ajoint sitting of the budget and treasury andmayoral committees today,” said Ndoni lastWednesday, adding that this called for main-tenance and improved efforts to enforcestrict cash-flow management and continu-ous monitoring.

In addition to this, the total expenditureof the institution increased with 5.7% fromR8.82-billion in the original 2015/2016 budgetto R9.32-billion.“This is a good sign, confirming the hard

work that this council is doing in deliveringbasic services to the people,” Hermans said.“Obviously the ANC led by Dr Danny Jor-daan as the executivemayor is capable of en-suring that the lives of the people ofMandelaBay change for the better.”

The top 150 schools with the high-est number of entries each receivedmini porta-ble science laboratories.The OMO Spar Schools Challenge is an ongo-

ing initiative by FMCG giant Unilever and 197Spar stores countrywide to help promote childdevelopment and proficiency in maths and sci-ence. Additional cash prizes to the value ofR1.3-millionwerealsogivenawayintheSchoolsChallenge.

YOUNGRising Stars received a donation of kitfrom Canadians who visited the Nelson Man-dela Bay recently.

Stars, which is a Zwide 4 Community Club,was founded by Luyanda Ntengento in 2013.

According to Ntengento, his friend Nkulu-lekoMayinjemet theCanadianswhowerevisit-ing Nelson Mandela Bay last month and theyrequested Mayinje to hand the kit over to thecommunity builder who had a passion for foot-ball development.

Ntengento said, “My friend Nkululeko con-tactedme and toldme that the tourists fromCa-nada had kit that they wanted to donate for useby a less fortunate community club. Nkululekoinformed the Canadians about me.

“The donation consists of three sets of kit,eight balls, 15 pairs of soccer boots, soccer bootsfor coaches, bibs and field markers. I am veryoverwhelmed by this gesture. It is going to take

my youth club to another level.”Ntengento said that the parents of his club

were lacking in their support and hewas alonein this youth development.

“I am doing this development to create acrimefreecommunity.Thisclubbelongstothiscommunity but I am worried because parentsdo not come on board. The field that we use forpractices is filled with litter.“Communitymembers dump a lot of rubbish

on to this field. I do not need money from thecommunity but rather their involvement,which would be incredible for the club,” saidNtengento.Ntengento thankedNkululeko and theCana-
