TODAY, Wednesday, November 5 isD-day for political parties contest-ing the by-elections inWards 42 and46 in the Nelson Mandela Bay Mu-nicipality.

Democratic Alliance (DA) Caucus leader Re-tief Odendaal said the DA has never been thisconfident.

Both the Wards were led by the ruling ANCin Council. Andile Gqabi who was theWard 42Councillor was dismissed by the African Na-tional Congress (ANC)whereasCllr LuckyVu-mazonke had passed away.

The DA will put their trust in current coun-cillor Nomakazi Cobo who is contesting Ward

42. Alvezo Fortuin, the current constituencymanager, will contest Ward 46.

Odendaal said the DA received 25% of thevotes in the two wards in the 2011 Local Gov-ernment Elections.

“The two wards were traditionally run bythe ANC. But we are confident that we havemade so much ground,” said Odendaal.

“Both candidates have strong roots in theirrespective communities and haveworked tire-lessly to ensure that issues within the commu-nities receive the attention they deserved,”said Odendaal.

Odendaalmentioned thathe expected theby-election to be tough. He was, however, pleasedthat the DA was making inroads in the previ-ously ANC-led wards in preparation for the2016 Local Government Elections.

The ANC would, however, like to continuefromwhere they have left off in the twoWards.

This is according toANCRegionalSecretaryZandisile Qupe.

Qupe said in Mazwanzima Mini (Ward 42)and Lindelwa Qukubana (Ward 46), they havefielded candidates who would continue withthe task of delivering basic services to the elec-torate.

This was notwithstanding the service deliv-ery challenges that were obvious especially inhousing and rectification and especially inWard 42.

He said these were actually NelsonMandelaBay metro challenges and that they remindedresidents of this fact during their visit to theWard for electioneering.

“We hope voters will help us to continue the

goodworkthe lateCllrVumazonkedid inWard46.

“He left a legacy,working for theANC, so theANC must be given a chance to continue thework,” said Qupe.

Headded that as theANCtheywerenotboth-ered byGqabi who is contesting theWard, thistime as an independent candidate.

According to media reports, former CllrGqabi, was asked by members of the commu-nity to stand as an independent candidate forhis own former seat, because - unlike theANCleadership - the electorate were reportedlysatisfied with his work as Ward Councillor.

Ward 46 will also be contested by KhuselwaNgxoweniof theCongressof thePeople (COPE)and Nomazizi Jama of the United DemocraticMovement (UDM).

Fondini discovered on Wednesday lastweek that his email account had been hackedand that an unknown person has been send-ing out emails using his account.The hacker claimed that he (Fondini) was

stranded somewhere in the Philippines andin need of cash.“Somebody sent an email on my account

pretending to be me and stranded abroad inPhilippines and asking for money to returnhome.”According to Fondini, the shocking email

was sent to all his contacts across the country;including those in the media.Fondini is a member of the Disability Sport

Committee under Eastern Cape Sports Con-federation and EC Chairperson of Wheel-chair Basketball Eastern Cape.He has popularised basketball in many of

the townships in the province.Even thoughhe has reported the case to the

SAPS in Motherwell, Fondini asked PE Ex-press Indaba to report on the email scam, be-cause he was concerned about the number ofpeople who might have received the emailand acted on it.He was also concerned that the email could

have tainted his image and ruinedhis reputa-tion.“I’d also like to warn the public to be cau-

tious of the loopholes in this digital age,” hesaid.Owing to the hacking he could not access

his email account for a while. He has, howev-er, tried to phone and send text messages toeveryone who may have received the emailto warn them to ignore it.

THE Nelson Mandela Bay Municipality willbe implementing a pilot project for non-gridsolar home systems which means the instal-lation of green electricity at shacks, makingit one of the first local authorities in the coun-try to do so.

Standing Committee Chairperson for In-frastructure, Engineering, Electricity andEnergy, AndileMfunda, saidmoney has beenallocated as part of the Department of Ener-gy’s Integrated National Electrification Pro-

gramme (INEP) through which capital subsi-dies are provided to municipalities to ad-dress the electrification backlog.“The project will be for the supply and in-

stallation of a 12 volt Solar Home System toinformal dwellings – specifically those on un-proclaimed sites that fall outside the 7-yearhousing programme of the municipality.“The first phase is expected to consist of ap-

proximately 3 000 installations of a basic Pho-to Voltaic System that consist of one PV pan-el, a battery, charge controller, four LEDlights with switches and a 12V car cigarettelighter socket to charge mobile phones.

“Depending on the success of the pilotphase and the availability of additional fund-ing, the provision of cooking appliances suchas Gel Stoves could also be provided.“In addition to this, approximately 50 solar

streetlights/floodlights will be installed,”Mfunda motivated.The cost for the solar streetlights is esti-

mated at R2,1 million, the installation of thenon-grid home solar system at R12,9 millionand R7million for themaintenance andmon-itoring of the system.“Owing to the experimental nature of the

project, it will have to be evaluated over a pe-

riod of five years.“The ANC-led municipality is excited that

we are now in a position to offer green energyto those living in informal settlements andby doing so improving their conditions andprovide enough light for school children tostudy – all of this at no cost to them,” Mfundasaid.Council also recently approved the imple-

mentation of multi-faceted toilet facilities inareas where housing delivery will take long-er to materialize and at the same time createjob opportunities for people from the affectedareas.

with the Tony Award winner, the seasonedNew Brighton-born actor who was with fel-low actor SusanDanford, first applauded PEOpera House General Manager Monde Ngo-nyama for his transformation work at the

historic institution.“The PE Opera House may transform from

This is according to Ben Nyathi PrimarySchool principal, Mazotsho Dukwe, whospoke to PE Express Indaba at his school’sprize-giving ceremony at DakuHall last Fri-day.“We have set aside this day as a school to

honour and motivate pupils who put in ex-tra effort in both academic and extra-mural

activities,” said Dukwe, adding that theywere also looking at the behavioural per-formance and discipline of the childrenfrom Grade 1-7.This is an annual event at Ben Nyathi Pri-

According to NMMU student SocialWorker Thembisa Schoeman, the play-

DURINGDecember, the proverbial seventhheaven will once more become a firm andvery exciting reality when NelsonMandelaBay plays host to the South African leg ofthe IRB Sevens Rugby World Series.

OnDecember 13 and 14, spectatorswill beafforded the thrilling experience of seeingthe world’s best on the field, while off-fielda world of wonders awaits, as the NelsonMandela Bay Metro and surrounds rise tothe occasion with its customary hospitalityand an abundance of spectacular sights andsounds to absorb.

According to Port Elizabeth-born, veter-an Blitzbok-forward, Frankie Horne, hecould think of no better venue to host theSouth African leg of the HSBC IRB Sevens.“PE is known as the ‘Friendly City’ and thisreally is true. I may be slightly biased, butwhen it comes to the beautiful beaches, thefriendly people and the excellent facilities,I could think of no better place in the coun-try to host this leg of the tournament.”

Horne – who holds the world record for60 consecutive World Series tournamentsfor the Springbok Sevens – said apart fromhis passion for the region, a bit of supersti-tionmayalso formpart of his preference forplaying the SA leg at theworld-class NelsonMandela Bay Stadium.

“Last year we beat New Zealand in the fi-nal at theNelsonMandela Stadium just twodays after the passing of our late formerPresident Nelson Mandela. We played forMadiba on that day.”

According toHorne, the crowd support attheNelsonMandelaBayStadiumisanotherreason why the team loves playing here. “It

is the home leg of the tournament and it al-ways is great playing in front of a homecrowd. But the supporters in Port Elizabethtakehome-basedsupport toawholenewlev-el. The way in which supporters here carrytheplayers isnot foundanywhereelse in thecountry.”
