KWAZULU–Natal motorists will againhave to dig deep into their pockets fol-lowing a provincial cabinet decision to

changeall vehiclenumberplates to“KZN”reg-istrations.

After yearsof fiercely-debatedproposals toreplace town-based registrations like “ND”and “NP” in linewith Gauteng and other prov-inces, Department of Transport spokespersonKwanele Ncalane confirmed that theprovincial cabinet had approved thedepartment’s plan to require motorists toacquire new, provincial plates.

Ncalane said the current, residence-basedplates — denoting phrases like “Natal,Durban” — were “colonial”, subject to abuse,difficult for police to trace and running out ofdigits.

While details of the change-over are yet tobe announced, it is understood the new platesare likely to be aluminium—not plastic—andinclude a provincial logo, in the sameway thatEastern Cape motorists have an elephant andLimpopo plates have a baobab image.

However, at least one opposition partyexpressed dismay at the decision.

DA transport spokesperson Radley Keyssaidthedepartmentshouldinsteadfocusonre-ducing traffic accidents.

“There is no need for this change. They arebeing utterly bizarre because our currentsystem works fine. With this process, everyvehicle owner will be affected, while those inlicensing businesses will be smiling with fatbank balances”.

TheWesternCapeistheonlyotherprovinceto use residence–based registrations — andSiphesihle Dube, spokesperson for its Depart-mentofTransport onSunday revealed that thedays of the famed CA registration were num-bered too.

“Initial indications show that the WesternCapewillsoonberunningoutofCAregistrationplates. Nowwe need to convert to a standard-ised and uniform registration plates system”.

Chief executive of the South AfricanNumber Plate Association, Zurika Louw, saidthe change would improve security and caridentification — especially after severeaccidents.

“I understand that KZN wants their platesto be aluminium, which cannot be copied orburnt in the case of accident”.

Ncalane said: “There are several business-essellingfakeplateswhichprovestobedifficultfor thedepartment to trace them.Also in termsofsafetyweneedthesestandardisedplates,”hesaid.

Ncalane said the KZN department is nowseeking permission from the nationalDepartment of Transport to develop anoperational plan for the roll-out, and,thereafter, to amend legislation.

Sayingthatregistrationsshould“reflect thechange to the democratic dispensation”, headded:

“In terms of safety on our roads, we needstandardised plates. Because the nationaldepartment is the custodian of vehicle plates,we wrote a letter requesting an approval andamendment to the road traffic act”.

Ncalane could not reveal precise figures ofwhatitwouldcostmotoriststohavetheirplatesreplaced.

However, registration costs currentlyexceed R500, while basic number plates costat least R150 per set.

The planhas been greetedwithmixed feel-ings by motorists.

JoelMoodley complained therewas “noth-ing wrong” with his existing plates.

“Mymainworry is that Iwill have topay forthis. Ibelieve thegovernmentshould issuereg-istrations for free for once,” said Moodley.

But Sebastian Atkinson said the changecould help unite the people of South Africa’smost populous province.

“Itmight be a goodmove to unite us as peo-ple.Whywerewe separated in the first place?It’snice to identifyyourvehicle fromyourprov-ince when you’re outside it.

But thecost implicationwillbeaseriousfac-tor here,” said Atkinson.

Automobile Association spokespersonGraemeScalasaid therewereclearsafetyben-efits to the change.

“It might help in data collection to haveplates that reflect a province,” he said.

Echo and Witness readers help find gogoAN 87­year­old Imbali gogo who had

been missing for more than three weekshas been found at Edendale Hospital.

Thembi Emily Zondi’s son Sipho saidhis mother had been admitted to thehospital three days after she walked outof her house on December 6, 2013.

He said they could not find her on theirinitial visits to the hospital because shehad been admitted under a differentname.

According to Sipho, his mother mayhave become disorientated after she leftthe family home in Wula Road, Imbali, for

her usual short walk around the neigh­bourhood.

He said she may have wanderedfurther away to an area where people didnot know her.

Sipho thanked the good samaritanswho took his mother to hospital.

“We don’t know how she got there.She is unable to tell us what happened andshe is still in the hospital,” he said.

Sipho thanked readers of The Witnessand Echo, saying it was an observant read­er who recognised his mother’sphotograph and called to say he was

certain she was a patient at the hospital.“We rushed [to the hospital] and

found her. I cannot tell you how overjoyedwe are as a family. Please tell your readersthat the Zondi family are grateful that theywere able to find their mother andgrandmother, through an article in thenewspaper,” Sipho said.

He added that they now have a deeperunderstanding of the pain a family goesthrough when a loved one goes missing.

“We are overjoyed that our story hashad a happy ending,” Sipho said.

(76) from Dambuza, was laid to rest at theMountain Rise Cemetery last weekend.AMooi River education circuit inspector, afterworking for a long time as a school principal,Khumalo was hailed as a quiet and humbleworkaholicwho liveda lifeof service toGodandthepromotionof the family institution, throughthe preservation of a sound and healthymarried life.Speakingonbehalf of theSouthAfricanbranchof theWorldMarriageEncounter, acouple fromthe Ngcobo family recalled how Khumalo, andhis wife Maggie who also passed away late lastyear, sacrificed their personal income in orderto help couples.Mourners comprised of Khumalo’s former stu-dents, education colleagues, married couplesand his fellow church congregants, who allcame to the St Augustine’s Catholic Church inMachibisa topaytheirrespects to thisremarka-bleleaderandgentlegiantwho touchedthelivesof many people so positively.“Baba and his wife coached us and motivatedus. Youth must look to the Seme legacy to realise theirimmense potential

‘FORGOTTEN like an oceantreasure, by minds inflictedwith convenient amnesia,

the people yearn for unspokenhistory, whose imminent discoveryfillsmanywith terror, like theAfricanSun rises to shine in its glory, so shallwe realise the vision we discover inthe ka Seme story’.

PixleykaIsakaSemewasanabso-lute genius, to the extent that he tran-scended100years into the futureandtoday serves as an inspiration toyoung Africans globally. When Semewas schooling in Inanda, the Ameri-can Board of Missionaries soonrealised that this little boy was notonly intelligent, but also precocious,industrious and well rounded in hisGod fearing ways, and they subse-quently arranged for him to go to theMount Hermon School in Massachu-setts in the USA.

This is where the giant that laywithin young Seme was awakened.

He travelled a number of times inhis efforts to study further, and thusspent a considerable amount of timein England. In the United States, hewas awarded the George WilliamCurtisMedal byColombiaUniversity,which is the institutions highestoratorical honour forhis ‘TheRegen-eration of Africa’ address.

Upon his return, there was muchabuzzinCapeTown–ablackmanand

aDoctorofLawarrivinginSouthAfri-ca on a ship shortly. Indeed, in thosedays,themainmeansofinternationaltransportwasbysea.Andsoonhear-ing of Seme’s imminent arrival, Afri-cans and others flocked to the seashore to meet this extraordinarySouth African native.

The white establishment had nochoice but to accept him for whatcredentials he bore, because educa-tion is about documentary proof andnothing else, not even colour of skin.Thedocumentaryevidenceinhispos-session buttressed only one thing –PixleySemewasextremelyintelligentand in him therewas already a judgein waiting to serve the community incourt.

WhenhewasaskedtostayinCapeTown and be a judge, Seme respond-ed by saying “I am sorry but a CapeTown judge is the last thing I have inmind for my role. My aim in comingback to Africa was to get a reconnec-tionwiththeburialplaceofmyumbil-ical cord”.

Better schoolsto offer help tothe worst ones

Underperforming schools will not be theonly ones to roll up their sleeves and workharder, but also those that did well lastyear.KwaZulu–NatalHeadoftheEducationDe­partment, Dr. Nkosinathi Sishi,said that schools that performed well willbe now facing a targeted 100% pass ratein 2014.Sishi said those schools (that did well) willagain be given the task of adopting un­derperforming schools to mentor them sothat they can produce better results.

He said the department has decided to in­crease the average pass mark from 60%to 77,4% for all schools.According to him, schools that perform un­der 35% will be regarded as schools at riskin terms of the South African Schools Act.“The principals of the schools that find

themselves in this category will have towrite to the head of the departmentto declare a turnaround strategy and itmust be successful.All the schools thathave performed well in the province arenow forced to set a new target of a 100%

pass rate and 100% exemptions will benow targeted.All subject advisors will also adopt theschools that perform below the 77,4% av­erage pass rate. They will target specificcommercial subjects that did not do well.” said Sishi. He said that maths and sci­ence are still the main targeted subjects.“The department will continue with that

programme and the principals have tomentoreachother.Ourtaskofdealingwiththe schools that lack resources is stilla process. We are dealing with supplying

resources to the schools that need them.We had 3 200 schools that were suppliedwith resources. We will continue with sup­plying the maths and science kits toschools that need them,” he said.School Governing Body (SGB) chairper­

son, Reginald Chiliza, said they will have ameeting where they will evaluatethe matric results.“We will decided on the role we can play

in helping the schools that underper­formed. We will do this jointly with the de­partment of education,” said Chiliza.

Bartman ditches United for Arrows

MARITZBURGUnitedgoalkeep-er coach Arthur Bartman hasleft the club to join the battling

Lamontville Golden Arrows, amidcoaching changes in the Team ofChoice.

The Pietermaritzburg–born, andformer Kaizer Chiefs second choicegoalkeeper, Bartman has decided tocome out of playing retirement to addexperience in the goalkeeping depart-ment of Abafana Bes’thende.

Bartman’s arrival at MaritzburgUnited as a goalkeeper coach from theNaturena-basedoutfit at thebeginningof the season was greeted with muchfanfare.

Last week, United’s chairman Fa-roukKadodia confirmed that Bartmanhas unexpectedly left his team.

“Itiswithgreatdisappointmentthatthe club confirms the resignation ofArthur Bartman from his post as goal-keeper coach. Arthur was poached byLamontville Golden Arrows before theChristmas break. It is believed that hewill return to playing. The club furtherexpresses its disappointment in the

mannerinwhichitstechnicalstaffhavebeen poached in the last six months,”said Kadodia

Abafana Bes’thende media officer,Vusumuzi Vilakazi, confirmed to Echothisweek that his teamwas looking foran experienced back–up goalkeeperandBartmanwas also on theirwantedlist.

“The club is going through a badpatch and we are trying to bolster thesquad in different departments. Yes,Bartman’s name was also on the list,”said Vilakazi.

BartmanagreedtoEchothathewasno longer with the Team of Choice andthat he was joining a new club as a“back–upplayer in thegoalkeepingde-partment”. His departure coincidedwith the appointment of SteveKomphela as the head coach and thesacking of his predecessor ClintonLarsen.

Thisweek,Bartmanwasfollowedinresigning by assistant coach FadluDavids who has joined Ernst Midden-dorp at Bloemfoentein Celtic.

to succeed as a nation.Morally, it is wrong for a profes-

sional coach to also serve as an agentfor players. This compromises hisprofessionalism in the execution ofhis duties.

Generally, I also have doubts ifSouth African football will thrive un-der the present conditions. It is im-portant that the game serve playersinstead of officials.

Presently, football at club level

servesofficialsmorethantheplayers.We do things to suit officials not theplayers. I think over and above thetrainingof coaches, football adminis-trators in South Africa need a crashcourse on technical matters.

THE Player Cup, awarded to the win-ner of the Dusi Canoe Marathon be-tween 1953 and 1972, made its wayback to the founder and firstwinner ofthe race, Dr Ian Player, on Tuesday.

Player, a world-renowned conser-vationist and four-time winner of theworld’s biggest open water race, wasdelighted to see the trophy again.

“I’mdelighted that you found this,”thelegendaryPlayertoldDusiorganis-er Brett Austen-Smith at his home inKarkloof on Tuesday.

The story goes thus: the trophydis-appearedwithouta trace in1972afterithadbeenawardedto thatyear’swin-ner.

“Nooneknewwhathappened to it;it just disappeared,” said Austen-Smith.

“We’verecentlyrefurbishedourof-fices, and the storage was cleaned up.I went in there one day looking for a

new trophy to present to the women,when I picked [The Player Cup] andthoughtitwasanicetrophy.Itwasonlywhen I looked at the names that I real-ised it was the original winner’s tro-phy.”

The trophy was originally boughtby Player’s family, including his worldfamous brother Gary.

Austen-Smith said the trophywouldbe restoredandall thewinners’names, including that of 15-time Dusilegend Graeme Pope-Ellis, added.

Following the handing over of theold trophy, Player spoke of how therace had started and how, without thereporting of Derek Kain in TheWitness, it would never have hap-pened.

In1950,Playerwentonatripdownthe riverwitha canoeist fromSwitzer-land, whose name he could not recall.

“After reading about it in The

Witness, Ernie Pearce came up to meandsaid, ‘Let’smakethisarace’…TheWitness put the Dusi on the map,” hesaid.

Before the Dusi, canoeing was un-knowninSouthAfrica,andotherracessuch as the Fish River Canoe Mara-thon, the Drak Challenge and OzzieGladwinCanoeMarathondidnotexist.

“Until Iwas12, Iwasgoodatsoccerand wanted to play it professionally.Afterbreakingmyleg,Icouldn’tdooth-ersportssoIdecidedtostartcanoeing.I couldn’t play sport, so I started myown,” the 86-year-old said.

For this year’s race, Austen-Smithwas planning onhaving Player paddlein a K3 at Inanda Dam on the secondday. Speaking about this year’s race,Player said: “I’d like to ask the citycouncil tomake sure that the river andthe streets are clean.We should followDurban’s example.” WR.
