WITH public commentsofficially closed on theproposed changes in the

Draft National Road Traffic Amend-ment Bill, which outlines a zero per-cent alcohol intake for drivers, SouthAfricans Against Drink Driving(SADD) maintains that this will de-crease roadcrashesandsave livesonour roads.

Theproposal,whichwasGazettedin January for public comment,states: “No person shall on a publicroad (a) drive a vehicle, or (b) occupythedriver’sseatofamotorvehicle,theengine of which is running, whilethere is a concentration of alcohol in

anyspecimenofbloodtakenfromanypart of his or her body.”

Founder and director of SADDCaroSmit, said that thenewproposalsimply means that no alcohol can bedrunk before driving.

“South Africa has about the worstdeath and injury rate in the world.Every year, approximately 20 000peoplearekilledand150000injured.Most of the road carnage is very pre-ventable, with alcohol abuse beingbehind about 65% of these incidents.

“The Department of Transport isnotgoing toachieve the ‘decadeofac-tion pledge we took to reduce thedeathrateby50%before2020unlesswe take drastic measures. Zero per-cent alcohol is easy to understand forall. Zero is zero. Not even one sip of

alcohol,” she said.South Africa’s blood alcohol level

currently stands at 0.05g.Smit said that most drivers do not

know what this limit means.“SADD do not believe that most of

our public is sophisticated enough towork out what a unit comes to inblood-alcohol concentrations. Knowwhat the elimination rates of alcoholare, know the difference betweendrinking and being drunk and knowwhen one is safe to drive.

“SouthAfricanmotoristsarenoto-rious for not following the rules of theroad. South Africans are the biggestdrinkers in Africa, and fourth world-wide, with risky drinking styles suchas drink driving, excessive bingedrinking, drinking to get drunk or

passing out, drinking from morningtonightanddrinkingwithouteating,”Smit explained.

THE National Freedom Party (NFP) hassubmitteda letter to theMinisterof JusticeandCorrectional Services, Advocate MichaelMasutha, requesting for amendments in thelegislation so that South African youths withpetty criminal records can find employment.

NFP Youth Movement secretary generalMaria Busi Tshabalala said that with the highunemployment rate in the country, there is aneed toexpungecriminal recordsof thosewhowere prosecuted for petty crimes.

“As theNFPYM,weareconcernedabout thelevels of unemployment in South Africa. Wewant the criminal records of people agedbetween 18 and 35 to be removed once theyfinish their sentence. However, this will not beablanket approach. Itwill only apply to peoplewho were involved in petty crimes, such asstealing sweets and illegal student protests in-

volving NSFAS funding, to mention but a fewcases.

“As soon as they have served their sentencethey should be given another chance in lifebecause criminal records hinder them fromgetting jobs for the rest of their lives.Amendmentstothelegislationrequiredeliber-ations by Parliament,” said Tshabalala.

The latest unemployment statistics fromStatistics South Africa show that between thethird and fourth quarter of 2014, the numberof unemployed people in the country stood at4.909 million.

“Companies have issues with people whohave criminal records in general. They viewthem as trouble,” said Tshabalala.

“Wehavewritten tohimandarewaiting fora positive response so that we can present ourcase.

“Weunderstandhe is abusyperson, butweare confident he will get back to us within thenext 14 days,” said Tshabalala.

ACCORDING to an investigation by the creditombud, it has been confirmed that newlygraduated students find themselves beingnegatively listed with the credit bureau whenapplying for jobs, credit to purchase cars or, attimes,whenapplyingfor loanstostudyfurther.

“Many times, those who have managed tofindemploymentareturneddownforcreditbe-cause theyhavebeen listed fornotpayingbacktheir student loans,” said credit ombudsmanManie van Schalkwyk.

He added that in extreme cases, tracerstrack the graduates down and they end up un-knowingly signing documents which may re-sult in judgments or even have emolument at-tachment orders being instituted against theirnew found salaries.

“Depending on the loan agreement, stu-dentshavetheobligationtopayfortheloan(thecapitalportion)eitheruponcompletionof theirstudiesoronce theyhavegraduated.Whenthestudent fails to pay as stipulated in their con-tractwith the credit provider, theywill face be-ing listedbythecreditproviderat thecreditbu-reau, often with a default listing or in extremecases, with a judgment,” warns Van Schalk-wyk.

He said that at times, those whomanage tofind employment risk being handed over fordebt collection.

“When applying for student loans, studentsmust always communicate in writing with thecredit providers should their circumstanceschange.

The student must take note of when she orhe has to start paying for the capital amount ofthe loan,” said Van Schalkwyk.

- No tracksuits, T-shirts andother promotionalmaterialsto be handed out at events.

AN Edendale businessman hasfinally won the battle of authoris-ing his ambulances, which wererefused a partnership with theDepartment of Health in 2011, tooperate.

Zenzele “Dlozi” Msimang,ownerofMavukaniTradingEnter-priseinGeorgetownsaidheishap-py that his vision has been ac-knowledged after having hiccupsin trying to get permission for hisambulances to operate in 2011.Echo published an article in 2013about Msimang being refused apartnership and authorisation bythe Department of Health.

Last year 11 of his ambulanceswere granted partnership and theauthority toworkwith theDepart-ment of Health. Msimang said heappreciates that the governmenthas givenhima chance not only togrowhimself as a personbut to al-so create job opportunities for 16staffmembers inandoutofPieter-maritzburgand theareasofEden-dale.

“I build the ambulancesmyselfand tome this has been an oppor-tunity to show the world that any-thing is possible,” said Msimang.

“The journey began when Ibought a minibus taxi from Mer-

cedes-Benz and converted it intoan ambulance. After finishing thejobI took itbacktoMercedes-Benzfor inspection and it was found tobe perfect.

“The National Regulator forCompulsory Specification (NRCS)and Wesbank Auto Merchant Fa-cilities also approved the ambu-lance. It was only the Departmentof Health that was delaying theprocess then. Today I’m happy

that they have partnered and au-thorisedall the11ambulances.Bythisweareconveyingamessagetothe government that a black per-soninEdendalecanbeamanufac-turer. We only need support fromour government,” said Msimang.

United in fight against crime

WHILE the youth of 1976made historyby marching against the use ofAfrikaans in black secondary

schools,BhekaniNdlovumadehisownhistoryby becoming a teacher without qualificationsthat same year. After matriculating in 1975,Ndlovu became a teacher.

Ndlovu is now the principal of NkabiniPrimary in Elandskop in the Emafunze area.

Speaking to the Echo about his job, the 60-year-old said that good results are part andparcel of the passion and the love of any job.

“My life has been about teaching - that iswhat I am committed to.

“I finishedmatric in 1975and straight afterthat became a teacher. I spent five yearsteaching without teaching qualifications. ThehonesttruthisthatIwasanunqualifiedteacherwho was overwhelmed by passion.

“After those five years of teaching, I went tocollege and luckily only had to study for oneyear. It was smooth sailing on my side,especially on the practical side.

“I was familiar with teaching since I havebeen teaching for five years without anyknowledge of theory. I had to study theory andthat why I only studied for one year instead oftwo. The journey continued and I have been init ever since,” he said.

Asked if he still sees teaching as a goodcareer, he said: “It is not an award-winningprofession, but I still prioritise it. Everyone isthe product of the hand of teacher.”
