Outrage!Caltex logo on koppie sparks controversy

Outrage! This sums up residents’ reaction to a publicity stunt by a local Caltex fi llingstation owner to promote his business by painting a massive Caltex logo on one of the landmark koppies at Matoks along the N1 between Makhado (Louis Trichardt) and Polokwane.

The enormous Caltex logo, promoting the Caltex fi lling station at Botlokwa, appeared about two weeks ago. Needless to say, it has since sparked widespread condemnation from the public and, with the koppies at Matoks being of great archaeological signifi cance,

left environmentalists fuming.“Vandalism!!! Disgusting!!! Cheap stunt,” was Wilma Crous’s

response on the Zoutpansberger’s Facebook page, while A D Muller wrote on the same page: “It is totally illegal ... Do Caltex think they are Boesmans ...?” Peter Schofi eld was as disappointed with Caltex, writing: “... tragic destruction of our natural heritage. Someone needs to take Caltex on in this regard.” (To view all the comments, visit the Zoutpansberger’s Facebook page)

Prof Ben van der Waal, a well-known local environmentalist, was as upset. He said he had confronted the fi lling-station owner about the painting of the koppie. The owner’s response left him

dumfounded. “He told me he got permission from the local chief to paint the koppie,” Van der Waal said.

Mr Alan McMurtrie of the Department of Environmental Af-fairs’ Wildlife and Trade offi ce in Makhado (Louis Trichardt) said on Tuesday that he only found out about the painting of the koppie last Friday.

“Unfortunately, the policing side of what happened does not fall under the duties of the Wildlife and Trade Offi ce. It should fall under Environmental Affairs’ law enforcement, but there is no law-enforcement offi cer for Makhado (Louis Trichardt),” McMurtrie said. (Contd on P 3)

Nara’s colleagues demand justiceTraffic was brought to a halt last Friday as hundreds of protesters, dressed in bright red and green, marched from the Makhado (Louis Trichardt) train station to the magistrate’s court to demand justice for the murdered Nara Mashamaite (47).

The marchers, who consist-ed of Transnet officials and members of the local com-munity, gathered at the spot where Mashamaite, a train driver for Transnet, was brutally murdered on 4 June last year. The train had stopped close to the Makhado train station, and Mashamaite got off with her as-sistant to check whether the train had any mechanical problems. Mashamaite was allegedly first raped before she was killed. Her assistant managed to flee.

Eleven months after her mur-der, the suspect arrested in connection with her death is still in custody and his case is proceeding at a snail’s pace. The slow progress in the case is what sparked the march. “We want these senseless killers con-victed. Let them rot in jail – rot,” said Transnet’s chief executive officer, Brian Molefe.

Molefe spoke to the marchers during a wreath-laying ceremo-ny that was held on Friday (3rd) at the spot where Mashamaite was killed. The suspect, Jerry Shuma (22) from Zimbabwe, was initially arrested for house-breaking in October last year, but was later accused of murder-ing Mashamaite. He has been in custody ever since.

Shuma has appeared in court numerous times, with his case

being postponed each time. This is apparently because the Direc-tor of Public Prosecutions (DPP) in Polokwane still has to decide whether the State will prosecute Shuma or not. According to information available, a DNA sample had already been taken from Shuma and, based on the outcome of this test, the DPP will decided whether the State has a strong case or not.

Shuma briefly appeared in court shortly before the march-ers arrived at the court house. A final postponement was granted by Magistrate Bennie Smith to hear the outcome of the DPP’s decision. Shuma will remain in custody until his next appear-ance on 7 June.

Readers can log on to www.zoutpansberger.co.za to watch a short video clip of the march.

Colleagues of the deceased Nara Mashamaite strew flowers on the wreaths that were laid in her memory on the spot where she was killed.

The Makhado Municipality urged the Soutpansberg Ratepayers Association (SRPA) this week to seriously reconsider their boycott action against the municipality.

This was in reaction to the Constitutional Court’s recent judgement in the Olga Rademan vs Moqhaka Municipality’s case. The Zoutpansberger reported on the judgement last week, with reference to the SRPA’s on-going process of withholding certain components of their monthly municipal rates and taxes as part of their dispute with the Makhado Municipality. Mention was also made of the in-terpretation of Mr Jaap Kelder, chairman of the National Rate Payers Union, of the judgement.

In a press release issued by the office of the municipal manager, the Makhado Municipality invites consumers, residents and ratepayers of the Makhado Municipality to make an effort and read the judgment for themselves. The judgment is available on the Constitutional Court’s website, namely www.constitutionalcourt.org.za or on the Zoutpansberger’s website.

“The crux of the matter is stated in Paragraph 30 - 34 and 41 - 42 of the judgment, where the Court analysed Section 102 of the Municipal Systems Act and stated that Section 102, as well as the municipal by-laws (Moqhaka Local Municipality), provide for the consolidation of the consumers’ accounts. The Makhado Municipality does have similar by-laws,” the municipality says. They go on to explain that once a municipal account has been consolidated, it is one account without different

components, such as an electricity component, a refuse-removal component and components for rates and taxes .

“By paying the various components of the ac-counts but not the rates and taxes component, the consumer places him/herself in default and the Makhado Municipality will be entitled to terminate electricity and/or water supply to the consumer’s premises.

“In paragraph 39 of the judgment, the Court states that when the municipality has consoli-dated a resident’s account for various services, the resident’s account becomes one consumer account and the resident is obliged to pay the whole con-solidated account. If the resident pays for one of the components of the account and not for others, he/she contravenes the municipality’s conditions of payment and this entitles the municipality to terminate the resident’s electricity supply,” the municipality states. They add that it is therefore clear that a resident cannot dictate which compo-nents of his or her account he or she wants to pay.

“If the resident fails to pay the whole consoli-dated account, it entitles the municipality to termi-nate electricity or other services to the resident’s premises and to proceed with the Credit Control and Debt Collection By-laws,” the municipality said. In this regard, the municipality expresses the hope that the SRPA and its members will seriously reconsider their boycott action and pay their arrear accounts to “prevent any unnecessary legal action and the termination of services to their premises”.

Municipal News

Municipality warn that they can cut services

The Makhado Municipality wants its millions back.

The members of the Soutpans-berg Ratepayers Association (SRPA) have been withholding certain portions of their munici-pal account payments, following a dispute declared in August 2008 regarding poor and nonexistent service delivery.

Instead, the SRPA members paid the monies into a trust ac-count that has accumulated to a total of close to R6 milliion, and not R10 million as portrayed in some media reports.

The Makhado Municipality, through its attorneys, has now demanded payment of all the arrears accounts withheld by the SRPA members, within seven days of their letter dated 29 April. The municipality’s attorneys have also confirmed that they had already received instructions to proceed with debt collec-tion against the members of the SRPA, but they are awaiting an urgent response.

The demand is based on the Constitutional Court’s judgment in the case between Rademan and the Moqhaka Local Municipality.

“From the Constitutional’s Court’s judgment, it is quite clear that the Rate Payer Association

Pressure on SRPA to give money back

The Soutpansberg Ratepayers Association (SRPA) invites all its members to an important meeting that will be held in the church hall of the Dutch Reformed Church Soutpansberg at 18:30 on Wednesday, 15 May.

The church hall is opposite the local high school in Anderson Street. The SRPA will be advised

by its members how to proceed with ratepayers’ actions, and the judgment of the Constitutional Court in the case of Rademan vs Moqhaka Local Municipality and its implications will be discussed.

For more information, the manager of the SRPA, Mr Phillip Olivier, can be contacted on 082 679 8324.

members cannot dictate which portion of their accounts they like to pay and which portion not. As the Makhado Municipality’s Credit Control and Debt Collec-tion by-laws were promulgated, the Makhado Municipality is entitled to enforce the by-laws and demand payment of the ar-rear amounts on the accounts of the Soutpansberg Rate Payer Association members as well as from any other consumers whose accounts are also in arrears,” writes the attorney, Johan Ham-man senior of Hammann-Moosa Incorporated.

SRPA Chairperson Inga Gil-fillan has said that they are in discussions with their advocate.

“ ... we are considering all our options ... At our meeting of 15 May, we will obtain a mandate from our members as to our ac-tions, because this is a serious matter with far-reaching implica-tions,” Gilfillan said.

The Makhado Municipal-ity also demands that the SRPA “abandon the interim Court Order in the case of Makhado Municipality vs Enslin and Du Plessis.” The SRPA obtained a court order on 3 February 2012 that the electricity supply of the above-mentioned members be reconnected and that the electric-ity supply of their members not be terminated.

A case of murder is being investigated after a young woman was found dead in a swimming pool at Air Force Base Makhado on Tuesday.

The half-naked body of the woman was discovered by em-ployees busy cleaning the pool on Tuesday morning. Accord-ing to police information the woman, 21 years of age, was a civilian. It is suspected that she gained entry to the living area of the air force base by means of

her boyfriend who is a member of the South African Air Force (SAAF). He is working at AFB Makhado.

Makhado police confirmed on Wednesday morning that the woman’s boyfriend was arrested in connection with her death. By the time of going to press he had still to be officially charged with murder. Police also said that it would seem that the couple was fighting before the woman’s death.

By Wednesday the woman’s identity was still unknown. Al-legations that the woman was first rape and then murdered could not be confirmed.

Shortly after the woman’s body was discovered, the South African National Defence Force (SANDF) released a press state-ment confirming the incident.

The suspect was expected to be brought before the Louis Trichardt District Court on Wednesday afternoon.

Murder mystery unfolds at AFB Makhado

(Contd from P1)Although condemning the

incident, he was, however, not very shocked. “People just seem to do their own thing, despite the rules and regulations. You see it every day; for example, people driving at 150km an hour on the N1, despite the traffi c rules and regulations. It’s like that with the environment as well,” McMurtrie said.

Chevron, under which the Caltex brand is marketed in South Africa, was asked on Monday whether they were aware of the painting of the koppie and what action they had taken to rectify the situation. Ms Suzanne Pullinger, communica-tions manager at Chevron South Africa (Pty) Limited’s head of-fi ce in Cape Town, responded by email on Tuesday. She states: “Caltex had no knowledge of

this proposed activity and are opposed to it. Building strong community relationships and protecting the environment in which we operate are core values of our corporation. We have instructed the parties con-cerned to request its immediate removal and will be counselling them with regard to the inap-propriate and unauthorized use of our corporate brand.”

With regard to the removal of the painted sign and fears that it will have further destructive consequences for the environ-ment, Pullinger says: “The removal of the sign is a compli-cated process and special effort has been made to minimize the impact on the environment. We ask for the patience of the community in this matter and would like to assure all parties that we are taking every precau-

tion to ensure that the removal happens as quickly and as safely as possible.”

Evidence of Caltex’s com-mitment to having the unsightly painted logo removed was al-ready visible on Tuesday with a team of cleaners, armed with high-pressure hoses, spotted on the koppie to remove the paint. What this exercise is costing Caltex is not known.

It must be said that, despite overwhelming outrage over the painted koppie, there were those who liked it. “I tnk its beautiful [sic],” wrote Fhatuwani Mu-laudzi on the Facebook page of Limpopo Mirror, the Zoutpans-berger’s sister publication. On the same page, Mphophenyu Moshapo wrote: “Brilliant mar-keting strategy, i hope they used environment friendly products … go green [sic].”

atshospitaal nie”Ladies Circle 4 in Makhado (Louis Trichardt) invites all moms and their daughters to come and enjoy a Mother’s Day breakfast with them at Ocean Basket on Saturday, 11 June.

015 516 0041CALL THE LOUIS TRICHARDT TEAM TODAY

6 10 May 2013 ZOUTPANSBERGER

By Linda van der Westhuizen

The filming of the ‘Breaker’ Morant documentary in the Soutpansberg area by Breaker Productions Australia, in cooperation with a South African team, although exciting, did not match the expectation that “at last the South African version of the actions (atrocities?) of the Bushveldt Carbineers (BVC) during the AngloBoer War would be shown”.

Morant and Peter Handcock were executed by a British fi ring squad on 27 February 1902 for mur-dering prisoners of war and civilians. “Breaker” is described as a legendary fi gure and folk hero by some in Australia.

The production team, with Nic Bleszinski as co-author and co-director, stayed in the Soutpansberg area from 10 to 21 April, after which they left for the concentration camp cemetery in Polokwane and fi lming in Pretoria and Johannesburg.

“We got involved after being reassured by the South African component of the production team that this was most certainly going to be a balanced portrayal of the real deal. It would screen the viewpoints of Australian military lawyer James Unkles, as well as the contents of the novel of Nick Bleszinski (Shoot straight you bastards!) and this would all be balanced by our own South African historic input. We soon realised that it was a tall and somewhat wishful objective…” said Charles Leach, author of The legend of Breaker Morant is dead and buried. Leach has been described by Prof Louis Changuion, emeritus professor in history, as probably the leading expert in the world on research about the facts surrounding the BVC involvement in the Zoutpansberg from May 1901 to April 1902.

Some errors during the filming of the re-enactments were corrected after Prof Changuion and Leach objected, e.g. that the eight boers were wearing bandoliers after being held prisoner for two days. The fact that a youngster of 14 years was shot with the eight Boers was not shown. The shooting of black witnesses by the BVC in this

incident was not re-enacted. It remains to be seen whether the shooting of Van Staden and his two sons, after they had to dig their own grave, will be screened. “When we prepared the grave, one of the Australians remarked that ‘this is going to make us look really bad’,” said Hardus and Ariëte Haasbroek, on whose farm this scene was fi lmed.

One re-enactment that was very close to the real deal was when the fi ring squad of four men, armed with four .303 rifl es charged with blanks, fi red into the back of Ronnie Visser (31), playing the role of his great-grandfather’s brother, Floris Visser. This scene was fi lmed on the farm of Dennis Ball.

“Some pieces of unburned powder actually lodged under his skin, which immediately turned a rather bright pink. Obviously many faces, such as the director’s, producer’s and even the armourer’s, turned equally bright red,” Leach remembers. There was only one First Aid Kit on site and it was put to good use. Ronnie remarked that he had no idea that he was expected to portray this event so realistically!

“To re-enact what happened stirs up something in your heart, being a direct descendant. But the fi lming experience was wonderful,” Ronnie said. Floris Visser was shot after a night attack by the BVC on a house where Boer soldiers lodged. The real attack occurred on the farm Duivelskloof, but was fi lmed at the house that formerly belonged to the late Betty Noakes. The Stone Henge property now belongs to Mr Eddie da Silva and is a listed heritage site.

Leach concedes that Bleszinski’s dream of having the contents of his book recorded as a dra-matized documentary has come true. “That is very commendable. I complimented him on that during my interview and remarked that he had achieved much more than I had,” Leach said.

The time for South Africa to produce an own documentary or fi lm portraying the South African version of the events has probably fi nally come.

Still no SA version of Morant murders?

Prof Louis Changuion (left) meets Australian Nic Bleszynski, who had his dream come true of having the contents of his book on Morant recorded as a dramatized documentary.

One reenactment of the Morant documentary that was very close to the real deal, was when the fi ring squad of four men, armed with four .303 rifl es charged with blanks, fi red into the back of Ronnie Visser (right), playing the role of his great grandfather’s brother, Floris Visser. On the left side, Ronnie can be seen kneeling in the sand, waiting for the rest of the squad to come and fi re.

The fi lming of the reenactment of the night attack by the BVC on a house where Boer soldiers lodged took place at the house that formerly belonged to the late Betty Noakes. The Stone Henge property now belongs to Mr Eddie da Silva and is a listed heritage site. Insert: One of the Boer soldiers, defending himself during the night attack.

Skolenuus

Me.

“Dit is alombekend dat die Amerikaanse kurri-kulum ‘a mile wide and an inch deep’ is.

Op 11 April gee me.

Dapper Stapper was vir alle bejaardes

Hier ontvang sy haar sertifikaat van me.

“The issue of toxic thoughts is really the crux of the matter,” Mr Ben Smith, founder of the depression support group in Makhado (Louis Trichardt,) said this week. “Some of those suffering from severe depression do not actually come to the fore,” Smith said.

Ms Hester Beukes, Christian counsellor and for-mer senior social worker, agrees. “A person who is on the verge of suicide does not often come to you. If you know of somebody who is too desperate to contact us or if you have a family member or friend in that position, please contact us on their behalf to reach out with a helping hand. There is hope,” said Beukes on behalf of the support group. The group have now widened their focus to include anyone facing any kind of disease.

The group wants to cultivate community aware-ness where the community becomes more sup-portive. “Let us stand together as a community to become a healthy community filled with peace and wholeness,” Beukes said.

Both Smith and Beukes said they were devastated by the news of the most recent suicide in the com-munity and that they desired to help more people. In addition, more than one relatively young person in the community died of heart attacks some weeks ago. Beukes said that after getting acquainted with the material of Dr Michele Strydom of Eagles’ Wings Ministries, she realised why youth or fitness is no longer a guarantee for longevity. “In our day, stress management is extremely important and the number one way to handle stress is to change the way you think,” Beukes said. When a person ac-cepts toxic thoughts of anxiety, fear, self-hatred, self-condemnation, self-rejection, anger, rage, bitterness, unforgiveness, jealousy and the likes, it has been medically proven that chemicals and hormones are secreted that are counterproductive to your health.

Following the positive feedback on the support group’s April meeting, the depression support group decided to continue with the DVD series of Dr Michele Strydom. For more information, Smith can be contacted at 082 358 1738 or Beukes at 084 616 2355. The next meeting is at 18:30 on 20 May at the Agapé Christian Centre in Munnik Street.

The Makhado Police have once again raised the alarm with regard to the recent spate of thefts out of motor vehicles.

They called upon members of the public to en-sure that they park their vehicles in a safe environ-ment at all times and especially if they go shopping. The police also warned residents not to leave any valuable items inside their vehicles and to make sure that they always lock all doors before leaving their car. According to the Makhado SAPS, items such as handbags, cellphones and large amounts of cash have been reported stolen to them.

Residents are particularly cautioned not to park their vehicles along Songozwi Street, the parking areas in big shopping complexes and the taxi rank, because “this is where a number of illegal activities take place.”

Notice of Airborne Geophysical SurveySurvey Area Map

Notice is given that contractors Southern Exploration Surveys, working on behalf of Universal Coal Development II (Pty) Ltd (UCDII), intend to conduct an airborne magnetic and radiometric survey over the area indicated above (red hatched) covering the farms Cygnus 549MS, Berenice 548MS, Celine 547MS, Doorvaard 355MS, Longford 354MS and Matsuri 358MS located within the boundaries of the Municipality of Makhado.

Survey operations will commence during daylight hours on or after 27 May 2013, and are not expected to exceed five days active duration.

The survey will utilise a fixed wing aeroplane flying predominantly northwest-southeast lines spaced 50 metres apart, at a height of approximately 80 metres above the ground.

No ground operations are anticipated except in the case of an emergency.

The data acquired will be used by UCDII scientists to improve geological under-standing of the area, with applications to structure, groundwater and topogra-phy.

Please address any enquiries regarding this survey to Jaco Malan, PO Box 2423, Brooklyn Square, 0075, telephone 0124600805 or e-mail [email protected].

Die Weg, die Waarheid en die Lewe

Matteus 17:15-20

Ek hou van tuin maak, veral my gro-entetuin. Die saad wat oorbly bêre

ek in houertjies.

So sê vers 16: “Aan hulle vrugte sal julle hulle ken.”

- is ’n moontlikheid?

Carel Breytenbach (Makhado / Louis Trichardt)

This group of people help keep the South African history true and alive

The dust has finally settled and the hype and excitement of an

international fi lm crew in the Sout-pansberg is over.

All that is left now is to wait for the screening, which is scheduled for about November this year. We might either be pleasantly surprised or rather disappointed in the fi nal product, which was directed by Aus-tralian, Nick Bleszinski. He is the author of the historical novel, Shoot Straight, You Bastards! Nick raised the fi nancing for the entire produc-tion to make this dream come true, a truly remarkable achievement on which I compliment him.

My personal gratitude extends to Petria Marias, Prof Louis Chan-guion, Adv Peter Latta and Linda van der Westhuizen of the Zoutpans-berger, whose commitment to the South African truth of the Bushveldt Carbineers story is so uncompro-mising and alive and must certainly have impacted on the producers.

The Limpopo Tourism Agency (LTA) has encouraged cyclists to come and take part in the 24th annual PPC Kremetart Cycling Race during a special media launch held on Monday.

The race will be held from 7 to 9 June, and with less than fi ve weeks to go, cycling fever is mounting in Makhado (Louis Trichardt), who will host more than a thousand cyclists, their families and supporters.

LTA’s chief executive offi cer, Mr Nocks Seabi, said during the launch that they were excited to be part of such an important tourism driver in the province. The LTA head offi ce in the province, the Makhado Info Centre on the corner of Son-gozwi Street and the N1, will once again be the starting and fi nishing point for the cycling race.

Also speaking at the media launch was the race organiser from the P&L Cycling Club, Ms Renda Alexander. She confi rmed that cycling entries for the 175km four-stage race will be limited to 1 500 entries. Entries that they have received since entries opened in February had already passed the

600 mark on Monday. For cyclists, the PPC Kremetart Race will

afford the opportunity to participate in South Africa’s only one-day stage race, with some of the country’s top cyclists and teams participating. Alexander also said that the club had already re-ceived bookings from cyclists as far as Namibia and Belgium. The tandem category, she said, had also elicited a record number of entries.

This year, the race organisers have also ar-ranged more than one spectator bus to accom-modate supporters of the race. There will also be lots of entertainment for family and friends of cyclists in the family fun village. For the less adventurous, there is a 70km road race, a kid’s race and a 10km fun race. For mountain bikers, there will be a cross-country race on the Sunday, which will also be a qualifying race for Limpopo colours.

The God’s Plan Cycle Tour once again passed through Makhado (Louis Trichardt) last Friday on their way to Beit Bridge.

The Zoutpansberger caught up with the team as they stopped to catch their breath and stretch their legs at the Caltex fuel station on the corner of Hlanganani and Boabab Street. The tour is the brainchild of race coordinator Allan Corry.

The God’s Plan tour started almost a week before, when the group departed from Brakpan to cover the 600km to the border town of Musina. Corry had

been creating awareness for the plight of Zimbabwean residents when Riaan Swanepoel, one of the cyclists, came on board. He decided to devote his energy to raising funds, which led to the formation of the God’s Plan Tour.

Initially, the group aimed to raise enough money to build a school in Zim-babwe. This plan, however, fell through when the group failed to secure property in Zimbabwe on which to build the school. Since then, they have taken the Ankura Academy, a border town school, under their wings.

On the first day of the group’s trip, they travelled 166km from Brakpan, passing through Benoni and Pretoria, stopping at Bela-Bela. On day two, they stopped over in Polokwane after pedalling 172km. On Friday, the group stopped over in Makha-do (Louis Trichardt) to replenish their energy levels and prepare their bicycles for the gruelling trip over the mountain, all the way to the Ankura Academy.

Since the group became involved with the school, several children have benefited and have been able to finish their studies.
