For the umpteenth time, Louis Tri-chardt residents have been left without water for days on end.

Since last Friday, residents have been without running water – something that has by now become a luxury in town instead of a basic human right.

The water supply was cut without any warning, leaving many residents scrambling for water or queuing at water suppliers. Questions and enquiries by the public about the cause of the problem were allegedly also met with aggression and rudeness from the municipality’s side. By Monday afternoon, the municipality had apparently reverted to just not answering their phones anymore.

Two men, one a well-known Soutpansberg farmer, were acquitted on charges of as-sault and malicious damage to property.

Both Mr Carl Henning (45) and Mr Thomas Mudau (34) of the farm Moddervlei were accused that they had assaulted an attorney on the farm on 5 February 2009. They appeared in the Louis Trichardt Magistrate’s Court once again on Monday.

The attorney, Mr Eddie Shirinda, claimed that Henning and Mudau had viciously attacked him when he paid a visit to the farm with Mack Nkuna, his client.

According to Shirinda, they visited the farm in person because Henning refused that Nkuna’s aunt be buried there. Shirinda claimed that Henning refused to listen to reason, despite the fact that the land claims commissioner had ordered the burial of the aunt.

It was during this meeting that things went wrong and, claimed Shirinda, he was assaulted. Shirinda said that he was so badly beaten that his wife, who is a nurse, had to treat him. His cellphone was also broken.

During the trial it came to light that the Moddervlei farm is managed by a communal property association (CPA), following a successful land claim, and that Mudau was the current chairperson of the CPA. It was, according to Henning’s testimony, the CPA who refused that the aunt be buried on Moddervlei.

Henning further testified that the land claims commissioner’s letter had never ordered that the burial take place, but merely asked the CPA’s chairperson to reconsider their decision.

Henning also denied that Shirin da was assaulted when he and his client were escorted from the farm after they refused to leave.

“Shirinda did not put up a

fight, but as we talked he said he would teach us a lesson,” Henning testified.

Nkuna was also persona non grata on the farm, following a general notice that was issued on the farm that Nkuna was not allowed to set foot there. It was, according to Henning, due to the fact that Nkuna had made death threats towards himself, his father as well as to Mudau.

During Monday’s court appearance, the court dismissed Shirinda’s case, saying that he had not proved his case beyond a reasonable doubt. Evidence that was needed to prove the case, such as a medical certificate regarding Shirinda’s injuries, as well as the broken cellphone, was not handed in to corroberate his story. As a result, the court ruled that Henning and Mudau had used reasonable force, under the circumstances, to remove Shirinda and Nkuna from the farm.

Plaaslike polisiewoordvoerder kapt. Maano Sadike het by navraag gesê dat daar die afgelope naweek by nie minder nie as vyf wonings in Louis Trichardt ingebreek is.

Inbrekers pla, terwyl inwoners slaap

venster aan die agterkant van die woning ingebreek;

* In beide gevalle was die wonings omring deur vol grasperke of plaveisel – nie grond nie, wat dit makliker sou maak om voetspore te lig;

* Beide wonings is dieselfde aand geteiken;* In beide gevalle is slegs elektroniese ware

weg is.

It was a solemn occasion when the ratepayers met with the police to see whether pressure on the Makhado municipal manager could eventually re-sult in better service delivery. The meeting occurred while most parts of Louis Trichardt and surrounds struggle with a lack of water, a basic necessity.

The Soutpansberg Ratepayers Association (SRPA) requested the SAPS on 24 January to investigate criminal charges against Mr Shadrack Tshikalange in his capacity as municipal manager and accounting officer of the municipality. This investigation will be in terms of the Municipal Finance Management Act (Act 56 of 2003) and according to the auditor general’s report for the fi nancial year ended 30 June 2010.

The SRPA, chaired by Ms Inga Gilfi llan, says that the report implies that the accounting offi cer, as well as the chief fi nancial officer had committed acts of financial misconduct, both in terms of disciplinary and criminal proceedings.

The station commander, Col Francis Ramovha, signed acknowledgement of receipt of all the documentation. “We will take your issues to the next level. Inga must not be able to say that we blocked the issues. We need to be transparent,” said Ramovha. He explained that the next level is the commercial unit in Polokwane and assigned Lt Col Monica Nemavhola to assist Gilfi llan to register the case.

Tshikalange was made aware of the impending investigation for criminal charges on 14 November last year. He had 30 days to respond.

“Since the Makhado municipal council as well as the municipal manager failed to respond, we requested the police to investigate the municipal manager’s contravention of the MFMA,” Gilfi llan said.

A letter was also written to the Public Protector, Adv Thuli Madonsela. “We write in a desperate attempt to save our community as our services are lacking very far behind. We are a very concerned community regarding our local Makhado Municipality. Big fi nancial woes are extensively and widely hampering service delivery and basic maintenance in our town, Louis Trichardt, and the bigger area surrounding us…” reads the letter. Concerning the 2009/2010 AG Report that issued a disclaimer of opinion regarding the fi nancial matters of the municipality, the SRPA said that there is “absolutely no regard for any fi nancial system, procedures or law”.

The AG Report of 2009/2010 stated that the accounting offi cer had not adhered to his statutory responsibilities.

He did not comply with his legislative responsibilities to implement effective, efficient and transparent processes of fi nancial and risk management. As a result, the municipality incurred unauthorised expenditure.

Asset and liability management was not adhered to and proper record keeping and management were not in place. Oversight responsibility was not exercised over reporting and compliance by management with laws, regulations and internally designed policies and procedures.

The SRPA mentioned to the Public Protector that the municipality’s outstanding debts amount to R194million.

It is not the fi rst time that the SRPA has considered criminal charges against the municipal manager. In 2010, the SRPA served the municipal manager with a letter giving him 30 days to explain why possible criminal charges should not be laid, based on the 2008/2009 AG’s report. In February last year, the period to answer was extended by six months.

The SRPA received an answer to the effect that the municipal manager was not in offi ce during the time referred to by the AG’s report. The possible charges were laid to rest.

“This time round that excuse will not hold. We are driving the process in the faith that service delivery will return to normal and that taxpayers will get value for their money. We have no vendetta against the municipal manager, “ said Gilfillan on Tuesday.

In response, Tshikalange told the Zoutpansberger that he would respond to the issue on Friday this week.

A suspect in a number of stock theft cases in Giyani, George Ndukwana from Mbatlo vil-lage, was found dead between Phalawubeni and Makhuva vil-lage near Giyani last Tuesday morning.

The 40yearold man was found in a pool of blood with a bullet wound to his head, next to his burntout Isuzu bakkie.

According to Col Mohale Ramatseba, two carcasses of cattle, two pangas (knives) and an axe were found at the scene.

Ndukwana was due to appear

before the Giyani Magistrate’s Court on 24 January on charges of stock theft.

Meanwhile, the burntout bakkie is said to belong to one of the butcheries in Giyani that cannot be named until the arrest is finalised.

Ramatseba warned people against taking the law into their hands, saying: “The killing of a suspected stock thief is strongly condemned.”

The cattle farmers’ union in Giyani said the problem of stock theft in the area was very seri

ous, because even if the suspects were arrested, they were simply released on technicalities.

“The situation is such that we’ve even accepted that cattle are being stolen somewhere every day.

“It is a matter of whose cattle are being stolen at what particular point,” said Mr Javulani Mashele, representing the cattle farmers in the area.

According to him, the main culprits in the stock theft cases are those who own butcheries and catering companies.

Ratepayers opt to keep money in trustAt a meeting of the Soutpansberg Ratepayers Association (SRPA) last week, the members of the association voted unanimously to continue withholding rates and taxes from the local mu-nicipality. This in spite of the threat of electric-ity cuts to members of the association by the municipality.

The meeting was attended by the chairman of the national ratepayers union (NRU), Mr Jaap Kelder. He gave a short address and answered some questions from the members present. He warned that service delivery in the whole country is on the verge of imploding, largely due to financial mismanagement on the part of the central and provincial governments. He compared the situation to a dam wall which will shortly overflow or break.

Kelder also indicated that, in spite of the verdict of the Court of Appeals on the Olga Rademan case in Kroonstad, which states that municipalities have the right to cut off the electricity supply of members who are paying for electricity but withholding rates and taxes, magistrate’s courts all over the country keep on granting interdicts to restore their electricity. The NRU intends to go to the Constitutional Court regarding this matter.

Kelder also stressed that the government is taking note of the disputes declared by ratepayers associations and that this is causing discomfort in government circles, despite its apparent lack of concern and the outright condemnation that such action is illegal.

He mentioned that the NRU had been on the verge of signing an agreement with the local government association (SALGA), which stated that local governments and ratepayers associations

would work together in addressing service delivery problems, when SALGA chose to withdraw from the process.

Another interesting point raised by Kelder was that of a canton system, such as the one employed in Switzerland. That country is divided into 26 cantons that are mostly independent, with a federal government which deals with matters pertaining to all the cantons.

Each canton has its own parliament (much like our provinces) which takes decisions on how that canton is run. The government of each canton is elected by the people, not on a partypolitical basis,

but on merit. Kelder is of the view that this system could work very well locally.

M e m b e r s o f t h e Downtown Ratepayers Association were present and made some valuable comments and recommendations on the matters addressed. The most important fact that emerged was that everyone was affected in the same way by the

service delivery problems, regardless of ethnicity and geographical location. Questions were asked about the money accumulated thus far and what to do with it, since some people are reluctant to join because they feel that the SRPA needs to use the money to address some of the problems in town. The matter was put to the vote, and once again it was decided not to use the money for a specific project, even though many problems exist. It was felt that the money held in trust provided the SRPA with some leverage for negotiation.

The meeting closed with a call by some of the members present that more members need to be enlisted to make the process more inclusive and to increase the association’s bargaining power.

NRU chairman says although municipalities

have the right to cut off the electricity supply of members,

magistrate’s courts all over the country keep on granting

interdicts to restore their electricity.

The chairperson for SAMWU, Mr Elvis Tlou (pictured), and his team allege that malpractices had taken place during the awarding of the “diary tender”.

Three months after the Makhado Municipality promised to pay workers for their overtime services, nothing has been done from the side of the municipality and workers are getting more and more impatient.

In an effort to come to an agreement with the municipality, workers and their representatives, namely SAMWU and IMATU, requested an urgent meeting with the top management of the municipality to address the issue of outstanding payment for overtime worked during the months of October, November and December 2011.

According to the acting municipal manager, Mr T Ralulimi, municipal workers qualify for payment of 40 hours overtime. However, more hours can also be added in times of emergency when there is a shortage of staff. Payment of those hours is calculated and paid separately.

It was heard during the meeting held on 19 January that the municipal manager, Mr Shadrack Tshikalange, had said in the earlier meeting that all available money had been used to pay the company that had tendered for the “2012 municipal diary”. That statement alone enraged the workers, who demanded to see all the diary records to verify if the bidding and awarding of the diary tender had gone according to law.

According to the chairperson for SAMWU, Mr Elvis Tlou, they then realised that malpractices had taken place during the awarding of the diary tender. Records tell that there were two bidders who competed for the tender. The fi rst bidder had 95 points and had charged R191 280 for the entire diary service, while the second bidder had fewer points, namely 49.81 but charged R301 730 for rendering the service. All the same, the tender was awarded to the second bidder, despite the fact that their services were too expensive and that the work they presented was shoddy, Mr Tlou stated.

“It’s funny that workers’ monies were given to an individual,” said Mr Elvis Tlou. “According to information we got, this company has been awarded the diary tender three times in succession. They always win this tender, even before they register on

the municipality’s database. We’re now prepared to take this matter up with the big offi ces in the land!”

Meanwhile, SAMWU and workers called for a motion of agreement to be drafted and signed by the acting municipal manager, Mr Ralulimi. In the agrteement it was eventually stated and agreed upon that workers will get their pay of “forty (40) hours maximum, including all emergency hours, in full during the month of January 2012”.

“It’s January now and I need this money, so I can pay for my daughter’s fees at university,” said one worker in the meeting hall.

Despite the fact that the Makhado Municipality has entered into an agreement to pay the workers, disillusioned workers are calling for all municipal executive members who are involved in the tender saga and the fi nancial administration to step down.

Council embroiled in overtime battle

Apart from its new look, the Zoutpansberger’s website (www.zoutpansberger.co.za) offers rea ders a new calendar entry service on their Events Page.

Visitors to the website can now list their calendar entries for upcoming events on the Events Page themselves. It is as easy as merely logging in on the Events Page through your

existing Google, Facebook or Twitter accounts and uploading your entry. The entry will, however, not appear immediately as it has to go through a moderation process fi rst.

In addition, sport club administrators (and for that matter church and school administrators) can contact us to directly submit events on the Events Page without a moderations process. If

an administrator is listed as a user on the site, their calendar entries will show immediately. This function allows administrators to update events through the year on a platform used by ten others publications throughout the province as part of both a local and provincial calendar. Mr Takalani Khomola, the acting station man-ager of Makhado FM, announced on Tuesday that the station has fired Mr Moses Muneri as station manager. This follows several weeks of turmoil at the community radio station where a power struggle played out amidst allegations of theft and corruption.

Khomola warned businesspeople this week to be very careful when dealing with Mr Muneri, who he said was going around town asking for sponsorships. "Muneri is no longer the station manager of Makhado FM," Khomola stressed. According to him, Muneri was suspended before he was eventually fired last week. Khomola added that he was in possession of a letter to fire Muneri, but he claims that the letter could not be handed to Muneri as he was not answering his phone.

Muneri made the news over the past month when he was arrested for allegedly stealing the station's radio transmitter. He appeared in court on January 11 and was released on bail. The case was postponed to Thursday, 26 January. The outcome of the court case was, however, not yet available at the time of going to press.

Attempts to reach Muneri for comment this week were unsuccessful. His cell phone kept on ringing and he did not respond to messages.

Makhado FM has been in the spotlight for the wrong reasons on several occasions during the past couple of years. The station managed to build up a huge debt, not paying the landlord and also defaulting on other bills. The outstanding bill for rent was rumoured to be in excess of R700 000. Creditors were at the point of selling the station's equipment to pay the bills at the end of 2011. The creditors included the local municipality, who seemed to have turned a blind eye at the escalating debt.

While the power struggles continued, the station did not succeed in winning the hearts of the listeners. The listenership figures dropped dramatically

and currently stand at 23 000 (RAMS for December 2011). This figure, however, presents a total weekly figure, which means that the number of listeners at any given time is a couple of thousand.

The station also came under pressure for not adhering to legal requirements such as having proper annual general meetings where audited financial statements are made available to members of the public. As a Section 21 company, the community radio station is obliged to operate in a transparent manner and involve the local community in its operations.

Attempts to reach Mr Robert Makatu of Icasa were unsuccessful. Icasa is the regulatory body that should see to it that the license conditions are adhered to.

Die Weg, die Waarheid en die Lewe

Belydenis of verdediging? 1 Samuel 19:1-10

(1 Samuel 9:2).

(vers 5).

Sonder water is lewe onmoontlik.

A father was approached by his small son who told him proudly, “I know what the Bible means!”

His father smiled and replied, “What do you mean, you ‘know’ what the Bible means?”

The son replied, “I do know!”“Okay,” said his father. “What does the

Bible mean?”“That’s easy, Daddy ...” the young boy

replied excitedly, “It stands for ‘Basic Infor-mation Before Leaving Earth.’

I’ll miss my appointment. Forgive us our trespasses.”

When he returned, he found a citation from a police offi cer along with this note “I’ve circled this block for 10 years. If I don’t give you a ticket I’ll lose my job. Lead us not into temptation.”

Be careful about those assumptions

At the fi nal dinner of an international conference, an American delegate turned to the Chinese delegate sitting next to him, pointed to the soup and asked somewhat condescendingly, ‘Likee soupee?’

The Chinese gentlemen nodded eagerly.A little later, it was ‘Likee fi shee?’ and

At the end of the dinner the chairman of the conference introduced the guest speaker of the evening: none other than the Chinese gentleman who delivered a penetrating, witty discourse in impeccable English, much to the astonishment of his American neighbour.

When the speech was over, the speaker turned to his neighbour and with a mis-chievous twinkle in his eye and asked, ‘Likee speechee?’

Monument unveiled to commemorateevent which sparked Morant saga

Huge damage caused by recent floods

A monument to commemorate the event that sparked the highly controversial “Breaker” Morant saga was recently unveiled.

Lieutenant Harry “Breaker” Morant is a controversial figure and a legend in Australia. He was in command of the largely Australian Bushveldt Carbineer regiment in the Anglo Boer War (18991902) at the time when the regiment murdered prisoners of war.

The BVC activities and skirmishes took place in the Soutpansberg and the Letaba area. Lts Morant and Peter Hancock were found guilty of murder of 12 prisoners of war and executed before a firing squad in Pretoria on 27 February 1902.

Morant was made famous with the release of the film Breaker Morant in 1980. About two years ago, Morant once again made headlines when Australia requested Brittain to review the case and pardon Morant and Hancock. In November 2010, the royal pardon was officially rejected.

But what event sparked the killing spree of the BVC? The monument that was unveiled on the farm Duivelskloof on 10 December last year gives the answer in granite.

“In the early morning hours of 6 August 1901 the BVC supported by warriors (about 300) from

nearby Modjadji, attacked the house of Cmdt Herklaas Viljoen, where members of the Letaba Commando overnighted… Reprisal attacks by the Bushveldt Carbineers led to some controversial incidents, eventually a court martial and the execution of Lieutenants “Breaker” Morant and Peter Hancock,” reads the inscription.

On the BVC side, Captain Percy Hunt and Sergeant Frank Eland died in the attack, now referred to as the “night attack”. On the Boer side, Veld Cornet Barend Viljoen, his brother J.J.Viljoen and G. Hartzenberg died.

Lt Morant blamed the Boer Commando for both the death and mutilation of the body of his friend, Capt Hunt. He swore that from then on they would “take no more prisoners”. Floris Visser, wounded in the night attack, was the first of many victims to be killed.

The monument is in honour of those who died during, or as a result of, the attack on the Viljoen homestead.

The monument was unveiled by Ms Annette van Rensburg, grandniece of Veld Cornet Barend Viljoen, together with Ms Margaret Barrett, granddaughter of Sgt Frank Eland. Despite the war, the two families have been friends for more than a century. This is the only monument on

the Bushveldt Carbineer route to have an English as well as an Afrikaans inscription.

At the unveiling, the master of ceremonies, Prof Louis Changuion, sketched the background to the Bushveldt Carbineers. Mr Charles Leach of Louis Trichardt, assisted by Mr Hansie van Schalkwyk, whose grandfather was present on the verandah during the night attack, gave an overview of how the attack could have unfolded.

The clearing of invader bush surrounding the ruins of the once large Viljoen homestead on land belonging to Mr Piet van Niekerk and the building of the monument were done by Mr Theo Dicke, his son Fritz, and a team of workers from their farm.

This is the secondlast monument to be erected on the Bushveldt Carbineers Route.

“The last monument will be erected on Ballymore at the mass gravesite of the eight Burghers shot by the BVC on 23 August 1901. This monument will mark the completion of the objective of providing future generations with granite information tablets detailing the events surrounding each specific site with relevance to the period of occupation of the Zoutpansberg/Spelonken and Letaba areas by the Bushveldt Carbineers. This event will hopefully take place later this year,” said Leach.

It will cost about R30million to rehabilitate the areas damaged by the recent floods in Limpopo.

According to a statement by the Limpopo

Department of Agriculture (LDA), the most affected area is Maruleng Municipality in the Mopani District and particularly at The Oaks, Finale and Bazayne settlements. Affected commodities include horticultural crops such as citrus, avocado, mangoes, and tomatoes as well as maize.

The damage to infrastructure also includes irrigation equipment, fencing, soil conservation works, irrigation dams and store rooms and pack houses.

The estimated crop loss is close to R6million, while the estimated infrastructure loss is about R21million. Limpopo MEC for Agriculture Ms Dipuo LetsatsiDuba says although the LDA has a policy of not compensating farmers, her department has been touched by the loss of crops and infrastructure. She says her team will finish the entire assessment within the next few days.

Rotary Louis Trichardt and Rotary Anns, as well as other anonymous sponsors, donated 70 suitcases and stationery to needy children at Louis Trichardt Primary School. From left are Ms Melanie Denner, who heads up the Help-A-Child project, Ms Carole Went (Rotary Ann President), Leandri Muller (deputy-headgirl), André Viljoen (deputy-headboy), Chris van Wyk (headboy), Emené jordaan (headgirl) and Ms Stienie Fourie (vice-principal).

From a sandwich for one needy child, to daily sandwiches for 36 children and a weekly feed-ing scheme for several families … now Help-a-Child has provided suitcases and stationery to indigent children.

This time round, the Rotary and Rotary Anns, as well as other anonymous sponsors, donated 70 suitcases and stationery to impoverished primary school children.

The time has also come for the project to expand to the high school.

How did HelpaChild, a project run by Ms Melanie Denner, in conjunction with Louis Trichardt Primary School, originate? “About three years

ago, my son, who was 11 at the time, noticed that a classmate did not have sandwiches to eat during break time. So, we sent an extra sandwich to school every day. Then my son noticed that the siblings of the friend also did not have sandwiches … and others … and the sandwich project was born,” said Ms Denner. At first she made everything by herself, but nowadays she relies on sponsors for the bread and spreads. Ladies from the Full Gospel Church and Agapé Christian Centre take turns to prepare the sandwiches. “Every bit of help is welcomed. For some of these children, that sandwich is the only meal they get for the day,” said Denner.

The project expanded to preparing boxes with

nonperishable food, cleaning materials and toiletries. At first, two boxes were prepared, but as the school identified more needy families, the number of boxes has grown to 16. Once again HelpaChild relies on sponsors.

Denner now has a store room at the Full Gospel Church and people are welcome to donate the school uniforms and shoes that their children have outgrown. Last winter, Rotary sponsored 70 blankets. “We also realised that some children were losing their stuff because their suitcases were in such a bad condition. Their books are also not covered. That’s how the suitcase and stationery project was born,” said Denner.

Ms Stienie Fourie, viceprincipal of the school, confirmed that poverty was escalating at the school. “We are so grateful for the suitcases and stationery and all the different facets of assistance by HelpAChild,” Fourie said on 24 January.

This year, Denner’s son is in secondary school. “The school has been open for only a few days and he has already told me that he has identified needy children. Helpa Child would like to extend to secondaryschool children as well. We welcome any kind of help or donations,” said Melanie Denner, who can be contacted on 082 927 8215.

The fi nal fi nishing touches are being placed on GWM Limpopo’s modern new dealership on the corner of Rissik and Grobler Street in Louis Trichardt, although it’s been operational the past three months. The 1600m² building boasts a covered display area for both new and secondhand vehicles, as well as a parts and service department. According to Mr Johan Gilfi llan (owner) the decision was taken to move the dealership from the town’s central business area to its new location because of the lack of parking at its previous location.

Four graduates from Canisius College in Buffalo, New York, Catherine Alsford, Faith Burns, Melissa Grippin and Melanie Russ, decided that their love for conservation was important enough to volunteer their time in rural Africa in the name of environmental education. Together with local environmentalist Judy van Schalkwyk, they traveled to three rural schools in the WESSA/WWF Eco-Schools Blouberg Node in Limpopo to spread their conservation fever. They gave lectures to the pupils on important eco-schools topics, such as global climate change and how to create and care for a permaculture garden properly. Laughter and learning went hand in hand during these lessons, ensuring a positive future for both the learners and their relationship with the environment. In the Blouberg area, the Eco-Schools Programme has been supported by De Beers since 2005, and in 2011 alone, 6 010 pupils and 187 teachers have been reached. Closed: sign boards at the Thathe Vondo bridge.

Barely a month after two bridges were offi cially opened in Vhembe, one of them is now closed for traffi c, while one is partly operational and workers are still busy with construction.

The multimillionrand Thathe Vondo and Khalavha bridges, which collapsed two years ago, were constructed last year. The collapse of the two bridges adversely affected commuters from the Nzhelele area and those in the Thohoyandou area, as they were cut off from each other.

The bridges were opened prematurely towards the end of last year by Roads and Transport MEC Pinkie Kekana.

To the dismay of the communities, it later emerged that the bridges had been opened, even though it was clear that they were not complete. The closure of the bridges had left the local communities furious and they are now pointing an accusing fi nger at the MEC, whom they labelled as a "charmer who just wanted to capture the confi dence of the people."

Others feel their lives have been put at risk by letting them drive across incomplete structures that could collapse.

After an outcry from the community, Mirror conducted an investigation, which revealed that the Thathe Vondo bridge was indeed completely closed to traffi c and construction workers were at the site, busy with construction. Engineers and the contractor were at the site, assessing the work which still needed to be done.

At the Khalavha bridge, only one lane of the road was in operation, as construction workers were still busy working at the site. Both bridges run the risk of collapse if it should rain, as the soil on both sides of the road is not supported.

A member of Cope in the provincial legislature, Tshilidzi Ravhuanzwo, described Kekana as a "reckless leader, who does not care for the lives of the people of Vhembe" for opening the two bridges prematurely.

“Kekana has total disregard for people’s lives. How can a rightminded person open a bridge which she knows could put people’s lives at

MEC under fi re after opening bridgesrisk? What if the bridge had collapsed and killed people?” asked Ravhuanzwo.

“These people have failed the province and they are now putting the lives of the people in danger in the name of service delivery. We are not going to let this matter die down without scrutiny; we will take up the matter in the legislature,” said a fuming Ravhuanzwo.

A spokesperson for the Department of Roads and Transport, Thesan Moodley, denied that the bridges were incomplete but confi rmed that the Khalavha bridge was using only one lane while workers completed the fi nishing touches. He also confi rmed that the Thate Vondo bridge was completely closed, as workers are still on site.

On the issue of opening both of them at the same time, even though there was some work still to be done, Moodley said: ”It would have been more costly for the MEC to open one bridge and come back and open another. The MEC had to make a token opening to save costs,” said Moodley.
