The park, which is the 35th park in the city, is located next to the Parkside Apartments along Sycamore Avenue off of West Capitol and features a newly-installed piece of art- work, which was created by Denver, Colorado artist Mi- chael Clapper. The $70,000 art structure— which Clapper says represents “fighting for community”—was approved by the City Council on Jan. 13 with Clapper’s piece being chosen over 75 other sub- missions after the City of West Sacramento’s Arts, Culture & Historic Preservation Commis- sion, the Yolo Arts Council, city staff and others gave input. The park cost $8.2 million to install and features a garden, benches, picnic tables, water fountains, two playgrounds, — one each for younger and older children — a basketball court and plenty of walking paths and green grass. The park has several trees as well, but it’ll be a while before they provide any shade. In the meantime, there are two shade shelters located at each side of the park. Superintendent of West Sac- ramento Parks & Ground Sam Cooney explained that the project has been in the works for six years. “It’s been a long time in the making,” said Cooney. “The state awarded the city $4.1 mil- lion and then we put in match- ing funds.” Schmidt Design Group Prin- cipal J.T. Barr added that the park’s design incorporated a lot of feedback from the residents of West Sacramento. “The design really started with the inspiration of the communi- ty,” said Barr. “All of the forms and structures, the walkways [were] really inspired by West Sacramento and the agricultur- al heritage that is here, so we re- ally wanted to embrace the com- munity and express that in the park, so the park really becomes a reflection of the community. The ceremony began at 10 a.m. with a few words from West Sacramento City Manager Martin Tuttle, who thanked the landscapers, city inspector and project manager among others who worked on the park. “What we do in West Sacra- mento is we take local money and we go out and find other money to match with it,” said Tuttle. “That’s how we’re able to do great things for the city.” Martin then introduced City Council Member Chris Ledes- ma, who spoke about the park and the collaborative effort it took to complete. “As many of you know, this site, for a long time, was an eye-soar,” said Ledesma as chil- dren played with bubbles and ran around in the grass area just behind where the audience of approximately 100 West Sac- ramento citizens, Lopes family members and city leaders was seated. “And now look at this Joseph “Joey” Lopes Park made official at ribbon-cutting ceremony Photos by the City of West Sacramento See Park, page 2 City Council Approves Tax Ordinance By Jan Dalske The News-Ledger When the West Sacramento City Council met June 1, they conducted the first reading of Ordinance 16-6. This ordinance will adopt a quarter of a cent general retail transactions and use tax (sales tax). This tax will be administered by the State Board of Equalization. The WSCC also directed staff to prepare a ballot mea- sure which would create a quarter cent general sales tax. The revenue which will be derived from the sales tax could be used to enhance existing City of West Sacramento (CWS) services. It will also provide much needed funding for certain Strategic Plan initiatives. Core CWS services, such as early learning programs for children, and road rehabilitation do not have fund- ing sources that are reliable and sustainable. This funding is required to meet both short term and long term funding needs. Ordinance 16-6 was approved by two-thirds of the full City Council, in this case, four members. On June 15, there was a second reading. This action will formally approve the bal- lot measure language for the November 2016 election. The proposed ballot language states that this tax will be used “to fund CWS services and initiative such as repair- ing roads, building and maintaining bicycle and pedestrian trails, reducing homelessness and its community impacts, improving educational and career opportunities for youth, and enhancing internet access and the use of smart technol- ogies, shall the CWS enact a ¼ percent transactions and use tax (sales tax) raising approximately $3.3 million annually on an ongoing basis for general governmental purposes.” If the proposed measure is approved by a simple ma- jority of voters, City staff will return to the WSCC for direction on developing an expenditure plan for the new general revenue. Yolo County is also considering new sales tax measures for the November ballot. If both mea- sures pass, the residents of West Sacramento could be taxed by the City of West Sacramento and Yolo County. Sources: WSCC meetings June 1, and June 15. Happy 4th of July! 4 acres we’re sitting on today. Congratulations to everybody who had a hand in this.” Ledesma went on to say

that just as it took the en-tire community to design and implement the park, it’ll take the entire community to keep it clean, safe and wel-coming in the years to come. He then announced a

new park watch program, designed to cut down on vandalism and crime, which will be headed up by West Sacramento PD Offi cer Warren Estrada.“It’s up to all of us to keep an

eye on this park and it’s up to all of us to work with the police department to make sure we maintain this park and keep the spirit of Joey Lopes going,” said Ledesma. Ledesma then introduced

Silvestre Gilmete Jr., the nephew of Joey Lopes, who called up several other family members before be-ginning his speech about his uncle’s impact.A hometown hero who

lived near Sycamore all of his life, Joey Lopes was a boxer in the late 1940s and throughout the 1950s. Lopes always wore his name and the words “West Sacramen-to” on the robes he wore to the ring and made sure that everyone knew he was from West Sacramento, not Sac-ramento. He competed at the Me-

morial Auditorium and

the world-famous Madi-son Square Garden among many other venues. In 1948, Lopes was selected for the U.S. Olympic box-ing team and he went on to fi ght in three matches with the Lightweight champi-onship up for grabs.Following his retirement,

Lopes was a community leader, working for the West Sacramento Sanitary District, the West Sacra-mento Optimist Club and the West Sacramento Babe Ruth Baseball League. The park’s art features a

silhouette of Lopes with his arm reaching out in a boxing punch and will light up at night as the sun sets behind it. On the fl ipside of the structure is a map of the West Sacramento area. After Gilmete Jr. thanked

the city and everyone in-volved on behalf of the family, shared some his-tory of his uncle and in-

troduced longtime friend Raul Deanda, who told some stories about his friend’s illustrious career and life’s journey, the cer-emony ended with the cut-ting of the ribbon and loud cheers and applause from everyone in attendance. As children fi lled the

playgrounds, shot hoops at the basketball court and ran around the grassy ar-eas, adults snapped pho-tos of the artwork and the park while others enjoyed snacks and conversation.Gilmete Jr. expressed

the gratitude of his fami-ly for the city naming the park after his uncle. “This is a tremendous

honor,” said Gilmete Jr. who explained that the

family petitioned to have the park’s name changed from Sycamore Park to Joey Lopes Park after learning it was being in-stalled, a motion that was met with a unanimous

decision from the city. “My uncle was about his community and it being so close to where he lived as a kid and as an adult and to see that this park incorporates a playground

for children to be able to enjoy, half-court basket-ball for any age to enjoy and the community gar-den with my grandpar-ents [having had a farm here], it’s just incredible.”

Andrew James JohasAndrew James Johas, 67,

passed away unexpectedly on June 25, due to a sud-den onset of aggressive leukemia. He was born on Sept. 13, 1948, and was a life-long resident of Sacra-mento. He graduated from McClatchy High School and Sacramento City Col-lege and received his BS and MS in Agricultural Educa-tion from UC Davis. He started his career as an agricultural teacher at Delta

High School in Clarksburg, then went into farm banking and farm management. Andy was gifted with both the plant management and financial planning expertise required to run successful farming operations. At the height of his career he ran one of the nine largest farm-management companies in the nation, managing close to 500,000 acres of farmland for groups of investors. He recently focused on growing his own cherries and wine grapes with plans to open his own winery. His skill, knowledge and ability to work with groups was ex-traordinary and he was almost always hugely successful. Andy was the proud son of the late James Johas, a

Greek immigrant who came to this country at the turn of the century, and Dolly (Meacci) Johas, the daughter of Italian immigrants. He accomplished all that was the best of first generation children. He worked extremely hard, adhered to traditions, gave back to his communi-ty, and made his parents very proud. His parents cham-pioned all that he did and supported his every endeav-or. It was through the beautiful network of people who came to this country to succeed that he got the oppor-tunity to pursue his greatness. His father had invested in a young recent immigrant Angelo Tsakopoulos who, when he was looking for someone trustworthy to man-age farmland, tapped Andy, who then went on to con-tract with even more developers. During his younger years he was adept at both baseball

and football. He reached championships in both sports. He was strong, and smart, and talented, but it was his heart that made him stand apart. He did everything with the intention of doing it well and right. He was proud of his work with the Rotary club, sitting

on the Board of Directors of the Lutheran High School, the Greek organizations AHEPA, Greek Professional Association, and making a major contribution to the Greek Church of the Annunciation’s building fund in the name of his parents. He worked every year at the Fourth of July booth for the Rotarians and contribut-ed to almost all requests from worthwhile causes with time, money or wine for events. His other interests included raising and racing pigeons,

coin collector/dealer, oil painting, Corvette cars, financial planning, farm management, water resource management, car racing, and sports. Andy had a quick and agile mind, a gift for money management, an interest in helping others and doing whatever he was involved in the right way. Andy leaves a large loving family as well a close rel-

atives he loved and cared for very much. He will be missed greatly. In lieu of flowers, please give donations to the Leuke-

mia Association, your local SPCA or the Greek Church of the Annunciation’s building fund.

When Erin moved into her house, landscaping was nonexistent. There was nothing but Bermuda grass and a nearly dead tree.Having dreamed of a

turf-less, low-water and low-maintenance front yard for years, Erin used her knowledge as a Master Gardener to make the change. She planted several laven-der creeping lantanas, a crape myrtle tree, En-glish lavender plants and more; surround-ing all of the plantings with a generous layer of mulch.Unknown to her at the

time, there were crocos-mia bulbs in the soil, which came to life with a little water and now provide a nice contrast

to the lantana with their orange-red flow-ers. Bees and butterflies abound. Over the years, iris and other low-wa-ter-use plants have been added. Mulch is applied as needed to keep the soil moisture and tem-perature even.Congratulations Erin,

Years ago when she trav-eled to Africa – before it got too commercial – “be-fore man wiped it out,” West Sacrametan Jojo Gillies fell in love with the landscape and the animals there. “It was amazing,” she says as we converse about one of the paintings on her wall. It’s of Cecil, the male South-west African lion who was wounded with an arrow by an American big game hunt-er on July, 1 2015. Always having wanted to paint a lion, a voice inside her hadn’t pushed her to create one – that is, not until the death of Cecil. With sadness in his face, the painted Cecil came through with what one might describe as divine in-tervention. “An angel paints through

my hand. I say thank you ev-ery time I finish a painting… When the sad and tragic sto-ry of Cecil came up, some-thing in my head said, ‘Paint Cecil now,’” Jojo said. An album of artwork sits in

her trailer home and she de-scribes the varying degree of artistic talent that spans the more than 100 pages of paint-ings that she’s created. “That album has 100 pages and it’s full. The first year, they were pretty awful. They were laugh-able they were so awful.” A subjective statement, Jo-

jo’s words can be taken light-ly however as she speaks words of encouragement to beginning artists she has mentored through out her lifetime. “Don’t get discour-aged because you evolve,” she says. “You learn what your brush will do. For me, I just paint. As I haven’t had in-struction, I don’t have rules.”As a child growing up in

New Zealand, Jojo has al-ways been drawn to paint-ing and art, especially after the passing of her father when she was just 9 years

old. Leaving her mother in dire financial circumstanc-es, Jojo was sent to work in a lampshade factory where she painted lampshades “with the grown ladies.”“They would stamp nurs-

ery rhymes like ‘Little Boy Blue’ on the lampshades. It was like a stencil and then we would paint them. And they would go to big fancy department stores. I loved that work and did it on my school holidays. I would have loved to grown up to be one of those ladies.” Stunned her mother allowed

her to attend Elam School of Art between the ages of 13 and 15, Jojo learned about dimension and other artis-tic techniques. She had a dream she would tint wed-ding photos for a career, but life happened and she got married at age 18 and didn’t think about art until many years later when she came to America. She and her husband lived

for many years in Camp-bell (near San Jose) and it was there friends asked her to hold a class. “They said, ‘teach us to paint.’ My hus-band lined the garage with my artwork. I had a little studio in there,” she recalls. No matter where she lived,

people have taken notice of her talents. When her hus-band got a job in the Middle East, history repeated. Peo-ple saw through the window she was painting and again the question arose: “Will you teach us?”“It was so lovely. Our hus-

bands were stuck in the sand and we were painting,” she said. When she and her husband

returned to California, it wasn’t too much later, that he passed away. And un-like other tragedies she’s lived through, this time art wasn’t an outlet. She moved to West Sacramento and it was a long time she didn’t paint. After a car accident,

years later her insurance company encouraged her to get therapy in South Sac-ramento. Along her drive there, she passed a ceram-ics factory and found a new passion: painting ceramics. Pointing at a vase in her liv-ing room, she said, “Some-body told me it is worth over $1,000.” A member of the West Sac-

ramento Art Guild, Jojo helps organize the annual outdoor show each summer. One year, a special visitor led to Gillies’ work teach-ing underprivileged chil-dren. She remembers rush-ing home that day. When she met the children, she realized “they didn’t have

a clue” when it came to art. So, she thought with collage they could glue the pictures as she guided them. “I would touch up with paint and they would take home a nice picture and they would end up all happy.”

Come meet Jojo at her very own “One Man Show”When: July 1-29 with a re-

ception on July 7 from 4 to 6:30 p.m. Gallery hours are Monday through Thursday from 8 a.m. to p.m. and Fri-day from 8 a.m. to 5 p.m.Where Gallery 1075 inside

The BFG The MPAA has rated this PGWalt Disney Studios Mo-

tion Pictures brings us Steven Spielberg’s labor of love, “The BFG”, based on the beloved 1982 Roald Dahl children’s book about the dream catching Big Friendly Giant. This is not the first time that the sto-ry has reached the screen. There was an animated version released in England by Brian Cosgrove in 1989. Spielberg makes this tell-

ing of “The BFG” more real for us by bringing togeth-er live actors and movie magic to tell the story of a little orphan girl, who by chance, spies a giant lumbering down the street outside her orphanage and her curiosity gets the bet-ter of her. Once seen by the giant, she’s captured and whisked far, far, away to the home of the giant, where she is wondering why she is being detained there. The BFG informs her that now that she is aware of the existence of giants like himself, that he can’t risk word getting out for fear of that the giants might hunted and cap-tured by humans.Little Ruby Barnhill is

featured in her first fea-ture role as Sophie, the curious orphan girl whose curiosity leads her to ad-venture. Last year’s Oscar winner for best support-ing actor, Mark Rylance, plays the Big Friendly Giant. Rylance is turn-ing out to be a good luck charm for Spielberg and it was while “Bridge of Spies” was being photo-graphed that the famous director decided he would be perfect for the role .With “The BFG”, Spiel-

berg renders a world of fantasy that is captivat-ing and beautiful, even for adults. Pure screen delight which is given another layer so often missing in movies today, an orches-

tral element underscoring most of the action, as clas-sic films had always done as a staple of good story-telling. The music helps to meld the elements of story, performances and settings into pure fantasy. Spiel-berg’s long-time composer and friend John Williams has written the score. The curtain opens on what I consider one of the most charming movies made for children in recent memo-ry. It is fun and fantastic; a splendid entertainment in which Spielberg makes lasting impressions with great images that will lin-ger long in your memory. Don’t miss “The BFG”!

Swiss Army ManThe MPAA has rated this RDead Daniel Radcliffe

and stranded Paul Dano adventure in the absurd. Photo: Joyce Kim, A24 A24 releases “Swiss Amy

Man” another venture in to the unexpected for which the studio is famous. Fresh from their recent release of the imaginative “The Lob-ster”, here is another ven-ture into the absurd. Ab-surd in the sense of unreal and strange, not in a dis-missive sense. “Swiss Army Man” stars Paul Dano and Daniel Radcliffe in what may only be said are fan-tastic performances in an unreal setting, getting more ludicrous and impossible as the story advances. In the opening sequence

we see trash floating on the water with desperate writ-ings of “Save Me” all over each object floating past, leading one to think this is from a man in a modern shipwreck, lost on some shore, fading away from exposure and lack of fresh water and food. Through-out you are questioning what is real or what, may just possibly be, a dream in the mind of a dog. Well, not really a dog, but I’m still on the kick of just how

absurd this movie is. Why? Because Radcliffe

plays a corpse, “Manny”, which washes up on the shore. He’s dead the entire time. Paul Dano’s charac-ter, Hank, is at the point of suicide on this shore-line when Manny beach-es. Hank rushes up to him hoping that he has some glimmer of a sign of life. What Hank does have

is a remarkable case of post-mortem flatulence. From this point forward, we see just why the mov-ie is titled “Swiss Army Man”. Hank uses Manny’s corpse, which he takes everywhere, the way a man might use a Swiss army knife. His flatulence is used to light fires, his teeth to shave, and his arms to cut wood. More-over, Hank’s loneliness and seclusion are alleviat-ed by Manny’s presence, and a friendship develops. Friendship? Beginning in the way one might have a friendship with a teddy bear, gradually Manny’s corpse becomes animat-ed, and conversations be-tween the two begin. Then a relationship forms. You begin to dismiss the

fact that Manny’s dead, although he looks dead throughout the picture. The increasing strange-ness of this movie as the story advances, which was beautifully photographed by Larkin Seiple, becomes fascinating to watch. Is this some crazed madness? I am unable to reveal how the picture ends, for you might just be that adven-turous type of moviegoer that would find this type of offering of interest. I am at a loss to fully describe it and odd it is. I did like it quite a bit and found the performances outstand-ing, yet there are crude elements which leave the tang of flatulence. This movie is a real gas and not for everyone.

The Trees for Tomorrow Program will plant and maintain a total of 1,000 new trees in com-munities throughout West Sacramento to sequester carbon and reduce green-house gas emissions in an effort to lessen the impacts of climate change through-out California. Funding for the Trees for Tomorrow Program has been provided through a grant awarded by the California Greenhouse Gas Reduction Fund and administered by the Califor-nia Department of Forestry and Fire Protection (CAL FIRE), Urban and Commu-nity Forestry Program. This grant will span three years; host nearly 80 planting and tree care events, provide multiple internships and employment opportunities, and will make a lasting, positive environmental im-pact on our region.
