Last week, at Bridgeway Island Ele- mentary, State Superintendent of Public Instruction Tom Torlakson announced that students have begun taking the California Assessment of Student Per- formance and Progress, the state’s com- puter-based, online assessments given in grades three through eight and eleven. “These tests in mathematics and En- glish language arts/literacy are one of the many ways we measure how well stu- dents are doing at the challenging job of preparing for college and a career,” Tor- lakson said. “I encourage all students to take advantage of this opportunity to put their learning and their skills to the test.” 2016 marks the second year more than 3 million California students will take part in CAASPP, which was designed to gauge their progress toward the learning goals set for California students. Dis- tricts and schools select their individual testing dates. My Son, our Brother, our Uncle and our Dear Friend; We thought of you with

love today but that is nothing new. We thought about you

yesterday and days before that too. We think of you in si-

lence; we often speak your name. All we have are memo-

ries and your picture in a frame. Your memory is our

keepsake with which we’ll never part. God has you in heaven;

we have you in our heart. Little we knew that

morning; God was going to call your name. In life we loved you dear-

ly; in death we do the same. It broke our hearts to lose you; you did not go alone, for part of us went with you. The day God called you

home. You left us beautiful

memories; your love is still our guide. And thought we cannot see you, you are always by our side. Our family chain is bro-

ken, and nothing seems the same, but as God calls us one by one, the chain will link again.

Dennis Barry AndrewsDennis Barry Andrews,

who was born on May 22, 1950, in Klamath Falls, Ore., to Aaron and Au-drey Andrews, died on Feb. 28, 2016, in Phoe-

nix, Ariz., after a medi-cal procedure. He lived in Bonanza, Ore., until the age of 4, and then the family relocated to West Sacramento, Calif. It was during this time that he met his lifelong best friend, Gunther Sprink, and also developed a love for motorcycle racing and dirt trail riding with his family. The family lat-er relocated to a ranch in Butte Valley, Calif., where Dennis and his father started hauling hay together. Through-out the years, Dennis continued driving truck for a living and then retired with his wife, Lisa, to Klamath Falls, spending their winter months in Wellton, Ariz. Preceded in death by his parents, Aaron and Audrey; father-in-law, Don DeFrain; and step-son, Casey Holler. He leaves behind his loving wife, Lisa; sisters, Karen (Curt) Short, Linda Hol-brook, Julie (Don) Thill and Donna Andrews. He

also leaves behind his be-loved daughters, Kimber-ly (David) Butler, Dean-na Corbin; stepdaughter, Kerri Holler; daugh-ter-in-law, Kim Holler; aunt, Robbie House; and mother-in-law, Don-na DeFrain. Dennis also leaves behind nine grandchildren: Jimmy Jaggers, Shiana, Presli, Erin and Jacob Butler, Hayley, Austin, Tiffany Corbin and Jacob Hol-ler, as well as numerous nieces, nephews, fami-ly members and many close friends. Known for his big heart, his humor and his love for God and family, he will be missed by many. Services will be at 11 a.m. Saturday, April 9, 2016, at Eter-nal Hills with interment following the service. In lieu of flowers, the family is asking that donations be made to the American Cancer Society.

West Capitol Avenue has had a rich history. Back in the day, the stretch of West Capitol extending east from Har-bor Boulevard was a wonderland of dark intent. Citizens with ulterior motives populated the sector, either living on the street or maintaining headquarters in any one of numerous motels.In 1992, ironically enough, the City of

the Dharma Realm Buddhist Educa-tion Center, founded by the Venerable Master Hsuan Hua, was established at Merkley and West Capitol. A calm place in the eye of a hurricane, if you will. Master Hsuan Hua was a direct lineage from Bodhidharma, who brought the dharma (“universal truth”) from India to China.Since the arrival of the brand new City

Hall, the West Sacramento Community Center and the West Sacramento cam-pus of Sacramento City College, things have greatly improved. More recently, the iconic Capitol Bowl has undergone an aggressive make-over and features an outdoor patio and an upscale menu.Across from the City of the Dhar-

ma Realm, a non-descript Community Church (no denomination posted) sits modestly. In its lobby, a small but bright gold statue of an angel stands guard.A constellation of motels continues to

decorate the avenue, with a dizzying turn-over of occupants, but West Capitol Avenue is diligently monitored by the lo-cal police these days.Still, from time to time, the disenfran-

chised, disheveled, and disoriented who are not blatantly breaking any law can be observed moving freely along the thoroughfare. One tries to imagine these individuals in a more innocent time. The man with a buzz cut and no shirt, clutching a large stuffed panda bear and shouting at thin air, was once a child on Christmas morning, eagerly unwrapping presents and blissfully un-aware of the rabbit hole of addiction or mental illness. Some fringe dwellers do their best to preserve their dignity, stu-diously applying make-up at bus stops

or carrying a sense of style in their attire or attitude.On one particular drizzly Saturday af-

ternoon, in the parking lot of a popular eatery, a young woman comported her-self in an audacious manner directly outside one of the windows. She couldn’t have been more than 20 years old, and was dressed in shabby camoufl age pants and a worn wool sweater. Her hair was like a crow’s nest and her eyes shone brightly in defi ance, mocking the diners inside.This went on for several minutes, be-

fore the manager was summoned. A burly, no-nonsense individual, he made his way outside and confronted the homeless urchin. Much waving of arms and contorting of faces on both sides commenced. From inside the eatery, one could only guess and add one’s own subtitles to the mute, frenetic scenario. Naturally, by this time, the West Sacra-mento Police had been called. A sort of checkmate ensued where neither play-er gave an inch of ground. The young woman only became more incensed, and hopped up and down as if on hot coals.The manager threw his hands franti-

cally in the air and made shooing mo-tions, his face turning red.Abruptly, the urchin backed off and

took off running down the street, hurl-ing words over her shoulder as she went. She crossed West Capitol, amidst traffi c, and scooped up her belongings: a knap-sack, a blanket, and a stuffed dachshund toy, and headed around the back of a su-permarket.Minutes later, a police car glided up

and made a thorough search of the area. The urchin had adjourned to some secret hiding place. Whether a victim of men-tal illness, substance addiction, or some-thing inexplicable, this young woman was once a small child, waiting up into the wee hours of Christmas Eve, eager-ly listening for Santa and anticipating a stuffed toy, wrapped in festive, fanciful paper.Perhaps, one of these days, she will fi nd

her way out of the rabbit hole. We can only have faith.

said. Teachers trained in this program receive a

Chrome Cart (a class set of Chromebooks) to use for their students’ learning. There are first grade students doing research, sharing Google docs and creating power point presentations in their classrooms. “We have 98 teachers in this year’s cohort of Innovative Educators. We start with another bunch next year. Our goal is to build capacity within our teachers and students until we reach 100 percent in the dis-trict.”In addition to the Smarter Balanced assess-

ments, schools will be administering other ex-ams throughout the spring including:

California Alternate Assessment (CAA) These tests in English Language Arts/liter-

acy and mathematics will be administered to students in grades three through eight and eleven with significant cognitive disabilities. It replaces CAPA—the California Alternate Per-formance Assessment. These computer-based assessments are built around new, deeper learning goals – called the Core Content Con-nectors—which are linked to the Common Core State Standards (CCSS). The connectors focus on the main academic content from the stan-dard for each grade and subject—with three levels of complexity to give all students an op-portunity to demonstrate what they know.

California Standards Test (CST), the Cal-ifornia Modified Assessment (CMA) or the California Alternate Performance Assess-ment (CAPA) for ScienceStudents in fifth, eighth, and tenth grades

will be administered a science examination. Students will either take the CST, CMA or the CAPA depending upon a student’s individual-ized education program.

Standards-based Tests in Spanish (STS)The STS is an optional assessment for En-

glish learners at no cost to an LEA or non-En-glish learners (e.g., pupils in dual immersion classrooms) at the cost of the LEA. The STS for reading/language arts may be administered to students in grades two through eleven.

Positive Reflections: From combat to community travels to West Sac-ramentoVeterans from all branches of the

United States military service will be showing their art in West Sacramento at the upcoming traveling art exhibi-tion Positive Reflections: From Combat to Community. The YoloArts curated exhibition opens at the Sacramento City College, West Sacramento cam-pus on April 8 and runs through April 22. The art exhibition will be part of a Veterans Resource Fair hosted by the community college campus.“We are excited to be hosting the vet-

eran’s art exhibit along with our Vet-eran’s Resource Fair. We hope that the community will take advantage of the educational access they have at the Sacramento City College - West Sac-ramento Center and the opportunities that will be offered during these spe-cial events,” said Art Pimentel, dean of SCC’s West Sacramento Center.The 27 veterans showcasing their

ists have worked with Nina Thi Storm, a Behavioral Health Clinician at Vet-erans Resource Centers of America in Sacramento.

“There is a study about the similari-ties between war vets and refugees…intuitively I was aware…but truly ap-preciate the validation of the study. Our human experience and collective suffering as well as celebration, is vi-tal to our survival. This show is a way to acknowledge their bravery to do the work,” said Storm, whose mother was a refugee from Vietnam, and flew out of Saigon the day it fell, in April 1975. YoloArts commissioned a poem spe-

cifically for this project and written by Dr. Andy Jones, who will be reciting it at 5 p.m. during the meet-the-artists reception. He first presented the poem at the project’s opening February event at Gallery 625 in Woodland. Inspired by what he saw at Gallery 625, Jones decided to fund an annual creativity prize for veteran students at UC Davis to be funded through sales of the book he published for this project. Copies of the book will be available for sale at the West Sacramento event.The show is made possible by the

Veterans Initiative in the Arts pro-gram of the California Arts Council, and features the art work of veterans who served in the U.S. Marines Corps, Coast Guard, Navy, Army Navy Re-serves, and Air Force. Yolo County Veterans Services is a partner on this exhibition that includes the work of citizen artists from Davis, Sacramento and Woodland. The range in time for their war experiences includes World War II, the Korean War, Vietnam, Iraq and Afghanistan. Some of the veterans whose work will be on exhibition are currently experiencing homelessness.The April 8 Veterans Resource Fair

will be held from 1- 4 p.m. in the down-stairs courtyard of the West Sacramen-to Center. The resource fair is open to all veterans. Organizations hosting

The selected Contractor shall be re-quired to adhere to California Labor Code section 1770, et seq., and shall pay its building trade contractors based on the prevail-ing wage rates, which are established and issued by the Department of Industrial Relations (“DIR”). Copies of the prevailing rate of per diem wages are on fi le at the City’s principal offi ce, and will be made available to any interested party upon request. It is also the Contractor’s and any subcontractor’s duty to employ registered apprentices for the work contemplated under this Contract to the extent required by Labor Code section 1777.5.

The suspect also swayed when standing and walked with an unsteady gait. Based on the above, the offi cer believed the suspect to be too intoxicated to care for himself. He was arrest-ed and booked into jail for the violation. He was later released. Handcuffs were doubled locked and checked for tightness.

tacted after the offi cer received a report of a dis-turbance call. The suspect displayed objective signs of intoxication, includ-ing lack of motor control, profuse sweating, dilated pupils and response to in-ternal stimulus. Per the witness statement, the suspect was glaring at oth-er hotel guests, yelling at parked vehicles and wan-dering around unpacking and packing his backpack. The suspect seemed con-fused and had diffi culty responding to offi cer ques-tions. The suspect admit-

ted to making and taking some kind of medication but could not remember what.

offers “I Saw the Light” a screen visualization of the life of singer-song-writer Hank Williams, who in his tragically short career, made an indelible mark in coun-try music in the USA with 33 hit song singles, 30 of which were in the Top Ten, including eight number one hits. This is the first of three movies to come out this month about music personal-ities of the past which coincidentally had sub-stance abuse problems. The other two movies are about jazz legends Chet Baker and Miles Davis. Based on the book “Hank Williams: The Bi-ography” by Colin Escort with George Merritt and William MacEwen, this movie’s screen play was adapted and written by the director, Marc Abra-ham. Tom Hiddleston stars

as Williams, bringing the clearly defined mu-sic personality back to life for this movie. His somewhat domineering mother, Jessie Lillybelle Skipper Williams Stone, who was also his early manager, is played by Cherry Jones, who you may remember from the “Horse Whisperer” or “Erin Brockovich”. The movie begins with a faux documentary ap-proach, with men in-tegral to Williams’ ca-reer being interviewed about the singer in black and white and in a nice touch, the classic acad-emy ratio of 1.37:1, a rather square screen shape. The production returns to this shape later in the feature for the clever recreations of Kodachrome home mov-ies of Williams’ family, a nice element in a movie in which Tom Hiddleston is completely believable in the part he is playing. Williams’ life of wan-

dering, drug and alcohol abuse destroyed much around him but he had moments of joy with one of his wives, Audrey, who was the mother of Hank

Williams, Jr. Audrey fancied herself a singer and wanted much to be teamed with her husband in records and radio, but lacked the ability to hold a tune. She’s played in the movie by Elizabeth Olsen. During Williams’ mar-

riage to Audrey, what started as a little pain in his back would even-tually be Hank’s undo-ing. Suffering with Spi-na bifida occulta, Hank began to self-medicate, combining alcohol, mor-phine and chloral hy-drate, eventually lead-ing to a heart attack which took him at just 29 years of age in 1953, when en route to a per-formance. We see the years 1944

to 1953 covered during the course of this mov-ie, and it well establish-es the feel of the period, recreating the mood and times from which Wil-liams’ singular voice be-came an indelible part of the passing parade. Hiddleston’s own voice is used in the picture, rath-er than the actual Hank Williams recordings, and he does quite well, mak-ing you believe he is the genuine article.Though there are un-

comfortable moments to watch, Hiddleston really gives a great performance here and proves yet again what a great talent he is in the worlds of cinema. I hope you see this picture and enjoy his performance as much as I did. In Sac-ramento at the Tower Theatre.Other theaters in North-
