The VictorianClub Permit Scheme

> Andrew Ermel on what you need to know about having CH plates...

The Club Permit Scheme has been availableto Victorian car clubs in various formatssince 1960. This scheme allows car enthusi-asts to use their classic and historicalvehicles (older than 25 years) under a lowcost permit scheme rather the normal regis-tration system. This low cost permitreflects that the classic and historical (CH)vehicle usage is restricted, or in other wordsused for club purposes only and thereforenot classed as a registration vehicle. Also known as the ‘red plate’ scheme, all Club permit approved vehicles are issuedwith a distinctive “red plates” with theletters CH and up to four numbers.

The single major benefit of the schemeis the low cost of thepermit approximately$90. This equates to asubstantial saving overnormal registration costs.

When you can useyour CH Plate vehicleThe Club Permit schemegives you the opportunity to use your VWon any club runs or major events. Theseevents are gazetted in the WagensvilleNews and our club website, or specialevents approved for all clubs by the AOMC(such as the RACV Rally) or to and from anapproved vehicle repairer.

You cannot use your CH Plate vehicle:• As a daily driver. For example to travel

to and from work, to go shopping or as areplacement vehicle for your daily use vehicle;

• For “Sunday drives” or any other trips that are not gazetted in the Wagensville News;

• For hire or reward. This includes the transportation of goods for sale or

payment for the use of the vehicle.There is provision under the scheme to

use to use your CH Plate vehicle for specialevents such as:

• Family gatherings weddings special events, parades, filming, etc where there is no payment for the use of the vehicle.

• Where the event is gazetted but you need to travel to and from the event outside of the gazetted dates (for example interstate car shows and the Easter interstate trips).Under these circumstances, the club CH Officer can issue a Special Use Voucher

to cover the use of CHPlate vehicle. You can contact the CH Officerfor further details.

Applying for a ClubPlate

To apply for a Club Plate youwill have to supply:

• A current certificate of roadworthiness.• And be a financial member of the

Volkswagen Club of VictoriaYou will also need to complete a Club

Permit application and present the currentroadworthy certificate for the vehicle to theCH Officer to approve the permit and stampthe application with the club seal. You caneither:

• Mail the complete the application form with the roadworthy certificate and a stamped self addressed envelope (for the return of the application) to:Attention CH Officer,GPO Box 1215 Melbourne VIC 3001Mailed applications can take up to four weeks to be processed by the Club;

Page 17: Wagensville AUG 05

17

• See the CH Officer before or after the monthly General Meeting who will review the application and if it satisfies all the permit rules, gives club approval and stamp the application on the spot;

• Contact the CH Officer to process the application at another mutually convenient time.Once the application has been approved

and stamped by the CH Officer, you willneed to take the application to VicRoads.VicRoads will charge you the permit fee(currently around $90) and give you a set of CH plates.

Using your CH permit vehicleWhen you are using your CH Plate vehicleyou must have the following documentationin your car:

• A photocopy of the vehicle’s VicRoads Club Permit certificate

• A copy of the Wagensville News with the event listed

• Special use voucher (if the use is not a gazetted club run)

• A copy of the ‘The Victorian Club PermitScheme’ handbook

Renewals of CH permitsThe CH Plate vehicle must be maintained in a roadworthy condition as you need tosafely share the roads with registeredvehicles. Every year you will be sent arenewal which will need to be signed andstamped by the CH Officer (who is regis-tered with VicRoads). VicRoads will refuseto renewal the permit if you do not have thecorrect signature or club stamp on therenewal.

The signatures for approval have justrecently been updated with VicRoads. It has come to attention of the club that inthe past some unauthorised persons havebeen signing club permit renewals. Be warned that VicRoads will now be check-ing all the signatures along with the clubseal on renewals and any fraudulentrenewals will be dealt accordingly with by VicRoads.

You will not be required to produce aroadworthy certificate to renew your CHPlates. However you will need to have yourvehicle ‘safety check’ every two years bythe club authorised representative. Underour club policy, this biannual safety check ismandatory, and the CH Officer can refuse torenew a permit if the vehicle has not beensafety checked. You can contact the CHOfficer to arrange a ‘Safety Check’ or to getfurther information.

This article is only a summary of theClub Permit Scheme so it is important thatyou obtain a copy of either the green or blue‘The Victorian Club Permit Scheme’Handbook from the CH Officer and read itthoroughly. Failure to comply with thescheme rules, can result in fines, loss ofyour permit, loss of the Clubs authority tooperate the Club Permit Scheme,or cancellation of the Club PermitScheme for all enthusiasts.

If you have any additionalqueries about the Club PermitScheme, you can search theAOMC,and/or VicRoads websitesor give the CH Officer Andrew a call on 9369 1360. •

VWCV Donation to theCF Research Trust

On Friday 15th July, the Volkswagen Club ofVictoria made a very generous donation of$1000 to the Royal Children’s Cystic FibrosisResearch Trust. It was officially presented by Paul Kinsey in the presence of Richard Graham,Andrew Ermel and Xavier Larkin to JudithGlazner at a very fitting venue. ‘H’ marks thespot in Carlton Gardens known as the helipad,but on this occasion the ‘H’ became the Herbiepad. 3 Herbies’ and Paul’s red Beetle venturedin convoy across the gardens onto the helipadwith the Royal Children’s Hospital in thebackground so that this occasion was visible for the many children who were inpatients.

The hospital provided an official photogra-pher for this occasion, but unfortunatelyMelbourne’s TV media failed to attend.

The ‘RCCFRT’ were exceptionallygrateful for the VW Club’s generosityand will keep us informed as to itsusage.

After standing on the helipad inthe freezing cold for some time wewere then treated to coffee and cakein Rathdowne St, Carlton. •

Mount MacedonCruise

23

> Jen Littlechild on the VWCV’s recent winter wonderland cruise to Mount Macedon...

Our Mount Macedon Cruise on the 24th Julywas blessed with kind weather, well it didn’train and the snow held off until we left themountain. OK it was freezing, and so foggyon the top of the mountain, but it made it allthe more fun to be there. Everyone dressedfor the occasion in warm coats, scarves,beanies and gloves. We all piled into the caféon top of the mountain to chat about thedrive to the mountain and the thickness ofthe fog on our ascent, in which we could onlysee a couple of feet in front of us. A few of usbraved the chill and walked up to the crossbut there was definitely no chance of seeinga view. (I never have any time when I’vebeen there!!) Again I envied the Kombidrivers as they put the kettle on for a warmdrink after the brisk walk. One day I will getthat Type 2 that I dream about, they seemsuch a ‘civilized’ type of ride to have.

Once we’d all socialized at the top of themountain we went our different ways with alot of us heading down to The Mountain Inn(Mount Macedon Pub) to warm up by the bigopen fire and eat some delicious pub food…andchat some more. Others stayed and ate at thecafé which was nice and toasty as well withthe wood heater blazing away.

The intrepid Kombis went and picnickedin a nice secluded spot in the bush, having a brilliant time with some othersfrom the group joining them laterin the afternoon.

Thank you to all who camealong. We had roughly 20VeeDubbs on the cruise, with acouple of people joining us upthere a bit later in the morning. •
