    Kootenay Lake Water LevelsWith the recent rain all and high snowpack this spring,

    here has been some concern rom local area citizens re-garding how Kootenay Lake operates and why the waterevel is near a 40-year high.

    While we understand that the high water level is a con-cern or fooding, the conditions that we nd ourselves inoday are as a result o natural conditions.

    Te snow pack at Red Fish Creek in 2012, just north o Nel-son, BC, was the highest snow pack on record. Te amounto precipitation that the region has experienced in June isorecast to be the most precipitation we have ever received inany individual month, including the winter months. Teseconditions are not isolated to the Kootenay Lake region, asfooding has been a problem all across the province.

    As many o our readers know, FortisBC operates ourdams on the Kootenay River. FortisBCs Corra Linn dams the closest to Kootenay Lake and can operate as the con-rol point or water fows out o Kootenay Lake.

    However, just upstream rom Corra Linn is Grohman

    Narrows, which creates a physical restriction o waterfowing out o Kootenay Lake. Since mid-March, FortisBChas been operating Corra Linn dam so that the maximumamount o water can fow out o Kootenay Lake, as limitedy Grohman Narrows.Tere are two dams upstream that also play a role inootenay Lake levels BC Hydros Duncan Dam and theibby Dam operated by the U.S. Army Corps o Engin-ers. Its estimated that without Libby and Duncan dams inlace today, that the current lake level would be approxi-

    mately seven eet higher with the natural infow condi-tions we have seen this year.

    FortisBC holds the International Joint Commission (IJC)order or Kootenay Lake, which was established in part toensure that Kootenay Lake peak elevations would be lowethan i the dam had not been constructed. Each year, For-tisBC presents its annual operation o Kootenay Lake tothe IJC Kootenay Lake Board o Control, which is then ol-lowed by a public meeting.
