The police in Bela Bela areinvestigating a case of attemptedmurder following an incident at ahouse in Leseding on Sunday, 6 April.Lieutenant-

Colonel AbelPhetla of the BelaBela police saidthat a man wasseriously injuredin a stabbing athis home and thatthe suspects arestill on the run.He added that themotive behind theattack is stillunknown and that the police couldnot obtain information from thevictim, who is in a coma at the BelaBela hospital.A reliable source told The BEAT that

the victim’s wife died about a yearago. Her death was followed by aninheritance dispute between thevictim and the couple’s children. Thesource said that two of the childrenare the man’s stepchildren, and thatthe fight is allegedly being led by hiseldest stepson.According to information received,

the son told neighbours that he hadarrived home from Pretoria and foundthe victim under a table in the lounge.“Instead of calling for help, the son

took a video of his father and calledhis aunt from another room. One oftheir neighbours, also a relative,

the man was a fugitive in his hometown of Giyani, wanted for rape andmurder. According to the informationreceived, the man allegedly rapedand murdered two women beforefleeing to Bela Bela, and wascharged with two counts of murderand two of rape.The police said that the man was a

nursing student at the Giyani NursingCollege. Colonel Phetla said that thecases against the deceased will bewithdrawn once his death certificatehad been issued.He added that an inquest has been

opened as a result of the man’s deathand that investigations continue.

rendered unidentifiable by theincident, as the only intact part washis left leg. Police found his phone inhis trouser pocket, showing a bankwithdrawal in Giyani several daysbefore the incident.Further investigations revealed that

Modimolle policespokesperson Warrant Officer JamesFindlay said that a cream-whiteNissan bakkie was seen driving at ahigh speed in Mohapi street,indicating as if it was about to turnright.

Warrant Officer James Findlay saidthat because the vehicle was going ata high speed, it could not turn butwent onto the pavement and rolledover. He added that while rolling over,the car hit a 2-year-old child, killinghim in instantly.The police were called to the scene

immediately and responded swiftly,arresting the suspect on the spot. Heappeared before the ModimolleMagistrate’s Court on Monday, 7 April.

illegal gambling during the weekendof Saturday, 5 April and Sunday the6th. Lieutenant-Colonel Phetla saidthat the suspects were released afterpaying admission of guilt fines ofR150 each.� Four people were arrested for

public drinking on Saturday, 5 Apriland were also released after payingadmission of guilt fines of R150 each.Lieutenant-Colonel Phetla said thatthe suspects were arrested in thestreets next to local liquor outlets.

Modimolle MunicipalCommunications Officer, PatrickShika, told The BEAT that therecent electricity cuts in Modimolle— the town was without powerfrom Sunday, 6 April and Monday, 7April — was due to an upgrade tothe substations in the areas aheadof the coming winter.“I want to thank the community for

their understanding and theirpatience, and for being preparedwith generators and other standbyswhile our technicians were gearingup on preparations for the wintermonths,” he said.The residents of Modimolle spent

two days in darkness in 06:00-18:00 blackouts on Sunday 6 andMonday 7 April. Residents wereseen bringing gas cylinders to befilled in order to be able to cookand conduct other activities thatwould normally require electricity.“We don’t want to experience load

shedding this year, so we made it apoint that our station will carry allthe load that will be used during thewinter,” he said.

Resident raises concerns about allegedtender irregularities

A Bela Bela resident who wishes toremain anonymous approached TheBEAT about allegations of tenderirregularities in the local municipality. Heclaimed that two tenders issued in Aprillast year were not made public andsuspects that some form of foul playmay have taken place.The tenders involved Bela Bela

valuation and Akhile Management andConsulting, to provide financialmanagement support. Each tender hadbeen allegedly quoted over R1,7 millionand the source stated that the lack ofpublic participation is in violation of thesupply chain management policy.According to the policy all

requirements in excess of R200 000 areto be procured by means of a formalwritten tender, or in instances where thesuppliers are not in the municipality’s

database, be advertised for at leastseven days on their website and theofficial noticeboard of the municipalentity.In the case regarding the asset

management, the source posed thequestion of why the municipality had notrequested assistance from the districtmunicipality or the provincialgovernment to assist their managementunit before outside companies neededto be sourced.The source further stated that the

issue had been raised several times bydifferent local organizations, with notangible results.He said that the matter must be taken

seriously by the council, taking intoaccount that proper procedure had notbeen followed, and said that the actingmunicipal manager, Morris Maluleka,should be held accountable.“The community has seen this as a

criminal act and it needs to beinvestigated,” said the anonymoussource. He further requested that areport must be provided by the councilas to why no action had been takenagainst the alleged incompetence ofMaluleka in the matter.The person also mentioned that the

issue had been raised during mayoralimbizos but claimed that it had not beentaken seriously.Municipal spokesperson Matome

The solidarity group AfriForum have said ina recent statement that their objections toa proposed RDP housing development inMookgophong have been successful.AfriForum opposed plans to push ahead

with the development and called a meetingwhere the municipality as well as residents

municipalities cannot simply do what theywant,” said Morné Mostert, CommunityOrganizer for AfriForum in Limpopo. “Theyhave to consider all pertinent factors

impacting on the town and offer thecommunity the opportunity to comment onthe application. The decisions taken by themunicipality of any town must be to theadvantage of the town.”Mostert added that the victory means that

the process will have to start from scratchand all relevant information must be madeavailable to the community in order to offer

them the opportunity to react.“The Municipality is currently unable to

render sustainable services to thecommunity because of an overloadedinfrastructure,” said Phillip van Staden,Chair of the AfriForum branch inMookgophong.Mostert concluded that the situation will

be monitored on an ongoing basis.

Lukas Moloto, said that their CCTVteam has observed how the shopliftingis accomplished.“A group of three to five individuals

would enter the shop one at a time.They would then take one or two tinsand place them in shelves closer to theexit area. The last person to enter,usually a lady with a large handbag,would enter the shop after beinginformed by her accomplices of the tins’location. The person would then put thetins in her bag and leave the shop.”Moloto said that the use of many

individuals to conduct the theft is anattempt to confuse CCTV operatorswho monitor the shop. He said that

many individuals have been caughtusing this method and that therehave been reports of similar tacticsbeing used at Clicks and Metro-Hyperland.A spokesperson for Shoprite, Sarita

van Wyk, said that they have had onlytwo reported incidents in a period offive months, and said that the retailchain is regarding these as isolatedincidents.According to Lieutenant-Colonel Abel

Phetla of the Bela Bela police station,the motive for the theft is believed tobe to sell them on the streets for muchcheaper than at retail outlets.“Because of the increasing prices of

the product, people are attempting tosteal the goods and sell them at amuch cheaper price on the street,” hesaid.Phetla added that the police do not

currently believe that the tins arestolen with any drug-related motive.Baby formula at Pick n Pay currently

retails at between R150 and R280,depending on the brand.

This partcan be understood without readingthat first.First, then, for the generality: those

other degrees of punishment whichGod inflicted upon Adam and Eve, andin them upon us, were as absolutelypronounced as that of death.And yet we see that they are in many

ways contracted. To man it was said:In sudore vultus – in the sweat of thybrow, thou shalt eat thy bread, andhow many men never sweat, till theysweat with eating?To the woman it was said: Thy desire

shall be to thine husband, and heshall rule over thee, and how manywoman have no desire for theirhusbands, and how many rule overthem?Hunger and thirst, and weariness and

sickness are all denounced, and yet ifyou ask me Quis homo? Where is theman? Where is the man that hungersnot, that thirsts not, that labours not,that sickens not?I can tell you of many that never felt

any of these, but contract this one tothat of death, Quis homo? What manis he that shall not taste death? And Iknow none. Whether we consider theSummer Solstice, where the day issixteen hours and the night eight, orthe Winter Solstice, when the night issixteen hours and the day but eight, alldays are twenty-four hours, and stillthe evening and the morning make butone day. The Patriarch in the OldTestament had their Summer Solstice,their long lives, while we live in theWinter, short-lived, but quis homo?Which of them, or us, comes not in

to our night in death?If we consider violent death, casual

death, it is almost scornful to see withwhat wantonness, and sportfulness,death plays with us.We have seen men who survived

wars lose their lives to their own pistolsin a time of peace. We have seen aman survive drowning only to commitsuicide. But in the end there is onlyone death, which is general (thoughthere is nothing more against naturethan dissolution and corruption, whichis death) we are come to call naturaldeath which, indeed, nothing is moreunnatural!The generality makes it natural,

Moses says that Man’s age is seventy,and eighty is labour and pain, and yethe himself lived well past eighty andwas hale and hearty when he said so!And yet no length, no strength

enables us to answer the simplequestion: qui homo? Where is theman?

The sum total ofhuman happinessThere was an interestingconversation going on on theInternet earlier this week.One girl was upset because a

friend of hers wished a favouriteactor dead. Now firstly, I’ve neverreally understood the point ofwishing anyone who hadn’t activelydone me harm dead. Live and letlive, and all that.But someone came into the

conversation and made a prettyvalid point: His death would benefitvery few people, while making a lotof other people unhappy for a time.Conversely, his being alive madevery few people (one assumes)unhappy, while making many othersa bit happier.So, in practice, simply by being

alive and doing what he does, he isincreasing the sum total of humanhappiness, by making a largenumber of people a little bit happier.He might make a few othersunhappy, either by his actions or(as was apparently the case withthe lady’s friend) annoying them byexisting, but on the whole, the sumtotal of human happiness isincreased by his existence to ameasurable degree.And that got me thinking about

what ordinary people like you andme could do to increase the sum ofhuman happiness (a phrase thatI’ve cheerfully stolen off St.Augustine and a number of otherphilosophers).The answer to that question is

quite simple, really. You don’t needto be a movie star to make the worlda better place. You don’t have to bea world leader or a famoussportsman or even a doctor. Peopledon’t think plumbers amount tomuch — right up until the pointwhere they need one. And then,your quality of life — the sum totalof your happiness — is improved,by the simple act of one persondoing their job and doing it well.So that’s one way. Do what you

do, and do it well. That increasesother people’s happiness as well asyour own, because you’re notworrying that you’re going to getfired for not doing your job.There are other ways, too.The simplest things in the world

can serve to increase happiness. Asmile at a passing stranger. Sharingyour umbrella if it’s raining. In theright circumstances, evensomething as silly as a cigarettecan do it.Every act of kindness makes

someone in the world just a little bithappier (or perhaps a lot happier,depending on the act and theperson) and every person in theworld who is that little bit happierincreases the sum total of humanhappiness. Or, as the moredepressing philosophers would haveit, decreases the sum of humanmisery.April is the month of Easter. Two

thousand years ago, roughlyaround this time of year, a mansacrificed his life to increase thesum of human happiness.You don’t have to hang on a cross

or wear a crown of thorns. Just bea little bit kinder, a little bit better.Try it for a month and you’ll see —the world is a much nicer placewhen you’re a nicer person.

The Sanlam Kay Motsepe Schools Cup,the biggest Under-19 schools soccertournament in Africa, was expected toget underway on Tuesday, 8 April, withseveral schools vying for some seriousprize money.The tournament, now in its 10th year,

now has a whopping R3,4 million toallocate to the winning schools atprovincial and national levels. All theprize money is to be used to fund schoolprojects that will enhance pupils’ learn-ing experience and help the community.Last year’s winner at both provincial

and national level, Clapham HighSchool, will be spending their R1.1million winnings on building a multipur-pose Life Skills Centre at the highschool, and on furniture and computers.Registration for the competition closed

at the end of March and the organizers,the South African Schools FootballAssociation (SAFSA) are busy schedul-ing the fixtures for games at clusterlevel. Once those matches have been

Bela Bela local DJ (and reporter for TheBEAT) TK Mashaba made it to the Top36 in the Master of Spin DJ competitionon 3 April.Mashaba, a passionate musician, was

approached by a friend about enteringthe competition roughly a week beforeauditions, and was immediately on firewith enthusiasm for the idea. With theassistance of Blagfaith Studios,Mashaba selected five tracks to showhis skills at the audition, and left forPretoria on Wednesday in order to beearly on Thursday.This turned out to be important, as

entries were open to only the first 100arrivals at each of the audition venues.Mashaba passed through to the Top

36, and will take part in further roundsuntil a winner is determined.The prizes include a record deal and a

Polo Vivo.

date for applications for a CommunityLiason Officer (CLO) was set for Tuesday,8 April, and that interviews were to beconducted on Wednesday, 9 April. Thousands of flood victims across theWaterberg District received help fromgood Samaritans, following naturaldisastrous they faced recently. The districtmunicipality donated utility hampers to thevictims within all their local municipalitiesthis week. The initiative was conducted inconjunctions with Vodacom LimpopoRegion and the global disaster relieforganisation Gift of the Givers.

The project started with a briefingsession at the municipal offices inModimolle, then off to drop-off points. Thedistrict disaster management officesreceived a portion of the hampers todistribute in Modimolle, with a localresident Evelyn Mpedi being the first toreceive the hampers.

The hampers were categorised into foodparcels, clothes, shoes, toiletries, bedding,
