No Bela-Bela residents attendedthe public participation meetingin Bela-Bela where themunicipal budget concept, aswell as the IntegratedDevelopment Plan (IDP), wereto be presented.

The meeting was to have takenplace at Laerskool Warmbad inWard 1, but Mayor LucasNhlapo, two council members, and a representative from ThePost were the only attendees.

By law, the Mayor mustdiscuss these budgets withresidents in each ward, andresidents must be given theopportunity to comment orcontribute before the budgetmay be accepted.

The budget concept indicates, among other things, whatresidents may expect to pay formunicipal services.

Since the residents did notattend the meeting, the processcannot continue.

Frans Rootman, thechairperson of the Bela-BelaTaxpayers Forum, said thatthere are allegations that thebudget presented to the councildiffers from what would bepresented to the residents, which would render the wholeprocess invalid.

“We refused to take part in thisprocess and we are placingpressure on the municipality toamend their mistakes,” he said.“We believe that the infighting

Rootman is of the opinionthat insufficient informationwas available, since the budgetwas not available on themunicipality’s website beforethe first participation meeting.

The budget was only madeavailable on Friday, 22 April, after three meetings in Wards1, 2, and 3, were already tohave taken place.

Rootman said that themunicipality should have madethe particulars known to thecommunity 21 days before themeetings were to take place, sothat residents could properlyprepare for the meetings.

New meeting dates will haveto be announced.

The IDP and the municipalbudget must, according to law,be accepted by 1 June.

Nhlapo told The Post that theapproval of the community isvital to the budget process, andthat the participation processmust be completed by the endof April.

“I am going to find outexactly what the reason is forthe non-attendance,” he said.“I also want to find outwhether there is a problemwith the budget, since thedates for the meeting weredecided well in advance. Anew date for the meeting willbe made known soon.”
