KWADUKUZA cluster com-mander Brigadier Derek Cap-tain Hastibeer and SAPS offi-
cer Lieutenant Colonel Suren Bises-sur were presented with the highestSouth African award for nationalservice excellence at a lavish event inPretoria last Thursday.
Competing for the awards entailspolice officers pitting themselvesagainst others from nine provinces.
They were judged onmerit whichincludedservingthecommunity,ded-ication toserviceandsuccess in fight-ing crime.
award in the operational categoryand Bisessur was placed second inthe administration employee of theyear category.
Local officer Brigadier Len Singh,now based at the Bloemfontein pro-vincial headoffice,wasplaced first inthe senior manager administrationcategory.
National Commissioner RiahPhiyega presentedHastibeerwith aniPad,R10 000,abagandacertificate.
Bisessur receiveda certificate andgifts from Massmart and MagicTravel.
Hastibeer joined the SAPS in 1987in Wentworth. He was promoted to
years.Hastibeer was also awarded for
outstanding performance byKwaDukuza Mayor Ricardo Mthem-bu in 2012.
Hewas also responsible for draw-ingup three policy documents for de-tectives, and received provincialcolours for cricket.
“Hardworkneverkilledanyone. Itcan only show your character. I en-couragemyfellowcolleagues toservethe community with distinction. Be-ing an officer is not a vocation, but acalling.
“IwasemployedatEngenearningR2 500 per month. I left to join the
SAPSearningR660permonth. Itwasnot about the money— it was mycalling,” the brigadier said.
He thanked the KwaDukuza clus-ter staff and the cluster drug team,who haveworked tirelessly through-out KZN in tracking down organisedcrime and drug syndicates, for theirsupport.
Bissessur joinedtheSAPSin1984.He was promoted to sergeant in1987, warrant officer in 1990, lieu-tenant in 1992, captain in 1995 andmajor in 2012 where he is currentlythe assistant director: personnel ser-vices.
“I feel very honoured and proudof my achievement. The years oftireless, hard work have been re-warded and this makes the hardtimes worth while. All too often thegood work, the sacrifices and acts,which go beyond the call of duty, gounnoticed, but this award and recog-nition by the country's top manage-ment reassures me that there isrecognition, and it has to be earned,”said Bissessur.
He said there is no question that
the attainment of such recognitiontakes hard work, dedication andsacrifice.
“One has to be prepared to go thatextra mile.
“Not everyone is cut out tobeapo-lice officer. It takes a special kind ofperson to endure and persevere inthis career, and be successful. I'mgrateful to my family and managersthroughout my career for havingguided me to this achievement.
“I'm also grateful to the SAPS forgiving me a platform on which toshowcase my skills and ability as apolice officer.”
Mthembu honoured HastibeerandBisessur at a full councilmeetingon Monday when he praised the topcops saying they did it “against allodds”.
“You have done yourself, yourfamilyandour townproud. Ihope theawards will serve as inspiration tootherSAPSmembers toaimforexcel-lence,” said the mayor.
He said SAPS members are notfully appreciated for their work dueto bad publicity.
Mthembu said themedia needs totell stories about good policing andhoped the national commissionerwould consider promoting hard-working police officers.
The mayor said it's not fair thatsomepoliceofficersretire inthesamerank in which they started.

MUSICIANS from all over the KwaZulu-Natalwillnowhaveaplatformtoshow-case their talents with the Awesome
iLembe Festival to be held at local venues from8 to 10 August.
Details of the event were given at a mediabriefingat theKingShakaInternationalAirportlast Wednesday, and event officials met well-known Grammy award-winning U.S. gospeland jazz performer Kirk Whalum.
The official launch of the concert took placeat theSibusisweCommunityCentre inMandenion Thursday evening.
The festival will host 50% local artists and50% international participants, the idea beingto “take the music to the people” and make itaffordable.
The festival is supported byAwesomeAfricaand the Department of Arts and Culture. At thebriefingWhalumexpressed his appreciation ofthe beautiful iLembe area and all it has to offer.
“The only place more beautiful that iLembeis the Kingdom of Heaven.
“But what will the future of its poor peoplebe.Eachofushasarole toplay in theupliftmentof our young talent.We need tomake sure theyhave a future,” said Whalum.
Thegospel performer is a tenor saxophonist
who has collaborated with Barbra Streisand,Quincy Jones and Al Jerreau over the years.
He is currently recording new materialwhich will be released worldwide in Septem-ber.
Hehaswonmanyawards forhismusical tal-ents, his first Grammy being for “best gospelsong”, It’s what I do. Whalum will perform inthe upcoming festival.
Festival director Princess Nandi Zulu ex-pressed her excitement for the project, sayinglots ofhardworkhadgone into it and that it hadso far been a year in the making.
ShesaidKZNwouldsoonbe“theplace tobe”in terms of tourism activities.
“The success of the project hinges on every-one in iLembe in terms of their support andparticipation. We want this to become asignature, annual event to make KZN proud,”said Zulu.
Sheexplainedthata talentsearchwasunderway to find artists for the festival.
“There is also a demand internationally forSouth African flavour, so local artists can reallymake something of themselves by using thisplatform,” added Zulu.
She said theproject couldhelp youngpeoplemake the right career choicesandbepro-activeabout the future.

ALLOCATING houses to benefi-ciaries isnotamatterofpoluti-cal campaigning but a consti-
tutional mandate, KwaDukuza may-or Ricardo Mthembu told new homeowners at the Groutville Priority 2Housing handover ceremony on Fri-day at the Etsheni Sports Ground.
Mthembu said that the Constitu-tion required the government to im-prove people's lives, and deliveringhouses was part of this mandate.
He added that houses can only beallocated when they had been com-pleted. A total of 120 houses werehanded over.
Amongthebeneficiarieswasa42-year-old disabled man, LawrenceMathe, who said he has lived in theGroutville informal settlement for thepast 20 years.
"Iamgrateful for thehouse. I final-ly have a place to call my home.Mandela fought for us so that we can
have homes."If the apartheid government was
still in charge I would not have ahome," he said.
Mathe, who relies on a govern-ment grant, said he would live in thehouse with his wife and three chil-dren.
Themayorencouragedthebenefi-ciaries to begin food gardens on theirproperty for the benefit of theirhealth.
Mthembu also urged them not toseek to profit from their new homesby selling or renting them out whileliving in informal settlements.
"You must not look for financialgain at the expense for the govern-ment and other poor people. Do notreturn to shacks and complain thatthere isnoservicedelivery," themay-or said.
The KZN Human Settlement De-partmentCEO,MduZungusaidinlinewith the national and provincial pri-ority of rural development, the de-partment will continue to accelerate
housing delivery in rural areasthroughout the province.
"Approximately60%of thebudgetallocation has been allocated to ruraldevelopment and this demonstratesthe department's commitment tomore effective and sustainable ruraldevelopmentinlinewithnationalandprovincial priorities."
He said the department is placinggreater emphasis on the need to pro-vide rural housing.Theaimof thede-partment is to accommodate theneedsofruralcommunitieswhichen-tails upgrading household units intheir current locationandnot expect-ingpeople to resettle to create amorecompact settlement structure.
"Letusapplaudourselves for sucha sterling job. This is the work of thenation.While there is sufficient prog-ress on this project, some key chal-lenges still lie ahead. Some of thesechallenges are man-made. We areconsistent in our approach in ad-dressing issues facing our people onday to day basis.
"Wehave to applaud ourselves forbeing part of this important develop-mentthatmakesdreamscometrueascontained in our Freedom Charter,
that there will be shelter for all.“But this is not enough and
there is more work to be done," saidZungu.

THE iLembe District Municipality launcheda water access project in the MaphumuloLocalMunicipalityworthR12,5million last
Sunday.The launch at the Velangezwi Sport Grounds,
was attended by the deputy mayor of iLembe,Dolly Shandu, the mayor of Maphumulo, HappyNgcobo, traditional leadersaswellas iLembeDis-trict Municipality andMaphumulo Local Munici-pality councillors.
TheZoneN&TWaterProjectwill seehundredsof households inwards eight (eVelangezwi), nine(eMabhedweni) and 11 (oCheni) finally have ac-cess to fresh and potable water.
The event started off with a certificate hand-over to communitymemberswhohad completedaccredited training in bricklaying and plumbingas part of the project.
Forty eight youngpeople fromthe threewardswere selected to participate in the programmeand will also work on the project as part of theirpractical training.
Ngcobo — who is also the ward councillor —saidthelaunchwasinlinewiththedistrictmunici-pality'svisiontohavefreshdrinkablewater forallof Maphumulo by 2016.
“The launch of Zone N&T shows that this goalis achievable. With only a few years left to 2016andotherwateraccessprojectsinthepipeline,wecan safely say that by 2016 all ofMaphumulowillhave access to water.”
Congratulating the youngsters Shandu urgedthem to raise theirwards and iLembe's flag high.
“You were not chosen because you are betterthan others. Your ward councillors saw some-thing special in you that they thought will changeyour lives and of those around you for the better.It is up to you to prove them right andmake themproud,” she said.
Shandurevealed that theprojectwill create60jobopportunitiesandincludesconstructionoftworeservoirs,a100kilolitreanda350kilolitrereser-voir.
She urged residents to look after the projectand to report any wrongdoing to the ward com-mittee.

At the time of his death Paul wasthe Baptist Association of South Af-rica (Basa) president.
Paulhails fromhumbleandGod-lybeginnings.HeisthesonofthelateHarold Timothy Paul, a stalwart ofBasa in the eighties and nineties.
Hematriculatedat StangerMan-or Secondary School in 1982 afterwhich he enrolled at the Universityof Durban Westville (UWD).
Hewas a talented athlete and re-ceived his provincial and Sasacolours in 200m and 400m trackevents. Paul thenbecame the sportsdirector of UDW.
In1992,Paulmadehistorywhenhebecamethefirstnon-whitecoachto accompany the South Africanteam to the Olympics in Barcelona,Spain.
Paul was also a good business-man, establishing two successfulcompanies — Simuyne Event Mar-keting and EagleWings Promotion.
He served as general secretaryand president up until his death.
Paulwasalsonominatedas Basaambassador to many national andinternational conferences.
SouthAfricahasbeennominatedto host the 2015 BaptistWorld Con-gressoftheBaptistWorldAllianceinDurban and Paul was one of the
chairpersons nominated to overseethe logisticalandhospitalityaspectsof the conference andembraced thenomination with pride.
Paul loved the Lord and SaviourJesus Christ and had a passion forserving Basa said his brother Her-bet.
“He will always be rememberedfor displaying his loving and caringattitude even when life for him wason the off-side.
“We salute him an know that heserved his master and king withgrace and tenacity.
“Trulywecan say theworkof theLord was enhanced and embracedby his input.”
He leaves behind his childrenTheo and Cliantha, his mother Ma-ya, sisters Pam Devnath, DaphneNaidoo, Yvonne Paul Joseph, LeighAnnePaulDachapalliandhisbroth-er Herbet and a host of family andfriends.

Notice is hereby given in terms of regulation 10(2) of the EIA Regulations, 2010,that an Environmental Authorisation DC29/0021/2013 was granted to Kwa-Dukuza Municipality for the construction of a new culvert along Nyathikaziroad, associated with the upgrade of the Nyathikazi bus route, in KwaDukuzaMunicipality, Ilembe District, KZN.
Reasons for the decision: Potential environmental impacts e.g. ecologicallysensitive areas were identified. Impacts arising from construction will be ad-equately mitigated and are addressed in the EMPr. There will be significantimprovement to the existing road, increasing the vehicle mobility and improvedcommuters’ safety. No objections were received from stakeholders and I&AP,and all comments were adequately addressed.
The EA was issued by the Department of Agriculture and Environmental Affairs(DAEA) on 27 March 2014. A copy of the EAwill be furnished by KwaDukuza Mu-nicipality or Triplo4 Sustainable Solutions (Cell 083 308 8003) on request.I&APs are informed of the Appeal procedure provided for in Chapter 7 of theEIA Regulations, GNR 543, June 2010 as well as the requirement to use theprescribed forms obtainable from DAEA. KWADUKUZA Mayor Ricardo Mthembu signed ajoint Memorandum of Understanding with the Unit-ed Congregational Church (UCC) in Groutville to for-malises the transfer of a portion of land owned byUCC to the municipality.
The donated portion will be used for the con-struction of a tar road that will link the Charlottedalecommunity to the provincial road, R102 in Groutville.
The road will link both communities so that theyreceive health care and other services with speed.
Mthembu said he is happy to have establishedarelationshipwithanorganisationthatunderstandsthe needs and interests of its community. “We aretouched by the scale of land that was donated togovernment in the name of generosity,” he said.

What is cervical spondylosis?Cervical spondylosis is a disorder
caused by abnormal wear on the cartilageand bones of the neck with degenerationand mineral deposits in the cushions be-tweenthevertebrae.Thebonesoftheneckare called cervical vertebrae.

Pain and stiffness in the neck that pro-gressively worsen, loss of sensations of the
shoulders and arms, weakness of the armsand legs, muscle spasm, loss of balance orgiddiness, headaches, irritability, fatigueand sleepiness as well as numbness, pinsand needles may occur in part of the armor hand.Can cervical spondylosis be treated?
Yes, it can be treated. Treatment isaimedattreatingtherootcauseandreliev-ing pain and preventing permanent spinalcord and nerve root injury.

THERE were major upsets in the Dolphin Coast Darts Associa-tion mixed trebles darts tournament held at the Taste ofIndia Restaurant in KwaDukuza on Wednesday night.
The unfancied trio of Woody Naidoo, Yogan Pillay and DennisGovender sent the formbook flying out of the window after beat-ing the more fancied team of Vinesh Geanballey, Jodie Naidoo,Darrel Shanmagum (2-1) in the final played before a large crowd.
Woody, Yogan and Dennis secured a place in the semi's afterbeating Devan Gounden, Kevin Pillay and Jerry Arunachellam(2-1) in the quarters. Jean March Devasagayam, Terrence Subbanand Rajesh Parasaraman stunned odds-on favourites SanjaySingh, Sashen Naidoo and Charlie Pillay (2-1) to set up a semi-fi-nal clash against rookies Woody, Yogan and Dennis.
Woody, Yogan and Dennis swept aside Devasagayam, Subbanand Parasaraman with consummate ease (2-0) to book theirplace in the final.
Inthebottomhalfofthedraws,VasaRungasamy,VigenMuru-gan and Paddy Padayachee proved a formidable combination af-ter beating Neeran Somnath, Collin Ramalingam and VishalinParmasivan (2-1) in the quarters to secure a semi-final berthagainst Geanballey, Naidoo and Shanmagum, who eliminatedSidney Naicker, Jerry Govender and Asogan Latshooman (2-1) inthe last quarter-final clash of the evening. Geanballey, Naidooand Shanmagum advanced to the final after a hard fought 2-1against Rungasamy, Murugan and Padayachee in the semi's.Geanballey, Naidoo and Shanmagum continued their rich vein ofform in the final, winning the opening set comfortably. But,Woody, Yogan and Dennis responded immediately winning the2nd set to level the scores at 1-1 and push the game into a 3rdand decisive set.
Geanballey, Naidoo and Shanmagum, who were late out ofthe starting blocks in the final set, failed to notch up any goodscores in the hope of collaring their rivals (Woody,Yogan and Den-nis), who went on to clinch their first major silverware of the 2014season.
