Southwick Parish Council has eleven elected

Parish Council News from the October & November meetings
Neighbourhood Policing Team PC Hough of the Neighbourhood Policing Team gave the following report to the Parish Council: There were 109 rural occurrences in the Trowbridge Rural NPT Area over the last two months of which 27 were in Southwick. 14 of these were crimes. Anti-Social Behaviour – 0, Burglary – 3, Theft – 5, Violence – 4, Criminal Damage – 3, Animals – 2, Traffic – 4, Others - 6. Details of all these incidents are given by the Neighbourhood Policing Team at the regular monthly Parish Council meetings. Highways and Environment The following matters were raised at the Parish Council Meeting:
Road markings should be installed at Hoggington Lane/Arnold Noad Corner junction to indicate who has the
right of way priority.
The A361 Frome Road is to be closed between Wesley Lane and Hoopers Pool from 1900hrs to 0600hrs
from 10 December 2014 to 16 December 2014 – weekday nights only.
The installation date was given for the Wynsome Street Puffin Crossing as 19 November 2014. (Editor’s note: This work has now commenced) Northacre Resource Recovery Centre It is intended to import some 120,000 tonnes of waste material for processing when the plant is fully operational – an increase of 80,000 tonnes from its current figure and this additional tonnage is to be transported by road to the site. The impact on local roads and the environment will be significant and the majority of this additional traffic and associated loads will originate from outside the County boundaries. In particular, the B3097 road and surrounding roads will be adversely affected with the impact felt by neighbouring properties. Remembrance Day The Council resolved that it would purchase a ceramic poppy from the display at the Tower of London as a permanent memorial and for that poppy to be exhibited locally in memory of those who gave their lives in conflict. Cllrs. Shave and Carey agreed to make this purchase. The Parish Council resolved to thank the Chairman, Cllr. Carey, for representing the Parish Council at the Remembrance Service. Co-option of New Parish Council Member The Parish Council resolved unanimously to co-opt a new member – Mrs Zoe Grant – as a councillor of Southwick Parish Council. Cllr. Grant signed the Declaration Form and was welcomed as a new councillor. Wiltshire Council Report Cllr. H Prickett reported the following:
First Group (Bus) Consultation – A second consultation has been undertaken looking into the bus services
and fares in the ‘Outer Zone’ i.e. beyond Bristol/Bath and the results of this consultation has resulted in some reduced fares locally.
Speed Indicator Devices (SIDs) – Wiltshire Council has insufficient funding to continue the deployment programme for SIDs and they are to be withdrawn unless adequate funding – estimated to be £4200 per annum per Area Board – can be raised from the towns and parishes to allow the scheme to continue.
Dementia Care – There is currently a consultation being undertaken by Wiltshire Council to determine the
future of dementia care in Wiltshire. Flooding The Clerk stated that Wiltshire Council had written to the Parish Council requesting that it approached landowners to clear their ditches. He added that it also advised the Parish Council of a Parish Emergency Assistance Scheme and the availability of a Repair and Renew Grant for those properties that were flooded last Winter. Wiltshire Housing Site Allocations Development Plan Documents (DPD) The Parish Council discussed possible changes to the Wiltshire Housing Site Allocations Development Plan Documents (DPD) Settlement Boundaries to accommodate modest residential developments within the parish. The Parish Council resolved not to review the Settlement Boundaries noting that there is to be a further consultation on the DPD and that would provide an opportunity for the Parish Council to make comments regarding Allocation Sites.

Southwick School Choir and festive tea.
8th January ‘Larkrise to Candleford’ with Mike Pope (the TV programme was filmed on his farm in
Box, Wiltshire).
22nd January Gertrude Bell—’Daughter of the Desert’. Spy, linguist, author and acquaintance of
Lawrence of Arabia with Peter Cresswell.
5th February Midday Fish and Chip lunch followed by a Quiz.
19th February ‘Going to Blazes’ - a career in the Fire Brigade with John Craig.
5th March Ploughman’s Lunch followed by Bingo.
Meetings are normally at Southwick Village Hall on alternate Thursdays at 2.30pm (except meals, 1pm) and
outings which depart at 9.30am from the Village Hall, back by 6.30pm latest.

A361 Road Closure Resurfacing work will take place on the A361 between 10th and 16th December, 7pm until 6am, from the 30mph signs by Longfield House to Green Lane. Please note the road will be closed during these dates and times.

END OF YEAR REVIEW As we come to the end of another year it is pleasing to report that due to the dedication and commitment of all our leaders, committee members and helpers some of whom are Explorer Young Leaders training for the future, many young people from the village and surrounding area have been able to enjoy and exciting and in some cases an adventurous programme of activities and events. These have included weekend and summer camps, sleepovers, train trips, hikes and also canoeing, caving and shooting. On the social side we have organised a very successful summer event and two family quiz evenings. During the year our young people have gained many awards and special mention should be made of the Scout Association Medal of Merit to former Assistant Cub Scout Leader Rosemary McConnell and current Scout Leader Jeremy Crocker both of which are well deserved after many years of service. There is still a need for more adult helpers in all the sections so if any reader would like to help please contact Ted Pomeroy 01225 755541.

NEIGHBOURHOOD WATCH
Here we are again Christmas 2014, where did that year go? The village has had a good year crime wise considering
we are on a major thoroughfare , Some of the surrounding villages have not been so lucky. The Police are
obviously coping the best they can under constant monetary restraints and manpower changes. With this in mind it
makes the existence of groups like Neighbourhood Watch even more valuable, as the eyes and ears of the
community as you are the ones who know your local area better than anyone else.
Occurrences over the past month are, 1 burglary, 3 thefts, 2 violence, 2 criminal damage, 2 dog related and 3 traffic
accidents.
There is a new joint Police and NHW initiative launched this month that all can sign up to which aims to gather and
distribute information via the web. It is called “Community Messaging”. The idea is it links all areas of Wiltshire
with the relevant community Policing teams interlinking information of crimes in the county and then, where
relevant, passing the information out to those who have signed up to receive it, about any suspect, crime or
community event in your immediate area.. To sign up look out for Police information stands in Trowbridge or log
into www.wiltsmessaging.co.uk the idea is good and supplements the role of NHW but will only work if members
of the public sign up. It costs nothing and does not involve any commitment it is purely a message information
system.
The only other thing to say at this time of the year, is, be aware of who is in your immediate area when out
shopping for those Christmas presents and be aware of light fingered individuals who will willingly relieve you of
your purse or wallet, place purchases in the boot out of sight and be careful not to drive of with goods or handbags
placed on the roof of your vehicle, you may think that this is common sense but in the mayhem of shopping and
children it does happen.
On behalf of NHW I wish you all a happy festive period and trust you all remain crime free.
A final personal request, has anyone reading this got a spare garage or corner of a barn that I could store a car in for
the winter.

Southwick Baptist Church Young People’s Mission Trip to Uganda

As I am sure you will have read in previous issues, the Youth Group at Southwick Baptist Church,
comprising nine young people aged 15 to 17 years, together with two youth leaders, have been planning to take part in a Mission Trip to Uganda with the charity Smile International, working in the poorer areas of Kampala. I am pleased to report that we departed on Thursday 23rd October and returned safely to the UK on 2nd November and that it was just the most amazing and humbling adventure which exceeded any expectations we may have had; more than we could have ever imagined.
Smile’s ethos is to share the love of Jesus Christ in the local community through practical Christianity and it has been such a privilege to work alongside the team of Ugandan Smile volunteers to do just this. As part of our fundraising we allocated funds towards the practical projects we worked on. Part of our funds were to provide a pit latrine for a widow Smile is supporting and the Smile team had used the funds to press ahead with this project prior to our arrival. On our first day of work half of our team spent the day finishing this off by digging a large hole and constructing a soakaway, using stones and rocks found on the steep hillside. We spent several days working on another major project at the Ruth Mother Care School. I expected we would be re-cladding the existing leaky wood school building and so was surprised to find we spent the first day completely demolishing the old school in order to make way for the construction of a new larger (4 classroom) building. Practically all of the materials from the old school were salvaged for re-use (including straightening bent, used nails). As it is the wet season it rained most days and was torrential on two of the days turning the dirt into a mud quagmire.
That being said the new school emerged from the mud during the week with our team working alongside the Smile volunteers, a couple of local tradesmen, Ruth and a couple of female teachers. By the end of our time there we were able to hand over the school ready for the 47 children to move in. (The photos show the finished school (left) and the team with the school inhabitants.)
There were so many more things we did and so many stories to tell. Every one of the group has so many memories and highlights which will stay with us for ever. We attended two, very different churches on the Sunday, met with Kampala Baptist church youth on the Wednesday, spent time with the local community in a slum area, met three children the group raise money to sponsor and visited the source of the Nile on our day off. SOUTHWICK SOLDIERS
Here are some more Southwick soldiers of the Great War, who lost their lives during the conflict.
Robert Henry BLAKE Robert was born in Southwick around 1887, and had served seven years in the Wiltshire Regiment, fought through the Boar War, and had seen service in India, before joining Messrs MCCall’s cloth mills in Trowbridge. He was the son of George (a coachman) and Martha Blake, one of twelve children in the family. In 1901 they were living in Salter’s Factory Yard, Trowbridge, and in 1911 were at Fore Street. At the beginning of the war he was recalled to the colours and re-joined the Wiltshire Regiment as a Private. He arrived in France on 14 August 1914, and was involved with the battle of Aisne in September that year. He sustained wounds in his right arm and left foot on 15 September. A letter was received by his parents on 28 September, the letter dated 22 September explained that Robert had been wounded but had every hope of recovery and was eagerly looking forward to being transferred home. A few days later Robert’s mother received a letter dated 24 September from the Lady Superior of the Hospital Pasteur, Paris which said: ‘I am sorry to let you know your son is seriously ill with tetanus, subsequent to his wounds. His case is bad and we fear all we can possibly do will prove useless. We attend and care for your dear brave child with all our heart, and pray Almighty God to comfort you and Mr Blake.’ Robert died at the hospital on 26 September 1914, aged 27 years, and is buried at the City of Paris Cemetery, Bagneux, France and is remembered on the Trowbridge Memorial.
William Alfred WHEELER William was born on 27 December 1899, the son of William and Mary Anne Wheeler who in the 1901 & 1911 censuses were living at Rode Common. William (senior) was a naval pensioner, so William Alfred followed his father into life at sea by joining the Royal Marine Light Infantry on 26 January 1916 aged 16 years as a Bugler. His first ship was HMS Hampshire and he saw fighting at the battle of Jutland, held in the North Sea west of Denmark, on 31 May 1916. Several days later HMS Hampshire was sailing to Russia on a diplomatic mission, carrying the Secretary of State for War, Field Marshal Lord Kitchener, when she is believed to have struck a mine laid by a German submarine. She sank with heavy loss of life, including Kitchener and his Staff. William’s body was never recovered for burial, and he is remembered on the Portsmouth Naval Memorial. When William’s parent’s were notified of his death, they were living at 2 Wyndsom Place, Southwick.
Francis Mortimer PROPERT Francis (known as Frank) was a gamekeeper living in Solihull when the 1911 Census was taken, but he was born in Wingfield, the son of David (a farmer from South Wales) and Elizabeth Propert. His parents lived variously at Poplar Tree Lane, Chancefield Farm & Rode Hill. Frank joined the Royal Artillery at Bedford, but was transferred to the Royal Welsh Fusiliers. He was wounded in July 1916 whilst fighting in High Wood and Delville Woods as a Lance Corporal at the Somme, and died of his wounds on 24 July 1916 at one of the casualty clearing stations based at Heilly, France. He was 26 years old. He is buried at Heilly Station Cemetery, Mericourt- L’Abbe, France.
Samuel MARSHMAN Samuel was born in 1885 in Southwick, the son of George and Esther Marshman. In 1901 he was working as a cattle boy on Frogmore Farm, Southwick, and boarding with Samuel J Doel’s family. He emigrated to Australia arriving on 27 July 1907 and was employed as a baker. He volunteered for service with the Australian army on 8 April 1915 and after training was sent to Gallipoli via Egypt in September 1915. After the evacuation of Gallipoli he was sent back to Alexandria in Egypt and thence to France arriving at Marseilles in March 1916. He was killed in action during fierce fighting near Mouquet Farm on the Somme on 28 August 1916. He was 31 years old. He is remembered on the Villers Bretonneux Memorial, France with over 10,000 Australians who died at the Somme and have no known grave, and on the Southwick Memorial in St Thomas’s Church.

Christmas Family Bingo The guides would like to invite you to their annual fundraising Family Christmas

This term members of the Southwick Senior Section unit have been carrying out various activities as part of the Great British Bake Off, including sampling home-made cookies, baking muffins, making a camp oven with a BBQ to bake cakes outside, etc. The group visited Christie Miller for ten pin bowling and joined the guides for a trip to the BIG GIG at Wembley. The BIG GIG was another successful concert with entertainment from Diversity, Union J, Little Mix, Kingsland Road, Neon Jungle and many more. We are pleased that many of the unit have recently completed their Bronze Duke of Edinburgh award and we hope to hold a presentation evening before Christmas.

Last term we went to Cereal Partners butterfly garden where girls planted flowers, found different insects and tried to find butterflies. The Brownies loved exploring the garden. We have just enjoyed a great weekend away at Berwick St James. Our theme was "Frozen" the popular Disney film. All the girls had fun crafting, baking and for some, this was their first time away from home. We came home tired but looking forward to our future events. Villagers will have been saddened to hear of the recent deaths of three long time residents:
Margaret Wall, Rod Laing and Maurice Cheetham.
Margaret was born near Winsley, the only child of Mr and Mrs Badder. She along with her husband and four children moved into Chantry Gardens in 1966 and is where she resided for the rest of her life. Roderick (Rod) Laing St Thomas’s was full for Rod’s funeral following his very sudden death, aged 75, at RUH, Bath, the day after his admission. Rod was extremely well known locally, and in the teaching world, having been head of Studley Green school for several years. Rod along with his wife Gill, and daughter Katherine came to live in Southwick,
first in Southfields and then in Wynsome Street, where visitors always found a warm welcome. Rod was a prodigious fund raiser for the church and charities. His was the inspiration for the setting up of the ‘Friends of St Thomas’ which later covered the entire parish. He created, funded and managed the parish web-site and was justifiably proud of the number of ‘hits’ it received. Rod had many and diverse interests including being a keen sportsman in his younger days, and fishing. As a keen gardener he was instrumental in establishing the wildlife garden in the churchyard. He was, above all else, a devoted family man and we send condolences to Gill, children Ian, James, Christopher, Sarah and Katherine and his eleven grandchildren. Condolences to the members and friends of all three families and also to those of any others of whom we are not aware.
Up-date on Guide Dog – Gordon.
September 25th was a very special day for me as 6 month old Gordon, the guide dog that you all helped me to buy and train, came to visit. His walker and initial trainer Joan, from Malmesbury, parked the car on my drive and Gordon was itching to get out. He bounded up to me and was jumping and licking me as if he knew I was his sponsor. Two hours and many photos later he left. It was a very emotional experience for me and one which I will never forget. He will stay with Joan until he is 14 months old then he will go on to intense training. At 2 years old he will start working and literally give someone their life back. At 6 months he already looks like a fully grown dog so that means he will eventually grow into such a large dog that he will be given to a man or maybe an elderly blind lady who is unsteady on her feet , then she can lean on him if she falters. Maybe I will never see him again as to keep in touch with a dog for his whole life one has to pledge £50,000. I know there is no way that I can achieve this but I know I can raise another £5,000 to give someone else their life back. With my talks and just one fund-raising event this year I have already raised over £2,150 towards my next dog. My husband Gordon may have lost his life but in his name I am determined to give a life back to as many blind people as I can.

“Fuel bills to rise by £130 this winter”
This was the headline of one of our national newspapers recently. Are you worried about your bills rising and looking for ways to reduce them? Do you know which appliances use most electricity in your home? Then Wiltshire Council may be able to help, in one of three ways. Wiltshire Library service will lend you, on three week’s free loan, an easy to use readout meter, which you can install very easily at home, and which can tell you which appliance is using the most electricity. To borrow one from the library all you have to be is a member and book one out just as if it was a book. If you have difficulty in setting up the meter, please ring me and I’ll willingly help you. Another way in which the council can help is to sign up to their collective buying scheme for electricity. “You could cut your energy bills by joining the UK’s largest council-led collective energy switching scheme –
