In 1996, CAI was founded with the mission to meet a need in the pharmaceutical industry for

Data Center Commissioning - Our Approach
The CAI Difference
Commissioning is a quality process which provides documented confirmation of proper
installation and function of a facility’s systems and components as designed and specified.
Commissioning ensures the facility meets the owner’s project requirements, the basis of
design, and the intended operational needs.
The CAI difference is that our experience in applying quality risk management principles to the
startup and commissioning of FDA regulated facilities. We draw focus on that which is
mission critical, while maintaining a holistic view of all required activities. When schedule
challenges arise, we know what testing can and cannot be skipped, adjusted, or modified.
We feel this is a unique approach in high performance environment commissioning activities.
By using a risk-based and scientific approach to data center commissioning, we will
concentrate testing efforts on those systems that have the greatest impact on reliable data
center operations. This results in a more thorough and cost effective process which saves
both time and money for the customer.
An Overview of CAI’s Commissioning Process
It is important to recognize our process does not diminish the responsibility of the system
designers or installing contractors, nor is it intended to be a redundant testing or inspection
function. Commissioning is performed to document and validate the efforts of the designers
and contractors, ensuring the quality of the systems meets the owner’s project requirements
as documented by the basis of design.
1. We verify building systems perform interactively according to project requirements,
Basis of Design and the Commissioning Plan of Record. CAI will perform detailed
design reviews to identify any Single Points of Failure through a careful review of the
construction drawings, specifications, and submittals.
2. We write the testing scripts/procedures to meet the client’s standards and needs.
3. We verify applicable equipment and systems are installed properly and receive
adequate quality checkout through careful site observation and verification of
contractor’s quality control documentation.
4. We chair weekly and daily testing meetings in support of the commissioning efforts as
determined by the commissioning schedule.

5. We verify and document the mechanical and electrical systems function and interact as
intended. This will be accomplished through witnessing and documenting at various
phases of the commissioning program culminating in an Integrated Systems Test (IST).
The IST will be conducted after all factory and field component/system quality control,
start-up, and test procedures have been completed. The goal of this testing is to verify
the operation, proper interdependencies, redundancies, and fail-safe operation of all
critical systems. In short, this phase of commissioning is intended to verify the
emergency and redundant systems, which are interrelated in complex manners, will
perform appropriately when called upon.
6. We develop and execute the testing procedures. Our test procedures are designed
based on the risk based approach mentioned. CAI will witness the system performance
following operation normally by the subcontractors and/or vendors.
7. Upon completion of the commissioning process, we deliver a comprehensive systems
manual to the owner. This electronic manual will provide the owner with a searchable
reference of all as-built drawings, specifications, O&M manuals, final commissioning
reports, and other important documentation.
Notes on the Commissioning Schedule
CAI will develop a detailed commissioning schedule with all tasks and deliverables required to
complete the Commissioning Process for testing beyond Factory Acceptance Testing (FAT).
The schedule is a living document that we will update as needed throughout the project.
CAI’s Approach to Project Execution:
The key to effective & efficient project execution is communication and planning. We
collaborate closely with project team members and all affected parties to craft, update and
execute the commissioning plan throughout the project lifecycle.

Project Initiation
We have found that a kick off meeting led by the CxA sets the stage for a successful project. The kickoff aligns all stakeholders and creates the highly collaborative project environment needed to meet schedule, documentation and good engineering practices.

Development Phase and Pre-Construction Phases
Develop/modify Commissioning Plan to include all client commissioning requirements
Review/revise Owners Project Requirements (OPR) document as needed
Review and respond to Requests for Information (RFI)
Verify Basis of Design as needed
Execute a risk analysis and mitigation program
Assist with construction documents commissioning design review
Verify commissioning measures are incorporated into construction documents
Construction Phase
Revise and update Commissioning Plan as necessary
Develop test procedures for and attend Factory Witness Tests
Perform site walks and installation verification activities
Organize & conduct commissioning meetings, & review updated look-ahead schedules
Obtain & review Contractor Pre-Functional Checklists and Start-up Test procedures to ensure compliance with manufacturer's recommendations and owner requirements.
Develop and integrate commissioning activities into the master construction schedule
Witness/review contractor & vendor pre-functional tests and equipment start-ups
Document issues identified during site visits and equipment testing for clarifications and/or corrective action recommendations
Commissioning & Turnover Phase
Develop all test procedures to execute Functional Performance and Integrated System Testing
Work directly with contractors and vendors to execute functional tests for all commissioned equipment and systems including all operating and failure modes. CAI will also, at the owner’s request, perform the actual equipment operations in place of the contractors to improve the efficiency of your testing program
Walk down major systems and redline drawings to reflect as-built conditions
Oversee the documents/records and conduct commissioning to provide the information required by the turnover package matrix.
Maintain & publish a Commissioning Issues Log to identify and track all issues to resolution

Conduct system turnover procedures and checklists to establish baseline system switch and valve positions
Develop Systems Manual for all commissioned systems
Coordinate, schedule, and oversee training of facility operations personnel, and
document the training
Compile Commissioning Summary Report documenting all elements of the commissioning process
Warranty Phase
Coordinate and supervise required opposite season or deferred testing and deficiency corrections and provide the final testing documentation for the Commissioning Record and Operation and Maintenance manuals.
Return to the site at 10 months into the 12-month warranty period and review with facility staff the current building operation and the condition of outstanding issues related to the original and seasonal commissioning. Also interview facility staff and identify problems or concerns they have with operating the building as originally intended. Make suggestions for improvements and for recording these changes in the Operation and Maintenance manuals. Identify areas that may come under warranty or under the original construction contract. Assist facility staff in developing reports and documents and requests for services to remedy outstanding problems.

Project Risks
CAI has identified the following common risk areas that may affect successful project
completion and our proposed mitigation/resolution if this should occur:
COMMON RISKS RISK MITIGATION TECHNIQUES Schedule risk Detailed planning, to build in quality throughout; adroit execution
management to move the roadblocks, equipment issues etc. off the critical path when they happen. Schedule as predictive tool, reviewed each shift, with up to date short term look ahead and coordination meetings.
Construction quality risk You get what you inspect, not what you expect – use construction in-process inspections, which promotes rapid turnover of complete systems meeting specifications.
Automation integration risk Well defined functional requirements, thoroughly reviewed, integrator simulator testing, automation checkout, and workable change management programs.
Start-up risk Start-up well planned, with sufficient allowance for setting to work, shakedown/ troubleshooting, and initial functional testing; lock-out/tagout; valve line-ups defined, start-up procedures; daily briefings;
Change in approach risk Full buy-in from all customer groups to a well-understood commissioning strategy. Attention to planning. New team members are not allowed to deviate from the approved plans.
Change management risk Create simple but effective change management system that everyone can easily use. Otherwise it gets bypassed. Use IT tools to maintain control over designs, update linked documents, and track implementation and closeout of each change.
Resource availability risk Planning and forecasting, and using resource suppliers who can provide a flexible and capable solution on very short notice.
Shortfalls in integrating the people, process, and physical plant to achieve full scale operations
Understand all that must be done – from process control strategy to equipment maintenance programs to personnel qualification and training requirements. Use IT tools to share common knowledge, link related tasks, maintain information up to date, and provide comprehensive status reporting.

Our quality control is achieved by implementing a standard / defined process for repeatable
activities. Our internal procedures require our people to develop and implement document
control procedures for each applicable project. We have an internal procedure on deliverable
quality, which addresses both repeatable deliverables and “one-off” deliverables.
We implement an internal peer review process ensuring every deliverable is of a high quality
and to the same standard regardless of who performed the work. Our project manager
establishes project-specific quality controls based on this company procedure. Our project
sponsor / executive confirms this program has been developed and effectively implemented.

CAI has a strong safety culture and standard procedures. Our safety program and team is
structured to verify all work is planned and executed safely, while still allowing for efficient

Nuclear Power Program and other highly qualified and motivated engineers. We assembled
this team because they all have specialties in heat transfer and fluid flow, electrical power

Rich is a hands-on senior consultant with 33 years of
experience in maintenance, reliability,
commissioning, and operations excellence. His
expertise is in operational risk analysis and decision
making. He is also a certified lean six sigma expert
credited with the lean transformation of nine
manufacturing sites the implementation of Total Productive Maintenance (TPM) at 15
manufacturing sites. He has an instinctive ability to immediately see beyond the status quo to
assess issues to create and communicate the vision. Richard’s lean journey began in 1983
in the US Navy where he was responsible for improving nuclear reactor plant operating teams.

regional to global initiatives each with a unique budget and financial tracking requirements.

Mike Cowan is an Engineer and Project Manager with
over 30 years of experience in the electrical,
instrumentation and controls (EI&C) field. His current
assignment includes 13 years at Amgen Inc. as the

capital projects. He ran his own control panel business
designing, fabricating and programming PLC and Motor Control centers. He is experienced in
