RiverProductsCompany,Inc.isanaggregateminingand distribution company in Central Iowa whoserelationship with Seneca Companies hadhistoricallybeen limited to thepurchaseofback illmaterials from River Products by Seneca forutilizationinundergroundstoragetankinstallation.ThisCenterPointTravelPlazawasanewendeavorforRiverProductsCompany.Senecawascontactedbyandmetwiththisclientfromtheinitialinceptionof the project. Seneca was instrumental in thedevelopment of the site con iguration and traf icpatterns within the facility. Seneca’s team alsoassistedtheclientindeterminingthemostef iciententrance and exit locations tominimize any traf iccon licts between automobiles and semi tractortrailers.

Seneca served as system consultant and reviewedthe requested delivery rates and the equipmentperformance needs of the dispensing systems.Senecathenidenti iedandspeci iedtheappropriatedeliverysystemstomeettheseneeds.

Seneca Companies served as the system designconsultant and component selection advisor for thecon iguration of a rooftop helicopter refueling systemlocated atop the 9th loor of Iowa Methodist MedicalCenterinDesMoines,Iowa.Upon design completion, Seneca assisted in thepresentationandreviewofthesystemcon igurationandcomponents to the Des Moines Fire Department forpermittingapproval.This includedsystem functionalityaswellasthematerialsandcomponentsimplementedtoensurethesafetyofthesystem.Under Seneca’s supervision, the project began withrigging and installing the 90 foot tall, one (1) piece,doublewall steel,verticaldischargepipe to therooftopfueldispenserintotheairintakeductofthehospitalbyutilizingahydrauliccranewitha180’boom.Senecawasalso tasked with overseeing the placement of sensordevicesthroughoutthesystemtoalerthospitalsecurityand personnel of any breach in the piping. In the inalstage, Seneca conducted precision testing of all systemcomponents.Themostchallengingtaskincludedthecoordinationandtransport ofmore than200 gallons of barreledAvjetAfuel through the internal elevators system,without thedisruptionornoticeofpatientsandmedicalstaff.

SenecaCompaniesassistedtheclient inthedesignand performance criteria for a ten (10) tank300,000 gallon aboveground storage and loadingfacilitylocatedattheNewAllianceFarmServiceinOskaloosa,Iowa.Theperformanceof this systemwasdesignedandcon igured to be capable of loading bulk deliverytrucks at rates of 250 to 300 gallon per minute(gpm).Thesystemwasconstructedwithelectronicfuelmanagementandinventorycontrols.The facility’s piping was comprised of over 1,200feetof4”weldedSchedule40pipeand ittings.Thepiping layout was such that product directionalchanges were minimized to eliminate as manynegativeimpactstothe lowrateaspossible.Duetotheelevationvariancesofthevehiclestobeloadingatthisfacility,Senecadesignedtheloadingplatform to accommodate multiple vehicles ofseveral different heights through theutilization ofadjustable swing step walkways. These walkwayswereequippedwithrailingsandweredesignedforusewithfallprotectionharnesses.Thetransportdeliveryconnectionswerelocatedonthe opposite side of the bulk facility to eliminateanycon lictsintheloadingandof loadingactivitiesaswellasbetterenhancetheoverallef icienciesofthesystem.

SenecaCompanieshasservedCasey’sGeneralStoresforproject management, as well as a systems designconsultant and a component selection advisor, forhundredsofgroundupC‐stores,orconveniencestores.

The Casey’s General Store #3009 in Sioux City, Iowaconsisted of a complete ground up convenience storebuilding,fuelstorage,anddispensingsystem.Seneca was tasked with the construction andmanagement of this project from a bare groundungradedsitethroughtheproductionandopeningofacompletelynewandfunctionalconveniencestore.

The activities required of Seneca for this projectincluded, but were not limited to: permitting, utilityinstallations including sewer, water and power,installationoftheundergroundfuelstoragesystemandpiping,fabricationandconstructionoftheconveniencestorebuildingincludingallinteriorandexterior inishesand looring.Theywereresponsibleforlandscapingandhardsurfaceinstallationforallparkinganddriveareas.

Numerous changes to the building structure andinishes were encountered during the constructionphases of this project and Seneca incorporated thesechanges with lexibility and continuity in order tomaintainCasey’sprojectedstoreopeningschedule.

Mr. Hillgren has amassed a total of 40 years ofexperience in various roles within the petroleumindustry including, but not limited to: theinstallation of steel and iberglass UST’s, theinstallation of metallic, iberglass and compositeunderground piping systems both single anddouble wall, installation of UST’s and productdelivery systems utilized for roof top helicopterrefuelingsystemsathospitals.His experience also includes the design andinstallationofsteelabovegroundbulkstoragetanksand fabrication ofwelded steel piping systems.HehaspersonallyconductedPetro‐titeprecisiontestsof over 1,200 underground storage tanks andpiping systems. Hecon irmedthatpropersafetymeasureswereadheredtoand OSHA compliance was observed in all projectsfacets including but not limited to excavation, craneoperations and all aspects of the system assembly,testing and startup. Mr. Hillgrenwas also responsiblefor con irming that all required State Licensing andCerti icationsofinstallationpersonnelweremetaswellas completion and submission of all StateCompliance & Registration documentation at projectcompletion.

Mr. Hillgren was responsible to present thesystem functionality as well as the materials andcomponents implemented to con irm the safeoperationofthesystem.

In addition, he has alsosupervised the placement of all of the sensordevicesthroughoutthesystemandthetestingofallsystem components following the installationcompletion. Mr.Hillgrencoordinatedandoversawthe transportation of over 200 gallons of barreledAvjet A fuel through the internal hospital elevatorsystemtothebuildingexterior.

Mr. Hillgren assisted the client in the design andperformancecriteriaforthisten(10)tank300,000gallon aboveground storage and loading facility.Thesystemiscapableoftruckloadingratesof250to 300 gallon per minute with electronic fuelmanagement and inventory controls. Due to thevarious elevations of the vehicles utilizing thisfacility,Mr.Hillgren designed the loading platformto accommodate a multiple of vehicle heightsthrough the utilization of swing step walkways.These walkways were equipped with railings andwere designed for use with fall protectionharnesses.

River Products is an aggregate mining anddistribution company in Central Iowa. This truckcenterwasanewendeavorfortheircompany.

PROFESSIONALEXPERIENCE Mr. Hillgren met with the client from the initialinception of this project and was instrumental in thedevelopment of the systems and site con iguration tomeet the needs and performance of this facility. Heassistedtheclientindeterminingef iciententranceandexit locations to minimize traf ic con lict betweenautomobiles and semis. Mr. Hillgren reviewed therequested delivery rates and the equipmentperformance needs of the dispensing systems andidenti ied the appropriate delivery systems to meettheseneeds.HethenservedasProjectManagerduringtheconstruction,completionandstartupactivities.

Mr. Hillgren served as system design consultant andProject Manager for this 20,000 gallon AvjetA fuel underground storage and dispensing systemlocated at the Des Moines International Airport. Hereviewed the performance criteria needed, andresearched the dual delivery system required tomeetthe client’sneeds.Mr.Hillgren securedadualdeliverysystemcapableofconductingbothover‐wingandsinglepoint refueling from the same cabinet including aloat‐suction assembly for the UST. He then managedtheprojecttocompletion,testingandstartup.

Mr. Worthington has 18 years of experience invarious roles within the petroleum industryincluding,butnotlimitedto:theinstallationofsteeland iberglass UST’s, the installation of metallic,iberglass and composite underground pipingsystems‐bothsingleanddoublewall.Mr.Worthingtonalsohasdesigned,con iguredandinstalled numerous underground storage andfueling systems for major convenience storeoperations as well as commercial truckingcompanies.Hisdepthofexperienceandattentiontodetailhaveassisted Seneca’s Petroleum Construction Divisionin the production of reliable petroleum systems ofthehighestquality.Mr. Worthington is currently responsible for thepetroleum construction estimating and projectmanagement operations at themain of ice locatedin Des Moines, Iowa. The fueling transferareawasconstructed insideofanexplosion proof building allowing the trucks to comeandgoandstayoutoftheweather.This facility has the capacity and pumping systemnecessary to dispense over 200gpm. This project was initiated in response to thediscovery of chlorinated solvents in surface waterlowingfromtheBournsproperty(February,1992).The initial objective of this project was to captureand treat the contaminated water impacting thestream inaddition toestablishinghydraulic controlover the shallow groundwater system to preventfurther plume migration to the south of theproperty. The origin of the contaminated surfacewater was found to be a seepage formed due to apluggedagricultural ieldtilesystemthattrendsinasoutheasterlydirectionacrossthesite.Remediationtechnologies that have been built, installed, andoperated by Seneca include pump and treat, airstripping, air sparging, and dual phase extraction(DPE).Additional treatmentof suspected sourcearea soilswascompletedinJuly2007usingin‐situ andex‐situchemical oxidation technologies including Biox andHRC AdvancedTM. The goal of the source areatreatmentwastodrivedownPCEconcentrationstolimit future down gradient plume migration andprepare the region for long‐term reductivedechlorination.From2008‐2011thetreatmentsystemwasutilizedtocontroltheremainingdissolvedphaseplumeandto ensure that surface waters originating from thesitemetNPDESpermitlevels.ThetreatmentsystemhasoperatedprimarilyonthreeextractionwellsbypumpinggroundwaterfromsubmersiblepumpsandstrippingVOCsattheonsiteairstrippersystem.Thetreatment process has required weekly O&M sitevisits, quarterly groundwater monitoring, andweeklyin luent/ef luentsampling.

Quarterlyacidtreatmentswereutilizedtoreducescalebuildup within the stainless steel air stripper trays.Aged blower, pump, and metering equipment haverequired additionalmaintenance and repairs to insureproper function. Project management requiredcompleting monthly NPDES reports, semi‐annual sitemonitoring reports, and accessing the system PLC viatelemetrytomonitoroperationstatusand lowrates.The site has been furthermonitored by Seneca and arequestedforNoFurtherAction(NFA)wasacceptedbythe Iowa DNR in July 2011. Seneca is currentlymanagingandcompletingtheclosureandabandonmentof the remediation infrastructure and all associatedmonitoringwells.

Seneca’s involvement in thisprojectbeganbyCH2MHill granting approval for Seneca to build three(3) dual‐phase extraction (DPE) systems toremediate Petroleum,Oil, and Lubricant (POL) Sites1044,1637,1245locatedinFortRiley,Kansas.Threeindependent systems were built and tested at theSeneca’s Remediation Shop during 2009. Thesystems were shipped to Fort Riley, Kansas whereSeneca made the inal connections and completedfurthertesting.Technical startup was completed by Seneca duringMarch 2010. Following conformation ef luentsamples and discharge approval, the systems wereplaced into continuous operation. Seneca hasperformed weekly onsite maintenance andassociatedwatersamplingsincethattime.Regularlyscheduled O&M activities include cartridge ilterchange outs, GAC change outs, air stripper cleaning,pumpteardown/cleaning,PLCtroubleshooting, lowrate modi ication, and LEL/PID readings. Weeklymaintenancesheets,COCs,andoperationstatus logshave been provided to CH2M Hill with in 24 hoursafter the O&M event. The systems have also beencontinuously monitored and operated via wirelessPLClogiccontrollers.ThishasallowedtheclientandSeneca to track low rates, pressure readings, andtroubleshootremotely.Unexpected groundwater scaling problems werediscovered during the irst year of operation. Are‐testingofthein luentwaterqualityindicatedthatdissolvedironconcentrationswere100timesgreaterthan pre‐design values. Increased maintenancehelped to combat the scaling but exaggerated scaleproblems downstream of the air stripper unitscontinued to cause clogging at the bag ilters,dischargepumps,andGAC ilters.

This project was initiated in response to the 2006EPAissuedInterimRecordofDecision(ROD)fortheOU1 site which included installing a groundwatertreatment system to protect the water supply nearthe Parkview Subdivision. Seneca Companiesperformed the groundwater treatment system(GWTS) construction ield work from June 2009through completion in July 2010. The GWTSis comprised of a 2.8 million gallons per day airstripper system, four VFD submersible pumpextractionwells,andassociatedpipingandcontrols.Primary construction tasks included installation of14monitoringwells, four extractionwells andVFDwell houses, iber optic communications, powersupply, and associated in luent and ef luent waterlines. Other construction tasks includeddevelopment of health and safety plans (HSP), sitemanagement plan (SMP), quality assurance projectplan (QAPP), onsite training program, and GWTSoperationandmaintenance(O&M)manuals.Seneca began the one year operation and function(O&F) “shakedown” task on August 2, 2010. TheO&F task required one year of continuous O&M,performance monitoring, quarterly operatorsreporting, inal O&F report and quarterly EPA/Nebraska Department of Environmental Quality(NDEQ)sitemeetings.August 2011 marked one year of effective O&Foperation of the GWTS with greater than 90% runtime.Ef luentdischargelevelshaveremainedbelowcleanup target levels throughout the one year O&Fperiod with no major shutdown events. The Bourns Trimpot facility is a former electricalcomponents manufacturer at which a large scalemulti‐phaseextraction,groundwaterextraction,andair sparging remediation system had been inoperationfor10+years. 

PhaseItreatmentofsuspectedsourceareasoilsinthevicinityofthesourceareawascompletedinJuly2007using in‐situ and ex‐situ chemical oxidationtechnologies. The source area was excavated andstockpiled on‐site. The excavation hole and eachback ill lift was over‐sprayed and mixed with achemicaloxidantandnutrientmixture.ThegoalofthePhase I sourcearea treatmentwas todrivedownPCEconcentrations to limit future down gradient plumemigration and prepare the region for long‐termreductivedechlorination.

Groundwater PCE concentrations were reduced by77% and stabilized near 17 mg/l at the source areaapproximately ten (10) months post source areatreatment. Therefore, the reductive dechlorinationtechnology (via direct push injection) was initiatedduringtheThirdQuarterof2008. Phase II includedafullscalechemicaloxidationapplicationbydirectpushof310injectionpointsandatotalof120,000poundsofchemicaloxidant.The objectives of Phase 2 were to create site‐widereductive dechlorination conditions; to reduce oreliminate the need to continue to run down gradientgroundwater recovery trenches; and, to set directiontoward long term enhanced natural attenuation. Thephase II chemical oxidation injections resulted in anadditional99%reductionofPCEingroundwateratthesourcelocation,whencomparedtopre‐injectionvaluesfromMay5,2008.

Mr. Binning was the project manager for the storagetank fuel release project involving a site assessment,expedited soil over excavation, and remediationimplementation. The site was classi ied as High Riskthrough the RBCA Tier 2 process which includedmultiple con ined space and sanitary sewerreceptors.Atotalof6,972cubicyardsofcontaminatedsoil was excavated and land applied. Mr. Binningprepared a Corrective Action Design Report (CADR)documenting a strategy for corrective action ofremaining contamination. The water main wasconstructed of a 6‐inch diameter ductile iron pipewith Viton gaskets and covered a distance ofapproximately 6,500 feet. Much of the excavationwork required the use of an excavator attachmentdesignedtodigthroughbedrock.Multiplehighwaysandstreamswerecrossed in theprocess where direction boring through bedrockwas required. One stream was determined to beprotected habitat for a turtle species a specialmeasureswere taken toprotect thestreamhabitat.Directionboringwascompletedbycasingthe6‐inchpipewitha10‐inchpipecasing.Surfacerestorationto like conditions was completed per IDOTrequirementswhich included thedisturbedareabeseededwithauniquenativewild lowermix. 

Upon completing construction activities a Tier 3RBCAapproach was initiated to address the remaining highriskreceptor.TheTier3RBCAapproachwassuccessfulbasedonthefollowingpoints.(1)Migrationofthedieselandwasteoilplumedidnotappeartobesigni icant.(2)The spatial separation and the lack of signi icantmigration of the diesel and waste oil contaminantplumes documented the actual risk to the drinkingwaterwelllesssigni icantthantheperceivedriskusingthepreviousRBCATier2approach.(3)The stream was determined to be a barrier forpotential groundwater contamination migrating fromthe site towards the High Risk receptor. (4)The HighRisk drinking water well construction details andgeology was demonstrated to proving the low risk ofcontaminant impact. (5)The High Risk drinking waterwell is used for residential purposes and the radius ofin luence of this well is an insigni icant factor inin luencingthegroundwater lowinthearea.

About 5.9 million cubic feet of wastes from AmocoChemical's manufacturing processes that includedisophthalic, terephthalic, benzoic, toluic, and trimelliticacids, aromatic aldehydes, cobalt and manganeseacetates,cobalt,manganese,cerium,sodiumbromide,zinc, acetic acid, polystyrene, dimethylterephthalate,styrene, mineral oil, rubber, chromium, iron, andcopper; activated carbon, construction materials,insulation, and general refuse were placed in theland illsfrom1958to1976.Somewasteswerecontainedindrums.AmocoChemicalis the owner, operator, and generator at this site. Mr.KillipwastheProjectManager thatservedasaprivatecontractor to Illinois EPA, the State LeadSuperfund‐authorizedregulatoryagencyforU.SEPA.Mr. Killip was the oversight entity for IEPA andcompleted split‐sampling events with Amoco’scontractor, reviewedcontractorsRI/FSdocumentsandprovidedcommentandprofessionalopinionstoIEPA.

Seneca’sWaste Solutions Divisionwas called uponto respond to the location of a Class 4 Tornadoincident which had leveled a greater portion of arural community called Parkersburg, located inNorthCentral,Iowa.Seneca was primarily contracted by the utilitycompany to respond to environmental releases orpotential releases of pole and pad mounttransformers which were located throughout thecommunity.Over a 31 day period, Seneca response personnelsuccessfully recovered 132 transformer units andremediated all associated oil released intounderlyingsoilsandstormsewerconduits.During this event, Seneca was also contracted torecover full forty‐ ive (45) 1,000 gallon anhydrousammonia nurse tanks which were displacedthroughoutthecommunityasaresultofbeinginthepath of the tornado. All displaced anhydrousammonia nurse tanks were successfully recoveredwithoutincidentorrelease.Recovery of tankswas completed in a four (4)dayperiod.

IntheearlymorningofAugust2,2007anethanolplantemployeewasattemptingtounloadarailcar illedwithlow grade gasoline used as a denaturant. During theconnection process the valve located at the lowerportionoftherailcarwasleftopenandunabletoclosethe valve; the result was a rapid release of theapproximately 29,000 gallons of product onto thegroundbetweentworailspurs.The spill resulted in the largest documented productreleaseinIowa’shistory.Uponbeingnoti iedforrequestforassistance,Seneca’sWaste Solutions and Environmental Services divisionsmobilized a large contingent of personnel, equipmentand resources to avert a potential disaster fromescalating.Duringthecourseoften(10)daysandroundtheclockactivities, a total of approximately 32,000 gallons ofcontaminatedwaterandproductwasrecoveredfromaFrench drain recovery system installed by responsecrewsandatotalof5,000cubicyardswereexcavated,loadedandtransportedoffsiteforproperdisposal.Seneca personnel worked closely with regulatoryagenciesonandoffsitetocompletetheprojectinasafeandtimelymanner.The response efforts resulted in prevention of offsitemigration, adverse environmental impact and withoutinjurytoanypersonnel.

Mr.BiellierservedasSeniorProjectManagerofthelargestvoluntarycoaltarremediationprojectwhichat the time, was the largest in the State of Illinoishistory. Heworked closelywith the customer todevelop a scheduled plan of site operations,prepared the project scope and proposal forcompleted services. The site was located near arecognized sensitive spawning area for walleyegame ish so site control andpreventivemeasureshad to be carefully planned under the approval ofregulatoryagencies.During the course of the one year project, Mr.Biellier managed and supervised all subcontractand site personnel for the project’s excavation,removal,transportationanddisposalofover32,000cubic yards of coal tar (PNA’s) contaminated soils,weathered bedrock zones, including managementand offsite disposal of all contaminatedgroundwater encountered during the operations.He directed all daily work activities, daily invoicepreparations, as well as, customer and regulatoryliaison duties. This also included the installationand compaction of all replacement ills. Under thedirection and the approval of the IllinoisEnvironmental Protection Agency the site wassuccessfully remediated without any injuries,incidentsoroffsitecontaminantmigration. 

During initial construction activities, widespreadcontamination over the entire four (4) acre propertywas encountered and construction activities werehalted until emergency removal actions wereundertaken. Mr. Biellier worked closely with localplanners and state agencies to develop a plan quicklyandminimizedelaysinconstruction.The project which was completed in approximatelyfour (4) weeks included entire project oversight,management and direction of permitting, excavating,loading, transporting and disposing of over 16,000cubic yards of petroleum hydrocarbon impacted soilsandover250,000gallonsofimpactedgroundwater.Heworked closely with customer, site developer,consultant and regulatory agencies to ensure projectdeadlines were met ahead of schedule and withincomplianceparameters.

Severalcolor changes were required per day. The operatorwould need to thoroughly clean the spray gun duringeachchange.Thisresultedinsigni icanttimewastedaswellasincreasedpaintandsolventwaste.Theprimarypurposeofthenewsystemwastoincreaseproduction and reduce waste at the same time.Working hand in hand with the customer, SenecadeterminedthatKremlin’sAirmix®technologywasthebest spray gun technology for the application. Byswitching from Airspray to Airmix® the customerwouldreceive35%increaseintransferef iciency.In addition to the new spray technology Senecadesigned and built a custom automatic color changesystem to eliminate the current manual process. Thesystem used custom air logic to control a Kremlin airoperatedcolorstack.Theoperatorcannowsimply lipa switch and color changes happen automaticallywithminimalhumaninteraction.Theamountoftimespendoncolorchangeswasreducedbyalmost50%.Senecainstalledthissystem irstinJeld‐Wen’sGrinnell,Iowa facility. After an extensive testing and provingphase the project was then rolled out to 10 differentJeld‐Wen factories around the country. Mr. Risewick has been employed with SenecaIndustrial since2007. Senecaprovidedadesign/build/operatemultiphaseextraction (MPE) system for the First PhilippineIndustrial Corporation for a site located in theBangkal Community in the City ofMakatiwhich ispart of the metropolitan Manila area in thePhilippines.Inthesummerof2010,phase‐separatedpetroleumhydrocarbon(PSH)wasdiscoveredinthebasementof a residential building. The basement is thedeepest subsurface structure in the area, andcontains a groundwater drainage system on theexterior of the foundation. Flow of the PSH andassociatedimpactedgroundwaterfromthelocationof the release was induced by the buildingfoundationdrainagesystem.

The impacted groundwater and PSH collected in thesumpofbasementforcingbuildingevacuation.ThePSHwas subsequently traced to a release from a nearbypipelinecontrolledbyFPIC.The remediation technology selected for full‐scaleremediation and the subsurface soil andgroundwater was MPE using a dual‐ low system.Pneumatic pumps were used to dewater thesubsurface treatment zone while the soil vaporextraction blower removed contaminants from andaeratedtheexposedunsaturatedzone.TheMPEsystemwas designed to remove hydrocarbon mass via threemechanisms;(1) luidrecoveryofPSHbypumping,(2)PSHvolatilizationandrecoverybysoilvaporextraction,and (3) in situ hydrocarbon destruction by enhancedaerobicbiodegradation.Seneca provided CH2M Hill with a completelyintegrated and coordinated system, fabricated andfactorytestedwithintheUnitedStatesanddeliveredtothe site using ef icient overseas shipment means andmethods. A groundwater plume impacted private domesticdrinking water wells and the City of Grand Islandmunicipalwells.GroundwaterRemediationforTCEContamination was accomplished using four deepextraction wells and construction of a centralizedgroundwater treatment system. The groundwaterplume extended beneath nearby neighborhoodswith shallow groundwater elevation (<5’ depth towater). Work in residential streets required highlevels of communication with neighbors andeffective project management, safety procedures,andtraf iccontrol.The SOW was to construct and operate a 2,000gallon per minute groundwater extraction andtreatment system targeting chlorinated solventswhichwouldimpactwatersupplywells.Senecawasresponsible for installation of a 2,000 gpm shallowtray air stripping treatment plant in a 45’x60’pre‐engineered metal building with mechanical/electrical and of ice space. Piping systems werewelded carbon steel. The Groundwater TreatmentSystem was provided with control and SCADAsystem featuring Variable Frequency Drive (VFD)pump control via pressure transducers and remotemonitoringandcontrolfeatures.TheSOWincludedinstallation of four (4) groundwater recoverywellswith well houses and two (2) miles of 8, 10, &12‐inchHDPEpipewith iberopticcontrolconduits.Directional drilling and utility corridors wererequiredinneighborhoodstreets.Permitting and safety procedures for work in therailroad right of way were also important to thesuccessoftheproject. ThedesignwaspreparedbyBlack & Veatch. Seneca performed plant design toinclude QED Air stripping systems which providedlongtermO&Madvantages.

Seneca was responsible for design modi icationsincreasing the treatment plant design low rate from1,500 to 2,000 gallons perminute and preparation ofshopdrawings,submittals,andcontrolsprogramming.Seneca’s design modi ications increased the size ofconveyance piping; provided extension of the City ofGrandIslandwatermain;reroutedpipingatthestormseweroutfalllocatedwithinahightraf icthoroughfare;and,installationofvalvevaults.Senecawas responsible forpreparationofworkplansand operations & maintenance manuals. Seneca wasresponsible for startup, commissioning, and 1 YearOperation&Maintenance.

On behalf of Union Carbide Corporation, a WhollyOwned Subsidiary of TheDow Chemical Company,CH2MHill conducted soil and groundwaterremediation services at the former ChlorohydrinUnit at the UCC South Charleston Facility in SouthCharleston, West Virginia. Seneca submitted adesign/build scope of services for anAir Sparge, aSoil Vapor Extraction, and a Soil Vapor ExtractionCondensateTreatmentSystem.The AS system was required to have a maximumdischarge capacity of 310 standard cubic feet perminute (scfm)with adischargepressureof 15psi.Themanifold, headers, adwell legsweremountedontheenclosureinteriorwithall lowcontrolsandgauges accessible to personnel to adjust air lowrates, collect readings and perform necessarymaintenance. A total of 21 AS well legs wererequired equipped with a low control valve, lowindicator,checkvalve,andpressureindicator.The SVE system performance required 850 scfmlowcapacityat13inchesofmercuryinletvacuum.A key piece of equipment for this systemwas therotary lobe blower equipped with a variablefrequency drive (VFD) motor and silencers. Thedesign required the motor to be completelyenclosed fan cooled, and high ef iciency electricmotor for continuous 24 hour operations. Thissystem also included a vapor liquid separatorequippedwithliquidlevelswitches.The manifold was equipped with instrumentationand controls including a Drager Polytron IRcombustible gas indicator capable of reading 0 to100%LELformethane.

Atotalof80SVEwelllegswererequiredforthissystem,eachlegequippedwithavacuumindicator, lowcontrolvalve, lowindicator,andsampleport.The SVE Condensate System was designed to treatcondensatecollected in theSVEvapor/liquidseparator.The condensate discharge ratewas estimated to be 95gallons per day during cold weather months. Theprocess equipment required for operation included acondensate transfer pump, bag ilters arranged inparallel, and liquid phase carbon absorber vessels. Allequipment and piping was installed by Seneca on theinterioroftheequipmentenclosure.Eachofthesystemswere fabricated and factory tested in the Des MoinesRemediation Shop. Each fully functional package unitwasshippedtothedesignatedlocationontheUCCSouthCharleston Facility. During start up activities, thesystems were ield tested and CH2M Hill ieldpersonnel were fully trained on system operation andmaintenance. Seneca provided all labor, equipment,materials, and supplies to completely perform eachturnkeysystem.

The Rock Island County Metropolitan AirportAuthorityhadanagingfuelfarmforJET‐Astorageatthe Quad‐City International Airport. This system,whichdatedback to the1960’s, containednine (9)small20,000gallontanks,providedfuelingservicesforcommercialcarriers.InNovember2010,Senecawashiredtoupdatethefacility; installingthree(3)50,000‐gallonfueltanksmadeofcarbonsteelwithepoxyliningandthree(3)new8,000‐gallonGlycol tanks for aircraft de‐icingluid. All fuel or glycol piping for the new facilitywas made with new welded stainless steel. Theprojectwasbuilt inphases inorder to avoida fuelsystem shut down and also to allow the airport tocontinue fueling operations while the new systemwasbuiltintheexactsamelocationastheoutdatedexistingsystem.In keeping with the phasing plan, the fuel systemhad to be half way decommissioned, cleaned, cutandremovedinorderforthefoundationsofthenewfueltankstobeinstalled.

Onesideofthenewfuelsystemwasinstalledandthencommissioned and made ready for the AirportAuthority to put it into service. The process includedtherequiredin‐depthfuelinspectionsandalsoplentyofequipment run time, for adjustments and systemre inement.The second half of the existing system was thenremovedandtheaccompanyinghalftothenewsystemwas built and tied into the now running irst phasesystem.Thescopeofworkfortheprojectincludedtheexcavation of all contaminated soil and removal of thehazardous waste fuel tank and associated piping andappearances.Seneca provided new tank foundations, as well asmodi ications to the storm drain lift station and exitpiping. Two new pumping and iltration skids wereadded.Theseskidsprovidethecapabilityforof loadingtransporttrucksandaircraftrefuelertrucks.

Thisseparatorpicksupcontaminationrunningfromthecontainment area andwill capture any spills thatmayoccur in the new loading area, or in the containmentdike, before they have a chance to enter the waterrunoffsystemonsite.Thedatedbrickbuildingandroofwere kept due to the historical signi icance to theairport. It was renovated along with the electricalswitchgear and distribution, which now feed the newfuelsystem.Alsoinstalledwithinthenewlyrenovatedbuildingwerenew mechanical and plumbing systems and additionalinstrumentationandcontrolsystems.Anewfueltestinglabwas designed and installed inside of the renovatedbrick building complete with all the necessary gear toaccommodate the airport, and let fuel testing be takenindoors,especiallyduringtheharshwintermonths,andthehumidsummers.The lab has all Nema 4 rated, hazardous location, andexplosionproofequipmentwhichincludesfans,heaters,and a large exhaust system to extract any hazardousvaporsoutofthelabroom.

The new skids track, manage, and report backfuelingparameterstothe AirportFuelingManagerthrough a wireless connection. A new fuelingpersonnel and driver’s shelter was also installed.This little shelter is actually the brains, as well astheeyes,oftheentiresystem,asithousesallofthetank monitors and emergency monitors that willalarmifanyfuelingproblemissuspected.The fueling system now has the capability forpersonneltohitmultipleE‐Stopbuttonswhichwillshutdowntheentiresystem,andalsoautomaticallysend a signal to the QCIA Fire Department whichcan arrive within minutes of an EmergencyNoti ication.The driver’s shelter houses vitalcommunicationequipmentthatallowsthesystemtobe monitored remotely by the Airport FuelingManager.Additionally,anewclay‐treatmentvesselwas installed. Gulfstream Aerospace Corporation required anonsitefuelsystemtomaintain lighttestingfortheirnewG650 business jet. The existing fuel farmwasunabletoperformthistaskduetobothitspumpingcapacityandabilityto ilterfuels.On‐sitetherewerethree existing tanks, one (1) 30,000 gallon forstorage and two (2) 3,000 gallon for defuelingaircraft.The scope of work involved a design build fuelsystemthatwould fuelaircraftat240gpm,de‐fuelaircraft at 50 gpm into storage, off‐load tankers at250 gpm into storage. All fuels from the de‐fuelprocedurewouldbe stored then iltered through apre‐ ilter and a 300 gpm clay treater before beingtransferredinthestoragetankforre‐issue.In the design phase close cooperation betweenGulfstreamandtheSenecaCompaniesresultedinaonepump system controlled by a VFD tomaintainthe correct pressures and low rates to allowGulfstream to maintain their schedule for testing.The fuel farm was updated to meet new designcriteria with multiple EFSO and three (3) remotecontrol panels and high level alarms. The existingtanks were cleaned and inspected prior toinstallationofthenewfuelingskid.Gulfstream’s fuel farm also consisted of a fueltransport containment area for off‐loading spentfuel onto tanker trucks. This area was designedwith a below‐ground grate system to capture anypotential fuel spills that may occur duringoff‐loading. Gulfstream will manage this processand could take any necessary course of action toremedyfullspillagequicklyandef iciently.

Seneca has seen tremendousgrowth over his tenure with a record performance of31%growthin2011.Organized and directed large number of USTassessments and cleanups for a number of top 100PetroleumConvenienceStoreCompaniesincludingKum&GoL.C.andCasey’sGeneralStoresActed as expertwitness in a number of incidents fortheShellOilCompany versus the State of Iowa.Muchof the pre trial work included assessment of affectedproperties and determination of contributoryresponsiblybaseduponfateandtransportprinciplesoftheprimaryconstituents.Bournes Trimpot Facility: Involvement includedassessment, remediation and negotiations withinsurance underwriters. The primary contaminantswere TCE, TCA, PCE. The project work includesassessmentsofgeologicdepositionalenvironmentsandthe development of plans to assess contaminants andtheirdistributioninbothdepthandbreadth.Murray was directly involved in the planning andaddressing techniques to avoid cross contaminationconcerns which required rigorous drilling protocol inaddition to purging and sampling techniques. Thisproject received closure in 2011 after 18 years ofassessment, design and the applications of variousphysio‐chemicalremediationtechniques.The most recent remediation methodology was theapplication of chemical amendments for treatment ofthemostcontaminatedareaswhichultimatelyresultedintheclosureofthesitebytheIDNR.

Mr. Nelson has 27 years of experience in both thedownstream and upstream ends of the Oil/Petroleum business. Prior to joining Seneca Mr.Nelson had various technical and managerial roleswith Core Laboratories an oil ield servicescompanyinAlberta,Canada. CoreLaboratories isaworldwide irm which focuses on providing highquality petroleum engineering and geologicalservices.It was in this very competitive environment thatmany critical concepts on customer service werelearned. Mr. Nelson has completedmany technicalstudies and representing the company’s overseassaleseffortsfrom1985‐1990.Mr.NelsonjoinedtheSenecaCompaniesin1990andhasheldvariousroleswhilehehasbeenwithSenecaincluding, environmental scientist, branchmanager,division manager, COO and his current role ofPresident. The stipulation was that ifwon that the product would have to becommercialized within ive (5) years. Mr. Nelsonpresented, tookquestionsandwontheapprovaloftheAlbertaresearchcouncil.Conceived and wrote the “PetrographicApplications Manual for Geologists andEngineers”. A geologic course thatwas designed,written and presented by a team of professionalsincludingMr.Nelson.The textbook for this course was a year indevelopmentandcontainedsectionson“AnalyticalTechniques for IdentifyingReservoirConstituents”,“Reservoir Damage”, “Effects of Mineralogy onWireline Logs”, “Diagensis in Both Carbonate andSandstone Environments” This class was taughtseveral times by Mr. Nelson and a team ofprofessionals. Some of the customers includedChevron,ESSOandCanadianHunterOilCompanies.Conceivedofandcompletedaregionalstudyofoil play in Northern Alberta.
