Firm Overview

Founded in 1989, PACO Technologies, fka PACO Group is a minority-owned, national

provider of program and construction management consulting services. For nearly thirty

years, we have supported all sectors of the transportation industry, including bridges,

slippage, cost overruns, and claims on large-scale transportation infrastructure programs

across the nation and internationally. Our configuration management methodology and

software system are also standard tools used in coursework and research at Rutgers

University’s Voorhees Transportation Center.

HUDSON RIVER PARK SEGMENT 4 (GREENWICH VILLAGE) Agency: Hudson River Park Trust New York, NY

As part of Hudson River Park Associates, a three-way equal partnership with Frederic R. Harris, Inc. (now AECOM) and O’Brien Kreitzberg (subsidiary of URS, a subsidiary of AECOM), PACOTECH provided Configuration Management, Cost Estimating, Construction Management, CPM Scheduling services, and Construction Inspection to the first part of Hudson River Park ever built. Piers 45, 46, and 51 in Greenwich Village, along with a mile of upland landscape between Leroy Street and Horatio Street, were the first areas to be built once the Hudson River Park Trust received necessary approvals from agencies charged with protecting the Hudson River.

Heralded as the start of the reclamation of New York City’s waterfront, the Greenwich Village section of Hudson River Park received awards for both engineering and design, including the national Urban Waterfront Center’s Excellence in Waterfront Design Award in 2004. The park stretches across more than 9.5 acres of dry land and three piers, from Clarkson Street to Jane Street. It is linked to the rest of Hudson River Park, as well as the Battery, Battery Park City and Riverside Park along the Route 9A Greenway, which was constructed by the State Department of Transportation. The park includes sunning lawns, a display fountain, two comfort stations, a dog run, food concessions, and magnificent display garden donated by the Garden Club of America. When completed, Hudson River Park will stretch 8.5 miles - from Battery Park to 99th Street along the Hudson River, and will include a continuous waterside esplanade and bikeway/ walkway, over 13 piers designed for both passive and active public recreation, a marine sanctuary and a large variety of boating facilities, recreation fields, gardens, and green lawns.

HUDSON RIVER PARK SEGMENTS 6 & 7 (26TH ST TO 59TH ST) Agency: Hudson River Park Trust New York, NY

As part of an interdisciplinary team led by Dattner Architects, PACOTECH performed configuration management, cost estimation, construction management, scheduling, and inspection services for this two-mile section of Hudson River Park. The design of Segments 6 and 7 of the Hudson River Park, stretching approximately two miles from 26th to 59th Streets, creates a variety of active and passive recreation spaces, includes hard and soft landscapes, upland and pier environments, boathouses and community facilities, and restored and protected habitats.

The park honors the maritime identity of the Hudson River specific to this site, enhances the connection between the city and the river, and develops a graduation of scales from intimate to grand, creating a waterfront park worthy of New York City. The project won the Award of Merit by the AIA of New York State and was a Waterfront Conference Featured Project.

WALL STREET ESPLANADE & PIER 11 FERRY Agency: New York City Economic Development Corporation New York, NY

PACOTECH provided cost estimating, construction management, scheduling, and inspections services on the NYCEDC’s Wall Street/Pier 11 Ferry Project. The project involved the complete demolition and replacement of Pier 11 in the Borough of Manhattan's South Street Seaport area. The scope of work included the temporary relocation and maintenance of the ferry and vessel operations during the construction of a new pier, ferry terminal facilities, waiting rooms, upland esplanade, accommodations for tourists, bicycle paths, park areas, and pedestrian esplanade. The ferry terminal has five landings (A, B, C, D, E),

each with two berths, and is used by four privately owned companies. Within walking distance, public transportation includes the New York City Subway's 1/N/R trains at South Ferry–Whitehall Street and 2/3 trains at Wall Street; the M5, M15, M15 SBS, M20 New York City Bus routes, and the Staten Island Ferry.
