MARKETS Albemarle increases ATH prices by up to 15% Albemarle has posted global price increases of up to 15% for all its speciality alumina products, effective on all shipments made on or after 1 January 2008, or as soon as allowed under specific contracts. Products affected include: Martinal alumina trihydrate (ATH) flame retardants and Martifin speciality alumina pigments. All these increases were due to take effect as from 1 December 2007. Cost increases in processing chemicals, logistics, energy and fuel, as well as in general mining costs were cited by Imerys as factors behind its move. About six weeks later, Huber Engineered Materials announced price rises of around 8% for its hydrous and calcined kaolin pigments supplied to papermakers, effective 1 January 2008. Huber added that these price rises will not replace the energy surcharge programme, which remains in place, reminding customers of the supplier’s right to add surcharges to listed prices in order to cover unexpectedly high energy costs. The increases were: $0.05 per pound for white, $0.08 per pound for black and other colours. At the same time, Ferro declared that it would be raising its prices for plastic compounds by $0.035-0.06 per pound, depending on resin content, effective 15 Nov. The USDC had investigated the pricing of carbazole violet imported from China in response to complaints filed in November 2003 by Nation Ford Chemical and Sun Chemical. It discovered that imports from China had doubled in volume from 163,620 kilos in 2001 to 336,350 kilos in 2003, while the average import value had dropped from $19 per kilo to $12.55 per kilo. Anti- dumping orders were issued across- the-board. Later, in order to demonstrate fair and consistent treatment of all suppliers, the USDC imposed anti-dumping duties at different rates for different Chinese suppliers, eg 12.46% for Goldlink Industries, 85.41% for Nantong Haidi Chemicals, effective as from 30 March 2007. (See ‘Focus on Pigments’, May 2007, 3). These rates of duty were subject to review. Under the latest ruling, the USDC has rescinded its review for all suppliers except one, meaning that the anti-dumping duties will remain in place at the rates determined in March for: Goldlink Industries, Nantong Haidi Chemicals, Aesthetic ColorTech (Shanghai), Anhui Worldbest Import & Export Co, Cidic, Ganguink Group, Hunan Sunlogistics, Hygeia-Chem (Shanghai), Pudong Prime International Logistics, Shanghai Rainbow Dyes Import & Export Co, Sinocol Corp and Yangcheng Tiacheng Chemical. A USDC review of the rate of anti- dumping duty for carbazole violet supplied by Trust Chem Co Ltd – currently 39.29% – will proceed as planned, with preliminary results scheduled for publication by 11 December 2007. The USDC is also reviewing the anti-dumping duties levied on Indian suppliers. As with other former Communist countries in Eastern Europe, the benefits of free trade within the EU are expected to stimulate a rapid increase in Romania’s industrial production and in its average consumer living standards. Romania’s per capita paint consumption is currently only 3 kilos, compared against the EU average of 15 kilos. Romania’s paint production increased by 15% in 2006 to reach 150,000 tonnes and a further significant increase is anticipated for 2007/08. The country’s major paintmakers are: Kober, Fabryo and Policolor. Fabryo is nearing completion of a new 91,250 tonnes/y paint factory, while Kober has announced a 12 M investment in a new 120,000 tonnes/y paint factory. Policolor, which claims a current market share of 15%, is also planning to increase its paint production.
