Holistic approach towards ReSPA Regional

eGOV comparative study preparatory activities

Overall goal of the study

The overall goal of the study was to enhance the level

and quality of eGovernment in the six ReSPA member

countries and Kosovo* in a manner which both takes

account of their specific and different needs as well as

aligns them as closely as possible to European

developments and standards.

*This designation is without prejudice to positions on status, and it is in line with UNSCR 1244

and the ICJ Opinion on the Kosovo Declaration of Independence

Specific objectives of the study

I Support the training organisations of the six ReSPA member countries and Kosovo* to help build the capacity of their public sectors to deliver efficient and effective eGovernment and particularly beneficial public eServices for citizens. (Examples of capacity building initiatives include training, mobility schemes, study visits, cooperation, best practices, etc.)

II Identify appropriate regional project opportunities for the six ReSPA member countries and Kosovo*,particularly in relation to beneficial public eServices for citizens, and in relation to any available European and other international funding and support programmes.

III Contribute to medium- and longer-term strategic eGovernment development in the six ReSPA member countries and Kosovo*,, including recommendations for further initiatives, studies and policy enhancements.

Regional Comprative eGoverment Study

– implementation phase

• Started in September 2012 with a kick-off networking event, for presenting,

discussing and agreeing the scope of work of the project, including a

questionnaire template and work specification

• Final report presented in February 2013 in Skopje, Macedonia in

coorganization with Ministry of Informatics and great support of Minister Ivo

Ivanovski from Macedonia and Minister Arsen Bauk from Croatia

• Two international experts engaged for establishment, supervision and

consolidation of the national inputs – Jeremy Milard and Louise Thomasen

• Fourteen reginal experts engaged

• Support to establisment of the conpect and work supervision by ReSPA

There have been a number of previous studies and sources of information and

data which this study has drawn upon and which provide a context for it. These

Overall recommendations

The headline recommendations are the need for the six ReSPA member countries and Kosovo* to focus on the following eight cross-cutting issues that interconnect eGovernment and public administration:

The need for a long-term strategic approach together with

institutional and legal backing

Change management to counteract resistance to positive change

The training and support

Overall recommendations

User-friendly and accessible eGovernment services of high

quality

Move towards open government, transparency, open data and

the use of social media, again with both a financial and a

social business case.

Continuous measurement and monitoring of eGovernment in

order to fine tune both the financial and the social business

case.

More specific recommendations

WB to focus more on:

Standardization of digital literacy of PA according to the EU

standards

Further development of 5 basic national registries

Strenhtening of public electronic services (12+8+3)

Better engagement of the legal units in particular in

development of e-services in line with EU recommendations

and Directives

Segregation and highter specialization between

organizational, technical and legal framework within the

eGoverment
