Maintenance

Maintenance is carried out by University staffor approved contractors used to working inthe Courts Requests or repairs can be made

online (see Repairs or urther details) I youhave an emergency situation (ie flood no

power) please contact your Court Receptioni they are closed requests can be made to the24-hour Security Office in Senate House

Security

There are Security staff on duty 24 hours a

day at the main Campus Security Office onthe ground floor o Senate House Manor Parkalso has a Security Officer on duty 24 hours

based at Reception located near to the siteentrance Hazel Farm has regular mobile and

oot patrols

Our Security Teamrsquos main purpose is to ensurethe security and saety o students staff andbuildings and regular patrols are carried out

Energy Efficiency

The University has an Energy ManagementPolicy Residents are urged to be responsible

in their consumption o energy and water byswitching off lights and electrical appliancesand by turning off taps and showers afer use

Heating

In most buildings controls or hot waterand heating are automatic I your room is

too warm please turn your radiator downusing the control valve Please note on manyradiators this requires the use o a coin to

turn the valve towards the thick blue line Iyour room remains too hot or too cold please

report online to the Estates and FacilitiesHelpdesk (details in the Useul Contacts

section at the back o this booklet)

In order to conserve energy and reduce

carbon emissions it is University Policy tomaintain a normal maximum temperature

or any residence at 21 degrees Celsius duringthe day and evening In most bui ldingsheating is switched off during the night rom

approximately 2am ndash 630am Central heatingis normally operated rom 1 October to 1 May

when the external daytime temperature isbelow 18 degrees Celsius

Insurance

The University accepts no liability or any loss

o or damage to your personal belongingsYour belongings will be covered by a block

insurance policy provided by EndsleighInsurance This provides limited cover or

loss or damage to your belongings i you havetaken reasonable steps to keep them secureYou are advised to check the policy at

are please ask at your Court Reception

Locks and Keys

On arrival you will be given a key to the dooro your floor or flat and or your bedroom

mail is delivered direct to the houses by RoyalMail No mail is delivered to the University

We endeavour to carry out plannedinspections and maintenance o buildings so

as to minimise inconvenience to residentsWe will normally give notice o any planned

work approximately a week beore it iscarried out In an emergency or examplea fire or flood we may need to enter your

accommodation without giving notice

Maintenance staff prioritise work and aim tocomplete jobs in a timely manner

Please note that reunds o rent ormaintenance ailures are only made in

exceptional circumstances when the ault hasnot been rectified in a timely ashion and

not where the ault or delay is beyond theUniversityrsquos control or example a power cutor difficulty in obtaining spare parts

SnowIce Clearance

When winter weather conditions requirethe paths and steps round the residences

will be gritted and where necessary snowand ice cleared i possible by 10am The

University Estates and Facilities ManagementDepartment are responsible or dealing withsnow and ice clearance

detection systems fire alarms and fire-fighting equipment TheUniversity will take disciplinary action against any resident

Electrical Safety

All electrical supplies in the Residences

operate at 230 volts and i used incorrectly cangive atal electric shocks Faulty or damaged

electrical equipment can also cause fires

The electrical equipment provided by theUniversity is routinely checked to ensure itis sae I you bring electrical equipment into

the residences it must be in good conditionand be fitted with a UK 3-pin plug with a

use Continental two or three -pin plugs andadaptors should not be used The University

reserves the right to remove withoutwarning electrical appliances it deems to beunsae or appliance leads that are not CE or

BS kite-marked

For your own saety and that o your ellowresidents you must stop using equipment

immediately i you notice the ollowingdanger signs

raquo Plugs or wall sockets which are overheatingor are scorched or cracked

raquo Cables or wires which are loose exposed orraying

raquo A burning smell when appliances are

switched onraquo Fuses which blow requently

I you are concerned about any o the electrical

installations or appliances in your Residenceplease speak to your Court Reception

Fire Safety

I you find a fire sound the alarmimmediately by hitting the nearest alarm callpoint ndash they are usually near the entrance

to your flatfloor When you hear a loudelectronic siren anywhere in the University

this means a fire evacuation and you and anyguests must leave the building immediatelyand go to your designated assembly point or

Court Reception i directed to do so You mustonly return to the building when a Fire Officer

or Security Officer instructs you to do so

The fire-fighting apparatus is supplied oruse only in an emergency I you do have to

use this equipment please report this to yourCourt Reception as soon as possible so it canbe replaced Tampering with any fire saety

equipment eg fire alarms unnecessarilydischarging fire extinguishers propping

open fire doors or covering sm oke detectorsis a serious offence Any resident oundmisusing saety equipment will be fined

may be required to leave the residence andcould be reported to the Police or Criminal

Investigation

Fire evacuation practices are arranged duringthe First Semester You are required to co-

operate with the instructions o Universitystaff during practice evacuations I you havea disability the University Fire Saety Officer

will advise you about sae evacuation in theevent o a fire Please note that fire escapes

English Law does not speciy a particular ageat which a child can be lef unsupervisedHowever parents may be prosecuted i they

injury to healthrsquo (Children and Young PersonsAct 1933) University residences should

be regarded as high risk areas or youngchildren Babies and toddlers should never belef alone in any circumstances

Policy for Accommodating

Students with Disabilities

There are study bedrooms designed orstudents with disabilities and other specialneeds within most o the Courts o Residence

These include rooms or wheelchair usersdea students and or students whose

disability requires additional space orspecial equipment

The University recognises that in exceptional

cases students who are severely disabledor suffer rom mental health disabilityor severe medical impairment could not

attend University unless they are offeredUniversity accommodation Accommodation

Services will consider applicantsrecommended by Centre o Wellbeing or theDisability Coordinator in accordance with

University policies and subject to suitableaccommodation being available

Students with significant special needs areadvised to visit our campus prior to arrival to

discuss their requirements and view the typeo acilities available

The existence or pre-existence o d isordersthat are well controlled and have responded

to medical treatment even though there isa continuation o medical treatment does

not necessarily constitute grounds orUniversity accommodation Examples oconditions not normally considered are

ndash urinary tract inections irritable bowelsyndrome asthma dyslexia eczema well-

managed diabetes or epilepsy

Allocation Policy

The lsquoAccommodation Allocation Policyrsquois reviewed annually by the University

in conjunction with the Studentsrsquo UnionChanges o the policy are recommended tothe Commercial Affairs Committee which

New students are invited to apply or

accommodation rom March each yearUndergraduate students have placesconfirmed during August and September

Postgraduate students have places confirmedafer the University receives an agreed

proportion o your course ees usually duringAugust and September

The majority o applications are made usingan on-line system and confirmations o

allocation are emailed to you

Eligible continuing students are able toapply or accommodation online during

late Novemberearly December Detailscan be ound online at surreyacuk

Contractual Relationship

Students living in University-ownedaccommodation are licensees Your licence is

granted because o your intention to ollow acourse o study at the University I you cease toollow a course o study at the University you

will be required to leave residence

Your contractual agreement is or a fixed periodand i you decide to leave your residence beore

the end o that fixed period you will still berequired to pay rent or the ull duration

When you apply or accommodation youhave to agree to abide by the lsquoConditions

o Residencersquo set out b elow These are animportant part o your licence agreement

PAYING FOR YOUR ROOM

When do I need to pay for my room

We will send you an invoice by email to your University EmailAccount within14 days o arrival and this will show your ldquoPay

byrdquo date

What should I do if I do not receive an invoice

Wait or 14 days afer you have arrived and re-check yourUniversity Email Account I the invoice has still not beenemailed to you contact the Accommodation Services their

contact details are at the back o this booklet

How do I pay my Residence Fees

When you receive your invoice read both pages o the invoicecareully as these will have all the inormation you need to pay

Abandoned PropertyYou may not leave property behind anywherein the Court afer you vacate your room I

any property is ound in or about your roomafer you have lef (including property lef

in or around any other part o the Universityeg cycles in Court cycle sheds) then theUniversity may dispose o such property in

the manner it finds appropriate

Access to Your Accommodation

I you report a ault inside your bedroom orflat you give permission or maintenance

staff to enter and rectiy the ault I we needaccess to your accommodation to carry out

routine maintenance or inspections orexample annual electrical equipment testingwersquoll give you at least 48 hours notice o

when this is due to happen In an emergency

or example a fire alert or flood we may enteryour accommodation without giving notice

The University reserves the right to enteryour accommodation i they have reasonablegrounds to suspect that there is a breach o

the Conditions o Residences or the welareo any resident is at risk In exceptional

circumstances the University may conduct asearch o a room

ArrivalArrival instructions will be sent to youvia email Yoursquoll normally be allocated a

room rom the weekend beore your coursestarts Please check your Allocation Letter

to confirm your arrival date Internationalstudents may be admitted up to our daysearlier i they are participating in the

International Orientation

Bicycles

Bicycles may not be brought into Residencebuildings There are lockable bicycle stores

available in each Court o Residence

Business Use

Residents may not operate a business in orrom University accommodation

Cleaning

You are expected to keep your room and

communal areas in a clean tidy and hygieniccondition and equipment is provided or

this Most communal areas are in additioncleaned periodically by cleaning staff Whenyou depart you must leave your room (and

shower room where applicable) clean andtidy and empty o rubbish

Residents o amily flats and Hazel Farm areresponsible or removing waste to externalcollection points

The University reserves the right to charge

residents or excess cleaning i hygiene andcleanliness all below a reasonable standard

in bedrooms andor communal areasThe accommodation is inspected prior todeparture and residents may be charged or

excess cleaning

Council Tax

Full time students living in Universityresidences are exempt rom Council Tax

Residents o amily accommodation are liableto pay Council Tax which is collected by the

University with and in addition to rent The

amount o Council Tax depends on the size othe flat and circumstances o the amily

Damage

Yoursquoll be held responsible or damage in yourroom beyond air wear and tear Rooms are

inspected prior to departure and yoursquoll beinvoiced or the cost o repairing any damageYou are expected to maintain the security o

communal areas by locking outer doors whenyou go in or out Damage in communal areas

is the responsibility o the whole floor orhouse and will be charged accordingly

Residents are responsible to pay or non-

return or loss o keys or returning urnitureto its original position and or deterioration o

urniture fittings or structure o the room orcommunal areas not due to air wear and tear

and any additional cleaning required Roomsflats are inspected at intervals throughout theyear and beore departure Any charges due

will be invoiced

Data Protection

Personal data collected on your

accommodation application will be held onthe University database or administrativepurposes It will be processed in accordance

with the statutory Data Protection Principlesand the Universityrsquos registration under the Data

Protection Acts 1984 amp 1998 The University is

required to disclose your name and campusaddress to Guildord Borough Council toenable the electoral roll to be updated

The Conditions of Residence are the rules and policies of residence

When you apply for accommodation you have to agree to abide by the

Conditions of Residence and these are an important part of your licence

agreement or tenancy (see PoliciesContractual Relationship)

The University reserves the right to introduce such changes to the

Conditions of Residence as may be necessary or desirable



Departure and Giving Notice to

Leave Early

You are required to vacate your

accommodation and return keys by middayon the end date stated in your Allocation

Letter or tenancy There are no on campusstorage acilities or residentsrsquo belongings butAccommodation Services can supply details

o local storage companies

I you decide to move out o residence beorethe end date o your licence or tenancy you

must give notice to leave by letter email orby using a Withdrawal Form available atAccommodation Services

Residents may give notice to leave theirresidence at the end o the First SemesterNotice must be received in writing no later

than 4 December 2015 and you must vacateyour room by 30 January 2016

I you wish to vacate your room earlier than30 January you can advise Accommodation

Services o your intentions Please note thatyou may be liable or the payment o your

room rent up to 30 January 2016 unless weare able to re-let your room earlier In theevent that we are able to arrange a re-let you

need only pay until the date that the newtenant moves in

I notice is not received on or beore4 December 2015 no rebate o rent will b e

given i you decide to leave beore the enddate specified in your allocation letter

unless we are able to re-let your room Thisapplies even i your move-in date is afer

4 December 2015 I you leave beore the endo your licence or tenancy yoursquoll be requiredto continue paying until your account is

cleared in ull

I you cease to be a student because you

withdraw rom your course or the Universityterminates your course your licence to

occupy University Accommodation andthereore your liability or rent ceases whenyou move out and return the key Please

ensure you notiy Accommodation Servicesin writing o your intended move-out date so

all necessary arrangements can be made

Deposits

Residents are required to pay an advanced

payment o pound250 this will be credited to yourrent invoice afer you move in I you do not

move in the advanced payment will be usedto offset any loss o rent until a replacement

tenant is ound including an admin ee

Drug Misuse

The possession o illegal drugs is a criminaloffence and possession with intent to supplyis a more serious offence It is also an offence

or the University to allow drugs to be used inpremises it owns or manages It is thereore the

policy o the University not to tolerate the useo illegal drugs in student residences Students

ound to be using or in the possession o anyillegal drug including cannabis or who allowillegal drugs to be used in their study bedroom

will receive a substantial fine a final warningand instructions to cease their illegal activities

immediately I the studentrsquos behaviour alsoindicates that they are unsuited to communalliving they may be asked to leave residences

(see Misconduct)

The University will inorm the Police o anystudent suspected o dealing in drugs The

University also reserves the right to provideinormation to the Police about students oundto be using or in possession o illegal drugs

Electoral Registration

Students in residence in the middle o

October will be included on an annual returnmade to Guildord Borough Council which

is used to prepare the Electoral Roll Werecommend that you also register to vote at

your home address in case an election occursduring a vacation

Electrical Appliances

Residents may not install or use any heater

iron kettle ridge reezer washing machinemicrowave or other cooking equipmentin their bedroom Under no circumstances

should electrical outlets or appliances be

interered with or overloaded Multi-socketadapters should be CE or BS kite-marked andhave a use and lsquoonrsquo indicator light Kitchenappliances must have a 3-pin UK used plug

Un-used continental plugs and adaptors arenot permitted The University reserves the right

to remove without warning unsae electricalappliances or non-UK standard appliance leads

that are not CE or BS kite-marked

Furniture

Items should be kept in the room they areprovided You are expected to return all

urniture to its original position when youvacate your accommodation

Guests

You are responsible or the behaviour o your

guests and must accompany them at all times

ensuring that they comply with all relevantparts o these Conditions Guests are not

permitted in your accommodation between11pm and 8am Guest rooms may be booked

via Accommodation Services

Health and Safety

Residents are required to conduct themselves

in a responsible and sae manner at all timesThe instructions and guidance in the lsquoHealth

and Saetyrsquo section o the lsquoResidents Guidersquoorm part o the lsquoConditions o Residencersquo

Inventory

An inventory orm will be emailed to you

and you are advised to record the conditiono the room and urniture when you arriveThe inventory can either be emailed to

Accommodation Services or returned to yourCourt Reception

Keys and LocksA charge o pound20 will be made i you ail to

return your room key or security ob whenyou vacate your room I keys or security obs

are lost or broken a charge o pound20 is made orreplacements An additional charge o pound75 is

made i a lock change is necessary Residentsmay not change locks or add locks or alarmsto their rooms

I you need a replacement key or security ob

you can obtain this on payment o pound20 atAccommodation Services or at Manor ParkReception Out o office hours you should

go to your Court Reception When they areclosed the 24 hour Security Office in Senate

House will assist you usually by letting youinto your room




Misconduct

Full details o the Universityrsquos disciplinary

procedures may be ound on the Universitywebsite wwwsurreyacukcurrentstudents

Misconduct relating to incidents in or

around the Residences is dealt with throughan escalating system o penalties issued bythe Wardens

An offence may lead to a Warning and

may be accompanied by a fine up to pound200depending on the seriousness o the offence

The Warden has the authority to move astudent to alternative accommodation withimmediate effect pending investigation o an

alleged act o serious misconduct

I through an act o serious misconduct orthrough repeated misconduct a student

demonstrates they are not suited tocommunal living they will be required toleave residence I a penalty is issued there

exists a provision or appeal

Under no circumstances may a student whohas been required to leave residence re-apply

or University accommodation during thatacademic year and they may be excludedrom applying or uture years i deemed

appropriate by a Disciplinary Panel

Noise

There is a level o noise associated with living

within a communal environment and noisecan become an issue when many people live

in close proximity to each other You mustnot make excessive noise at any time o the

day or night In addition there should beminimal noise audible outside the room youare in between 11pm and 8am (quiet hours)

When deciding i noise is excessive the

ollowing points will be considered

raquo Has a complaint(s) been receivedraquo Possible impact on other residents and

members o the Universitylocal community

raquo Level o noise being created and the timeo day

raquo Have previous complaints been made

I in the judgment o a member o UniversityStaff (this will mainly be a member o theWardening Team or Security Department)

the noise is deemed to be excessive andor intrusive then the level o noise will be

required to be reduced imm ediately theitem creating the noise can be confiscatedand urther disciplinary action may be

taken i appropriate

To ensure that the above conditions aremet we recommend that headphones are

used or listening to music and other audiooutput during quiet hours and residentsconsider their use i they wish to listen to

items at high volume

Within any large organisation on occasionthere will be events incidents or works that

may cause disruption to other memberso the organisation Whilst the Universitywill seek to minimise these occurrences

and to inorm residents whenever possiblethere may be times where disruption is

unavoidable




Room Changes Swaps

You may not change rooms without the

agreement o Accommodation ServicesThose who swap rooms without prior

permission will ace disciplinary action thatcan include a fine and maybe excluded rom

accommodation in uture years Room swapswhere two residents agree to swap roomswith each other are permitted rom late

October Further details will be emailed toresidents or you can contact Accommodation

Services An administration ee o pound50 ischarged per resident or a room swap

In exceptional circumstances with supportrom Centre o Wellbeing or Student Advice

a room change may be permitted For urtherdetails and to collect the appropriate orm

please visit Accommodation Services

In exceptional circumstances and withprior consultation the University reservesthe right to move residents to alternative

accommodation

Security of Rooms and Property

Whenever you leave your room you should

lock your room door and the outside orstaircase door I your room is on the groundfloor you should also latch your window

closed This ensures security or everyoneThe University accepts no liability or any loss

o or damage to your personal belongings

Single Sex flatsfloors

Students occupying rooms in single sex flatsor floors may not have visitors o the opposite

sex afer 10pm on any night o the week

Smoking

Residents or their guests may not smoke

or use an electronic cigarette inside anyUniversity building or in the entrance to or

close to windows or vents o any buildingincluding the Residences This rule includes

a ban on smoking within individual studentbedrooms Failure to comply with thisregulation will result in disciplinary action

being taken

Sub-letting of Rooms

Accommodation is available or the exclusiveuse o the person to whom it is let whilst

they are a ull time registered student o the

University You may not sub-let or allowanyone else to use your room ailure to complywith this regulation will result in disciplinaryaction being taken see the Misconduct section

or more details Overnight guests should bebooked into guest rooms Please note random

spot-checks occur throughout the year to checkthe ID o residents

Summer Vacation Residence

You can apply or residence during the

summer vacation Applications can be madethrough the online store afer the Easter

vacation Further details can be ound on theAccommodation web pages No reduction orent is given or periods spent away rom the

University in vacations Normal Conditions oResidence apply to vacation periods

Television

There are TV rooms in the Residences with

Bellerby residents able to use acilitiesat Manor Park I you own or operate a

television in your room you must have yourown TV licence A TV licence i s also required

i you watch live television on a computer

You are not allowed to attach aerials or

satellite dishes internally or externally to anyresidence buildings

Parking

There is no parking or residents on Stag Hill

campus and at Manor Park

As a condition o having a place in Residencestudents who are resident in all Courts (except

Hazel Farm) may not bring a car or other our-wheeled motor vehicle on to the Universitygrounds and while in residence undertake

not to keep one on the public roads within thelsquoexclusion zonersquo used or deciding eligibility

or parking permits

Students resident at Hazel Farm may parkree o charge in designated spaces at HazelFarm Residents o Hazel Farm are not eligible

or permits to park on Stag Hill campusduring office hours There is a limited number

o spaces or students resident at BellerbyCourt who may apply or a parking permitrom the contractor who is responsible or all

parking matters in the vicinity o the Court

Student residents may park a motorcycle onany University campus i it is registered with

the Security Department and is parked withina marked motorcycle bay
