• Well regulated frequency spectrum− 3400 - 3800 MHz / Test radio frequencies for 5G projects

− 700 MHz / Tender for public auction for the allocation of radio frequencies for the provision of mobile 5G services in 2018.

• Civil Protection and Disaster Relief achievement − 1997: call 112 – 2nd country in Europe

− 2012: it is possible to reach 112 with a simple SMS; location of the person calling 112

− 2015 Dec.: first national-wide e-call service deployment in EU

• Well skilled first line responder (Police, Firefighters, Rescue …) of new technologies

Why 5G PPDR iniciative?

• 5G for Europe Action Plan (EU commission)

– Among other topics: Preliminary trials, Spectrum bands for the 5G services, 5G infrastructure to improve the performance of Public Communications Services

• Public safety challenges

– Schengen border, Natural disasters, Securing critical infrastructure, Terrorist threats, Cross-border collaboration, Multi-agency collaboration

• Improving safety with more efficient preventive and operational activities of all stakeholders for better life, work and business environment.

• Enhance current Public Safety and Emergency Services

– Improved operational efficiency and Faster emergency response

through innovative usage of standardized ICT technologies

– Save more lives and lower damage (cost) on infrastructure and property

• Contribution to increased efficiency of responders will have

impact to number of saved lives, better property protection

and therefore to GDP.

Goals


Slovenia – Green Reference Country in Digital Europe

• Public Safety Eco-system will bring expertise from Slovenian partners to create and develop advanced 5G solution that will benefit both the Public Safety and Emergency Services

• Build a 5G Centre of Excellence for the Public safety domain

• From national via cross-border to European collaboration:

o Develop new business models of deployment and operations

• PPP, MVNO for PPDR, Consolidation of PPDR networks, Multi-agency collaboration,…

o Establish complete value chain of stakeholders; seek further partners that will add value

o Transfer the model to other countries and gain further insights to develop and enhance services/applications through the cooperation with international partners

5G PPDR is based on…


• 5G network, • Advanced Operational Centre and• Multi-agency collaboration and interoperability mechanisms:

− Enhanced communication among stakeholders, (Police, Army, Rescue,..)− Supportive regulatory environment (1st responder prioritization, …),− Advanced services (video surveillance – extreme BB, flying UAVs – real time control, self-controlling

UAVs – massive IoT, data analytics, …),− interoperability with other technologies (TETRA, DMR, 4G/LTE).

March 2018 - Slovenia, Austria, Hungary to create driverless region

• a memorandum of understanding on cross-border cooperation in developing and testing electric, integrated and autonomous vehicles.

• The goals:

o encouragement, harmonization and strengthening of legal, social, economic, technical and institutional processes on cross-border cooperation in developing and testing electric, integrated and autonomous vehicles.

o creating conditions to establish an Austrian-Hungarian-Slovenian driverless region, which facilitates the expansion of new mobile technologies and vehicles.

Načrt NGN 2020 – Strateški cilji• The signatories maintain that digitalisationand decarbonisation are key to the future system of mobility, which must be safe, efficient and environmentally and socially sustainable.

• The signatories agree that such cross-border cooperation is a must and welcome the cooperation already in place: the letter of intent on cooperation and partnership between Automotive Proving Ground Zala Ltd. in Hzngaryand the testing environment Alp.LabGmbH in Austria (Light Vehicle Proving Region for Automated Driving).

5G CAD / Slovenian autonomous driving ecosystem


• Partners BTC, DARS, The Automobile Association of Slovenia (AMZS), and AV Living Lab are creating a worldwide unique partner ecosystem.

• Slovenian autonomous driving ecosystem is an integration of diverse types of infrastructure (city within a city, highways, testing and proving ground) within a single unified location, providing multi-industry expertise, as well as Industry 4.0 advantages and potentials.

• The aim of the partnership is the development of an innovative learning ecosystem as a provider of solutions and technologies for connected autonomous vehicles.

• Open model ecosystem is inviting other partners to join it. (operator, vendor)

5G CAD / AV Living Lab


• The Official opening of AV Living Lab, 27 April 2018

• The AV Living Lab infrastructure offers various possibilities to research, develop, innovate, and test. The advantages of an environment that is vivid and alive will provide valuable information and data for your future technologies.

• The 700 MHz frequency band was granted for the period until January 2019 and will enable machine-to-machine communication (M2M), internet of things (IoT) in smart public and private networks, especially energy grids.

• The 3.400 to 3.800 MHz band was granted for the period until May 2021 and will primarily be used for cellular technology and solutions.
