    PROJECT PROGRESS OVERVIEW

    The contractors contract was executed on May 8, 2014; the effective Notice to Proceed was May 27, 2014.The first week on the project, the contractor submitted traffic control and erosion control plans; elements of theerosion control plan were installed per the approved plan. The contractor met with the Citys forester (Mike B)to review requirements/obtain approval of the tree protection measures installed at the site.

    The first order of work was to locate the existing sewer in Scenic Avenue for our planned tie-in. The invert othe sewer line was located within of the planned elevation and a saddle connection (in lieu of the specifiedwye connection) was approved by Carmel Area Wastewater District (Daryl Lauer). The contractor successfullytapped the line and made the connection; by the end of the week the new lateral for the restroom was installed(at 2% minimum grade) and extended into the site perimeter. The trench in Scenic Avenue was backfilledcompacted and paved and the pedestrian trail was re-compacted and returned to service. Disruptions to trafficand pedestrians were kept to a minimum. Traffic control and pedestrian signage were per the approved plansand all traffic control involving lane closures were reported to the Police and Fire Departments at the beginningof the closure and again when the closure was picked up.

    The contractor completed the following activities: clearing and earthwork demolition of the existing trash enclosure, portions of wall and pathway finish grading for the floor slab excavation of all building, wall and trash enclosure footings

    At the close of the month the prime contractor was waiting on delivery of the reinforcing steel for the footings.

    The contractor has consistently made every effort to maintain a clean and orderly work site and to minimizedisruptions to traffic, residents and pedestrians while maintaining high safety standards.

    PROJECT ISSUES (NEW)

    1. Finished floor slab grade: The existing sewer line is an 8-inch clay line with an extremely flat gradienat the project location. Potholing activities located the line and determined that the invert was slightlyhigher (0.5 inches) than shown on the plans. The contractor successfully tied into the existing clay pipesewer at a location approximately 10 feet north of the planned location. Moving the tie-in to thislocation avoided impacts to the trees and provided the shortest distance to the building. Given the veryminimal gradient of the existing sewer line, moving the tie-in to this location resulted in the minimumrise in pipe elevation at the required 2% gradient. From the stubbed out pipe location/elevation wehave calculated that in order to maintain the 2% gradient and install the plumbing fittings for the floordrain, we will need to raise the finished grade of the floor slab 6 inches above the planned elevation.

    This item was discussed at 2 of our weekly progress meetings; the consensus was that the 6-inchchange in elevation was within the variance approved by the Planning Commission.

    2. Building height: Ms. Katie Morganrath has visited the site on several occasions asking about theoverall height of the building and she has been referred to the City for details.

    3. Unauthorized beach access along adjacent slope(s): The contractor installed an additional 100 feet ogreen snow-fence & post material (at no additional cost) along the top of slope adjacent to thepedestrian trail to deter access to the beach via the slopes. The contractor has been vigilant aboumaking sure that all fencing material maintained at the close of the day but it is obvious that people arepushing the fencing material down and climbing over to access the beach via the slopes after hours.

    4. Restroom doors: There has been some discussion with regard to the type of doors to be used on therestrooms; mahogany doors are specified. There is concern that it would be difficult to remove graffitfrom the wooden doors without damaging the finish; the architect has been directed to investigate ametal-door alternative.

    REQUEST FOR QUOTE/POTENTIAL CHANGES

    1. HDPE pipe in lieu of copper for water line: we requested a quote from the contractor for the savingsthat could be achieved by using HDPE pipe and directional boring in lieu of the specified copper pipeand trenching. The contractor has offered a $9,000 to $12,000 credit (dependent on 1 or 2 days odirectional boring); Harris has reviewed this quote and determined that it is a fair credit to the City. The

    contractor has been directed to utilize the HDPE pipe and directional boring technique; a change orderwill be executed once the final cost savings are determined.

    2. Photovoltaic (PV) vs. PG&E connection: we requested a quote from the contractor for the installation oa PV system in lieu of a connection to PG&E metered electrical service. Although the City would havebeen credited approximately $7,000 it was determined that the short-term savings was not balanced bythe long-term risks (no electrical power for maintenance activities, deletion of hand dryers, potentiaunreliability of PV during foggy months). It appears that we may be able to tie into power at the firspole on Santa Lucia instead of the planned tie-in on Scenic Avenue; this routing would be significantlyshorter than the planned routing. We are checking with PG&E to insure that this is a valid alternative

    PROJECT PROGRESS OVERVIEW

    The contractor completed the installation of all reinforcing steel for the wall footings. A concrete placement fothe footings was scheduled for July 9th; on the afternoon of July 8 th (based on information that the City haddecided to pursue a public appeal process) I requested that the contractor cancel this operation and suspendwork at the site.

    As previously noted, the tie-in to the existing sewer line on Scenic Avenue resulted in a projected overalbuilding height that will be 6 inches higher than specified in the project plans; the projected building height ishowever, within the building height originally approved by planning. In light of comments/concerns voiced byadjacent resident(s) with regard to the revised building height, the City proceeded with a 10-day public appealprocess. As a result of the appeal process, the contractor was directed to suspend work at the site effectiveJuly 9, 2014. A meeting was held at the site with Marc Weiner, Eric Miller (K. Morganrath architect) and me todiscuss the potential impacts of the additional 6 inches in building height. Mr. Miller indicated that he did nofeel that the additional height was a significant impact and that appropriate choices of plantings for thesurrounding landscape would mitigate these impacts. It is my understanding that the City also issued aresponse to comments received which included the revised plan sheets and an explanation of events that leadto the building height returning to the originally approved elevation.

    At the close of the appeal period (close of business on July 18, 2014) I was informed by Rob Mulane that noappeals received and that work could resume. I phoned the contractor and left a message that work couldresume on Monday; this was followed by a written letter directing work to resume. The suspension of workconstitutes an owner caused delay and will most likely result in an extension of contract time commensuratewith the period of suspension.

    Work on the site resumed immediately after receiving direction to resume work; a concrete placement for alwall footings occurred within 2 days of resuming work (July 22nd).

    The contractor has expended 66 of the 150 calendar days (approximately 44%) in the contract period; he hasexpended approximately 29% of the contract budget at the close of July. The disparity in the time vs. budgemay be attributed to the suspension in work experienced during the reporting period.

    The contractor continues every effort to maintain a clean and orderly work site and to minimize disruptions totraffic, residents and pedestrians while maintaining high safety standards.

    PROJECT ISSUES (NEW)

    1. Building height: The issue of the overall building height continued to be an issue this month. The resulof this issue was a suspension of work (details above) for a period of 10 work days. The issue seemsto have been resolved but will most likely result in a contract time extension commensurate with theperiod of suspension.

    REQUEST FOR QUOTE/POTENTIAL CHANGES

    1.     the planned routing. The contractor will utilize directional boring to install the electrical conduit whichwill minimize impacts to traffic at the Santa Lucia/Scenic intersection. The contractor will be directed toprovide a connection at this closer, alternate location and provide a credit to the City.

    PROJECT PROGRESS OVERVIEW

    During the month of August the contractor completed forming and placed concrete for all site and buildingwalls. The forming for the curved walls of the building was particularly challenging:

    The curvature of the wall design required the use of a material that is more flexible than standard

    plywood but must still withstand the loads from the concrete when it is placed in the forms. Thecontractor utilized a masonite material; it is pliable and able to conform to the design curvatures,however, the material is not as strong as plywood. Multiple layers of this material were used and thenumber of supports was significantly increased to provide a forming system that could withstand theloads from the concrete when it was placed without failing (bulging or bursting).

    The design of the exterior front walls calls for board form finish. To achieve this effect, the contractoused rough cut board lumber milled to varying thicknesses and cut to random lengths to construct aform liner that will produce a rustic board form texture on finished the walls when the forms arestripped.

    Building walls are colored concrete; this makes it nearly impossible to patch any imperfections as a

    patch would never match. The workability of the concrete was increased by using an admixture in theconcrete and access holes were cut mid-height in the wall forms so that the concrete could be deliveredat an intermediate level; these measures minimized the chance of rock-pockets that could needremedial work.

    The City received confirmation from PG&E that the tie-in for the site electrical can come off of the first powerpole on Santa Lucia; this will significantly decrease the amount of conduit to be installed for the electricaconnection. The contractor has scheduled directional boring to install the electrical conduit for the first week inSeptember.

    The contractor has consistently made every effort to maintain a clean and orderly work site and to minimizedisruptions to traffic, residents and pedestrians while maintaining high safety standards.

    The time to budget indicates a lag in the overall project progress. The suspension of work during the month oJuly has impacted the completion schedule for the project; the current completion date is projected to beNovember 10th (vs. original date of October 24th). During the month of September a number of big ticket

    items will complete which will narrow the discrepancy between the expended budget and expended time.The contractor is being as efficient as possible in his operations and is attempting to make up time whereverpossible.

    PROJECT ISSUES (NEW)

    1. Break-in at project site intruder(s) cut the chain link fencing material along the pedestrian pathway togain access to the project site. The contractor contacted the police department and indicated that altools & equipment were stored in the storage container (which was not breached); the only thingmissing was about 20 feet of copper grounding cable that was cut and removed from the site.

    PROJECT PROGRESS OVERVIEW

    The original plan called for a 2-inch copper water supply line installed by conventional trenching methods. Pethe contractors proposal directional boring and high-density polyethylene (HDPE) pipe was used in lieu of thecopper and trenching. The contractors operation to install both the water line and electrical conduit for thePG&E service using the directional boring method took only 1 day. This one day operation had minimadisruption (at the tie-in area on each end of the line) to the heavily utilized pedestrian trail and no impacts totraffic; the original trenching method would have impacted the trail and traffic for multiple days. In addition, the

    City will receive a credit of approximately $10,000.00

    The roof slab was formed, rebar installed and concrete was placed; this was the last concrete placement fothe building except for the floor. After the concrete was cured/had reached compressive strength, all formworkwas stripped; plumbing and electrical embeds and rebar were installed in preparation for the floor slabconcrete (scheduled for first week in October).

    Waterproofing materials were applied to the rear wall of the building; this was followed by a drainage mat anddrain rock for backfill. These measures further ensure that moisture from the surrounding soil does nopenetrate the back wall of the building.

    PROJECT PROGRESS OVERVIEW

    During the month of October the contractors activities included:

    The contractor placed concrete for the floor slab; this was the final concrete placement for the project. With thefloor slab complete, the piping for the building plumbing could be completed. Wall studs were installed andsheetrock was hung in preparation for the interior tile. The subcontractor began installation of the wall tile inboth restrooms.

    On the roof, the copper flashing was measured and fitted for the roof edges and scuppers. The waterproofingsystem (multiple layers of materials) was installed on the roof and the drainage blanket for the green roofwas installed in preparation for the green roof elements.

    The masonry contractor continued work on the stone veneer for the building walls this month. The architecremained readily available to review the progress of the stonework.

    PG&E confirmed that they had received payment and signed contract from the City; this allows PG&E toschedule the work involved in connecting the service to the site. We have been told that there is a six-weekbacklog so the anticipated date for setting the meter will be in mid-December.

    The Project Status above indicates that the contractor is beyond the original contract completion date.However, the contractor is entitled to an adjustment in contract time for several items including issues with thesuspension of work (earlier in the project), changes related to the doors and the delay in getting permanentpower to the site. The contractor has diligently prosecuted the work on the project and the adjustments incontract time due to owner changes/delays will more than account for the extended completion date.

    PROJECT ISSUES (NEW)

    PG&E schedule for providing service to the site is anticipated to be mid-December which is well beyondthe anticipated contract completion date. Although almost every item will be complete well before thePG&E tie-in date, the contractor cannot complete his work nor can we do a final walk-thru withoutpermanent power; the contractor will be entitled to an extension of contract time commensurate with the

    delay in getting power from PG&E.
